    Program Development.

    Provide technical assistance in the design and review of all concept notes, proposals, budget, and donor reports for all IRC Kenya reproductive health projects.

    Conduct RH Capacity building activities and guidance to IRC RH staff to ensure RH programming meets best practical standards and priorities.
    Support Field health Managers/officers supervise RH data collection and recording in the IRC supported Maternity/MCH units and ensure the compilation of data and generation of quality RH reports on a regular and timely manner.
    Design and lead regular technical health program assessments and support supervision to collect data on key RH indicators such as maternal mortality ratios, contraceptive prevalence rates, perinatal mortality ratios, work with the MEALS to analyses and use data to inform RH program design.  
    Promoting a culture of learning whereby lessons-learned and good practices are documented and shared for institutional memory.

    Grants

    Participate in establishing funding requirements for reproductive health activities and contribute to the development of proposals for RH programming.
    Review regular field BvAs related and together with program managers realign budget lines to ensure proper budget spending on RH activity lines.
    Support Health program Managers prepare budgets with RH specific outputs that reflect activity needs to ensure sustainability of RH resources throughout the grants.
    Participate in Grants Opening, Mid-Term and Closing meetings when possible.
    Prepare internal and external reports within agreed deadlines using IRC and donor formats, as required.
    Support the health teams in ensuring appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.

    Human Resources Management 

    Support recruitment of program staff to (RH) positions as per the program demand and needs.
    Maintain updated job descriptions, conduct interviews, orient new staff to the IRC’s RH best practices and the program.
    Undertake RH capacity-development activities/training for RH and clinical health staff. 

    Coordination and Representation

    Develop and maintain effective working relationships with all stakeholders – including community leaders, NGOs, UN agencies, community-based organizations, and other IRC sectors to enhance cooperation and coordination.
    Ensure that information from coordination meetings is shared internally and with other sectors, as appropriate.
    Represent the IRC in RH coordination mechanisms and meetings with other agencies, including the Ministry of Health, SRH Working groups, WHO, UNFPA and other UN agencies, non-governmental organizations, or donors.

    Monitoring and Evaluation

    Supporting the RH field teams and working with the MEAL to ensure proper RH data recording in the IRC supported health facilities, support the compilation of data and generation of quality RH reports on a regular and timely manner
    Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues. Provide solutions and implement modifications as required.
    Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes.

    Administrative Duties

    Support the Health Coordinator to oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing and hiring staff.
    Follow up with field teams to ensure that all internal (IRC) reporting requirements are met and that reports are of a high quality and submitted on time.

    Minimum Qualifications:

    Supply chain volunteer will work under the direct supervision of respective supply chain Lead(s) in Procurement, Administration, Warehouse and Travel departments.
    Specific Responsibilities:
    Procurement

    Understand, implement and maintain IRC standard procurement policies and procedures.
    Acquire quotations from suppliers by preparing and submitting Request for Quotations (RFQs).

    Job Overview/Summary

    The International Rescue Committee is seeking Qualitative Research Facilitators to work in Nairobi on the second wave of the Re:BUiLD Randomized Controlled Trial (RCT). The facilitators will support the qualitative evaluation of the Wave 2 RCT intervention that will commence in July 2024. Re:BUiLD, is a five-year, multi-stakeholder urban livelihoods program implemented in Kampala and Nairobi providing livelihood interventions to urban refugees and vulnerable host community members to enhance their economic self-reliance. The facilitators will be part of the Re:BUiLD project team under the IRC for a fixed period of time.

    Qualified urban refugees from all nationalities possessing a refugee ID are strongly encouraged to apply.
    Statement Of Work
    The qualitative facilitators will be expected to perform the following roles (not limited to):

    Conduct key informant interviews with clients to learn about their experience in the program, their business, and their business habits
    Translation and transcription as required by the research team.

    Additional Information
    Research Objectives and Questions

    The qualitative research component for Wave 2 of Re:Build will serve two objectives. The first is a descriptive research objective to provide information on network structure, development, and economic and social dynamics. We will pair this with our quantitative survey data to identify differences between, and characteristics of, business networks in different areas of Kampala and Nairobi and among different population groups. While our survey data collects information about egocentric network size, numbers and types of ties, and centrality of connections, the qualitative component will gather information about the meaning of these ties, along with process-related aspects of network develop-ment and maintenance.
    Second, this research will serve an impact evaluation objective by helping us interpret the quantitative findings from the RCT, unpack the mechanisms driving our results, and interrogate the underlying theory and assumptions of the Re:Build program. This will also help us to understand the quality of program implementation, particularly the networking component.

