    Job Purpose/Objective
    The Finance Officer will be responsible for ensuring IRC systems and procedures of internal controls are followed when committing financial transactions in the field office and assist the Finance Manager in financial matters in the field office. The position will supervise a Finance Assistant. The position will be responsible for among other duties; Review bank and integra reconciliations and monitoring balance sheet accounts, processing of non-PO payment, preparation of cash forecast, Support in BVA preparation and grant monitoring. staff training and capacity building.
    Key Responsibilities
    Field Finance Reporting and Auditing.

    Responsible for preparation of non-PO invoices journals and submission to the workflow for review and approval.
    Coordinate with Human resources department to ensure the incentive payroll is timely submitted to Finance by 20th, of every Month for review and proper allocation is done to ensure the available grants are proportionately charged.
    Responsible for running the balance-sheet accounts and reconciling on timely manner. Follow up and monitoring outstanding
    Advances and Payables for timely liquidation.
    Any long outstanding balances to be brought to the attention of the Finance Manager for further action.
    Support the Audit focal person during Audit procedures by Internal and External Auditor.
    Ensure all program advances are accounted for as per advance policy.
    Review and confirm the filling system is properly organized in the folder for easily accessible and reference.
    Review of taxation schedule for per-diem prepared by Finance Assistant to ensure the information is properly captured and accurate before submission to Nairobi for payroll deduction by due date.
    Support Finance Manager in preparing BVA/Monitoring and participated during BVA review meeting.

    Integra System Payment Processing.

    Reviewed and ensure approved vendor invoices and non-invoice processed by Finance Assistant are posted on integra system.
    Review and ensure that all supporting documents are fully signed and sequentially filed.
    Coordinate with all relevant staff to ensure that the outstanding POs are invoiced and accurately paid in time.
    Create and Upload Dynad journals entries arising from balance sheet account reconciliations and any other reclasses and submit to Finance Manager.
    Prepare payment Journal greater > USD 10K of invoice including incentive payroll and payment journals and submit to the workflow for approval and ensure timely posting and settlement is done.

    Bank & Cash management.

    Responsible for reviewing bank reconciliation statement prepared by finance assistant to ensure its accuracy.
    Work with relevant departments to provide the necessary information to help us develop accurate cash forecasts and ensure adequate cash is available for field operations.
    Monitoring cash usage, requirements and regularly informing finance manager or field coordinator on the liquidity position.
    Review and ensure MPESA payment statement is reconciled with Integra Mobile money account and report unreconciled item to finance manager and relevant staff.

    Staff Support, Training, and management.

    Daily supervision and review of other tasks of finance assistant for efficiency & effectiveness.
    Support the finance manager to create and sustain a healthy finance team environment of mutual respect and accountability where team members strive to achieve excellence.
    Provide integra users/members with capacity support, information, tools, and other resources to improve performance and achieve team/organizational objectives.
    Provide other support to volunteers, interns and other staff as may be necessary.

    Minimum Qualifications:

    Knowledge of Excel and ERP system an added advantage.
    Working knowledge of accounting software such as Microsoft 365 a plus
    Ability to work under pressure and meet deadlines and be well organized.
    Ability to carry out work with a high degree of integrity and maintain confidentiality.
    Strong communication skills
    Any other duties as may be assigned by supervisor.
    Be adaptable and flexible with a view to taking on board new tasks and new assignments in due course.

    Required Qualifications:

    Bachelor’s degree in accounting, Finance or CPA-II.
    Computer literate with significant experience in excel, accounting packages & Integra accounting system will be an added advantage.

    Major Responsibilities
    Functional Leadership, Coordination and Implementation Support:

In collaboration with the DRD, Regional and CRRD HQ P&C, and Global Practice Leads, plan and implement professional development for staff ensuring targeted learning.

    Program Design and Business Development

    Provide technical leadership and oversight to region-led (multi-country) business development, as well as particularly large single-country opportunities, together with the Technical Advisors, Global Practice Leads and others as relevant.

    Key areas of accountability: 
     Strategic Planning & Analysis 

    Provide financial information which supports the Regional VP in making business decisions in line with IRC, Regional & Country Program strategies. 
    Provide analysis on the overall financial health of the country programs to the RVPs and HQ Finance and collaborate across the regional teams and with country programs on corrective actions and support plans.

