    Specific Responsibilities:

    Ensure region-wide compliance to organization structure and offer advice on organizational structure process;
    Help countries with the correct organizational structure, size and number of staff etc;
    Conduct country visits to ensure that all countries comply with  HR requirements;
    Lead the disciplinary process for international staff in collaboration with Global HR;
    Provide guidance on the overall benefits and compensation for national staff as well as ascertain the quality of country analysis;
    Drive Diversity, Equity and inclusion (DEI) efforts in the region;

    Specific responsibilities

    Establish the format and cycle of country communications plan development, and maintain oversight of these plans.

    Pitch and manage interviews, press releases and field visits to international and local media outlets to draw attention to humanitarian needs and neglected crises, NRC’s work and public advocacy issues;

    The main purpose of this position is to be responsible for supporting and conducting internal investigations in the region, in coordination with the HO Anti-Corruption and Investigation Specialist and relevant regional and country office staff. The Regional Investigation Specialist will mainly conduct and advise on administrative, internal investigations into allegations of misconduct, but also on other potential violations of NRC’s rules and regulations as needed. The Regional Investigation Specialist is responsible for providing expert advice and to actively contribute to NRC’s wider learning on corruption risk reduction specifically, but also on other areas such as on PSEA as advised by the technical line.
    The position of the Regional Investigations Specialist should secure independence by providing investigations that are ethical and free of conflict of interest and in turn, provide assurance to the affected communities, the organisation, and donors that complaints, allegations and incidents are investigated and resolved effectively, in a timely manner and without bias or prejudice, as well as ensuring confidentiality in sensitive cases. The Regional Investigations Specialist may be required to operate outside of the assigned region to manage or advise on high-risk investigations, relieve the pressure of high caseloads for other investigators or cover leave in other regions.
    The incumbent will work closely with the Global Risk Management Section, the Regional Management Group, NRC Country Directors, and a variety of staff across NRC programmes in the region. She/he will report to the Regional Office, and have a strong technical line to the Head Office Anti-corruption and Investigation Specialist on technical aspects of investigations, investigation plans and casework, and to the Head of Protection against Sexual Exploitation and Abuse and Safeguarding on all SEA cases and PSEA efforts.
    Role and responsibilities
    Generic responsibilities

    Ensure a strategic and compliant approach to investigations procedures in accordance with the NRC investigation routines.
    Prepare investigation plans in coordination with the HO Anti-Corruption & Investigation Specialist and the Head of PSEA.
    Conduct fair and transparent internal investigations in accordance with agreed plans and complete investigation reports with clear responsive recommendations.
    Support, guide and oversee or manage investigations remotely that are being conducted by NRC staff in Country Offices in line with NRC standards.
    Conduct training to reinforce investigation capacities in the region and provide guidance to employees as potential whistle-blowers.
    Advise and train NRC managers and staff on prevention and reduction of fraud, corruption, and dishonest loss in collaboration with the RO and CO Risk and Compliance units and on PSEA in collaboration with the HO PSEA Unit.
    Actively promote anti-corruption and PSEA best practises and contribute to the NRC global learning by sharing success stories, system gaps and risk patterns.
    Support the corruption risk identification and assessment processes for country offices in collaboration with the RO and CO Risk and Compliance units.

    Specific responsibilities
    These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus, and type of intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

    Assess initial reports of possible misconduct in line with NRC guidelines.
    When required, travel to carry out high-quality, internal investigations in country offices in the region or other NRC locations, including documentation analysis, interviews of witness’s and suspects and other investigative actions. Position may require extensive travel.
    In consultation with other NRC regional positions, the HO Anti-Corruption and Investigations Specialist, the HO PSEA Unit, and other relevant Head Office staff, coordinate due process and help promote compliance with NRC polices and processes.

    Job Responsibilities:

    Ensure compliance with NRC policies, guidelines and standards
    Ensure compliance with Communication with communities and M&E strategy, tools, handbooks, guidelines and standards
    Specific technical responsibility for implementation of information management activities in relation to NRC programmes
    Provision specific technical support and capacity building towards project staff
    Assess, promote and document ideas for technical improvement and further program development options
    Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
    Promote the rights of displacement affected population in line with the communication with communities, advocacy strategy
    Development and administration of information management system for communication with communities
    Develop relevant use cases within existing software systems to facilitate digital communications via phone, SMS, WhatsApp and other relevant platforms as needed.
    Manage engagement on software utilized for digital communications, including but not limited to Telerivet and Twilio.
    In collaboration with relevant staff members, devises and maintains a system for the classification and management of content of online information systems and platforms including digital communication tools utilized through the Digital Community Hub
    Develop and maintains common formats and metadata schemes online information services to standardize the capture, storage, search and retrieval of content.
    Manage the knowledge architecture, taxonomy and metadata schemes and digital file sharing systems to improve consistency in the content organization with a view to facilitating harmonized and integrated content management, findability, and easy access.
    Prepare and coordinate implementation of policies, standard operating procedures and guidelines for electronic records and documents.
    Oversee inventories of electronic records and the management of records transfer, retention and disposition schedules.
    Manage the acquisition, organization, storage, retrieval and disposition of electronic and physical library materials and other information resources, including facilitation of staff online access
    Coordinate the creation, organization, management and preservation of digital archival records and facilitates their accessibility for internal and external use.
    Keep the terminology, taxonomies, ontologies, indexing and other classification systems and structures up to date.
    Provide training and guidance to relevant stakeholders to enable them to utilize relevant digital communication software such as Twilio and Telerivet
    Manage relevant dashboards associated with digital communication tools as per the requirements of programmatic leads
    Assist to develop and support the implementation of appropriate SOPs for information management in line with NRC procedures including confidentiality and data protection.
    Assist in development of appropriate M&E databases to store, analyse and present relevant information.
    Support ME and CCs staff at area level to create and maintain databases and spreadsheets that meet NRC’s and donors’ requirements.
    Support M&E Team to harmonize and develop feedback and complaints mechanisms tools using appropriate technologies

    Professional Competencies:

    Bachelors’ Degree in computer science, information management, statistics or IT related fields.
    Documented results related to the position’s responsibilities.
    Proficiency in English is essential
    Minimum 3 years of previous job experience relevant to the function or in digital communication and data management, statistics, analysis and information technology.
    Advanced MS Excel, PowerBi skills and experience of working with MS Access is required. Previous experience of working with SPSS, STATA, Epi Info and R is desirable.
    Candidates with skills in basic programming knowledge of more than one of the following language: C#, Java, Node.js, PHP, Python, Ruby have an added advantage.
    A cursory knowledge of telephony and mobile communications infrastructure and management and can articulate needs and requirements for telephony relevant to digital communication environments
    Ability to develop, organize and design short informational documents and training materials relevant to the tools in use
    Good understanding of data and information needs for programme management and decision making.
    Strong data interpretation skills, report writing, and data presentation