    Our Primary Research Questions Are

    What do business networks look like in mixed and homogeneous refugee and host communities in urban developing cities?
    How do refugees, compared to urban hosts, develop their business networks? How does this differ across characteristics such as gender, nationality, industry, and business experience?
    How do refugee and host participants in Re:Build perceive the quality and utility of the program, particularly the networking interventions?
    How and why did Re:Build interventions contribute to improvements, or lack thereof, in economic and social outcomes for participants?
    What were the intended and unintended consequences of the interventions, according to participants?

    Approach
    In-depth Interviews with Re:Build Participants
    To Answer Research Questions 2-4 Above, We Will Interview 50-60 Participants In Each City. We Will Include People In All Four Treatment Groups, Men And Women, And Refugees And Hosts. This Will Be Split Into Two Groups

    30-40 participants in each city interviewed at both baseline and endline (1 year apart).
    Participants will be selected to ensure a diverse sample based on key characteristics, e.g. gender, nationality, location, business experience.
    Participants will initially be interviewed after the baseline survey and before the program begins.
    The focus of these interviews will be on providing descriptive data about business networks which will complement our quantitative analysis. We aim to understand how refugees and host communities with different characteristics (gender, age, nationality) build their business networks, and how and why an intervention like Re:Build might have shifted their networking behavior over time, in ways that may not be captured in our survey data.
    At baseline, participants will be asked questions about how they developed their professional networks (including through social interactions and pre-existing networks) since they arrived in the city, what strategies they used to build ties, and how these networks have developed over time and contributed to their work (business or otherwise). At endline, participants will be asked about how their networks and approaches to networking have changed during the course of the intervention and in the year since.
    20 participants in each city interviewed only at endline. Participants will be selected based on their response to the intervention, including 10 “high performers” (people whose economic and social outcomes and/or business networks saw marked improvements at the end of the intervention compared to the beginning, according to our survey data) and 10 “low performers” (people who didn’t see improvements in their economic and social outcomes). This is essentially a “most-similar” case selection design, if we can compare pairs with similar characteristics.
    The focus of these interviews will be on the participants’ experience of the intervention. We will aim to understand why some participants fared better than others and to diagnose reasons why some participants benefited less.

    Estimated LOE

    The team of local qualitative researchers (outside of IRC) are to complete the in-depth inter-views/qualitative survey. We will consider getting in touch with local universities and outreach to teams of sociology/anthropology graduate students with help from Annet and Alex.

    The In-depth Interviews Will Entail

    Repeated 30 interviews: two teams of researchers for two weeks after baseline & end-line.

    Minimum Qualifications:

    Pull clients from first two weeks of baseline survey to start.

    Job Purpose/Objective

    The Crisis Modifier Partnership Officer will provide support to IRC programs implemented through partnerships in Turkana and Garissa Counties. The position will assist in managing day-to-day partnership management of local partners in Turkana and Garissa Counties. They will assist to coordinate and manage the sub-award lifecycle in accordance with the IRC’s Partnership for Excellence and Equality System (PEERS), including conducting due diligence, ensuring partners understand applicable donor regulations, and managing receipt and review of partners’ deliverables. They will also contribute to overall grants and partnership management efforts and work to ensure adherence donor regulations and compliance across the sites. The Crisis Modifier Partnerships Officer reports to the Emergency Response Manager and Partnership Manager and will work closely with the technical coordinators, monitoring, and evaluation (M&E), and the finance and operations teams.

    Partner Vetting

    POSITION OVERVIEW
    As the health Technical Advisor for East Africa, you are responsible for ensuring high quality technical assistance to the following country programs: Somalia, Ethiopia and South Sudan. You will collaborate with relevant stakeholders to achieve high quality, high impact interventions that are informed by evidence, data, and best practice, contextually appropriate, driven by client and partner voices, and are safe, inclusive, and promote equal outcomes for clients.
    Program Design & Business Development: 
    You will support country programs to design winning submissions and generally position IRC for continued success in our technical domains: 

    Substantially contribute to the development of proposal theories of change and log frames, and ensure country programs have access and the trainings to the relevant resources, such as the health outcomes, evidence frameworks, global and regional capacity statements, as well as the IMPACT standards 
    Support the in-country technical lead in analyzing relevant information including available M&E and client responsiveness data, to prepare for design meetings/conversations.

    Support country programs and other stakeholders with the recruitment and training of technical coordinators, specialists, as well as health project leads. 
    Assess program quality and inform improvements, quality of care, including infection prevention and control, providing follow-up support to country programs as needed.
    Collaborate with country program colleagues to monitor and analyze key indicators to inform periodic data review, program adaptation, and course-correction as needed.
    Provide mentorship to Technical Coordinators on the interpretation of data, including monitoring data, annual statistics data, quality data, client feedback and evaluations. Participate in data review meetings, particularly technical data review meetings.

