    Major Responsibilities

    In collaboration with the GSC Risk and Compliance Unit, streamline, revise, update, and implement effective Global Procurement systems, business processes, policies, and procedures required for all aspects of procurement compliance that are responsive to the organization’s domestic and overseas programmatic needs and minimizes organization risk.   
    Oversee the development of sourcing strategies, along with a clear procurement framework and roles and responsibilities, for IRC’s major procurement categories.
    Drive cost savings for global contracts; support resettlement and overseas program offices in driving cost savings for local procurements.
    Develop and implement a reliable organization-wide market intelligence mechanism for selected goods and services. Ensure strong supplier performance and contract management mechanisms are in place for efficiency and value for money.
    For procurements being managed by the Global Procurement Unit, oversee the purchasing process, from the needs-analysis up through the purchase contract and delivery, to ensure efficient, cost-effective, and compliant procurement lifecycles.
    Participate in the creation of learning materials and guidance documentation, and its distribution and use in resettlement and overseas program offices, as well as for emergency response.
    Lead the establishment of key performance indicators (KPIs) to capture, evaluate, and report on the performance of all procurement activities across the organization. Ensure that KPIs are used for continuous improvement and for strategic decision-making.
    Ensure that best practices, ethics, industry standards, as well as relevant compliance requirements are understood and adhered to by all staff undertaking procurement activities across the organization, as well as all internal stakeholders.
    Represent Procurement at the leadership level on cross-functional initiatives. Engage regularly with the Finance, Compliance, Legal, Internal Audit, and Program teams to ensure strong and effective collaboration.
    Lead and mentor a team of procurement professionals, fostering a culture of professional excellence, compliance, accountability, and collaboration while promoting these values across all stakeholders, ensuring adherence to correct processes, policies, and ethical standards in every procurement interaction.
    Represent IRC in relevant external settings.
    Make recommendations and report key issues and opportunities to the Chief Global Supply Chain Officer (CGSCO), especially on enhancing procurement performance, complying to donor regulations, enacting cost savings, and accomplishing other strategic objectives.
    Other responsibilities as assigned.

    Job Requirements:

    Education and Experience

    Bachelor’s in supply chain management or other relevant field required; professional certification (e.g. CIPS) or master’s preferred.  Additional experience is a substitute for master’s/certification.
    Minimum of 8 years’ work experience in procurement management with increasing responsibility, preferably with an international organization. 
    Strong knowledge of various donor procurement regulations (e.g. USAID, ECHO, FCDO, UN agencies) required.
    Professional humanitarian experience / evidence of having worked in humanitarian or conflict settings preferred.
    Strong knowledge of contract management. 
    Staff management experience and abilities that are conducive to a learning environment.

  • Senior Coordinator-Program Implementation Regional Supply Chain Coordinator, East Africa & Asia CRM Data Specialist

    Program Implementation

    Ensure effective grant start-up, progress towards program deliverables is systematically tracked in the PIM dashboard and actions are taken because of its monitoring;
    Ensure adherence of program implementation with donor and IRC policies;
    Ensure the alignment of workplans with IRC and project plans and continuously review progress of IRC and partners implementation;
    Ensure implementation review and close-out meetings are planned and conducted in a timely manner with the scheduled PCM cycle including the engagement of partners;
    Coordinate with the finance, grants and partnership department and support program coordinators to ensure procurement and spending oversight using adequate procurement and financial management tools, including regular BVAs and spending plans review;
    Ensure learning is integrated into design and implementation (including re-design of long-term programs);
    Ensure that feedback from beneficiaries is strategically used to adapt programming and organizational policies were applicable;
    Review all programs implementation through periodic field visits in collaboration with other department leads and ensure that program implementation strategies are compatible with overall program goals and objectives;
    Provide support to the field Emergency Team during the scale up of a sudden onset humanitarian response and during the deployment phase;
    Ensure program coordination, and that managers for cross-cutting themes work together effectively according to program work plans;
    Coordinate high-level reporting on country-level indicators such as beneficiary numbers, design for impact indicators, cluster data and other information as needed;
    Ensure that donor reports produced by the programs team effectively demonstrate the impact of IRC’s interventions;
    Foster program integration among IRC sectors and with partners in line with programmatic needs and donor commitments; and
    Support the program Coordinators on establishing and maintaining and adequate program staffing set-up in the field for program delivery.

