    Overview of the Role
    The Regional Programme Adviser will have a number of allocated country offices and will provide a range of advisory support and capacity building to in relation to programme proposal development, grants management, and PCM (ensuring the effective management of the full programme cycle and donor reporting). Additionally, they may act as the within regional team expert on a particular area of programme and business development.
    The postholder acts as the key interface between the country office, regional office and head office. As part of a technical matrix structure, the postholder is required to work collaboratively with colleagues in both the technical and the operational management structures in country offices, and also has a technical accountability to the programme function, policy, strategy, and direction as determined through the Head Office level of the NRC. Staff within the team may be required to contribute to global initiatives as part of a wider community of specialists. Collaborative working with colleagues within the wider regional programme team, at HO and in other Regions is essential to effectiveness in the role and maximising the shared learning across NRC.
    What you will do

    Provide specialist support, advice and guidance to own portfolio of country offices in relation to programme development and to strategic planning in country programmes.
    Conduct regional analysis of trends in the region as allocated by line manager to contribute to regional understanding and provide evidence for new initiatives (e.g., advocacy, new project ideas, new potential donors or partnerships)
    Responsible for capacity building and learning and development, as required, including facilitation of induction training for relevant programme personnel in COs, and provision of PCM support, including facilitation and delivery of trainings, to country programmes within the region.
    May be required to participate in a small number of recruitment interviews for key relevant CO positions and provide some technical supervision (e.g., Grants/PCM Managers).
    Responsible for quality control of high-risk donor proposals and reports, macros log frames, and triannual reports and internal programme strategy documents and reports, in regard to NRC strategies and donor compliance.
    Where applicable, liaise and work collaboratively with colleagues in Policy and Partnerships to ensure provision of information and support to Cos

    Specifically you will

    Identify gaps in quality and practice, and common learning and development needs in relation to programme proposal development, PCM, Grants Management within the region’s COs and work collaboratively with L&D colleagues (regional, HO, OD/PCM Adviser) on development of learning initiatives to build skills and capacity
    Be the in team focal point on assigned institutional donor knowledge, working collaboratively with colleagues in Partnerships and Policy (HO, NRC Rep Offices), and other regions, to develop information resources and tools to support COs in targeted programme proposals and high-quality donor reporting and compliance
    Conduct analysis of trends in the region or sub-region to contribute to regional understanding and provide evidence for advocacy and innovative project ideas.
    Establish and provide a regional helpdesk function, working collaboratively with colleagues within the region and country offices

    What you will bring

    Several years of experience within the humanitarian/recovery context, of which 3 years of Manager/Advisor experience
    Specialist knowledge and expertise equivalent to an advanced university degree in a relevant field (e.g., international development, politics, social science)
    Knowledge of institutional donors’ strategies, priorities, and compliance requirements – NMFA, UNHCR, FCDO, ECHO etc.
    Track record of successful proposal development, or similar in funding or partnerships
    Experience from working in complex and volatile contexts, with preference for previous experience in (name of region, or country contexts)
    Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
    Experience of developing learning and development tools and resources to support capacity building

    What you will do
    You will work closely with other members of NRC’s D Team (Digital Transformation Team) to improve NRC infrastructure (Backbone)’s resilience, security, performance, and automation opportunities.     Duties and responsibilities
    The Regional Roving Energy Expert will support the development of targeted action plans to reduce emissions from some of NRC’s highest emitting locations in the East Africa and Yemen Region. The key activities of the Experts will be:

    To assess and quality checks the data provided by the NRC Carbon Monitoring Coordinator and give feedback if adjustments are needed.
    To do an energy assessment based on data provided and observations at the sites.
    Do a market analysis of the possible clean energy alternatives in the area.
    Do a cost/benefit analysis based on the data, assessment, and market analysis to provide a plan for the NRC office(s) on how to transition to clean energy at the given site/facility. The analysis should provide NRC with what is needed to go to the implementation phase after the expert leaves.
    To provide training to NRC staff where needed, on how to make cost-efficient decisions and enable the staff to move forward with the implementation of clean energy solutions.
    To assess the impact, challenges, and opportunities of clean energy solutions for ICT.
    To support the country office if required in the development of environmental strategies, identification of HR needs and recruitment, and the development of standard operating procedures, SOPs.

