    Job Overview/Summary:
    The national security guard, under the direct supervision of security Supervisor, will safeguard all IRC assets and premises through physical guarding at all the field sites 24/7. He / She will respond to any incident which requires the security office within their areas of jurisdiction. They will give daily situation reports of the field sites to the supervisor. They will work closely as a team with the other national guards and the incentive counterpart managers, supervisors and the guards to ensure that there is cohesion and information sharing.
    Key Responsibilities;

    To safeguard IRC staff, clients, and property in all field sites by ensuring that they are secure and free from losses or damages through physical guarding 24/7 day & night.
    Conduct regular foot patrols in the field sites ensuring that the perimeter fence are intact, and that doors and windows of the offices are firmly locked at during the night.
    Implement IRC security protocols, SOPs within the field sites in a professional manner in line with the IRC WAY.
    Implement standard access procedures to IRC sites ensuring that persons and vehicles entering or leaving the sites are searched appropriately.
    To supervise assets/material movement from the IRC stores to any other location within IRC programs in reducing and minimizing chances of defraud within the stores and programs.
    To work closely with field sites in charges, Supply Chain department and Nutrition program to ensure that the field stores control procedures are adhered to.
    Crowd control during normal field sites operations.
    To gather information from reliable sources and share with the security supervisor and other security actors within the area of operation.
    To maintain reporting system of incidents occurrences within IRC programs and in the field and giving situation updates to the security supervisor within necessary time frame.
    Perform any other duty as may be directed by the supervisor.

    Key Result Areas;

    Physical guarding of IRC site both day and night 24/7.
    Maximum presence and involvement in the distribution exercise, crowd control and coverage of all field sites.
    Taking preventive measures to avert any pilferages of commodities.
    Enforcing IRC security procedures as per the SOPs.

    Minimum Qualifications:

    KCSE Certificate and above.
    Training or certification in first aid, fire fighting and security related training will be added advantage.
    Must be physically and mentally fit.
    Possess a valid Certificate of good conduct.
    Must be a Kenyan citizen.
    Should have a letter of recommendation from previous employer, area chief or government authority.

    Required Experience & Competencies:

    Knowledgeable of using communication gadgets i.e. VHF, HF radios is added advantage.
    Good communication skill, fluency in both written and spoken English/Kiswahili. Somali speaking will be preferred.
    Ability to work closely, professionally and constructively with others regardless of their religion, race, or cultural background.
    Ability to work long hours with minimal supervision.
    Should be flexible and show high standards of discipline and honesty.
    Willing to undergo IRC security training.

    Job Purpose/Objective

    The Mental Health Psychosocial Officer will be responsible for providing evidence based preventative and curative services to people suffering with mental health concerns currently living in Kakuma who are referred by other actors through the established referral pathway system. He/she will also be responsible for handling cases, conducting appropriate referrals to a psychiatrist if needed and protection services.
    He/she will provide psychological interventions based on the client’s needs and presenting complaints. There will be a focus on vulnerable populations, specifically, but not limited to separated and unaccompanied children, separated families, survivors of gender-based violence, and people with serious security and medical concerns.

    Key Responsibilities

    Adhere to internationally recognized best practices for evidence based psychological interventions and the management of clients with mental health concerns. This includes ensuring the confidentiality of clients and respecting their decisions.
    Establish a safe space to conduct private and confidential sessions acceptable to those on the site and safely accessible by women and children.
    Assess the client’s needs and presenting complaints and develop a care plan with the client based on those needs, including referrals to other services.
    Provide age-appropriate culturally relevant individual and/or group psychological counselling for population at risk including but not limited to survivors of torture, asylum seekers and unaccompanied minors.
    Support the client(s) coping process and mobilize their internal and external resources for processing utmost adversity.
    Identify concerns related to and support adherence to referral protocols and guiding principles.
    Maintain an effective working relationship and regular communication with other mental health personnel working on the same project.

    Minimum Qualifications

    Minimum education requirement: a higher diploma in mental health or psychology, or a degree in psychology.

    Knowledge of different culturally relevant therapeutic techniques.
    Experience conducting assessments, using screening tools and creating individual care plans for clients seeking mental health services.
    INGO experience preferred.

    Job Overview

    As a key member of the Senior Management Team (SMT), the Deputy Director Finance (DDF) provides financial leadership and management necessary to ensure that the Kenya CP has the appropriate financial infrastructure and systems in place to support the strategic vision and mission of the organization.
    They will play an active role in the formulation of strategic and operational plans for the country programs, taking ownership of ensuring and monitoring the delivery of financial plans through detailed financial analysis. The DDF holds overall responsibility for establishing policies and leading the financial and accounting aspects of the Kenya CP. The focus will be on implementing financial management policies, practices, and systems that align with local laws, US regulations, and donor requirements while also facilitating the efficient execution of country programs. S/He will collaborate closely with the country’s senior management team to ensure acceptable levels of performance regarding cross-departmental business policies and procedures and collectively troubleshoot and develop solutions.
    They will act as the principal finance business partner to the SMT and Country Director (CD), Regional staff as well as conforming to IRCs financial control environment and CFO standards and objectives.
    Based in Nairobi, the Deputy Director, Finance will have dual reporting to the CD and the Regional Finance Director-EA, including straight-line accountability to the Global Chief Finance Officer.

