    The Purpose of the Role

    The Programme and Grants Coordinator is responsible for managing a portfolio of grants to be allocated to awardees during the period of the fund management under the What Works 2 contract. Each Programme and Grants Coordinator will be expected to manage a portfolio of grants each in their respective regions (to be allocated). The Programme and Grants Coordinator will play a critical role in ensuring timely and accurate grant reporting, tracking grant spending, developing spending plans, and managing internal disbursement of grant funding to awardees.
    The role will also provide key support to the Senior Operations Manager, Fund Management, and work closely with Programme Finance Coordinator and Finance Officers to coordinate programmatic and budgetary monitoring, compliance with donor and internal IRC rules and regulations and other key functions as required.

    Scope and Authority
    Authority

    This position has no direct line management authority but has authority to advise the What Works II Finance Officers and Senior Operations Manager.

    Responsibility For Resources

    This position is not a budget holder but is required to manage and oversee grants budgets
    Responsible for monitoring portfolio of grants (progress and spending reports); and preparation of donor financial and narrative reports for a portfolio of smaller grants and contracts;
    Responsible for risk management and compliance of allocated grants in collaboration with the Awards Management Unit’s Compliance Team; and
    Supports the Senior Operations Manager, Fund Management on other Fund Management tasks as required.

    Key Responsibilities
    Programme and Grant Management and Monitoring

    Support the full life cycle of funding rounds as follows:
    Develop, co-facilitate and guide competitive partner selection processes to identify partners for this project;
    Review concept notes, proposals and budgets and support key technical staff in this task before Project Lead sign off; and
    Lead and Support Partner Identity and Background Review, conduct vetting and project partner capacity assessments (due diligence) processes and documentation, including completion of the report and/or review of submitted reports and by senior officers.
    Support in the agreement, draft review of accountable grant arrangements (AGA), taking into account the due diligence outcomes and specific project and donor requirements.
    Coordinate with the technical advisors for support required for the effective management of the grants, including around reporting cycles.
    Acting as the grantee-partner focal point, coordinate the management and monitoring of grants funded portfolio following the award, and ensure that the funded projects continue to comply with the terms and conditions set in the grant agreement.
    Develop and maintain an in-depth understanding of grants, donor compliance, and budget conditions and status.
    Contribute to the What Works 2 programme grants risk register, to identify, monitor and mitigate against any key risks to programme delivery, and update the Senior Operations Manager, Fund Management.
    Support and participate in timely and effective grants funded portfolio programme, finance, and compliance review and reflection (monitoring), and work with the fund management staff, Technical Coordinators, M&E and finance staff to address any project performance issues.
    Update the What Works 2 grants management portal as required.
    Attend and actively participate in all grants reviews related meetings, including monthly check-ins with Technical Advisors.
    Manage and coordinate the approval of agreements, amendments, cost extensions and no-cost extensions for grants/contracts.
    Utilize existing IRC standard grant management processes (OTIS, project cycle meetings, etc.) and develop new tools or reporting formats to enhance grants management.
    Manage coordination of WWII grantee-partner reporting; work closely with Finance Officers, Programme Funding Coordinator, Senior Operations Manager, technical advisory unit and headquarters-based finance staff to ensure accuracy of the WWII grants reports and promptly identify and advise the WWII Team on areas of concern.
    Undertake regional monitoring visits to grant partners and project sites (subject to travel and security approvals)
    Undertake capacity strengthening activities with grantee-partners including developing project tools and templates preparing presentations in programme management and compliance, contributing to online webinars and team meetings.
    Support WWII team with planning and logistics of Annual Programme Meetings including coordination with grantee-partners and contribution to agenda and grantee-partner specific sessions.

    Financial Management and Compliance

    Work closely with What Works 2 Finance team to ensure accurate reports are produced in a timely manner, and that confirmed expenditure reports and grants forecasts are submitted to FCDO, as agreed.
    Maintain an overview of grants funded portfolio and monitoring and ensure that appropriate controls and decisions are made regarding timely release of funds to grantees.
    Support the Project Finance officer in preparing and reviewing milestones calculation ensuring grantee costs are reflective of required costs.
    Work with the project team to develop tools to implement sound financial management (e.g. cash flow management tools, invoice trackers, forecasting).

