    General Position Summary
    Mercy Corps is committed to preventing all forms of exploitation and abuse that may emanate in relation to its programs. A Community Accountability Reporting Mechanism (CARM) is an essential part of Mercy Corps’ commitment to excellence and integrity. It gives individuals, organizations and local groups a means of raising concerns or sharing feedback (positive and negative) with Mercy Corps, independently from program operations. Under the supervision of the Program Performance and Quality Manager (PaQ) Manager, the Community Accountability and Safeguarding Officer will lead the CARM design, set up, implementation, and adaptation in all projects and programs – including directly implemented activities and in activities implemented with or in collaboration with partners. The Community Accountability and Safeguarding Officer will lead development of standard operating procedures (SOPs) for feedback mechanisms for direct implementation; assess, support, and build capacity of implementing partners in doing the same for their areas of intervention; and lead on the training of Mercy Corps staff.  They will be responsible for internal and/or external referrals, compiling reports on processed feedback and providing recommendations to the programs for improving the response.  From a safeguarding standpoint, the position holder will support the Country Office with capacity building, safeguarding mainstreaming efforts and overall sensitization of the Safeguarding Core Standards. They will act as a focal point for reporting and support efforts towards Mercy Corps’ Safe, Diverse and Inclusive Commitment. 
    Essential Job Responsibilities
    DESIGN AND IMPLEMENT CARM SYSTEM AND TOOLS

    Lead existing community accountability reporting mechanisms, in line with Mercy Corps templates and standards, to capture feedback from program participants, community, and stakeholders, including complaint handling mechanisms and data management systems.
    Lead data entry and management in the CARM database, as required.
    Communicate and disseminate feedback/complaints standard operating procedures, policies, and tools as appropriate to program participants, program staff and other stakeholders
    Handling of centralized telephone based and email feedback
    Maintain accurate records of feedback received and actions taken in response to feedback.
    Support MEL and program teams in utilizing the community accountability and reporting mechanisms to advance learning and adaptation.
    Conduct regular analysis of feedback received from program participants, community, and stakeholders to identify trends, issues and areas of improvement.
    Develop and maintain relationships with stakeholders such as community representatives, local authorities, and other partners to promote the use of the community accountability mechanism.
    Ensure feedback channels guarantee total confidentiality of the information shared, to protect the privacy and safety of the complainant/informant, the subject of the feedback and other witnesses.
    Ensure that feedback is responded to in a timely and effective manner and that appropriate actions are taken to address issues raised.
    Regularly assess the effectiveness of all the feedback channels (both for MCK and partners) by evaluating the community level of awareness on CARM at relevant frequency and incorporate findings into revised approaches.
    Follow-up with relevant stakeholders on agreed upon system corrections, adjustments, and actions, informing, and strategizing with the PaQ
    Contextualize the CARM policy to support implementation of accountability actions in country.
    In collaboration with program teams develop program specific strategies to provide beneficiaries, communities, partners and stakeholders with available information on CARM and feedback channels throughout the program cycle with clear repartition of tasks.
    Organize CARM technical meetings to discuss emerging issues and adjust the system based on evidence from the
    Ensure visibility of CARM system within the organization, community, partners and
    Develop training materials and conduct accountability related training.
    Work closely with regional and global community accountability teams to ensure minimum standards and utilize tools and materials.

    SAFEGUARDING TRAINING AND AWARENESS RAISING

    Use existing resources and tools (both internal and external) to train members on safeguarding when necessary and requested to by a department.
    Set up a training plan in coordination with departments to fulfill Safeguarding Core Standards and ensure team member awareness on safeguarding standards.
    Sensitize program, HR, procurement and subaward teams on their responsibilities in Safeguarding Core Standard and provide training as required, including how to flow down requirements to contractors, suppliers, consultants and new hires.
    Collaborate with program teams to provide support when collaborating with partners e.g. completing the Joint Assessment and Monitoring tool.
    Ensure program teams understand their responsibility in supporting partners.
    Train key subaward partners when necessary, however ensure program functions take responsibility e.g. training program team members on how to deliver safeguarding awareness raising information.
    Coordinate awareness raising and trust-building sessions for program participants and community members on MC’s Safeguarding commitment and Safeguarding Core Standards.
    Conduct field visits to assess safeguarding prevention measures are implemented by teams e.g., complete observational checklists that assesses safeguarding prevention measures such as adequate supervision, team member training and other measures.