    PROFESSIONAL PROFILE

    Success in this position requires an individual with expertise in designing and delivering technical assistance to primary health care programs, and with a deep understanding of the cultural, societal, and political contexts in at least one of the regions where IRC operates. 

    Work Experience: 

    A minimum of 6-8 years of relevant experience in implementing and/or managing big health programs, with on the ground programmatic experience in a service delivery organization, INGO or comparable international agency required.
    Experience in the matter related the public health programs, humanitarian health response, and system development and strengthening. 
    Experience in specified technical areas including comprehensive primary healthcare, technical tools and materials development and monitoring and evaluation is highly desired. Experience in strategy development and working across sectors or disciplines is highly desired.
    Experience and familiarity with related donors, peer agencies and national contexts required, preferably in humanitarian, post-crisis, or climate impacted contexts.

    Major responsibilities:
     Supervision of M&E Systems and Tools in use.

    Liaise with the Kakuma west Sub County Monitoring and Evaluation team to avail all the MOH tools required for data collection and reporting in the facilities.

    Minimum Qualifications:

    Bachelor of Science degree in Health Information management or equivalent.
    Computer literacy with possible advanced Ms Word, Ms Excel, Ms PowerPoint and Ms access.
    Knowledge in computer statistical packages (EPI INFO, SPSS and Stata).

    Job Overview/Summary: 
    As a member of the Airbel Impact Lab Unit, and working closely with the Education Unit, this position will advance research on education, including analyzing data from impact evaluations, writing reports, providing support for business development proposals, and implementing and publishing high-quality research.    
    This position will provide technical support to the Accessible and Quality Basic Education (AQBE) in Afghanistan project, a 5-year basic education project funded by USAID and led by the IRC in Afghanistan. AQBE seeks to improve safe access for schooling for Afghan children, especially marginalized groups of children through four key result areas: 1) Quality improvements in teaching and wellbeing for teachers and learners; 2) Community engagement and accountability for safe learning; 3) Supported transitions for CBE learners into public education; and 4) safe and equitable access for all learners. AQBE will undertake numerous research studies over the 5-year period which will seek to generate evidence to inform programming and policy in Afghanistan. As part of the initiative, AQBE will conduct a series of studies, including a “Household and School-Level Assessment on Learning in Afghanistan”, which will assess the current learning environment for Afghan children in both formal and out-of-school contexts. The project will also evaluate the interventions under implementation by AQBE to provide early insights on their potential impact on children’s learning outcomes and social-emotional outcomes as well as teachers’ wellbeing and professional development outcomes. 
    The position will lead on designing studies, analyzing data and writing reports for the household and school assessments, and for impact evaluation of the AQBE project. The role reports to the Director of Research for Education, and will work closely with the education researchers and the Education Technical Unit.
    Key Responsibilities:

    Work in the analysis and reporting of research conducted as part of DFID’s EiE project in Nigeria

    Implementation research to look at how different aspects related to the quality of the implementation affect different learning and transition outcomes for different types of students
    Measurement research to assess the reliability and validity of outcome and quality of implementation tools and establish protocols for improvement 
    Provide technical input for M&E team to ensure that the project obtains high quality data for the purposes of research

    Advise and assist M&E teams on calculating indicators and setting up processes for high quality data collection  
    Work with an internal team focused on education research moving our education research priorities forward. 
    Contribute to dissemination of research findings by writing blogs, briefs, and publications in academic journals and practitioner-focused outlets. 
    Provide support in business development processes for research, including gathering information and proposals.

    Demonstrated Skills and Competencies:

    Administration

    Scope of work

    The International Rescue Committee (IRC) operates in regions globally, responding to humanitarian crises and providing aid to those in need. In recent times, East Africa has been plagued by a series of climate crises, beginning with severe drought followed by massive flooding due to El Nino weather patterns, and now compounded by the escalat-ing situation in Sudan, number one on the IRC’s emergency Watchlist.
    To effectively ad-dress these challenges and elevate awareness and response and as the requirement for high quality content and digital assets rise, IRC urgently requires a consultant dedicated to collecting, collating, and producing high quality content from East Africa.
    The East Africa Regional Content and Digital consultant scope of work will be focused on identifying, gathering and packaging powerful digital content from the East Africa region to connect audiences to IRC’s work around the world and support IRC’s goals of building income, profile and influence.
    The role calls for a sharp reporter with outstanding storytell-ing skills that bring the IRC’s life-saving work in response to the multiple crises across the East Africa region to life for external audiences and donors.
    They develop information and content assets that showcase the IRC’s on the ground impact. This position will work closely with frontline programming colleagues to gather critical programming information, spot stories, train programming colleagues, and collect content.
    They will give up to 20% of their time towards regional communications and advocacy objectives. This role calls for a very organized, savvy journalist/content gatherer who has experience operating in fluid and complex humanitarian emergency situations.
    You should have a solid under-standing of the humanitarian sector, experience working with frontline programs to spot outstanding subjects and a gift for identifying compelling angles and creative ways of tell-ing stories in difficult circumstances.
    We are looking for a strong multimedia producer who brings solid writing and digital engagement skills. You’ll gather content yourself, priori-tize information about IRC programs, and manage the East Africa regional social media page including collecting, collating, and writing content for it and relevant global social media channels.