    Communications

    Maintain regular communications with grantees and build relationships with strategic programme partners
    Maintain effective communication with Partnership Excellence Team to ensure effective fund management

    PERSON SPECIFICATION
    Essential
    Skills, Knowledge and Qualifications:

    Excellent written and oral English communication skills.
    Degree in gender, social work, public health, international development, or related field (or equivalent work experience in a relevant field)
    Between 3 to 6 years of related and demonstrable work experience, preferably for an International Non-Governmental Organization managing a considerable number of grants or contracts
    Excellent organisational skills

    The Finance volunteer will be responsible for ensuring IRC systems and procedures of internal controls are followed when committing financial transactions in IRC Financial system. Processing Payments, Reconciliation and providing up to date data.

    Key Responsibilities:

    Ensure that all cash payments are fully supported and are authorized at set limits as per IRC Kenya delineation chart before disbursement.

    Monitor and track all vendor invoices submitted to Finance and ensure they meet the 3-way match before processing the invoice journal. Ensure that the vendor invoices are processed in a timely manner.
    Responsible for preparation of Journal for all cash received or deposited into bank account and submit to the workflow for approval.
    Ensuring that vendors payments journals are settled in a timely manner.
    Maintain an organized and well detailed Filing folder for invoice journals and payments journals in sequential filing system for easy retrieval and ensure that Invoice / Payment Journals are well supported with relevant original documentations.

  • GBV-SRH Integration and Toolkit Specialist

    GBV-SRH Integration and Toolkit Specialist

    Scope of Work:  

    The IRC is a leading pioneer of WPE and SRH Integrated programming, as well as violence prevention and response research.  The goal of this project is to collaborate with UNFPA on a GBV-SRH Integration Operational Toolkit for humanitarian settings. This will happen through support to  GBV-SRH Integrated models in two countries and will be based on country program experiences, piloting in 2 different contexts, as well as learning from BHA qualitative human-centered design research which rigorously evaluated women’s preferences as well as service provider experiences in integrated GBV-SRH service delivery and approaches, and learnings from GAC multi-country integration implementation. Based on the outcomes of this work for the two pilot countries, the GBV-SRH Integration and Toolkit Specialist will develop SRH & GBV Integration guidance note in collaboration with UNFPA and contribute to the development of the global toolkit.

    This role will coordinate with UNFPA, WPE and SRH TAs, and two country programs on key needs for toolkit information such as how WPE-SRH services integrate, collaborate, and coordinate together.  In addition to coordination, this role will be responsible for co-analyzing data and feedback from country programs; conducting a desk review; conducting necessary informal outreach to countries with GBV-SRH integration experience to ensure models and toolkit support their needs; and ensuring toolkit is in line with GBV Minimum Standards and MISP for sexual and reproductive health in crisis. 

    In addition, as part of this project, IRC will also be collaborating with UNFPA on promoting access to the GBV SC Co-coordinator roles for Women-Led Organizations by supporting a WLO organization to co-coordinate.  

     Major Responsibilities: 

     act as main technical focal point for the project internally and with UNFPA and ECHO
     lead on overall project management, including workplans, budget spending and country engagement.  
     Also lead on recruitment of consultants, as applicable to support Toolkit development with UNFPA as the Specialist
     Work closely with UNFPA, VPRU/Health technical units, and two country programs implementation sites to support improvements to integrated services based on existing recommendations and coordinate the toolkit development with UNFPA

    Demonstrated Skills and Competencies: 

     Ability to work across sectors coordinating multiple stakeholders to bring people together from different perspective to work collaboratively 
     Knowledge of ethical principles related to sensitive study topics, such as violence against women and SRHR 
     Understanding of roots of GBV and denial of SRH services to women and girls and how they are linked

  • Deputy Regional Director, Central Africa Region

    Deputy Regional Director, Central Africa Region

    Scope of work

    The Deputy Regional Director will support the Central Africa Regional Vice President in overseeing IRC’s engagement and programming in response to the humanitarian crises impacting the Central Africa region. The DRD will lead or coordinate efforts to improve program quality in all aspects across design and implementation. In addition, the DRD will engage with regional INGO, UN, and donor representatives to position IRC on regional initiatives and to further IRC’s strategic goals. The DRD will also be actively engaged in business development opportunities, especially around multi-year, high value projects. The DRD will be based in Nairobi and report to the Regional Vice President.