    SYSTEMS AND PROCESSES

    Work with individuals and teams throughout the country office to ensure programs and operations integrate community accountability and safeguarding prevention measures.
    Support safeguarding risk assessments and ensure activities assessed as having high safeguarding risks are actively implementing prevention measures
    Support staff to take proactive steps in ensuring all program activities identify and mitigate risks
    Work with program teams to ensure safeguarding is integrated in CARM communications
    Act as a resource to senior management around community accountability and safeguarding best practice and responsibilities
    Follow up with teams to ensure progress towards meeting Community Accountability Minimum Standards and the Safeguarding Core Standards; informing senior management when there are gaps or challenges in progress

    INTERNAL AND EXTERNAL COORDINATION

    Share community feedback findings with relevant staff and management to ensure that issues are addressed in a timely and effective manner.
    Coordinating with program managers and other relevant staff to ensure that CARM feedback is integrated into program design, monitoring and evaluation.
    Coordinate with ethics and safeguarding team to ensure that CARM is aligned with organization mission and vision.
    Collaborate with Programs and finance departments in proposal and budget development to ensure community accountability and safeguarding is planned for and budgeted for in the program designs and budgets.
    Liaise with the grants department to assess partner feedback mechanism identify strengths, gaps, and capacity of partner feedback mechanism at due diligence stage.
    Participate in relevant Mercy Corps CARM and Safeguarding meetings at Country, Programs and Regional level e.g QRMs, CARM COP meetings, Safeguarding COP meetings.
    Closely work with partners, government agencies, private sector, and other stakeholders to ensure they are aligned with requirements and expectations cited in the CARM policy.
    Participate in and represent Mercy Corps at relevant sector groups and coordination mechanisms such as PSEA Network meetings

    Knowledge and Experience

    Consultant Objectives:

    The Chief Technology Officer (CTO) Consultant will support the ongoing development of the Sprout Platform working with an internal and external team of developers to implement the Dynamic Marketplace and Digital Advisory Services MVP.

    Consultant Activities:
    The CTO will take an active lead in both designing and leading in the implementation of the identified features for the next phase of the Sprout Platform with the Mercy Corps AgriFin team and external partners. The CTO will lead the project team on the Sprout Platform advisory and marketplace services MVP. These services will be built upon the existing platform, capabilities and offer:

    Platform content /services organizations the ability to connect to the Sprout platform and directly reach farmer facing organizations and their millions of users in a uniform way
    Content/service users (farmer facing organizations) who connect into the platform to have the ability for their respective farmer to have access advisory information and services based on the data that farmer facing organizations have about their farmers (i.e. GPS coordinates, plot size, primary and secondary commodities, etc. ) in a uniform way

    The CTO will be responsible for identifying the technical approach and implementing the MVP with content providers, service providers and farmer-facing organizations.
    The CTO will also work with the following sets and types of organizations, but this is not a complete list of partners:

    Content creators (KALRO, AGRA, Ethiopian ATA, Ministries of Agriculture, Research Institutes, CIP, and many others.)

    Identify potential solution providers and/or technical design partner or skills required for implementation
    Assist partners utilize and integrate Sprout Content and services into the their respective platforms.
    Implement an MVP for the smart farming advisory and guidance around product parameters and support testing the newly designed features.
    Lead in implementation of a structured survey tool and feedback loop with Sprout partners – Farmer Facing Organizations (FFOs) – to gather track insights and ensure CIAT can access these insights.
    Evaluate the Sprout Data Provision Platform’s usability for FFOs and develop recommendations for improvements in the platform to improve content access, integration, and decision support tools for FFOs and SSFs
    Support the ideation of the next phase development of Sprout as well as the longer-term product roadmap for the facility as an AgriFin initiative moving forward.
    Support the AgriFin team and external partners implement both the short-term project strategy and longer-term growth strategy for the Sprout Platform to evolve toward a global open access platform.
    Support the AgriFin team an MVP for the smart farming advisory and Sprout marketplace into new geographies
    Support the AgriFin and partners develop new use cases for sprout.
    Based on the inputs from stakeholders, design new MVPs and work with partners to implement agreed upon MVPs.