    Deliverables
    During the consultancy period, the consultant is expected to:

    Serve as a lead storyteller for the East Africa region: Work with frontline programs, partners and country communications officers to continuously gather programming information, spot outstanding stories, and deliver high quality content to communicate to multiple audiences, including the general public in IRC’s target markets , media outlets, and major institutional and corporate donors.
    Complete a 6 month editorial content calendar for east Africa with creation of multiple high-quality posts a week on the East Africa regional Instagram page
    Implement content-gathering trips in the East Africa region:
    Work with communications, marketing and program colleagues to shape trip requirements and resolve as feasible.
    Then work independently and/or with freelance staff to gather rich case stud-ies and high-quality assets (interviews, videos, photos, etc.).
    Produce a broad range of compelling multimedia content designed to engage IRC’s audience targets, including short-form videos, text-based explainers, social media posts, data-based features, live event’s programming, and more.
    Have fluency in all elements of post-production—backing up data, building and organizing Adobe Premiere project files, color correction and grading, sound design, motion graphics, editing music tracks, building engaging and coherent sequences, exporting, compression, sharing out results in different formats, preservation of completed projects for archiving

    Job Overview/Summary: 
    The remote and pioneering nature of this project requires a Data Protection Officer who is able to create and enforce data protection policies, negotiate data sharing and protection agreements with partner organizations, and provide technical recommendations and user stories to product development team within the Signpost technology team to ensure actionable compliance to regulation. Signpost, a rapidly scaling community-led information service that uses technology to support clients in times of crisis, has built a system in Zendesk will equip VR&P case staff with digital tools, channels and social media. This role will begin with an assessment of the current state of data protection within Signpost’s digital infrastructure, develop policy for VR&P that is modular to the global program, and onboard new partner organizations to systems in compliant ways. This role will need to embed with technology development and product teams to ensure policies are being executed in development, offer suggested development interventions, and work alongside product management staff to design new data protection builds. While the candidate should have familiarity with data protection regulation in the United States and Europe, we will prioritize candidates with technical competency. This staff member will engage stakeholders within the 15 person technology team, IRC HQ Data and Data Protection leadership, and VR&P partner networks. 
    Major Responsibilities:  
     Technical Collaboration and Compliance (30%)

    Work closely with the Signpost technology and product development teams to embed data protection principles into the design and build of new features and tools. 
    Provide technical guidance and recommendations to ensure that development efforts align with data protection policies and regulations. 
    Facilitate the integration of data protection considerations into the product development lifecycle, from planning to deployment. 
    Collaborate with technology team to implement risk mitigation measures.

     Data Protection and Policy Development (30%)

    Conduct Data Protection Impact Assessments to identify potential vulnerabilities and threats to state data and systems and develop appropriate strategies and implement necessary controls to mitigate identified risk. Lead the creation and implementation of comprehensive data protection policies tailored to the needs of the VR&P program and the Signpost-built technology architecture, ensuring alignment with global standards. 
    Collaborate with partner organizations to establish and negotiate data sharing and protection agreements that safeguard client information and comply with US regulations and PRM standards. 
    Regularly assess the data protection landscape of the Signpost system, identifying areas for improvement and developing strategic solutions.  
     Data Protection Compliance (20%) o Collaborate with IRC procurement and legal about Vendor and Third-Party Risk Management to perform due diligence, contract review, and ongoing security assessment of vendors. 

    Engage with General Counsel on service or business contracts under which personal data processing activities are performed. 
    Support management of any personal data breach if affecting clients under the control of CDPO.

    Work / Educational Experience: 

     Knowledge of the data protection and security policies of companies such as Meta and Google Analytics 
     3-7 years of experience in data protection, cybersecurity, or a related field, with a strong emphasis on creating and implementing data protection policies and negotiating data sharing agreements. 
     Experience in technical project management or product development within a technology-driven environment, preferably with a focus on service models that support clients in crisis situations. 
     Familiarity with conducting Data Protection Impact Assessments