     Financial Leadership & Oversight 

    Provide high quality financial and accounting support to IRC to ensure:

    Regional team has visibility on financial health of country programs.

     Requirements: 

    Bachelor’s degree in accounting or finance – Master’s Degree, CPA or equivalent experience a plus.   
    Minimum five years progressive finance/accounting experience in the non-profit sector. 
    Previous work experience in a multi-cultural international environment abroad is highly desirable.   
    Demonstrated familiarity with GAAP and proven general knowledge of Fund Accounting. 
    Previous work experience with a major general ledger software package – experience with MS D365 preferred.

    Community Health Promotion Officer

    Under the direct supervision and technical guidance of the RH/CHP/TB/HIV Manager, Health promotion and prevention officer will oversee the implementation of an integrated Community health promotion and prevention program. He/she will play a critical role in promoting integrated service delivery at community level for community-based disease surveillance, reproductive health, immunization, nutrition, school health, environmental health, WASH, GBV and psychosocial support for mental health.
    The position holder will coordinate with the sub-county health department to strengthen the community health system to support service demand generation, improved service uptake and quality of care at the link health facilities in her/his area of jurisdiction. S/he will be responsible for strategic planning, coordination, implementation, monitoring, and evaluation of strategies and interventions for the program activities. S/he should be knowledgeable and skilled in public/ community health and with practical experience in implementation of community health specific strategies/activities that support achievement of project targets.

    Key Responsibilities
    Technical Leadership and Accountability:
    Provide overall technical oversight and leadership in the Planning, Implementation, Monitoring, Evaluation and Learning of all community interventions within their area of jurisdiction ensuring that program interventions are of quality and meet the SPHERE and donor standards, and donor targets and expectations are met within the required timelines.

    Coordinate implementation; of all community level health service delivery (Child survival, SRH, Nutrition) school health, WASH, Environmental health and mental health interventions through the community health workforce: plan and execute all activities that are budgeted for within the specified timelines including trainings, household mapping and registration, household visits, community dialogue and action days, integrated outreaches.
    Coordinate all community mobilization and sensitization interventions: In collaboration with the community health workforce conduct forums with key opinion and community leaders, including the Community Health Committees, community health promoters, block elders, and clergy in the program area. Inform the community about the program’s existence, purpose, and benefits to their communities, as well as the broader county, country, regional, and global impact.
    Capacity building of the Community Health Workforce: Support in identifying training needs, plan and execute training and refresher trainings and on job trainings for the community health workforce i.e. CHPs, CHCs, teachers and champions on all community health technical modules in line with the CHS and school health training package and other program specific modules.
    Community health workforce supervision and performance monitoring: lead the recruitment of and setting of performance targets for community health promoters and carry out monthly field-based supportive supervision and check-ins to measure and review progress.
    Manage the community-based health information system: ensure availability of relevant data collection tools, support CHPs in data collection, compile and analyze data from the community health unit and submit the information for reporting. Collate information the reports and display it at strategic sites to enhance dialogue at the household and community level.
    Data review and analysis: Review and analyze data for performance monitoring. Utilize the data for decision making.

    MEAL & Knowledge management

    Support the Monitoring, Evaluation, Accountability and Learning (MEAL) team and other project staff in monitoring and evaluation of project activities including preparation of monitoring reports, documents and lessons learned.
    Provide mentorship/OJT to the community health workforce.
    Carry out regular program monitoring of community interventions and attend review meetings.
    Develop weekly, monthly and quarterly progress reports in line with the workplan and ensure timely submission to program manager.
    Identify, document and share lessons learnt, best/promising practices, case studies, human-interest stories, with MEAL Unit for onward submission to IRC, partners, and donors.

    Job Purpose/Objective

    Under supervision of the Facility in Charge and, technically, the Nutrition Manager, The Nutrition Officer (NO) will lead the implementation of all nutrition related activities at the IRC run health facilities and communities in the refugee settlement and the surrounding host communities in Hagadera refugee camp. The Nutrition Officer will be responsible for providing training (nutrition), coaching, mentorship and technical support, including M&E for the nutrition program. Key areas will include, but not limited to the detection and treatment of acute cases of malnutrition; implementation of the prevention package of IMAM, IYCF, Maternal Child Health and Nutrition; supporting outreach activities that include surveillance and patient follow up; and preparing and submission of donor reports as required.

