    Job Overview / Summary

    The Program Coordinator will support the TRANSFORM project and will be responsible for the operational aspects of the implementation of all key IRC objectives and deliverables of this initiative.
    The Program Coordinator will be based within the TRANSFORM team which sits in the Violence Prevention and Response Unit (VPRU)’s Strategy and Learning Team, and focuses on the development and testing of innovative program models and approaches; development of programming tools, guidance, curricula, and other resources; the generation of evidence through research and learning; and evidence-based advocacy to influence policy and practice in the field of violence prevention and response. The Program Coordinator, as part of the TRANSFORM team, will be based in a sub-team responsible for leading the overall thematic area of Inclusion within VPRU, promoting more inclusive humanitarian programming at the IRC, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression, and exclusion.

    Major Responsibilities

    In collaboration with the Senior Inclusion Specialist, the TRANSFORM Program Coordinator will be responsible for the implementation of all operational aspects of the TRANSFORM project, including partnerships, financial, and administrative responsibilities. Responsibilities include:

    Project Management And Operational Oversight And Coordination

    Manage the operational, financial and administrative activities and deliverables of the TRANSFORM project
    Support the Senior Inclusion Specialist with the oversight of all programmatic activities and deliverables.
    Actively work with relevant IRC country and headquarters staff and support Edge Effect in the operational delivery of project activities in all three pilot locations, ensuring effective implementation and with particular oversight of activities and deliverables in El Salvador and Ukraine.
    Track and update a work and spending plan for successful implementation of TRANSFORM, in coordination with the Senior Inclusion Specialist and the Grants Manager.
    Support the grant management focal point to produce programmatic donor reports, communications, and participate in meetings/calls as needed to keep the donor apprised of program progress.
    Support the hiring of consultants to support the realization of TRANSFORM activities and deliverables (including interpreters, translators, graphic designers, and learning specialists).

    Operational Support Around Learning And Impact

    Support the Senior Inclusion Specialist with documenting evidence and learning from the TRANSFORM Initiative alongside Edge Effect in the three project locations.
    Support the development of all knowledge management aspects (including but not limited to case studies, appraisal package, and training materials) of the TRANSFORM project.
    Support with documenting and sharing learning internally to support better diverse SOGIESC inclusion in programming – linking to IMPACT Standards Adapt workstream, Gender Equality Diversity and Inclusion Unit Strategic Objectives FY22 and beyond, EHAU Protection in Emergency conversations, coordinating regularly with the Violence Prevention and Response in Emergencies (VPRiE) Specialist.
    Support, jointly with the Senior Inclusion Specialist, the organizing of regular internal learning exchange/regularized discussion space to link together counterparts across the IRC and share learning from the TRANSFORM initiative (this may include colleagues from VPRU – Country Support Streams, Technical Innovations and the Learning Squad; Gender Equality Diversity and Inclusion Unit (GEDI), Emergency and Humanitarian Action Unit (EHAU) – Humanitarian Access and VPRiE), Pride Employee Resource Groups, Airbel Impact Lab, and beyond).

    Dissemination And External Representation

    Ensure ongoing coordination of the advisory group and collaboration with all project team members.
    Support with the packing and dissemination of the growing evidence base, learning, and good practices around diverse SOGIESC inclusion on relevant internal (Kaya Connect, IRC.org; RescueNet).
    Support the knowledge management and appropriate dissemination of resources linked to inclusion in humanitarian response.
    Provide operational and logistical support around TRANSFORM dissemination activities and events.

    Personal Specification
    Skills and Experience:

    At least 4 years of experience managing complex projects in diverse humanitarian settings/contexts and at both the field and global level, and coordinating multi-country and multi-stakeholder initiatives.
    Experience in knowledge management and development of diverse learning products.
    Excellent communication -written and oral presentation skills and experience representing an organization and building strong relationships at the local, national, and international levels.
    Excellent interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity.
    Experience in managing USAID projects.
    Experience working on a project which is partnership-oriented and managing the partners.

    Job Qualifications

    Education: A relevant combination of academic qualifications and extensive experience may be accepted in lieu of an advanced university degree.
    Language: Fluent oral and written English is essential for this position. Other language skills, particularly Spanish, Ukrainian, French, or Arabic, would be an advantage for this position.

