    Program Summary  
    Mercy Corps has been a leader in the drylands of the Horn of Africa for the last decade, supporting households affected by climate change, drought, conflict, and other challenges to adapt and thrive in the face of increasing shocks. Our programming focuses on strengthening livestock production and markets, enhancing food and water security, addressing gender inequality and youth opportunities, and strengthening devolved governance outcomes to support dryland communities to break from the cycle of humanitarian need and lay the foundations for a more food secure, resilient future. Working across Kenya, Ethiopia and Somalia, Mercy Corps is implementing three phases – 12-year Regional Livestock Program (RLP), which looks to leverage the significant potential for livestock production and trade within the region by building vibrant regional livestock markets, strengthening livestock production and trade, supporting climate adaptation and enhanced regeneration and governance of rangeland to enhance household food security and livelihoods.   The program will be managed by Mercy Corps’ regional team, with close coordination with Mercy Corps’ Ethiopia, Kenya & Somalia country teams. Key RLP partners include Intergovernmental Authority on Development (IGAD), Helvetas and Welthungerhilfe (WHH). The Program target four livestock trade corridors – Tog wajalle, Galkacayo, Afmadow ,Moyale and one camel milk Corridor of Wajir. The RLP program is part of a growing regional program portfolio for Mercy Corps East and Southern Africa region.
    General Position Summary
    The community engagement/ Natural Resources Management officer will be responsible for technical oversight and ensuring management for all activities related to community development, conflict management and peaceful co-existence around natural resource. They will define implementation strategies in coordination with the county government, RLP coordinators and other leadership team. The community engagement/ Natural Resources Management officer will train Rangeland management Committees (RMCs) after conducting technical capacity assessment. They will provide technical assistance based on identified gaps; and ensure common strategies and approaches are applied consistently in all communities’ priorities as envisaged on community Rangeland plans. They will coordinate closely with the M&E team to ensure that systems are in place to track, analyze and report results. The Officer will be required to keep abreast of the latest research and evolutions in the field of conflict management around natural resources and integrate new ideas and approaches as appropriate, seek additional technical assistance as needed and ensure effective working relationships with collaborating agencies.  They will work closely with NDMA on community participatory scenario planning, and other partners that advocate the adoption of sustainable Rangeland management approaches. 
    Essential Responsibilities
    PROGRAM MANAGEMENT

    Oversee the development process of Ward based community grazeland plans
    Identify and Capacity builds the RMCs to strengthen their governance and natural resources management skill.
    Conduct RMCs capacity assessment in collaboration with communities and county governments
    Contribute to teamwork plans and guide successful implementation of conflict management and natural resources management activities, ensuring teams follow work plans so activities are on time, target and within the approved budget, and program deliverables achieve desired impact;
    Conduct, participate in and/or update community grassland plan development process, involving a variety of stakeholders;
    In collaboration with National Drought Management Authority (NDMA) and county governments, facilitate discussions within communities aimed at promoting Disaster Risk Reduction approaches including for drought cycle management as important components to community resilience to shocks and other stress.
    Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate. Certify all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards;
    Work with other mercy corps program on rangeland degeneration, digitization and protection.

    COMMUNITY AND COUNTY GOVERNMENT ENGAGEMENT

    Conduct community engagement, mobilization and sensitization for the RMC selection process
    Engage development actors to resolve resource-based conflict and facilitate community dialogues
    Engage and support county government in the WDP process and ensure their participation and integration of plans into county priorities.
    Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.
    Support county government initiatives to develop appropriate policies related to ward planning approach.

    PARTNERSHIP

    Link Ward based RMCs to ongoing county government department of livestock rangeland management bill, IGAD regional livestock policies,
    Work with relevant county departments including Livestock, natural resource, environment, water and other development partners
    Establish collaborative partnership with other development partners working on community resilience and community development.
    Identify potential opportunities for linkage with other development partners such as Partnership for Resilience and Economic Growth (PREG), SDC funded project.
    Familiarize and support implementation of rangeland management laws and regulation both nationally, county level and regionally!