    Business Development

    Support the Program Coordinators in the proposal development at field level and conduct final review in collaboration with the senior coordinators for grants, quality and strategy ensuring high quality, accuracy for program implementation; and
    Conduct strategic engagement with key stakeholders, donors, and other funders in collaboration with the DDP and DDGA and represent the IRC Kenya with humanitarian donors including accompanying strategic donors on field site visits.

    Partnerships

    IRC Kenya has committed in its SAP to spend 8% of funding through local partners by FY2024. The program delivery unit facilitates this process by ensuring the specific tasks under this component of the role include:

    Contribute to achievement of goals related to the SAP partnerships ambition including identification and onboarding of Strategic Partners;
    Embody and model IRC values related to partnerships (partner as equals, partner first etc.) and lead this approach in implementation of IRC projects across the project locations;
    Enable development and maintenance of strategic partnerships with local organizations;
    Provide support to partnerships team to address any program implementation challenges; and
    Regularly report to DDP on progress on partner implementation and work with other coordinators to clear any inter-departmental obstacles.

    Monitoring, Evaluation, Accountability & Learning

    Together with the technical and MEAL team, align planned assessments with program needs;
    Contribute to the implementation, and analysis of all assessments and surveys;
    Review and adoption of data and inputs to the Annual Statistics activities;
    Enhance the use of Program Indicator Dashboard (PID) and other MEAL-related technology for program implementation routines; and
    Coordinate closely with the MEAL Coordinator to ensure Client Accountability is reflected in program implementation.

    Staff Management and Development

    Coach direct reports with the aim of strengthening their technical and management capacity, exchanging knowledge within the team, and providing professional development guidance;
    Supervise and mentor direct report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and providing documented semi-annual performance reviews;
    Promote and monitor staff care and well-being, approve and manage all leave requests to ensure adequate coverage;
    Lead and model successful adherence to IRC’s Global HR Operating Policies and Procedures; and
    Champion Staff and Clients safeguarding policies in the workplace at all levels.

    Representation and Advocacy

    In coordination with the DDP/DGA, actively develop and maintain effective working relationships with stakeholders including local communities, donors, government actors, UN agencies, international and local NGOs, and other relevant actors. Liaise with county and national governments, donors, NGOs, and other operational partners in Kenya via attendance at meetings, consultations, and other forums; and
    In coordination with the DDP, assist in organizing donor visits by supporting staff in the smooth design and running of field visits.

    Country Program Management

    Actively participate in and contribute to strategy discussions, including SAP revision processes; and
    Stay updated on new IRC priorities, policies, or process updates.

    Working Relationships:

    Position Reports to: Deputy Director of Programs
    Position directly supervises:  Program Coordinators and Senior Program Managers as appointed.

    Collaboration: Strong collaboration is expected with the Senior Field Coordinators, Senior Coordinator for Grants and Senior Coordinator for Program Quality.

    Requirements

    Master’s degree or equivalent experience in international development or related subject;
    At least 7 years of experience working in program management;
    Demonstrated experience in program management, project design and use of project design tools;
    Experience managing programs in relevant technical area(s) that may include Health, Reproduction Health, Nutrition, and WASH;
    Should possess minimum 5 years experiences in humanitarian and development work including managing humanitarian relief and/or transitional programs in areas affected by large scale displacements due to conflict and chronic food and nutritional insecurity;
    Demonstrated experience in supervising and mentoring staff and with strong commitment to staff capacity development;
    Demonstrated qualities of leadership, sensitivity to cultural settings, communication skills, commitment, and sound judgment;
    Aptitude to adapt to a different context regarding security, culture, climate, or health issue, demonstrated by experience outside of country of origin;

  • BHA Program Evaluation – Consultant

    Scope of consultancy

    The Consultant will design an appropriate evaluation methodology based on their understanding of the expectations of the scope of work. The consultant must physically travel to Sudan to undertake the primary data collection exercise in-person; remote work is not possible. The consultant should note that project locations are in remote areas with poor road conditions and no mobile phone network. Internet is available when at the base. The use of mobile technology (e.g., tablets for data collection) is limited by a lack of reliable electricity to charge devices for data collection. The consultant should therefore plan for flexibility in timelines and data collection methods.

    The Consultant is expected to propose a methodology for the evaluation that should include but not limited to: 

    Drafting data collection tools, with a plan for feedback on tools to be used in implementation contexts.
    Developing the data collection methodology, including sampling.
    Developing the quantitative and qualitative data analysis plan.
    Plan for validation of findings with key stakeholders.
    Production of the evaluation report using USAID evaluation format.