    Aligned with Mercy Corps 10-year Regional Livestock Strategy, the Regional Livestock Programme (RLP) is working across the drylands of Kenya, Ethiopia and Somalia to enhance household food security and livelihoods for vulnerable pastoralists and agro-pastoralists. The RLP leverages the significant potential for livestock production and trade within the region by building vibrant and inclusive regional livestock market systems, strengthening livestock production and trade, supporting climate adaptation, and enhancing regeneration and governance of communal and private rangelands.
    General Position Summary 
     Mercy Corps is currently seeking an Investment Manager for Regional Livestock Program (RLP) who will lead the management of Enterprise Investment, a matching grant facility that will support enterprises to address underlying key constraints, facilities access to finance to support the private engagement and promote investment. The Investment Manager is responsible for the overall leadership and management co-investment interventions including developing privates sector engagement mechanisms/procedures and best practices for the promotions of investments in the livestock industry in the RLP targeted areas. The Investment Manager will lead establishment of processes and implementation of the intervention as per investment Fund manual. They are responsible to coordinate with the project team in designing call for proposals/Application, selection of the most viable investment ideas and its execution; and introduce innovative ideas and approaches to enhance financial inclusion for livestock related business. Working closely with the Mercy Corps RLP program implementing country finance team and RLP program contracts and compliance Manager and other teams, the Investment manager will be responsible to ensure the co-investment interventions are following RLP Donor’s regulations. They will monitor performance and provide timely reports to ensure that financial resources are used effectively and efficiently. The investment Manager will be guided by the principles of transparent and competitive allocation of funds, strict management guidelines, and support for public, private or community actors and organizations of all sizes. S/He will coordinate closely with the Monitoring and Results Measurement Manager, contracts and Compliance Senior Manager, Country program managers, Sr. Women Economic Empowerment Advisors and other RLP team in intervention designing, implementation, monitoring, evaluation, accountability, and learning systems to demonstrate impact, while sharing learning across our team and partners.
    Essential Job Responsibilities

    Take the overall technical lead on management of the co-investment fund and private sector interventions to meet the intended project goal and catalyze investment in target areas.
    Lead the design and development of process and guidelines for successful management of investment funds based on Mercy Corps global best practices and in compliance with RLP donor’s regulations.
    Understand the key elements of a successful investment and develop tactical and strategic plans to enhance the investment in the livestock industries in the program targeted area.

    Consultant Objectives:

    The Sprout Platform Product Consultant will support the ongoing development of the Sprout Platform by enhancing its usability and manageability, leading content expansion and platform offerings, designing and developing the Dynamic Marketplace and Digital Advisory Services MVP, and aiding in business development and stakeholder engagement.

    Consultant Activities:
    The Consultant will:

    Lead in identifying, product designing, and integrating features to the Sprout Platform to enhance usability and manageability.

    Consultant Deliverables:
    The consultant will work to produce updates on the deliverables below alongside regular progress reports and activity time logs, in close collaboration with the Digital Climate-Smart Agriculture and Sprout Platform Lead:

    Lead in identifying and integrating features to Sprout to make it more easily usable and manageable including enhancement of the web interface.
    Lead the implementation of a co-designed project with the Zambian Ministry of Agriculture for the Acquisition and Transformation of Top Priority Agriculture Value Chains for FFOs and Farmers
    Lead in the maintenance of meeting minutes, log of website updates, and stakeholder requests from Sprout Platform.

    Lead the implementation of a co-designed project with the Zambian Ministry of Agriculture for the Acquisition and Transformation of Top Priority Agriculture Value Chains for FFOs and Farmers. recruit and interview local FFOs (up to 5), acquire up-to-date content based on FFO and Zambian Government priorities (up to 10 value chains), transform and validate up to 10 value chains into farmer-friendly

    KEY RESPONSIBILITIES:
    Strategy, Vision and Management

    Set up operational support services to facilitate an efficient supply chain system based on program needs for Mercy corps.

    Supply Chain Management

    Participate in the analysis of the purchasing environment at the country level in close collaboration with the Procurement Manager
    Take lead in planning and executing logistics related tenders and management of vendor performance and relationships after tender awards.
    Facilitate training of logistics teams on tasks inherent in supply chain management
    Review and forecast monthly logistics running cost for respective field offices.
    In close collaboration with the Procurement Manager, provide oversight and quality control in the procurement of all durable equipment

     Fleet & Freight Management

    Supports the program team on timely provision of logistics support at a higher level of standards.

    Facilitates implementation of a supply strategy for vehicle accessories and consumables (fuel, spare parts, tool kits, first aid kits)

    Ensure regular maintenance of Mercy corps fleet and good condition of hired vehicles.

