    Key Responsibilities
    Strategy, Leadership and Representation

    Communicate a clear vision of the complex program to county team members and other stakeholders that translates into concrete program design and incorporates learning.

    Monitor performance of consortium partners and sub-grantees against the CLA Pillars – program minimum quality standards, program effectiveness, program outcomes and oversee context monitoring.
    Continuously monitors program performance and, in coordination with the Field Director, generates and evaluates alternative solutions and makes effective and timely decisions.

    Team Management

    Support the Field Director to promote a culture of learning, systems thinking, and critical analysis. Create a working environment in which sharing of successes and failures is encouraged and capitalized through learning to establish mechanisms that ensure informed adaptive actions.
    Support the Field Director and Sub County/Zone Coordinators create a work environment of mutual respect that attracts motivated, skilled and effective team members and enables them individually and collectively to strive to achieve excellence.
    Supervise, provide leadership, mentor and build the capacity of direct reports, including through individualized professional development plans.
    Assist in connecting research results and best practices in M&E and CLA to ensure that information and knowledge is accessible to all staff and partners.

    Support the Field Director to coordinate county-level USAID Nawiri staff and oversee the timely development and submission of quality program reports, work plans and budgets.

    Program Management

    Provide technical supervision of and support to county technical teams, ensuring that all staff and consortium members are following work plans, activities are on schedule, and project deliverables are completed as planned.
    Serve as a resource for program staff and input into activity design, evidence-based programming, M&E plans, and impact assessments.
    Support internal and external reviews and lead the analysis of findings, with a strong emphasis on learning.
    Work daily with program staff and receive regular updates of program activities- ensure activities are on schedule.
    Conduct regular meetings and receive routine reports from program functions, as per MC policies, and facilitate linkages to programming.

    Information Management and Reporting

    In coordination with the Field Directors and M&E team, lead the technical team to set program targets, and monitor the implementation of activities against the CLA pillars of program quality, effectiveness and contribution to outcomes as well as context monitoring of issues that are affecting implementation through regular field visits and assessments to ensure program quality and impact. This includes oversight and follow up of the county issues log and risk register.
    Provide technical input when requested in the development of the concept notes, deliverables and overall quality of work of any internal or external partners.
    In coordination with the Communications Specialist, support the scheduling and production of formal and informal reports on all aspects of the program in a timely and efficient manner.
    Ensure M&E CLA and technical teams are working together to analyze program data and using it for learning and decision making

    Proactively ensure that team members operate in a secure environment and are both abiding by and aware of policies.

    Knowledge and Experience

    Bachelor’s degree in a relevant field; an advanced degree is preferred
    At least 7 years’ work experience with 3 years field experience managing diverse multi-sector, multi-partner programs and teams (familiarity with nutrition programming preferred).
    Proven experience managing a large team with programmatic and operational functions.
    Deep familiarity with the local context in the ASALs. Direct experience in either Turkana is required.
    Demonstrated ability and/or appetite to demand evidence and translate it into practice.
    Demonstrated ability working with policymakers/practitioners on translating evidence into practice.
    Strong writing skills: ability to analyze and consolidate information into succinct and timely reports.
    Highly proficient English verbal and written skills; additional verbal proficiency in Turkana/Samburu preferred.

    Essential Job Responsibilities
    FINANCIAL MANAGEMENT

    Ensure effective and transparent use of E4I financial resources in compliance with Mercy Corps and donor policies and procedures. 
    Lead the development of long-term financial plans and forecasts, including informing financial sustainability and growth strategies for the E4I Platform.
    Regularly report to and provide financial insights and recommendations to the E4I Managing Director and senior management contributing to strategic planning and decision-making.
    Oversee development of E4I’s  financial reports on a monthly, quarterly, and annual basis conducting quality and accuracy checks to ensure compliance.
    Lead development of budgeting on new funding proposals toward expanding E4I’s global programming.

    OPERATIONS & HR OVERSIGHT

    Oversee E4I’s operations ensuring that procurement and logistics systems are appropriate, effective, transparent and accountable.
    Lead sub-granting processes including managing financial relationships with partners and ensuring compliance with Mercy Corps policies and donor regulations in the administration of sub-grants.
    Ensure all existing and new HR policies are researched, written, implemented and reviewed in line with those issued by Headquarters and national Labor Law working in collaboration with the operations and HR global, regional, and country teams.
    Coordinate the revision, implementation and monitoring of specific HR, Procurement, Logistics, and Administration policies, procedures and guidelines for E4I ensuring they are in line with organizational policy and guidelines.