    The consultant should propose a mixed methodology that combines qualitative and quantitative evaluation. Expected deliverables include a desk review, inception report with sampling framework, developing data collection tools, developing the quantitative and qualitative data analysis plan and finally producing a quality evaluation report.

    All data collected must be disaggregated according to BHA requirements that include but are not limited to sex, age, disability and location. The consultant should submit a detailed inception report  that includes data collection instruments, clear roles and responsibilities, timeframe, data analysis process, and report writing.

    Evaluation Roles and Responsibilities

    IRC and its partner will:

    Provide accommodation and travel Including flights and ground transport
    Provide a vehicle to access remote sites as feasibly as possible
    Connect the consultant to a network of local field monitors for data collection and facilitate payment based on a rate and schedule pre-approved by IRC.
    Provide access to power sources for charging and recharging for electronic devices and internet connectivity for offline mobile data collection and online data submission when the team are back to the office.
    Provide a pre-departure briefing and ongoing security advice and support.
    Facilitate engagement with the beneficiaries and other key stakeholders.
    Provide all necessary program documents and contacts of relevant stakeholders.
    Review the Consultant’s proposal, tools and evaluation report.

    The consultant will:

    Be responsible for all aspects of the entire evaluation process, including evaluation preparation, data collection, analysis, and report writing.
    Be responsible for paying any tax or other fees related to this assignment.
    Provide all required working tools such as computer and data analysis software.

    Reporting Arrangements

    The Consultant will report to the IRC MEAL Coordinator and work in close collaboration with the partner management team, technical coordinators, and IRC leadership.

    Duration of Assignment

    The consultancy should not last more than 20 working days, excluding weekends.

    Limitations and Mitigation Measures

    Remote and low resource location: primary data collection will be conducted in a remote location; IRC will facilitate access to local enumerators who are already trained and experienced in data collection.  
    Unreliable internet connectivity: there is no mobile phone network, and internet is only available in offices.  This may impact quantitative data collection and audio recording of qualitative data collection. Technology which enables offline collection and uploading at a later time should be used.  

    DELIVERABLES

     Inception Report

    The consultant is expected to develop an inception report upon commencement of the assignment. The inception report will detail the agreed methodologies to be employed during the evaluation. The report should also include the finalized activity plan and a structural outline of the final evaluation report and should be shared and approved by IRC before the data collection and analysis commencement.

    The inception report should also contain:

    A detailed methodology including sampling for the evaluation implementation.
    A detailed schedule for the program review.
    The indicators that fall within the scope of the program review.
    Draft data collection tools (qualitative and quantitative). A work plan that sets out the preparatory activities, specific deliverables, and timeline related to the program review and budget for the data collection activities.

    Facilitated Validation Session

    The Consultant will facilitate a validation workshop preceding the delivery of a final report where the evaluation’s preliminary findings, conclusions, and recommendations will be presented to the IRC project team. The consultant will incorporate comments and feedback from the validation workshop into the final draft of the evaluation report

    Evaluation Report

    The report should address the above consultancy objectives and contain an executive summary, acknowledgments, introduction including program summary and purpose of the evaluation, a detailed methodology (including limitations), key findings (covering both document review and primary evaluation), lessons learned, evidence-based recommendations, conclusion and annexes.  Annexes should include, at a minimum, field sites assessed and a list of key informants. A soft copy of the report should be shared with the MEAL Coordinator, and the report should not be more than 30 pages, excluding the cover page and annexes.

    Summarized Four-Page Evaluation Report

    Report that summarizes the evaluation purpose and background, evaluation questions, findings, lessons learned, conclusion and recommendations.

    PowerPoint Presentation

    Presentation of the evaluation process, key findings, lessons learned, and key recommendations.
    The deliverables above will be complemented by regular communication and feedback from the IRC team and a validation workshop where the evaluation’s preliminary results will be presented to IRC leadership. After incorporating comments from the validation workshop, the report should be shared with the MEAL Coordinator, Grants Coordinator, and IRC senior management team.

    Minimum Qualifications:

    REQUIREMENTS

    Please note that this consultancy is only open to individual consultants and not companies or other evaluation firms.