    Key Responsibilities:
    Programming

    Provide quality of care to all clients enrolled in the nutrition programs in line with the MOH/WHO/UNHCR/WFP/ComPAS protocols.
    Direct implementation of ComPAS/CMAM, ensuring management of all under-fives/PLWs enrolled in OTP/TSFP programs in line with the WHO, IMAM and ComPAS protocol. Participate in data collection, data entry in registers and tablets, and reporting of CMAM/ComPAS data.
    Ensure quality and timely identification and treatment of medical complications associated with malnutrition in SC/OTP/SFP.
    Give and advise on the drug regimen for children in the SC, OTP and SFP programs.
    Handle nutrition commodities and food supplies at facility level/kitchen including receipt, inventory management, reporting and forecasting of commodity needs. Ensure daily reconciliation of nutrition commodities with the pharmacy staff and prompt reporting of variances.
    Participate in daily ward rounds in the SC ward with the medical team. Ensure that all required observations, prescribed treatment and procedure are properly carried out and documented in the patients’ cards
    Ensure integration of nutrition services with health- ensure provision of quality nutrition assessment, counselling and supports in NCD clinics, MCH/OPD, Medical wards and Special clinics (POPC, LBW/Preterm).
    Mentor the nutrition assistant staff and auxiliary nurses to handle patients with acute malnutrition as per protocol.
    Train and mentor IRC nutrition staff and other key partners in GMP, IYCF and IMAM; especially the OTP and SC staff.
    Ensure the establishment of nutrition monitoring activities and train health staff in case detection and referral system.
    Ensure timely reporting in accordance with set deadlines.
    Improve the provision of quality nutrition counseling in the hospital SC and Comprehensive care Clinic (CCC) and other entry points in the health programme in liaison with relevant IRC sectors.
    Plan and Conduct continuous monitoring of the OTP, SFP and SC patient.
    Participate in program strategic planning and roll-out of new program areas in liaison with key collaborators and cooperating partners.
    Adhere and uphold IRC code of conduct at respective work area.

    Supervision and Leadership

    Directly incentive staff providing services in the health facilities.
    Supervise and work in strict collaboration with the nutrition team in the screening activities of severely malnourished children.
    Identify training gaps for the incentive staff and beneficiaries within nutrition program and communicate the same to the program manager.

    Networking and Coordination

    Ensure proper communication, coordination and harmonization of tools with the different partners involved in food/nutrition activities.
    Develop and coordinate the adherence and reporting of nutrition education sessions as per developed annual plan.
    Monitor and supervise proper usage of essential nutrition therapeutic feeds such as F100, F75, RUTF.RUSF, CSB++and Resomal to avoid stock outs.
    Create appropriate linkages and referral for nutrition activities.
    Work closely with other health programs in spirit of integration for maximum output.
    Attend all program implementation meetings.

    Minimum Qualifications:

    Bachelor’s Degree in Nutrition & Dietetics.
    Registration and Up to date License with KNDI
    Possess at least three (3) years’ experience in implementing nutrition related activities in a lively hospital and community set up.
    S/He must possess ability to analyze and interpret both quantitative and qualitative programmed data.
    Must possess excellent planning and organizational skills.
    Able to work with minimal supervision.
    Must have cognate skills in computer applications.
    MUST possess a high level of integrity and with good interpersonal skills

    Assist in review contractors’ performance as per contracts awarded by IRC

    Together with partners, IRC has been implementing integrated emergency flood response activities. Considering the worsening situation, the IRC aims to conduct a detailed Gender Impact Assessment to understand the basic facts about the GBV situation and the gendered impacts of the floods. This assessment will inform IRC and its partners in planning to improve emergency protection responses, aiming to meet the needs of survivors and diverse clients and reduce the vulnerability of women and girls to GBV in Garissa, Tana River, and Mandera counties.

    Project Objectives
    The Objective Of The Consultancy Is To
    Objective 1: Identify the scope and gendered impact of the floods, including direct and indirect effects on GBV, Protection, and how women, men, boys, and girls can access various services, resources and information.
    Objective 2: Determine the various coping mechanisms, constraints, capabilities, and unique needs of women and men, including those with disabilities, to respond to the crisis across the range of protection and SRH needs, considering intersectionality.
    Objective 3: Identify measures that enhance protection, GBV care, and support services, and prevent GBV through collaboration with clusters/sectors, the government, and other responsibility bearers.
    Scope of Work
    Required
    In liaison with the Women Protection and Empowerment (WPE) Program Team, SRH Program Team, Monitoring, Evaluation, Accountability and Learning (MEAL) team, guidance from UNFPA, and input from partners, the consultant will be required to:

    Undertake a desk review of the gender situation in Garissa, Tana River, and Mandera.
    Conduct consultations with relevant stakeholders and use the recommendations to enrich the assessment.
    Conduct a validation exercise with stakeholders, including IRC.
    Submit the approved assessment to IRC.

    Using a Feminist, Diversity And Inclusion Approach, The Gender Impact Assessment Will Gather Information On The Various Needs, Abilities, And Coping Mechanisms Of Men, Women, Boys, And Girls. The Following Primary Areas Of Inquiry Will Be The Focus Of Data Collection, With The Consultant Expected To Develop Data Collection Tools That Capture Sufficient Information

    Time use and Space: Analyzing how changes in time use and spatial dynamics, such as displacement and relocation, have affected gender roles and responsibilities during and after the floods.
    Decision-making and power dynamics in households: Investigating power dynamics within households and communities, and how these dynamics influence decision-making processes related to recovery and rebuilding efforts post-floods.
    Access to and control of resources and assets: Investigating how access to resources, services, and decision-making opportunities has been affected by the floods for women, men, girls and boys.
    Knowledge, Beliefs, and Perception: Examining how knowledge, beliefs, and perceptions about gender roles, disaster preparedness, and response have influenced individuals’ and communities’ ability to cope with and recover from the floods.
    Practices and Participation: Assessing how gendered practices and levels of participation in decision-making at household and community levels have been impacted by the floods.
    Legal Rights and Status: Evaluating the extent to which legal rights and social status, particularly concerning land ownership, inheritance, and protection from Gender-Based Violence (GBV), have been upheld or compromised due to the floods. The assessment should take into account how these intersecting identity variables affect women’s access to their rights and assess how violations of those rights relate to other forms of discrimination. The assessment should be conducted rigorously and robustly using appropriate statistical and qualitative analysis techniques.

    Deliverables / Outputs

    An inception report defining the study approach, methodology, sampling criteria, and tools used for qualitative and quantitative data collection. The sampling plan should be inclusive of all demographic groups and take gender equality into account.
    A thorough and well-structured final gender impact assessment report not longer than 20 pages per county.
    Supplementary files, including photographs, original and cleaned datasets, and statistical output files.
    Presentations using PowerPoint and a fact sheet, abstract, or both to share results with stakeholders.
    Present the report to relevant parties, such as the protection and GBV, working groups, who will be asked to validate the findings and contribute.
    An executive summary of findings in Word and PowerPoint presentation format.

    Date and Duration of Consultancy
    The consultancy period shall be for 20 days. The complete report must be submitted to IRC within 5 days after the validation exercise.
    Minimum Qualifications
    The ideal consultant should have:

    A post-graduate degree in Gender and Development, social sciences, or another relevant field.
    Over 5 years of experience conducting gender studies with evidence of publications or field reports on gender issues, with experience in women and adolescents programming.
    Demonstrated experience in conducting a gender impact assessment or a similar related assignment.
    Experience working collaboratively with government and other development partners.
    Experience working with diverse and special groups.
    Ability to communicate in English and Kiswahili; proficiency in local languages spoken in Garissa, Mandera, and Tana River is an added advantage.

    The Senior Officer, Climate and Environmental Standards role will be responsible for three areas: (1) supporting the implementation of climate and environmental screenings across the organization with tools, guidance, and resources, (2) supporting country programs with the screenings and development of risk mitigation measures during the project design phase and (3) capacity building.     Major Responsibilities
    Climate and Environmental Standards Systems and Policies

    Compile and track host country regulations and donor institutional environmental policies and frameworks to track key intervention areas and opportunities for program design.
    Work with compliance colleagues in the Awards Management Unit (AMU) and External Relations to stay up to date on changes in donor requirements and guidance.
    Coordinate and compare climate and environmental standards guidance with that of peer humanitarian agencies and resource centers