    PROGRAM MONITORING

    Support MEL team to develop appropriate monitoring tools for the natural resource management activities ,
    Support participatory community-based monitoring in counties where initiatives are taking place – organize and coordinate capacity building in relation to community-based monitoring, including experience sharing. 
    In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact.
    Document best practices and lessons learned across counties and share with management and team members

    COORDINATION

    Coordinate with procurement, logistics, security, finance, administration and human resources teams to ensure operational systems support field activities
    Support operations team to facilitate procurement of goods and services related to the WDP process and conflict management 
    Coordinate with the program with other corridors

    INFLUENCE & REPRESENTATION

    Represent Mercy Corps at government, donor, NGO and other relevant events, in close coordination with the County project coordinator and country leadership. 
    Coordinate activities with consortium partners, sub grantees, local government, and other implementers, as well as with other Mercy Corps programs
    Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in;
    In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact. Document approaches, successes and lessons learned;
    Coordinate with procurement, logistics, security, administration and human resources teams to ensure operational systems support field activities.

    SECURITY

    Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members. 
    Ensure that programs are designed and implemented with a clear analysis and understanding of security.

    OTHERS:

    Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission;

    Knowledge and Experience

    BA/S or equivalent in development studies, Disaster Risk Reduction, Range management, conflict mitigation, social sciences or other relevant field;
    A minimum of three years of relevant professional experience in community development where there is Natural Resource based conflicts with hands on experience in working with community engagement, mobilization and capacity building.
    Experience in working with Community Rangeland management committees, ward development committees and other community level governance
    Experience drafting contingency plans with communities in ASAL areas is required;
    Strong management skills, including effective personnel management, adaptive management coordination and decision-making Strong facilitation and consensus-building skills;
    Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques.
    Strong understanding of donor compliance issues SDC, EU, USAID etc
    Excellent and persuasive oral and written communication skills, including report writing, in English and other language(s), and fluency in Kiswahili.  Local dialects spoken in duty station is a plus;
    Previous work experience in northern Kenya desirable.

    The Regional Technical Resources & Quality (TRaQ) Director is a senior leader providing technical support and strategic direction to Mercy Corps’ country programs and initiatives across the region. The Regional TRaQ Director works closely with the Deputy Regional Director, Programs (DRD-P) and manages Technical, Quality and Standards Advisors across the region to ensure transformational change occurs through the combination of: programmatic impact in our communities; the ability to influence change makers at local, regional and global levels; and a restlessness to innovate in search of better solutions.
    The Regional TRaQ Director will support the development and promotion of a clear and impactful regional technical excellence strategy, in-line with Mercy Corps’ Pathway to Possibility and reflective of the countries’ specific strategies to ensure Mercy Corps’ vision can be delivered across the region. The Regional Technical Resources & Quality Director coordinates with program departments at the country, regional and global levels to ensure that our program portfolio is of the highest quality, meet all minimum technical and program standards, are evidence-based and that programs receive the support that they need. The Regional TRaQ Director will also be the primary representative for the region liaising with teams within the Global Programs & Support Department and advocating to ensure the region is strongly represented in conversations across the agency and that the Global teams remain responsive to the technical and program quality needs of the region. They will support country offices in positioning for funding opportunities and facilitate adaptive management and reflective processes to ensure learning improves programming.

    Essential Responsibilities
    STRATEGY AND VISION

    Lead the development and implementation of an ambitious and compelling regional technical strategy for Mercy Corps, in alignment with Pathway to Possibility (P2P) framework, in close collaboration with other regional teams. Support Country Teams in the successful development and implementation of their country strategies and annual implementation plans.
    Work as a key partner to the Deputy Regional Director-Programs to drive and implement an impactful regional strategy.
    Work closely with the Business Development teams to ensure compelling proposals are submitted with high-technical input.
    Work closely with the Evidence and Learning team to ensure technical inputs feed into the Global and/or Regional Evidence and Learning Agenda and other Country learning priorities.

    TEAM MANAGEMENT

    PROGRAM & TECHNICAL EXCELLENCE

    Develop and lead the regional technical and program excellence vision and strategy across the region to deliver transformational change and impact at scale.
    Ensure country teams in the region have access to technical support and resources to deliver quality-based and technically sound programs across the humanitarian-development-peace nexus.
    Ensure all programs adhere to minimum program management standards, technical standards and best practices and disseminate and promote new tools and guidance developed by the global teams.