    Major Responsibilities
    Strategic Planning & Analysis

    Provides financial information that supports the CD and SMT in making business decisions in line with IRC and Regional & Country Program strategies.
    Provides strategic analysis on the overall financial health of the country program to the CD and SMT.
    Contributes actively and offers feedback in the development of Country Programs Strategic Annual Plan.

    Controllership

    Ensures compliance with IRC and donor policies and procedures within the country, leading all aspects of in-country practices.

    Treasury

    Provides supervision for all country program bank relationships and activities related to bank accounts, including the negotiation of fees, interest rates, and currency exchange rates.
    Oversees the review and approval of all monthly bank account and cash reconciliations in Kyriba system.
    Maintains up-to-date and accurate cash forecasts to effectively plan for future spending, including commitments that entail future spending obligations for the IRC.
    Ensures the maintenance of appropriate balances to support grant implementation and regular withdrawal of cash held at headquarters.
    Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.

    Budget/Forecast

    Oversees the preparation and revision of grant proposal budgets and finance reports; supports programs by offering guidance on costing and contributing to the creation of budgets for submission.

    In partnership with the Business Development Director, Regions supporting the regional Senior Program Development Advisor to work with country programs in setting and implementing their business development plans, attaining their targets through proactive planning and reviewing progress in support and consultation with regional leadership.
    Leading the team in developing and maintaining positive, strategic relationships with donors to sustain regional impact – providing insight/information into donor thinking and developments in addition to escalating issues as appropriate.
    Liaise with internal stakeholders including: Finance, Measurement, Ethics and Compliance, and Office of General Counsel to deepen understanding/application of organisational objectives and problem solving.
    Seek opportunities to introduce efficiencies and eliminate redundancies in existing business processes, including sharing of best practices across regions.

    Scope of work

    Advocacy Strategy: Lead advocacy strategy and messaging development and implementation for Central Africa regional and country-level policy goals, developing regional advocacy messaging and supporting the influence efforts of Country Offices through field visits and/or virtual meetings where relevant. Facilitate the implementation of regional strategies, including developing plans to reach relevant audiences, including donors, partners, and advocacy targets, through power mapping, elevation of the decoloniality agenda and tactical planning.
    Internal Collaboration: Facilitate mechanisms to ensure sharing of information and analysis, and alignment of policy/advocacy messaging and positioning across country programs, the regional office, and global headquarters. In collaboration with the Regional Communication Coordinator, serve as the primary point of contact for internal communications in the region. Ensure that information about the IRC’s response activities in Central Africa (CA) is disseminated to regional and HQ staff as appropriate.
    Policy Engagement and Agenda-Setting: Develop regional and country-specific policy agendas, in collaboration with internal and external experts, that respond to identified challenges in the humanitarian/development sectors and are aligned with S100 and one another, including through enhanced visibility and centrality of the IRC Watchlist. Develop analysis and position papers to inform advocacy work for the region and globally where relevant.

Contribute to press releases and lead sign-off of relevant regional products, ensuring the accuracy and quality of information before dissemination. Keep records of all documentation produced. Organize events that will enhance the visibility of the IRC’s work and presence in countries of the Central Africa Region.
    Spokesperson: under the guidance of the RVP, act as an IRC influence spokesperson, providing briefings on the situation in Central Africa’s sub-regional contexts to key internal and external stakeholders, including policymakers, government officials, journalists, and donors. Support the RVP and/or engage with international and regional media to pitch stories about IRC’s response, advocacy priorities and partnerships, resulting in high-quality, top-tier coverage.
    Advocacy: Engage / support in regional and national dialogues with key policymakers and stakeholders to pursue country, regional and global advocacy priorities. Maintain active working relationships with external national, regional, and global stakeholders including other INGOs, UN Agencies, think tanks, analysts and community-based organizations.

    Deliverables
    The final list of deliverables will be jointly revised and adapted with The Consultant at the start of the consultancy to account for any needed additional details or clarity in deliverables.