    As an Investigator, you support IRC Country Programs in Somalia, Kenya, Sudan, Uganda, and South Sudan. Your main responsibility is to conduct investigations into violations of the IRC Way, including the misuse of grant funds. You are integral to developing, improving, and promoting complaint mechanisms, and expanding the ECU’s investigation capacity. You collaborate with other IRC functional areas and programs to support our partners, sub-grantees, and other agencies in encouraging a work environment that minimizes the potential for misconduct.
    Your work location is flexible – you can either work from an IRC office or remotely from your home base. It is preferable, however, that you have experience working in or with countries in East Africa in which the IRC operates. Proficiency in English is required for this role. This role also encompasses travel to our offices and field locations within the region.

    Key Responsibilities

    Investigate alleged fraud, corruption, waste, safeguarding violations, and any other type of misconduct, with objectivity, impartiality, and fairness throughout the investigative process and in line with international investigative standards and IRC guidelines.
    Formulate investigation plans; obtain, review, and analyze all information; conduct interviews of staff and other parties; record interviews; acquire and analyze evidence; conduct investigative research.
    Engage with Country Directors, Regional Vice Presidents, and other relevant team members on investigations; streamline investigative steps with in-country Compliance Coordinators or other local staff assigned to support investigations.

    Job Requirements

    Work Experience:

    4-6 years of experience in the private and/or public investigations sector. This includes experience conducting investigations into fraud, corruption, vendor and supplier collusion, safeguarding matters, etc. in complicated environments, and preferably in locations where the IRC operates.
    Extensive expertise in examining forensic, financial, and electronic evidence.
    Proficiency in interviewing witnesses and subjects in multicultural environments.
    Experience working with diverse investigation teams, including in remote locations and insecure environments.
    Experience in the nonprofit and NGO sectors, with grant-supported organizations, regional and international organizations, or the inspector general function within a large government organization is advantageous.
    Languages: Proficiency and fluency in English.
    Education: Bachelor’s degree (or similar) in law, international relations, criminal justice, journalism, finance, accounting, or a related field.
    Certification: Certificates, licenses or advanced degrees in law, accounting, or computer forensics (i.e., CFE/CFF/CPA/CA/CCEP) are an advantage.

    The Climate Analyst supports the integration of climate forecasts into IRC existing suite of crisis analysis products (annual Emergency Watchlist, risk monitoring & emergency classifications). The Climate Analysis will be working within the Global Crisis Analysis team within the Emergencies and Humanitarian Action Unit (EHAU) and working closely with the Anticipatory Action Specialist (ERD), and Climate Advisors. The role involves liaising closely with Country Programs & Regions to interpret and action the forecasts that the analyst produces. A significant focus of the position is to ensure regular and timely production of reports. This is also a new role so its responsibilities may evolve as we build greater understanding of IRC needs in this area.

    Conduct Regular Climate Analysis

    Review monthly forecasts from Columbia University International Research Institute for Climate and Society (IRI) to identify critical time periods based on livelihood calendars for regions where IRC has on-going programming.
    Identify countries at high risk of above or below average rainfall (i.e. at risk of flood or drought), particularly where this could impact existing IRC country programs and/or may increase needs in a place aligned with IRC entry criteria.
    Produce & disseminate clear & concise regular analysis identifying at risk Country Programs.
    Explore options for automating monthly forecast analysis & reporting.
    Flood Risk Analysis & Forecasting: in counties identified as being at high risk of a specific, forecast high rainfall event.
    Run flood forecasts and disseminate reports as frequently as required during periods of heightened risk.
    Drought Risk Analysis & Mapping: in counties identified as being at high risk of a specific, forecast low rainfall event.
    Map historical drought extent & frequency
    Run regular precipitation analysis based on CHIRPS data (or similar source)

    Collaborate With GCA, Wider Technical Excellence Team And External Partners To Build The IRC’s Expertise On The Intersection Of Climate And Other Crisis Risks