    A qualification in Monitoring and Evaluation, Research, Statistics, Social Sciences, or any other related field is required.
    Knowledge and experience in conducting evaluations in low resource environments is required.  
    Experience conducting evaluations in Sudan or in South Sudan or strongly preferred.
    Excellent skills in quantitative and qualitative data collection and analysis.
    Excellent skills in data analysis software such as SPSS or STATA (for quantitative data analysis) and ATLAS.ti, NVivo for qualitative data analysis.
    Experience in using mobile data collection systems such as Kobo Collect or Commcare will be an added advantage.
    Excellent organizing, facilitating, presentation, and communication skills, including report writing in English.
    Knowledge of Arabic is preferred.

    Job Overview: 

    The Deputy Director GSC Systems role is integral to the IRC’s efforts to optimize its supply chain and operational efficiency through the effective adoption and use of (Integra) Microsoft Dynamics 365 and other GSC systems as needed. Positioned within the Global Supply Chain Team, this role is focused on facilitating the comprehensive adoption of Microsoft Dynamics 365 and other GSC Systems across IRC’s global operations. The Deputy Director GSC Systems is responsible for ensuring that the technical components of the GSC System including system enhancement, bugs resolution and reporting systems are effectively managed to meet the organization’s needs and to support the continuous improvement of supply chain processes”. The Deputy Director GSC Systems is the technical supervisor of  a team of system advisors and collaborates closely with program offices, regional offices, subsidiaries, and affiliates to ensure a seamless integration of technology and processes, thereby enhancing the overall effectiveness of the IRC’s supply chain management.  They also supervise the HQ GSC System Advisor who works on bug fixes, system design, testing, updates, and general system maintenance.

    Major Responsibilities: 

    Technical Leadership and System Management:

    Serve as the technical focal point for the GSC System Advisor team, guiding system strategies and implementations.  Support the System Advisors in their roles, ensuring they have the necessary tools and guidance to perform their duties effectively.
    Coordinate and oversee all GSC System technical activities, including technical issue resolution, technical risk management, system enhancements and optimization, functional testing, system upgrades, ensuring alignment with GSC Strategy and goals.

    DevOps and Ticket Management:

    Manage the DevOps and service now ticketing system, coordinate and take lead on GSC tasks, and ensure timely resolution of issues. 
    Maintain a comprehensive understanding of the system’s backlog and manage task distributions effectively.
    Oversee System Advisors’ documentation of trends and themes of tickets in order to inform reporting and analysis.

    Reporting and Analysis:

    Develop metrics to track the success of end-user use of supply chain modules in Integra, as well as other supply chain technologies used.
    Provide regular and detailed reports to the management team on GSC on system usage metrics, module system performance, task and tickets progress, and system enhancements.
    Offer technical recommendations for system and process improvements, system updates, and possible investments to drive a mature state of system usage and end-to-end supply chain visibility, and data-based decision making.

    Cross-Functional Collaboration and Support:

    Engage with peers in IT, Finance, Programs, to address cross-functional system issues.  Develop a working knowledge across integrated non-SC modules in Integra, as well as technologies and systems that impact supply chain, to help effectively drive integrated solutions.
    Help to drive a culture of correct system usage and data-based decision making. 
    Act as a GSC representative in relevant internal technical meetings.

    Qualifications and Experience

As a key member of the proposal teams, this position collaborates closely with IRC Country Offices, Finance Department, and Technical Units to facilitate the development of cost proposals.

    Responsibilities

    Capture & Program Design

    Serve as the ‘Capture Pricing Lead’ to ensure IRC is well prepared to develop an effective budget proposal for important funding opportunities
    Conduct research and evaluation of cost drivers specific to each country to understand cost proposal development challenges and opportunities to improve pricing strategies within the predefined clients’ needs and regulations.
    Aggregate all available budgetary details at the activity level, encompassing all anticipated interventions and necessary support provisions, into clear rough estimates.