    Deliverable 1: A detailed workplan and revised list of deliverables to ensure proper completion of expectations of the Consultant SoW and objectives of this initiative.
    Deliverable 2: A summary assessment report of opportunities that exist for advocacy within the Central Africa region, based on a desk review of IRC Strategy 100 priorities, Watchlist, country program Strategic Action Plans and Business Development Strategies, Annual Reports and other relevant documents.
    Deliverable 3: A report of ongoing and existing advocacy initiatives within the Central Africa region (both at the regional level and within country programs) to understand their effectiveness, identify areas for improvement, and craft policy papers for the development of coherent advocacy agenda(s) across contexts.
    Deliverable 4: A structured database to organize information related to advocacy opportunities and meeting schedules across the region, identify stakeholders and points of contact, and detail expected outcomes for the Central Africa Region –this will include their active participation in and convening of such meetings.
    Deliverable 5: Full Advocacy Strategy for the Central Africa region is developed, outlining the steps, goals, and specific actions and timelines needed for successful advocacy interventions across the region and country programs.
    Deliverable 6: A detailed work plan that outlines tasks, timelines, responsible parties, and milestones for advocacy initiatives linked to deliverable 5 above.
    Deliverable 7: Resources such as brochures, fact sheets, annual reports, or infographics are designed and produced to raise awareness about specific needs and issues that are of priority for the region (such as forgotten crisis, durable solutions for displaced populations, etc.), to elevate IRC programmatic profile in the Central Africa context and leverage funding for the delivery of life saving and life sustaining interventions through or in partnership with both local (including government institutions and civil society organizations) and international actors.
    Deliverable 8: Reports on communication and advocacy meetings / workshops are produced to keep a track record of these initiatives and action points are monitored.

    Requirements
    Minimum Qualifications:

    Fluency in French & English are essential (both oral and written).

    Job Purpose/Objective.
    Under the direct supervision of the Field Coordinator and technical guidance from the Health Coordinator, the Heath Manager shall be responsible for the overall designing and implementation of the Health program that encompasses the delivery of clinical services. They will also be responsible for implement evidence based primary health care service delivery. They shall be expected to monitor and ensure improvement and maintenance of the health indicators as per SPHERE/UNHCR/WHO standards at the Camp.
    Key Responsibilities:
    Program Management:

    Identify health program opportunities by assisting the health staff to carry out assessments, draft health sector proposals, budgets and plans of action.
    Provide overall coordination of all the departments under the health program i.e. pharmacy, Laboratory, inpatient wards and outpatient service points.
    In coordination with the Field Coordinator, formulate program goals, objectives, and intervention strategies.
    Review health programs through periodic field & facility visits. Ensure that program implementation strategies are compatible with overall program goals and objectives.
    Coordinate all referrals of refugee patients as per UNHCR referral guidelines.
    In coordination with the RH/CHP manager, support health promotion, immunization and diseases surveillance activities at camp level.
    Participate in the Outbreak Control Coordination Team (OCT) and support community-based public health interventions during communicable disease outbreaks.
    In liaison with the Field Coordinator develop and implement strong integrated community health strategies using appropriate tools to improve project impact on the beneficiaries

    Human Resource Management:

    Monitoring and supervising the health staff both national and refugee to ensure that work is done properly and efficiently.
    Routinely supervise staff performance according to their job description and provide written feedback in a timely manner.
    Develop ongoing education programs for health staff.
    In coordination with the Field Coordinator, periodically supervise, evaluate, and make appropriate recommendations regarding health, and living conditions of IRC field staff and assist with ensuring that proper health measures are in place according to IRC health requirements.
    Review personnel issues and concerns of health staff and assist with resolving and implementing solutions.
    Determine personnel needs for field-level activities and in coordination with the Human Resources Lead assist in recruitment of staff.
    Orientate new field staff members on personnel health and safety issues, and diseases unique to the area of operation.
    In coordination with the Field Coordinator and HR Lead, support medical evacuation of staff.
    Recommend promotions, disciplinary action, and termination of health staff to the Field Coordinator and HR Lead.
    Directly supervise the Medical Officer In charge, Clinical Officer In charge, Nursing Officer In charge, Pharmacist, Senior Laboratory Technologist, and Surveillance Officer.

    Grants Management:

    Contingent upon provision of routine financial reports to the field, ensure adherence to budgets by reviewing expenditures and spending patterns.
    Recommend grant and budget revisions to the Field Coordinator and the Health Technical Team.
    Provide recommendations and interventions to correct any identified deviations that impact budget adherence.

    Reporting:

    Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken.
    Attend meetings concerning overall health program issues.
    Supervise regular review and revision of training manuals to maintain consistency with the acceptable protocols.
    Maintain updated libraries of manuals and other resources at all field sites.
    Keep the Field Coordinator advised of all developments and issues through weekly situation reports.

    Representation & Coordination:

    Develop and maintain effective working relationships with external partners – including UNHCR and other implementing agencies, Local Organizations, community-based organizations/ leaders and other IRC sectors to enhance cooperation and coordination.
    Ensure presence in coordination meetings in the absence of the Health Coordinator and ensure relevant coordination-related data is shared with the health sectors.