    Position Overview

    The Deputy Regional Director will oversee program design and implementation in IRC’s country programs in the Central Africa region. The DRD will be an ambassador for organizational priorities and goals to these country programs and supporting country programs to continue to implement IRC’s Strategy 100 through the implementation of their SAP, focusing on cross-functions collaboration for quality delivery, client first, partnership, business development, monitoring, and learning. The DRD will be a model of organizational leadership and driving performance in the region while partnering with the RVP on promoting a culture of openness, transparency, duty of care for all staff and duty of service for our clients, and power rebalance in favor of those close action.
    Exercising the delegated authority of the Vice President, the DRD provides a range of strategic, programmatic and operational management support to country programs and regional colleagues. A key function of the role is to navigate and influence the organization on behalf of the country programs. The DRD will travel regularly to country offices to provide management support, including exceptional management of specific issues as required, and to monitor program quality and strategy delivery. A significant portion of the DRD’s time will be spent on business development activities, regional representational activities, Strategic Plan monitoring, and staff mentoring.

    Work closely with the RVP to ensure that the IRC’s global Strategy 100 and Country SAPs are guiding decision-making throughout the region.
    Oversee implementation of SAPs/SAP-IPs and SAP strategic investments monitoring and review process, including leading annual SAP reviews and reporting.
    Maintain consensus around a common vision of what shared success in Central Africa looks like, including supporting implementation of the regional road map.
    Drive institutionalization of the Outcomes and Evidence Framework, IRC’s program design tools.

    In coordination with the IRC’s Awards Management Unit, provide focused business development support to country programs, building country capacity to win multi-year and high value projects.
    Take go/no-go decisions regarding pursuit of regional funding opportunities. In coordination with Country Directors, engage in strong regional-level representation with governments, donors, international and local NGOs.
    Collaborate with regional focal points, DDPs, and technical sectoral leads to ensure the integration of GEDI & Safeguarding in project design/proposal development process.

    The Purpose of the Role

    The Program/Business Development Advisor will work on a team to contribute to IRC’s overall new business development efforts by engaging with global, regional, country, and technical staff throughout the business development cycle from opportunity tracking and capture planning to proposal development, and submission. The PDA will serve as proposal manager for large and complex institutional donor opportunities, as well as support positioning and capture efforts. The ideal candidate will have a successful track record of leading large-scale and complex new business efforts in international development with particular emphasis on FCDO and USAID.     Major Responsibilities:

    The IRC seeks a Communications Advocacy and Policy (CAP) Senior Coordinator who will lead on the communication strategy and portfolio for the Gavi REACH project. Gavi REACH is a three-year $50 million project funded by Gavi and focused on increasing vaccination coverage among children under 5 in Ethiopia, Somalia, South Sudan, Sudan and Yemen. The CAP Senior Coordinator will report to the Project Director and collaborate closely with the Technical Teams to conceptualize, plan and implement the project’s internal and external communications, as well as leading policy and advocacy efforts for the project.
    The individual will ensure that the project’s messaging is consistent and engaging and lead on communications needs for Gavi REACH including preparing and updating various communications outputs, leading communications needs for Gavi REACH events, liaise with IRC Communications team on project communications and provide support for reporting and other documents generated by Gavi REACH. The Senior Coordinator is also responsible to develop communications and advocacy strategy and drive the implementation of the strategy. The staff is also in charge of identifying and formulating policy recommendations based on needs.

    Job Responsibilities
    Develop and implement a communications strategy for the REACH Project

    Developing and implementing communications plans, strategies and work plans, campaigns, events, and other initiatives in support of the project activities
    Provide communications support for Learning Agenda activities (including participating in Learning Agenda meetings, supporting documentation of learning agenda activities, and building the capacity of Gavi REACH country staff on communications related to the Learning Agenda). This position will work closely with the IRC HQ partnership team to ensure adherence to the grant agreement, policies and procedures. The Grants and Partnerships Senior Coordinator leads all donor reporting, fundraising, information and grants management for the Re:BUiLD program. Facilitates/oversees partnership arrangements and agreements with city governments, technical, private, and CBO/RLO organizations.     Responsibilities
    Grants Management and Compliance

    Maintain a deep understanding of donor policies, regulations, and procedures. Liaise with IRC HQ and the IKEA Foundation to ensure grant compliance requirements are clearly understood, documented and communicated to relevant colleagues in the Re:BUiLD Program Management Team and country teams
    Advise Re:BUiLD program technical leads and operations staff on reporting and compliance requirements and ensure inputs are received in a timely manner