    Contribute climate analysis to IRC annual Emergency Watchlist.
    Support integration of climate risks to the Global Crisis Analysis team’s ongoing risk work and development of the risk radar.
    Support relevant updates to the IRC’s Emergency Classification System and explore possible connections between the IRC’s Emergency Classification System and anticipatory action work.
    The GCA team maintains the IRC’s Emergency Classification system, which is a critical first step in all IRC emergency responses. Most classification requests are handled during working hours by other members of the team, but all team members participate in a roster system to share responsibility for handling classification requests at weekends. The Climate Analyst may, very occasionally, be involved in processing and issuing a classification at weekends where this is crucial to ensure a timely response to a new emergency.
    Explore potential for automating CHIRPS analysis & integration with Household Economy Analysis (HEA) in collaboration with IRC’s Anticipatory Action Specialist
    Explore potential for strategic partnership with IRI, or other similar institutions and organizations, such as GLOFAS or other NGOs.

    Position Overview:

    This position is a short-term role to join IRC’s Airbel team and provide coverage for staff on parental leave. The main focus of the position will be to support the research coordination of a longitudinal, mixed methods study examining the implementation and effectiveness of case management approaches for children who have experienced violence or trauma in humanitarian settings in Nigeria and Colombia. Other projects include mixed methods studies related to child labor and the reintegration of children associated with armed forces and armed groups, qualitative research on child accountability systems, and research support to a large consortium on social norms and access to education for adolescent girls. This Researcher position will also support coordination, strategy, and business development of other areas of violence research. Paramount in this work is deep attention to ethical considerations related to violence against children research.

    Major Responsibilities:

    Work closely with research and program teams at headquarters and in country programs to coordinate child protection and other emergent violence prevention research studies as needed;
    Ensure research adheres to IRC research standards and all violence ethical guidance;
    Design survey tools and protocols, in collaboration with practitioners and academic partners;

    RESPONSIBILITIES.

    Leadership and partnership

    Following a review of the team’s portfolio and ways of working, we have decided to develop a new strategy. The Strategy and Communications Manager will serve as project manager and analyst for this process. They will work directly with the Sr Director for Data, and serve as a thought partner for them.

    Design a process for developing an IRC Data Strategy;Project manage the process, ensuring adherence to scope, timeline and budget;

    This role provides overall leadership to policy, sectoral coordination, advocacy, learning and innovation for Women’s Protection and Empowerment. It involves representing the IRC in key external engagements and global policy spaces, maintaining strategic partnerships with relevant stakeholders and movements, and relevant networks and campaigns globally.
    This role advances IRC’s work in support of prioritizing women and girls’ protection programing in emergencies, supporting necessary system adaptations and changes, amplifying emerging learning, spearheading sector-wide transformative shifts towards more inclusive, localized, evidence-based programing.
    The WPE Global Practice Lead will help to frame strong collective positioning across Women’s Protection and Empowerment priorities, building consensus and supporting learning and the generation of knowledge across the IRC and the wider Protection sector, in support of realizing the Centrality of Protection in humanitarian programming.
    A key aim of this role is to encourage coherence between IRC’s work at local, national, and international levels, seeking to consolidated gains, promote high-impact strategies and policy influencing work. In collaboration with the Airbel Research Lab and the Policy & Solutions/Advocacy & Influence teams, the WPE Global Practice Lead will advance ground-breaking research and advocacy work. Close coordination with the Deputy Director of VPRU will ensure local learning feeds into global positioning, advocacy, and mobilization.
    The WPE Global Practice lead will develop a strong collaborative relationship with the Global Leads for Child Protection, and Protection Rule of Law, as well as counterparts in the Health, Economic Recovery and Development, Education and Governance in support of enhanced, integrated protection programming, supporting the overall coherence of IRC’s strategic priorities.
    The WPE Global Practice Lead will lead and coordinate strategic resource mobilization and oversee management of innovation and strategic projects falling within the purview of the role.

    Major Responsibilities

    Strategy, Program Design and Business Development

    Act as the organizational leader for CRRD in Women’s Protection and Empowerment internally and externally
    Lead strategic direction for WPE in line with the organizational global strategy (both S100 and Safety Strategy)

    Job Overview 

    The Global Practice Lead, Protection – Rule of Law is the organizational leader for Humanitarian Protection , Rights and Rule of Law for the Crisis Response, Recovery and Development (CRRD) department and is a core member of the Violence Prevention and Response Unit’s Senior Management team. They are responsible for devising and leading strategies to raise the quality, impact, and scale of IRC’s Humanitarian Protection, Rights and Rule of Law programming. 