    Qualifications and experience

    An advanced university degree in Engineering, Electrical Engineering, Sustainable Development Studies, Economics, Business Administration, Environmental Management, Energy Technology, or relevant fields.
    A minimum of six years of relevant professional experience in a private sector EPC and/or Energy provider, Management Consulting or Auditor/Consulting firm; investment firm or social enterprise with Energy/Infrastructure focus; or UN/Humanitarian/Development agency working directly on operationalising renewable Energy transitions.
    High-level coordination experience is essential.

    Essential requirements

    A demonstrated experience in the design and application of Electrical Energy solutions, especially renewable solutions.*

    Responsibilities
    The Education Coordinator will work collaboratively with the Ministry of Education (MoE), UNICEF, UNHCR and all education actors in Kenya towards a harmonised AE approach that is anchored in the national education system. This approach is intended to invest in the national education system, strengthening capacity in non-formal education in Kenya, for the benefit of refugee learners as well as Kenyan children and youth nationally. Additionally, He or she will provide technical support to NGOs AE programmes in Kenya in terms of technical development, strategic direction and quality assistance including mentoring, training and capacity building of staff on AE programme delivery.
    Duties and Responsibilities

    Compliance with and adherence to NRC policies, guidance and procedures.
    Contribute to education strategy development, project proposals and provide input on needs and gaps on AE.
    Representation in relevant forums/clusters, including with national authorities and donors.
    Co-chair the technical working group, with the Ministry of Education, and provide technical and material leadership and support related to AE.

    Qualifications

    The Regional Health Safety and Security Advisor (RHSSA) serves as a technical resource on Health Safety and Security (HSS) related risk, incident and crisis management within the region.
    The RHSSA will provide technical support to the Country HSS teams.
    Responsibilities

    Advises on HSS Risk Management (HSSRM), in line with established NRC HSSRM policies, standards, procedures, and NRC Duty of Care principles.

    Update and maintain country specific HSS related information on NRC’s Online Travel Authorization and Travel Information platforms specific to EAY region. Provide the Regional Management Group with a regional trends and risks analysis during regular RMG meetings.
    Develop and implement a regional HSS Training Plan with particular focus on the development of in country HSS training capacity/teams.

    Qualifications

    Minimum 4 years of HSS Management related experience
    Substantial and demonstrated prior experience as a trainer, with an effective and professional training style, and the ability to develop, implement, facilitate and impart learning to a wide-ranging audience.
    Advanced report writing and good communication and presentation skills.
    Demonstrated experience in crisis management.
    Advanced knowledge of risk management and best practice specifically in relation to humanitarian safety and security management.

    You will be reporting to the Executive Director Field Operations in HO in Oslo and a member of the Field Operations Management Team. You will be a member of the Secretary General’s Extended Senior Management Group

    Key Responsibilities:

    Develop, follow up and report on regional strategy in line with overall NRC strategic direction
    Approval of Country Strategies and compliance of Country Directors for their delivery
    Duty of Care to all NRC staff and partners, including the promotion of a safety and security risk management culture in the region, including development of security plans and trainings in line with NRC’s HSS Policy and plans (Health, Safety & Security)
    NRC’s compliance with Government, Donor and its own regulations, policies and procedures
    Develop and maintain new partner -and donor relations in the region with a focus on securing predictable and flexible funding in line with regional NRC targets
    Contribute to NRC’s advocacy efforts (including media) nationally, regionally and internationally, and represent and profile NRC at the different levels
    Overall budget responsibility and authority for region, ensuring optimal use of the region’s resources. Responsible for the Regional Budget
    Hold Country Directors in the region accountable for assessing new programmes and emergencies
    Hold Country Directors accountable for ensuring that the regional activities are coordinated with the plans of national authorities, the UN and other organisations / agencies
    Conduct continuous monitoring and quality assurance in accordance with NRC framework

    The following qualifications will be required:

    Minimum 8 years of relevant leadership/management experience within the humanitarian field
    Experience from working as top-level manager in complex and volatile contexts
    Demonstrated success in strengthening an organisation through the development of a transformative agenda
    Broad network within the international humanitarian community and proven ability to represent an organisation at different levels
    Experience from delivering results in complex and volatile contexts
    Insight and awareness own leadership profile, strengths, and weaknesses
    Excellent communication skills and fluency in English, both written and verbal. Fluency in Arabic and French is also an asset
    Knowledge of the context in EAY region is an asset