    Facilities Management

     Security Management

    Support the Operations Director to define country security management plans and strategies appropriate to the identified risks. Update Mercy corps security pack regularly.

    Collect and analyze safety and security related information and advisories pertaining to Mercy corps areas of intervention and ensure capitalization of such information.

    General Position Summary

    MEL ROLES: 

    Lead on the designing, developing, and implementing MEL systems, including development of MEL plans, frameworks, processes, and data collection tools for all the programs and projects in the organization.

    DATA ANALYSIS AND DATABASE MANAGEMENT ROLES: 

    Support the Data Analyst on the design and maintain databases that improves E4I’s ability to inform program implementation, analyse data, identify trends, and present impact to key stakeholders. 
    Ensure all relevant program staff are able to utilise the database to analyse program information and results. Develop the necessary tools for the field team to feed in data to the database in a way that minimizes entry errors.

    Conduct continuous data analysis of enterprise/business performance from program data and produce cross-sectional reports reflecting different growth variables including but not limited to sales, employments, profitability etc. 
     Provide analytical expertise with regards to identifying and confirming patterns and trends in data, understanding the economics of supporting different types of business, cost per unit of result, etc. 
    Provide indicator performance visualizations and support in narrative report writing and dissemination as required.

    Minimum Qualification & Transferable Skills
    Required:

    Master’s or Bachelor’s Degree in International Development, Statistics, Economics, Business Management, or another analytical field.
    3 to 5 years professional experience with data analysis
    Proven experience in working with MEL systems to produce analysis related to the economics of supporting different types of business. MEL experience within social enterprises or private sector enterprises are highly preferred. 
    Strong knowledge of data quality assurance, analysis, and reporting. 
    Experience with monitoring and evaluation systems and frameworks for international development programs, including developing performance indicators, data collection and analysis systems and tools. 
     High level of competency in managing data information.  
    Strong analytical skills. 
     Certified advanced excel skills is required with the ability to create excel based tools using complex formulas, pivot tables, create graphs etc.  
    Understanding of statistical software and data management required. Experience with programming for data analysis and visualisation is favourable (e.g., Python, R, Excel VBA, PowerBI, Tableau).
     Highly adept with data analysis, presentation, statistics, and English language verbal & written communication.
    Experience with mainstreaming gender indicators into MEL plans/frameworks is an advantage. 
     Capacity to produce high-quality briefs and reports. 
     Ability to see patterns in data and understand the cause and effect.

    The Regional MEL (Senior) Advisor provides strategic MEL support and guidance to the countries in the region, assures the quality of MEL systems, provides oversight and support to the implementation of MEL standards, and fosters use of data for decision making and evidence generation. Enhancing MEL capacity of the country teams is a major focus for this position, linking country MEL teams through an effective community of practice and driving learning across the region, leveraging knowledge from the rest of the organization.

    Essential Responsibilities
    STRATEGY AND VISION

    Work with the regional team to develop and implement an ambitious and compelling regional MEL Plan, in alignment with P2P framework, with the highest level of quality, reflecting both short term and long-term priorities.
    Lead regional analyses and the development and tracking of indicators and other metrics to inform and assess progress against the regional strategy, coordinating closely with global data sources and models to maximize efficiencies.
    Support country counterparts in determining the need for, and conducting, analyses as needed to inform country strategy development.
    Support country counterparts in determining and developing systems to track indicators and other metrics to assess progress against country strategies.
    Support the roll out of the global Mercy Corps MEL Policy in the region by working closely with the country teams to assess their MEL structure and practices and recommend improvements in alignment with Mercy Corps Global MEL standards.
    Work closely with global counterparts – and in coordination with counterparts from other regions – as well as regional and country teams, to develop or elaborate regional research priorities, evidence products and program learning plans and agendas.

    TEAM MANAGEMENT and GUIDANCE

    Supervise regional evidence & learning personnel (where applicable), which may also include firms, consultants, or regional project/ program teams engaged to advance these practice areas. Manage team member performance and monitor team member work plans.
    Advise country and program teams regarding the structure and areas of expertise of evidence and learning functions within country portfolios and programs, in line with global recommended evidence and learning staffing and tailored to the needs and dynamics of each program/ portfolio. Support recruitment and onboarding for the new MEL team members.
    Support country leadership in adhering to Mercy Corps and donor policies and procedures.
    Contribute to efforts to build a culture of adaptive management, and evidence and learning in each country in the region, along with strong MEL capacity and practices.
    Work with global counterparts to make training and professional development opportunities available to MEL team members at the country and program levels.
    Where surge support is needed for strategically important programs, program design efforts, or portfolios, directly step in to fill these needs or mobilize support from the global E&L team to meet these needs, ensuring that lessons learned from these assignments are used to improve regional support.