    The Global Practice Lead Protection – Rule of Law will ensure the scope, quality and relevance of global technical standards, including the generation and promotion of evidence in their technical area. Global Practice Lead will closely collaborate with Regional Leads, Technical Advisors, and Technical Coordinators in promoting technical best practice in CRRD programming.     This role provides overall leadership to policy, sectoral coordination, advocacy, learning and innovation for humanitarian protection, rule of law. It involves representing the IRC in key external engagements and global policy spaces, maintaining strategic partnerships with relevant stakeholders and movements, and relevant networks and campaigns globally. 

    This role advances IRC’s work in support of prioritizing protection programing in emergencies, supporting necessary system adaptations and changes, amplifying emerging learning, spearheading sector-wide transformative shifts towards more inclusive, localized, evidence-based programing.

    The Global Lead will help to frame strong collective positioning across Humanitarian Protection and Rights priorities, building consensus and supporting learning and the generation of knowledge across the IRC and the wider Protection sector, in support of realizing the Centrality of Protection in humanitarian programming.

    Job Purpose/Objective

    Under the direct supervision of the Health Manager, the Nursing Officer –In-Charge(Matron)will be responsible for the daily administration and running of the IRC Hagadera Camp Hospital.

    Key Responsibilities

    Program Management:

    In coordination with the Health Manager, formulate program goals, objectives and intervention strategies and participate in the budgeting process.
    Ensure that all hospital activities are implemented as outlined in the project documents.
    Review the program activities and priorities on a regular basis updating the Health Manager on gaps and/or provide recommendations on how to improve quality of services.
    Participate in planning and implementing health assessments, surveys and campaigns.

    Human Resource:

    Overall supervision of all nursing staff working at the hospital, both National and Refugee.
    Routinely monitor staff performance according to their job description and provide written feedback in a timely manner.
    Manage leave and R&R plans of nursing staff working in the hospital to ensure adequate coverage of the hospital, including nights and weekends.
    Compile and submit the call list to the Health Manager at the end of every month for the beginning of the next month.
    Convene and attend monthly meetings with Health Manager, Hospital staff and with Refugees to exchange information and problem solving.
    Handle disciplinary issues amongst supervisees as they arise with support of the Health Manager and Senior HR Officer.

    Organize and conduct regular in-service training and refresher courses for the nursing staff, both National and Refugee.
    Ensure all hospital departments have written Standard Operating Procedures that guide the day-to-day activities.
    Ensure quality of care is maintained through sharing of updated guidelines and protocols in line with MOH, WHO, UNHCR guidelines.
    Assist in ordering of medical supplies on a trimester basis, in line with the projected consumption and available funding.
    Ensure all medical items for hospital use in the warehouse are released in a timely manner with proper documentation of the same.
    Keep an inventory of all the hospital assets, and update this on a monthly basis. Share the same with the Health Manager and Senior Supply chain Officer on a monthly basis.
    Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
    Attend and co-chair the daily morning hospital handover meetings, together with the Health Manager.
    Co-ordinate referrals of in-patients in a timely manner, through the referral officer and Health Manager.
    Identify hospital facility and equipment in need of repairs and submit to supply chain, with the assistance of the Health Manager.

    Reporting and Coordination:

    Review, authorize and keep accurate records of all requisitions, duty rosters and applications for leave.
    Ensure that all HIS statistical reports are accurate and submitted on a weekly basis.
    Evaluation of services through monitoring morbidity and mortality rates through monthly statistical reports.
    Forward hospital daily categorized patients bed occupancy to the Health Manager
    Keep the Health Manager informed of major issues at the hospital regularly.
    Maintain an updated record and submit regular inventory reports of hospital equipment and furniture.

    Carry out other relevant duties as may be required or assigned by your supervisor.

    As the Senior Director MEAL, you will provide leadership in several critical capacities:

    TECHNICAL LEADER: Lead the development, deployment and ongoing ownership of all MEAL technical standards and tools, for use by program and MEAL staff across 40 country programs and regional offices.