    Minimum Qualifications:

    Degree in Medicine and Surgery from a recognized institution or an equivalent with preferably master’s in public health.
    Need to be registered with Kenya Medical and Dentist Board and allowed to practice in Kenya.

    Reporting to the Project Director, the MERL Lead will be responsible for the development and oversight of all the M&E, evidence generation, research and learning, activities taking place in the GAVI REACH project areas in four countries- Somalia, South Sudan, Sudan and Ethiopia. The MERL lead will be responsible for the review and strengthening of the project’s M&E and accountability system, research as well as generating and disseminating learning, collaborating closely with the Consortium partners.
    Specifically, the lead will influence and impact the following key project areas: review and fill any remaining gap in M&E system; review and strengthen the project’s research and learning plan and strategy; coordinate research and evidence generation; lead documentation and dissemination of project learnings in implementing countries in coordination with the project consortium organizations; and collaborate on the development of knowledge content to inform programming, advocacy, training and support learning strategies. The lead will ensure that the Project’s M&E, research, evidence generation and learning are in line with GAVI terms and conditions, and that IRC achieves its deliverables in the GAVI REACH project and maximizes impact in reaching Zero Dose Children and missed communities it the target locations. The MERL Lead will also take an active role in adaptive management through active participation in stakeholder, learning and work planning meetings, as well as contribute to the development of GAVI REACH project’s communication strategy and various communication products for sharing internally and externally through various platforms.
    The MERL lead will also establish comprehensive data quality measures and monitoring standards, communicate them through written guidelines, and actively review and improve data collection protocols to ensure consistency.     Key tasks
    Monitoring, Evaluation and Accountability (40%)

    Provide strategic leadership and direction in the review, development and implementation of a harmonized monitoring, evaluation and accountability framework of the project and oversee its implementation across the target countries by consortium member organizations.
    Support Sr MEAL Coordinator in strengthening the capacity on data management including in interpretation and use of data for course correction, reporting, learning and communication.
    Provide hands on technical assistance by ensuring a consistent approach that enables standardized procedures of data collection, analysis, feedback and reporting by the project team including those of partners.
    Support the Sr. MEAL coordinator in the establishment of Client Responsiveness systems including client needs assessment, satisfaction surveys and use of routine feedback data across the target countries by consortium member organizations.
    Develop specific data quality measures to enhance accuracy, auditability, and verifiability and communicate these measures to countries and implementers (IRC and partners) through written guidelines.
    Established minimum REACH-project-wide monitoring standards with context-appropriate flexibility and review current data collection protocols to ensure consistency across countries and implementers (IRC and partners)
    Supervise MERL team and conduct performance reviews and MEAL staff development activities

    Generation of Evidence and Learning (40%)

    Lead the coordinating and documentation of project learning and evidence generation for key internal and external audiences, including for donor reporting and advocacy work.
    Collaboratively with the project technical team and consortium member, design the project’s research and learning agenda (goals and objectives), workplan and the required methodology to achieve these
    Provide capacity strengthening of consortium staff to enable them to collect, analyse and generate evidence
    In collaboration with the project MEAL Coordinator and Technical Lead, provide support to country teams to implement integrated program monitoring activities with a focus on effectiveness and outcome reporting and reflective processes.
    In collaboration with MEAL Coordinator, Consortium research partners and Country teams, design Innovative and participatory learning methodologies and tools to assess outcomes and impact of the project.
    Effectively document evidence emerging from program monitoring and evidence generation methodologies
    Support effective utilisation of the IRC’s project cycle meeting approach as a mechanism for program learning
    Lead the technical support and implementation of all evaluations, assessments, surveys and project learning activities
    Respond to project needs; foster high standards and practices for quality data, analysis, and reports.
    Represent IRC in the REACH Consortium Evidence and research group and ensure IRC’s meaningful contribution to these processes

    Coordinate GAVI REACH project research (20%)

    Lead the coordination of all research that is part of the GAVI REACH project
    Identify and support the development of relevant research and analytical skills including practical use of MEL technology methods for staff in order to build organisational capacity for impact monitoring and assessment.
    Work with the Health Research Adviser, Health Unit MEAL Department, as well as Measurement Unit to leverage internal MEAL capabilities and advance project success
    Work closely with Technical Lead/Immunization Adviser as well as Awards Mgt and Partnership Coordinator to review reports by consortium member organization to ensure alignment with project strategy and priorities
    Represent IRC in relevant external meetings and engage with various stakeholders to increase the capacity of the country programs and project to effectively demonstrate results and learning
    In Collaboration with the MEAL development and finalisation of REACH project narrative reports including the “Stories of Change” for submission to GAVI and ensures they are of required quality and are timely.

    Qualification and experience
    Education: University degree in Monitoring and Evaluation, Statistics, Research, Data Science, or related studies
    Experience:
