    Duties and responsibilities

    Ensure proper filing of all project documents in the shared drive and Provide leadership and management of a big WASH team consisting of Engineers, Sanitation specialist, and technicians both national and refugees. Assign duties, supervise, train and conduct performance management process with the respective WASH Officers and follow up related processes for all WASH staff.
    Ensure the effective and efficient operations of water infrastructure providing portable water to close to 200,000 people. This include solar-generator powered boreholes, an extensive network of pipeline/reticulation system, elevated steel tanks and several tap stands.
    Ensure water supply schedule agreed with refugee communities is respected at all times and consult with them before any change to the agreed upon schedule.
    Promptly communicate with the refugee leadership in the area should the schedule be threatened or disrupted for any reason.
    Employ strategies that will ensure significant improvement in household latrine coverage in Kakuma camps (1-4)
    Adopt strategies that will bring about significant improvement in the overall sanitary situation across Kakuma camps (1-4).

  • Accelerated Education Specialist

    Accelerated Education Specialist

    The purpose of the Accelerated Education (AE) Specialist is to provide leadership to support inter-agency efforts to develop a harmonised approach to AE in Kenya. Out of the more than 210,000 refugees of school age in camps in Kenya, 46 per cent are out of school and 47 per cent of those who are in school are overage.
    There are also large unknown numbers of youth in communities who want to learn but who cannot enrol or for whom the formal education system is not a good fit. There are a number of actors providing AE opportunities in camps.
    While the programmes have been entitled differently and, in some cases, the target group and relationship to the national system has varied, the overall aim has been similar in delivering condensed content within a shorter time frame in a safe space for over-age and out of school children and youth.
    In May 2019 NRC co-hosted with UNHCR an AE workshop in Kenya in collaboration with the Accelerated Education Working Group (AEWG).
    The workshop recommended the formation of a national technical working group (as a subsidiary of the Education Sector Working Group) to strengthen coordination among stakeholders, and take work forward around four key areas:
    (1) Development of guidelines;
    (2) Curriculum development and associated materials;
    (3) Teacher training; and (4) AE management training.
    The role of the AE Specialist is to work collaboratively with the Ministry of Education (MoE), UNICEF, UNHCR and all education actors in Kenya towards a harmonised AE approach that is anchored in the national education system. This approach is intended to invest in the national education system, strengthening capacity in non-formal education in Kenya, for the benefit of refugee learners as well as Kenyan children and youth.
    Additionally, the AE Specialist will provide technical support to NGOs AE programmes in Kenya in terms of technical development, strategic direction and quality assistance including mentoring, training and capacity building of staff on AE programme delivery.
    Direct engagement with the AE programme will ensure that the Specialist’s national coordination role is grounded in field realities and also provides an opportunity to support direct implementation of emerging guidance and tools.
    Duties and Responsibilities

    Represent AE partners at relevant national, county and camp level coordination forums as appropriate
    Support the capacity building of MoE and other educations stakeholders on harmonised AE approaches
    Strengthen collaboration with global AEWG and regional learning through collaboration and coordination with other refugee hosting contexts in the region around AE
    Provide technical support and guidance to AE programme development and implementation in Kakuma and Dadaab

    The M&E Coordinator will boost the capacity of the Building Resilient Communities in Somalia (BRCiS) M&E’s team to develop survey tools and rapidly analyze survey results, effectively communicating complex statistical insights to a diverse, non-technical audience. This is with the goal of providing timely, relevant and actionable insights for adaptive management in BRCiS. We are looking for a highly independent and data-fluent mid-career professional with substantial experience in designing, developing and analyzing large-scale data collection projects to generate actionable insights for programme planning and change.
    The position is based within NRC Regional Office. The role reports to the BRCiS Monitoring and Evaluation Manager.
    Specific Duties

    Design, manage and analyse internal evaluation and research projects using quantitative methods in coordination with the Consortium MEAL Working Group.
    Clean, analyze and communicate quantitative data collected by BRCiS and external consultants including but not limited to the Consortium’s annual household interviews, seasonal monitoring surveys, Early Warning Early Action (EWEA) database, post-distribution monitoring (PDM) forms, etc.
    Prepare project reports, disseminate results and present results at internal and external events
    Actively participate in technical meetings, trainings and workshops
    Lead on the Consortium’s data visualization and dashboard presentation efforts
    Manage and update the Consortium’s datasets including the BRCiS beneficiary database
    Produce periodic analytical reports on data from NRC Global Outcome and Output Reporting System (GORS) in liaison with the Regional M&E Team
    Liaise with respective M&E focal points in the region to collect lessons learnt and promote institutional learning in the field of resilience programming