    MEL PRACTICE, PROJECT, AND SYSTEMS SUPPORT

    Implement processes to assess the status of programs and portfolios in the region as compared to MEL requirements, best practices and standards, and work with team members to develop and implement action and improvement plans as a result of these diagnostics.
    Oversee the integration of strong MEL principles and resourcing into program design, based on sound logic models and available internal and external evidence and learning. To this end, work closely with the BD teams. Where needed, Lead the MEL sections of large proposals, by writing MEL narrative, MEL plan, indicator performance tracking, and other sections as required
    Coordinate closely with global counterparts to field, vet, and address support requests from programs and countries within the region, ensuring that support is provided in a timely, accurate, and customer-oriented manner. To this end, work closely with the country leadership and the regional team to identify and elevate challenges, and engage support in a timely manner to address those.
    Ensure that new programs in the region quickly adopt and utilize recommended data, evidence, and program learning systems and tools (for example, MEL plans and data systems).
    Participate in the conceptualization and development of standalone evidence projects or programs in the region (for example, regional research projects) with support from the global E&L team.
    Oversee or coordinate regional MEL Communities of Practice to share knowledge across the region.

    Adaptive management and program learning

    Develop regional dashboards on program performance, and make those visible to country and regional leadership, identifying areas where additional support and oversight might be required.
    Working closely with the country teams, ensure uptake and use of MEL and mobile technologies, and identify training needs on those.
    Encourage documentation and facilitate evidence-based learning across the region on MEL best practices and linking the region to the global learning initiatives.
    Organize and manage a regional MEL Community of Practice (CoP) and regional learning events (virtual and in person). Promote documentation and dissemination of learning and best practices sharing across the countries within the region.
    Support knowledge management efforts and encourage the effective utilization of evidence and learning for adaptive management practices and designing resource mobilization efforts.
    Support country teams as needed in the identification and recruitment of external consultants and/or firms (via the Global Monitoring Evaluation and Research Master Service Agreements or other channels) with relevant experience and expertise in the region. Support technical review and feedback on consultants’ deliverables.
    Conduct and provide technical inputs and oversight on program reviews, evaluations, studies to ensure quality products by reviewing methodologies, tools of evaluations and studies’ products.

    INFLUENCE & REPRESENTATION

    Support the presentation of evidence from various sources to contribute to donor and host government-facing representation opportunities, ensuring timely and targeted communication to highlight Mercy Corps’ global and regional impact and learning.
    Represent Mercy Corps, and the region’s evidence and learning functions, in internal and external events.
    Connect teams to regionally based evidence-related partners.
    Develop and maintain strong relationships with the global Evidence & Learning Unit, functioning as an extended member of the Unit.
    Participate actively in the evidence-driven commitment workstreams by contributing to the regional, global, and country-level evidence and learning agendas.

    Required Education And Experience

    BA/BS or equivalent in a field related to MEL, economics, statistics, data science, research methods, political science, or a similarly relevant field.
    At least 7 years’ field experience in MEL-related roles, including in both humanitarian and development contexts.
    At least 5 years’ field experience in management roles.
    Experience in writing MEL sections of the proposals including MEL narrative sections, MEL plans, MEL budgeting and staffing
    Strong knowledge of and prior experience in participating or leading program evaluations, including designing Scopes of Work, commissioning evaluations with partners and consultants, and conducting evaluations with program teams. Knowledge of program evaluation, design, and methodologies (quantitative, qualitative and mixed methods), and data collection and analysis tools and approaches.
    Experience designing practical and effective monitoring systems, including data and database management systems.
    Experience in training and capacity-building (in person and remotely) and fostering a collaborative relationship across multidisciplinary field teams and management
    Experience with data management, analysis and visualization
    Demonstrated proficiency and experience with US, UK, EU, UN and other public and private donors, government grant and financial management requirements.
    Demonstrated understanding of the critical humanitarian and development issues in the East and Southern Africa region, and significant experience with the challenges of operating in the region.
    Fluency in written and spoken English is required. Fluency in an additional language relevant to the portfolio is considered advantageous.