    Balancing efficiency with broad engagement, the role will conceptualize, coordinate, simplify, structure, project-manage, and deliver results independently and through others on key QiE strategic priorities and special assignments critical for the future of the Pillar. The Director will lead on high-impact, inter-departmental, and complex strategic initiatives and coherence on strategic projects related, but not limited to:

    Emergency response tools and guidance
    Emergency Roadmap
    Emergency Technical Frameworks and STEP
    Piloting and improving QiE’s quality assurance accountability framework in emergencies
    Business development strategies, including targeted fundraising approaches for emergencies
    Climate change and adaptation framework in emergency settings
    Partnerships in Emergencies, supporting EHAU’s commitments to invest in partnerships in the next three years

    To meet these goals, the role will build, improve, and implement lean and efficient governance systems to facilitate decision-making, risk mitigation, and quality assurance. Likewise, it will be responsible for ensuring knowledge management and supporting effective and inclusive collaboration. This will require the position holder to strengthen collaboration, prioritization, and execution across programming teams, serving as a partner, relationship builder, and leader within the department and across the IRC. 
    The role will demonstrate strong strategic leadership with minimal oversight and support and will ensure consistent communication and engagement of the QiE Leadership team, the EHAU SMT and/or other technical partners as relevant, on strategic projects. Strategic project management will include clear workplans, key results, benchmarks as well as transition or organizational change strategies. The Director will also advise the Senior Director of Quality in Emergencies on priorities, opportunities and challenges and ensure they are appropriately informed of key organizational issues. 

    Emergency Preparedness and prepositioning response capacity (10%)

    Be responsible for the strategic roll-out and implementation of the preparedness and early action framework for quality in emergencies with Regional Emergency Directors. This includes establishing a change management process and practice integration assessment plan. Ensure the framework is kept updated and properly communicated across all relevant parties. 
    Ensure effective and efficient implementation of the preparedness framework with linkages to IRC’s strategic action planning process. 
    Support uptake and consistent use of the tools and resources for preparedness across regions. 
    Lead cross-functional analysis and learning around areas for improvement of the emergency preparedness framework and resource package, while promoting good knowledge management practices.
    Coordinate QiE support functions to ensure efficient, quality delivery on regional preparedness plans, in partnership with REDs and other IRC departments/ regional counterparts.
    Lead QiE STAs in maintaining emergency preparedness tools and resources for the Quality in Emergencies team.
    Participate in and coordinate QiE engagement in climate adaptation and anticipatory action strategic direction, inclusive of upcoming joint/shared business development between QiE and TechEx.
    As needed, provide strategic support and oversight of capacity strengthening and sharing on humanitarian and emergency competencies among country response teams. 

    Quality Assurance and Performance Management (25%)

    This role will lead on governance and performance management for the pillar, working closely with EHAU’s Director of Strategy and Measurement to align and integrate with the Departmental Performance Framework and ecosystems. The role will:
    Support and design a vision and lead efforts to improve clarity, capacity, and commitment around IRC’s future quality assurance processes in emergencies. 
    Identify simple and practical solutions for raising program quality, which apply to existing routines and standard approaches.
    Partner with STAs and other EHAU pillars to identify key management and other relevant metrics.
    Supervise and communicate performance across the Pillar.
    Establish overarching routines for the pillar for tracking, coordination, discussion, and debate.
    Play a leading role in the implementation of the organizational SAP for emergencies by ensuring strategic areas of work, such as preparedness and partnerships are supported, progress metrics reviewed and developing corrective actions as required.
    Coordinate accountability practices across QiE for the areas of the SAP under the department’s remit (1.1, 1.4, 2.1). Collaborate with the relevant SAP conveners to develop and manage routines for QiE quarterly SAP progress reviews, implementation plan revisions, and engaging the full QiE department in strategic efforts. 

     Management of Partnerships & Safeguarding Teams (15%)

    Manage the Partnerships Senior Technical Advisor and maintain strategic oversight over  the integration of partnerships initiatives across QiE and EHAU. Provide leadership and guidance to the emergency partnerships team. 
    Provide strategic support on delivering safeguarding priorities, including planning and implementation in emergency responses. 
    Supervise and manage ERT and EST Safeguarding Coordinators. 
    Provide oversight and support on learning and impact overview on EHAU Safeguarding priorities. 
    Ensure coordinated technical support to safeguarding coordinators during deployments and response start-up.
    Ensure EHAU Safeguarding strategies are streamlined with the global IRC guidance.