    General Duties

    Supports the BRCiS Consortium’s research and learning agenda by providing technical assistance to the development, management, analysis and dissemination of the Consortium’s evaluation and research work
    Contributes to the training of Consortium Members on the use of research and M&E tools
    Contributes to the training of survey teams in the field; participates in the monitoring of surveys and interview protocols during data collection; conducts data back-checks and supervises field teams during data collection to ensure data quality
    Provides technical support to supervise the research and evaluation projects done by external consultants, research companies and survey firms
    Conducts statistical analysis on quantitative data collected
    Prepares literature reviews and research briefs
    Any other ad-hoc request defined by the M&E Manager**

    Qualifications

    A degree in Statistics, Economics, Public Policy, Mathematics or related fields. Strong technical understanding of statistics/econometrics is essential
    3 – 5 years of previous work experience in a related field
    Extensive quantitative skills, including knowledge of and experience working with data analysis software (STATA, Python, R, Matlab)
    Experience working with different data types including but not limited to household survey data, phone surveys, panel surveys, perception-based measures, satellite imagery etc.
    Substantial experience applying a wide range of statistical methods to inform program design and change
    Strong experience in Digital Data Gathering (DDG) technology (ODK or ONA preferred) including the ability to quickly digitalize/script large and complex surveys in XLS form
    Strong data visualizations skills including detailed familiarity of using data visualizations software (Tableau preferred)
    Excellent communication and report writing skills to present research/evaluation findings to various audiences

    Preferred

    Experience in creating complex dashboards
    Experience working in the humanitarian sector is an asset but it can be substituted with strong work experience from other spheres such as the private, governmental or developmental sector
    Detailed familiarity of mapping software such as QGIS or ArcGIS

    Duties and Responsibilities

    Develop WASH strategy, technical SOPs, and Macro LFAs in line with NRC Programme Policy and national and international standards, and in coordination with other Core Competences
    Compliance with and adherence to NRC policies, guidance and procedures
    Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
    Identify trends technical standards and donor priorities
    Follow up on compliance with contractual commitments within WASH CC, ensure high technical quality and synergies in project implementation
    Provide technical direction and project implementation support
    Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
    Ensure that key learnings are extracted from WASH CC implementation, and incorporate them in WASH CC and staff development processes
    Provide systematic training and build capacity of technical staff
    Represent NRC in relevant forums/clusters, including with national authorities and donors
    Promote the rights of IDPs/refugees in line with the advocacy strategy

    Lead on developing WASH monitoring tools to be used by the team to ensure that relevant information is being collected to inform strategy and implementation, and to ensure accountability and learning.
    Ensure that the strategy is informed by sound analysis, with consultations with teams and concerned stakeholders and that programmes strategies are devised in promotion of NRC’s values, culture and beliefs. Lead on research/studies, specifically about innovation.
    Ensure learning from WASH programme is captured, consolidated and disseminated, contributing to knowledge building and sharing within Yemen and globally to influence policies and programme planning.
    Ensure sharing of best practices and capacity building among the team in Kibondo (Tanzania) and Kakuma (Kenya).
    Play a proactive role in integrating WASH Core Competence strategy with other Core Competence strategies (namely Food Security, Shelter, Education and ICLA) to ensure maximum impact.
    Explore and develop strategic partnerships contributing to quality and scaling up of programmes. Ensure coordination with relevant WASH stakeholders including representation and effective networking.

    Qualifications

    Minimum 5 years’ experience in working as a senior Program Manager and/or Advisor of humanitarian WASH programme, preferably in refugees / IDPs environments
    Proven expertise in WASH with particular focus of complex programme
    Experience of setting up and implementing monitoring, documentation and learning systems.
    University degree or higher education relevant to WASH.
    Strong communication, interpersonal, analytical and negotiation skills
    Proven skills and experience in report and proposal writing
    Knowledge of cash-based interventions and market based programmes