    Work closely with global, regional and country teams on any new business opportunities that require strong technical leadership, input and review.

    Support – and when relevant – lead, the development of evidence-based technical concept notes, proposals, and other funding requests, ensuring quality submissions that maximize chances for success, including sourcing internal or external technical expertise to assist, in close collaboration with the regional Business Development Advisor.
    Position Mercy Corps for strategic funding opportunities that build on country and/or regional programmatic priorities and technical excellence.

    Represent Mercy Corps in strategic internal and external high-profile events and conferences, including with donors, higher-level government stakeholders, and multilateral institutions.
    Facilitate relationships management with key donors and partners for countries in the region, jointly identifying priorities and opportunities for influence and demonstrating impact.
    Ensure program coordination and information sharing within and between the regional teams to maximize efficiency and cross-learning.

    Required Education And Experience

    BA/BS or equivalent in international development, political or social science, public administration, business management, required and MA preferred.
    At least 7 to 10 years’ field experience in senior management related to technical support and advisory, and/or, direct program development and implementation.
    Direct experience managing and supervising large teams, as well as mentoring and development.
    Demonstrated technical experience in one of Mercy Corp’s outcomes or sub-outcome/distinctive areas of Pathway to possibly (P2P)
    Demonstrated proficiency and experience with US, UK, EU, UN and other public and private donors, government grant and financial management requirements.
    Demonstrated understanding of the critical humanitarian and development issues in the region, and significant experience with the challenges of operating in the region.
    An internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.
    Knowledge of Sphere standards and other training in humanitarian response preferred.
    Fluency in spoken and written English is required. Fluency in an additional language relevant to the portfolio is considered advantageous.

    General Position Summary 
    Mercy Corps is seeking an experienced and field-tested Africa Regional Advisor for Monitoring Evaluation and Learning (MEL). The Regional MEL Advisor role is a field-based position meant to support the countries in his/her respective region to implement sound M&E systems, assist with the roll out of existing and new MEL guidance, including Tola, use data for decision making and conduct training as needed.  The role is further designed to support the other core program performance requirements (e.g., indicators choice and program design, program quality, and program management principles, mobile technology and adaptive management).   The rollout will include engagement with country-level M&E team members, program managers and country and regional leadership, assessment of the current state of M&E and train team members in each country in adopting M&E best practices.  The Regional MEL Advisor will need to engage with field leadership to nurture and help develop an effective, impact-driven leadership culture. The first responsibility for this position is to develop a detailed workplan for each fiscal year in coordination with PaQ and T4D.  
    ESSENTIAL JOB RESPONSIBILITIES 
    (20%) Participate in roll-out and monitoring of agency MEL and TOLA guidance including:

    Develop workplan for FY21
    Promote HQ MEL policy
    Develop and manage MEL dashboard to capture regional MEL needs, budgets and planning 
    Review Tola Readiness Assessments  
    Conduct regional webinars on topics related to understanding and implementing the MEL guidance and Tola
    When possible, co-facilitate Tola trainings for program staff.

     (50%) Assess and improve MEL and program performance related practices in each country 

    Conduct MEL gap assessments covering specific M&E activities and practices, and a review of tools and documents.  
    Based on assessment findings, begin development of a long-term rollout/training plan and strategy. 
    Help country teams develop individualized Action Plans to improve data management practices 
    Support country teams both remotely and in country on implementing their Action Plan, topics ranging from program logic review, data collection, data quality assessments, data management and analysis 
    Visit country field M&E teams to conduct MEL assessments and develop support plans 
    Coordinate MEL support as needed with HQ teams like Technical Support Unit (TSU), PaQ and Tech for Development (TD)
    Organize and manage a regional Community of Practice (CoP)  
    Focus on MEL and Technology

    (25%) Work with MEL staff, program management and HQ support teams on building the culture of adaptive management, evidence and learning in each country in the region, and supporting better overall performance of the country team in these areas. 