    Pricing Strategy & Budget Development

    Lead Budget Development and/or provide quality assurance or backstopping for budgeting for major proposals. 
    Review released solicitations to assess whether cost-related considerations might hinder the development of a competitive, compliant, and viable bid
    Provide pricing expertise to the donor budget proposal process to ensure proposals are of high quality; reflect the needs of the solicitation and include the necessary shared costs.
    Ensure the proposal team understands the financial requirements and donor regulations of the bid, by clearly communicating what is required and providing guidance and support as needed.
    Identify all key financial and commercial risks and proactively propose a tailored mitigation plan and adjustments as necessary.
    Drive and/or ensure that pricing inputs from IRC Country Offices, technical or other contributors are integrated effectively. Lead all aspects of detailed cost, and technical queries in anticipation of submission timelines.
    Maintain, expand and apply technical knowledge in USG, FCDO, World Bank and European Union by attending educational workshops and trainings, reviewing the latest donors’ regulations and policies and market trends
    Offer guidance and strategies for creating intricate budgets, presenting cost-related aspects efficiently and effectively, developing payment by results structures and fee payment schedules
    Develop comprehensive donor budgets in line with internal and external requirements, ensuring that all cost drivers are adequately considered, drawing input from different collaborators.

    Job Qualifications:

    Minimum three years of experience developing cost proposals. Demonstrable experience developing cost proposals for grant and contract types including Payment by Results approaches and fee rate structures.
    Demonstrates in depth understanding of USG, FCDO or EU financial rules and regulations; is able to identify donor-specific risks and design cost proposals in a way that mitigates those risks.

    Serve as the ‘Capture Pricing Lead’ to ensure IRC is well prepared to develop an effective budget proposal for important funding opportunities
    Conduct research and evaluation of cost drivers specific to each country to understand cost proposal development challenges and opportunities to improve pricing strategies within the predefined clients’ needs and regulations.
    Aggregate all available budgetary details at the activity level, encompassing all anticipated interventions and necessary support provisions, into clear rough estimates.

    Pricing Strategy & Budget Development

    Lead Budget Development and/or provide quality assurance or backstopping for budgeting for major proposals. 
    Review released solicitations to assess whether cost-related considerations might hinder the development of a competitive, compliant, and viable bid
    Provide pricing expertise to the donor budget proposal process to ensure proposals are of high quality; reflect the needs of the solicitation and include the necessary shared costs.
    Ensure the proposal team understands the financial requirements and donor regulations of the bid, by clearly communicating what is required and providing guidance and support as needed.
    Identify all key financial and commercial risks and proactively propose a tailored mitigation plan and adjustments as necessary.
    Drive and/or ensure that pricing inputs from IRC Country Offices, technical or other contributors are integrated effectively. Lead all aspects of detailed cost, and technical queries in anticipation of submission timelines.
    Maintain, expand and apply technical knowledge in USG, FCDO, World Bank and European Union by attending educational workshops and trainings, reviewing the latest donors’ regulations and policies and market trends
    Offer guidance and strategies for creating intricate budgets, presenting cost-related aspects efficiently and effectively, developing payment by results structures and fee payment schedules
    Develop comprehensive donor budgets in line with internal and external requirements, ensuring that all cost drivers are adequately considered, drawing input from different collaborators.
    Engage with and provide technical guidance to partners, and integrate all partner pricing inputs into the consolidated budget, budget narrative, and overall cost application
    When required, conduct cost reviews of selected proposals
    Ensure adherence to IRC’s standard processes and policies, as well as compliance with solicitation requirements and client policies across a variety of opportunities and donors.

    Minimum Qualifications:

    Job Qualifications:

    Degree (minimum BA) or equivalent experience in a relevant field such as public administration, business administration, management, economics, or similar.
    Minimum three years of experience developing cost proposals. Demonstrable experience developing cost proposals for grant and contract types including Payment by Results approaches and fee rate structures.
    Demonstrates in depth understanding of USG, FCDO or EU financial rules and regulations; is able to identify donor-specific risks and design cost proposals in a way that mitigates those risks.
    Flexible work attitude: the ability to work in an inclusive team environment, independently and ability to meet unexpected demands.
    Demonstrates ability to collaborate effectively with colleagues in ‘remote’ and complementary teams.
    Excellent inter-personal skills and able to communicate clearly and concisely complex financial information with diverse set of stakeholders.

    Responsibilities:

    Collaborate with the Senior Director of Employee Experience and the GEDI Director, People and Operations to implement strategies which enhance employee engagement and belonging across different employee populations in alignment with IRCs Values – Accountability, Equality, Integrity and Service. 
    Manage and enhance communication channels for staff feedback, including regular updates, surveys, and focus groups to ensure employees voice in all their diversity feeds into organizational decisions. 
    Work with the Sr Director of Employee Experience, the GEDI Director, People and Operations and other People & Culture (P&C) Leaders to develop and implement action plans based on employee feedback, monitoring progress, and adjusting as necessary to achieve desired outcomes.