    Conduct initial orientations and on-boarding of new program staff (esp. M&E, program managers, and country leaders) – promote tools like DIG, M&E tools, and Program Management @ Mercy Corps (PM@MC) minimum standards 
    Participate in regional trainings and use materials from these trainings to conduct follow-up sessions within the region as needed 
    Coordinate with PaQ and T4D to ensure tech support is coordinated
    Work closely with/support the PaQ Advisor to train PM@MC facilitators, conduct PM@MC gap analysis and provide backstop for in-country trainings, and support in specific PM@MC topics as needed
    Engage with Country Directors and Regional Program Directors on leadership issues related to monitoring and evaluation and the relationship between M&E and program quality, evidence and impact – including use of indicators, learning, and evaluation methodologies.
    Conduct program quality reviews (implementation quality, meeting of minimum standards, quality of SADD and analysis).  
    Help country teams make use of M&E data and contribute to evidence-based learning at all levels.

     (5%) Learning.  Spend time on best practice-oriented learning activities to help ensure that best practices in design, monitoring and evaluation, as well as NGO community-wide initiatives, are incorporated into the ongoing work of the team.

    Demonstrated skill with program design, including assessments, proposal development, indicator selection and M&E planning. 
    Demonstrated skill and experience with facilitating program design processes, logical frameworks, theories of change, and overall program logic.
    Experienced in training and capacity-building (in person and remotely) and fostering a collaborative relationship with field practitioners and management, 
    Experience with data analysis and presentation using Excel, Access, and advanced data analysis and visualization packages, as well as mobile data collection platforms.  Additional software and technical skills (databases, GIS, and statistical packages) preferred.

    Mercy Corps is currently seeking an Investment Manager for Regional Livestock Program (RLP) who will lead the management of Enterprise Investment, a matching grant facility that will support enterprises to address underlying key constraints, facilities access to finance to support the private engagement and promote investment.
    The Investment Manager is responsible for the overall leadership and management co-investment interventions including developing privates sector engagement mechanisms/procedures and best practices for the promotions of investments in the livestock industry in the RLP targeted areas.
    The Investment Manager will lead establishment of processes and implementation of the intervention as per investment Fund manual.
    They are responsible to coordinate with the project team in designing call for proposals/Application, selection of the most viable investment ideas and its execution; and introduce innovative ideas and approaches to enhance financial inclusion for livestock related business. Working closely with the Mercy Corps RLP program implementing country finance team and RLP program contracts and compliance Manager and other teams, the Investment manager will be responsible to ensure the co-investment interventions are following RLP Donor’s regulations.
    They will monitor performance and provide timely reports to ensure that financial resources are used effectively and efficiently.
    The investment Manager will be guided by the principles of transparent and competitive allocation of funds, strict management guidelines, and support for public, private or community actors and organizations of all sizes.
    S/He will coordinate closely with the Monitoring and Results Measurement Manager, contracts and Compliance Senior Manager, Country program managers, Sr. Women Economic Empowerment Advisors and other RLP team in intervention designing, implementation, monitoring, evaluation, accountability, and learning systems to demonstrate impact, while sharing learning across our team and partners.

    Essential Job Responsibilities

    Take the overall technical lead on management of the co-investment fund and private sector interventions to meet the intended project goal and catalyze investment in target areas.
    Lead the design and development of process and guidelines for successful management of investment funds based on Mercy Corps global best practices and in compliance with RLP donor’s regulations.
    Understand the key elements of a successful investment and develop tactical and strategic plans to enhance the investment in the livestock industries in the program targeted area.

    STRATEGY AND VISION

    Identify key policy and advocacy objectives for the CCS and lead on the development of the CCS advocacy strategy

    REPRESENTATION AND COORDINATION

    With the CCS Director, promote awareness of CCS programming and best practice in all relevant forums.
    Maintain good working relationships with key global cash actors including CaLP, CCD, and high and level partners for cash financing. Develop relationships with the IASC and global UN agencies to influence where cash sits globally in coordination, with key donors, and key cash implementers. Identify areas of collaboration and cooperation. 
    Develop strategic partnerships with local/national organisations, the private sector, academic institutions, and other international organizations, in order to strengthen research and advocacy initiatives, to test innovative approaches, and replicate and scale successful models and methodologies.

    ADVOCACY

    Lead on implementing the CCS’ advocacy strategy, targeting primarily key humanitarian and development actors, including donors.
    Present research results through events (study launches, workshops), and advocacy products including success stories, briefs and reports on effectiveness of CCS programs.
    Represent the CCS in key external events and meetings to disseminate advocacy messages and promote awareness and use of CCS programming and best practice in all relevant forums.

    Mercy Corps seeks a Kenya-based research consultant to co-lead participatory design of the incentive mechanisms and support data collection and real-time analysis during the 18 months the incentives will be tested. The Consultant will establish a study protocol to capture different behavioral insights into incentives and disincentives to collective management of a multi-use common pool resource including before during and after climate and economic-related crises. The Consultant will work closely with the Program Manager and Mercy Corps Senior Climate Research Advisor to co-develop up to 3 types of incentive mechanisms in partnership with target communities. The Consultant will coordinate with other research leads working with Mercy Corps to integrate findings into new data collection. This including insights into women’s empowerment, rangeland health, and leveraging market-based incentives. The Consultant is expected to integrate best practices, key success factors, and lessons learned from the different but similar programs building on behavioral insights for common pool resource management. The Consultant will propose indicators of progress and success in social actions and ecological outcomes.

    Consultant Objectives:

    Co-lead the participatory design of three types of incentive mechanisms.
    Support design and implementation of the applied research activity testing the incentive mechanisms.
    Support the analysis and synthesis of study findings.

    Consultant Activities:
    The Consultant will:

    Review all program documents.
    Participate in a kick-off meeting and follow-up meeting with Mercy Corps staff to inform study design.
    Coordinate with Mercy Corps staff to conduct initial interviews with communities and community leaders (as needed).
    Coordinate with ICARR Program Manager and research co-lead to develop applied research protocol.
    Co-lead participatory design of incentive mechanisms.

    Consultant Deliverables:
    The Consultant will develop and submit:

    Inception report including approach to participatory design of the incentive mechanisms. The inception report should detail the approach, methodology, associated planning, logistics, quality assurance, risk management and specifics of data collection and analysis.
    Finalized work plan for the assignment: Provide a detailed work plan incorporating all relevant tasks and milestones from the start to the end of the study.
    Data collection tools: Develop detailed data collection tool to cover all the components of the assignment.
    Power point presentation (draft) for use during progress update.
    Detailed research plan including data collection and analysis methodologies.
    Interim updates and final report (frequency and deadlines to be established with Program Manager).
    Present the findings to the program stakeholders for validation.

    Projected timeframe / Schedule:

    The research should be completed within 50 working days from the start of the task, beginning the date of contracting. The task should be completed within May 2024 to September 2024. The consultant should submit the detailed breakdown of the task and timetable as part of the proposal.

    The Consultant will report to:

    The study will be managed by the ICARR program manager with support from Research- co lead, Director of Programs and with close collaboration between Mercy Corps PAQ Team and senior leadership.

    The Consultant will work closely with:

    Mercy Corps teams such as the research co-lead, ICARR MEL team, Director Evidence & Learning, Director of Operations, and another program technical team.

    Required Experience & Skills:

    Master’s degree in economics, Behavioral Economics, Applied Research and Evaluation, or other Social Science; PhD, including current PhD students or candidates, preferred.
    5 years of experience working in community development, natural resources management or applied research.
    Demonstrated experience conducting research on natural resources management and collective action or community development required.
    Willingness and ability to spend significant amounts of time in rural locations and in NE Kenya required.
    Knowledge and experience with natural resource management, community development, livestock markets and similar fields within the ASAL counties of Kenya is critical.
    Knowledge and experience in gender equality issues of the sector is mandatory.
    Contextual understanding of conflict issues and dynamics in the ASAL counties is mandatory.
    Fluency in English is mandatory and Kiswahili or other relevant languages an asset; and
    Ability to produce high quality work under tight timeframes.