    COMPLIANCE

    Lead the review of program contracts, MoUs, and NDAs, in consultation with HQ Compliance, MC country program teams, where appropriate, and E4I leadership.
    Lead E4I’s project audits coordinating and liaising with the program team and audit managers.
    Perform follow-up and resolutions for internal and external audit recommendations to improve and enhance the internal control environment.
    Prepare the E4I Compliance Tracker and provide inputs into Country Office Risk Registers in conjunction with the Program Managers and Country Directors where E4I has programming, updating them quarterly.
    Ensure compliance with local and international tax regulations, as well as other legal and regulatory requirements. 
    Support global agency teams with fraud assessment, investigation process and assess the risk associated, with support from the Managing Director, regional management and HQ Chief Ethics & Compliance Officer.
    Help identify efficient and effective solutions to compliance issues while ensuring adherence with Mercy Corps’ policies and donor regulations, yet facilitate the achievement of program objectives; coordinate closely with Headquarter compliance teams in Portland, Oregon USA and Edinburgh, UK.

    TEAM MANAGEMENT

    Lead all Mercy Corps Ventures workstreams in East and Southern Africa

    Regularly engage with program performance systems and standards (including MEL and the Strategic Learning Lead) to inform data gathering needs, review results, and facilitate adaptation of technical approaches based on new information. 
    Work with Program Performance team to help ensure relevant information that is being used for ongoing technical strategic reflection, learning, program analysis and decision-making while also capturing results at the output and impact level. 
    Work with Program Performance Director and Implementation Director to identify technical areas for learning and documentation and facilitate technical inputs into all learning processes. 
    With MEL Lead and Implementation Director, support effective target setting based on targeting approach, and update figures as necessary.  Ensure sound technical and quality logic and justification behind activity targets.

    Influence and Representation 

    Systematically work with the P4 governance lead and Director of Implementation to ensure that technical approaches inform policy and influence plan, and support alignment of messaging. 
    Contribute to program visibility and advocacy work by assisting in the dissemination of program data and learning and regularly reflecting program results.  
    Represent Nawiri in technical donor meetings as required, including sharing program results, progress and critical reflections on lessons learned. 
    Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders to communicate and advance program technical approaches.  
    Actively build partnerships that support the implementation of the program’s technical strategy and approach, including with private sector stakeholders 
    Communicate effectively across teams and partners to ensure the overall project technical approach is being met.

    Position Summary  

    The International Finance Analyst (IFA) is the IF Department team member charged with supporting a regional portfolio of countries, and ensuring that the financial reporting and compliance standards for European donor-funded projects are met throughout the region. The IFA is responsible for supporting the country operations in adhering to internal and external policies and regulations through technical financial support in areas such as financial reporting, recruiting and training, communications, compliance, and adherence to budget.   
    As well as working closely with Finance and Programme team members, and with various other support office departments including Compliance, the IFA will also liaise on financial matters with external stakeholders including European donors and other NGO partners.  

    Essential Job Responsibilities   
    Proposal Development 

    Serve as review point for country-led proposal budget development and revisions by providing financial data and correct donor templates as needed and making recommendations regarding budgeting to ensure that reasonable provision is included for appropriate costs which comply with donor guidelines. 
    Review and when necessary create financial narrative justifications to accompany budgets and liaise with donors to ensure that any proposal budget queries are cleared promptly.

    Project Financial Management

    Provide ongoing monitoring of grants through monthly budget versus actual reports to strict deadlines ensuring that all issues are highlighted and promptly communicated to stakeholders. Coordinate with the implementation team to ensure issues are being addressed on a timely basis.   
    Prepare required reports to donor agencies (EC, ECHO, FCDO, etc) along with related supporting schedules and payment requests.

    Advise on country-level or donor-specific audits, including providing requested information and responses to audit queries and management letter responses. 
    Monitor and support implementation of country action plans in the clearance of external or internal audit findings relating to the implementation of European grants. 

    Strategy, Planning & Learning 

    Coordinate with peers to share knowledge and develop best practices for IFAs and country Finance Managers. 
    Identify finance-specific knowledge essential for other teams and develop guidance for IF team, FMs and non-finance staff on relevant finance topics. 

    Country Office Support and Capacity Building 

    Serve as member of the hiring team and provide technical vetting of senior country office finance staff.

    Remain flexible and open to taking on new/different responsibilities as the program evolves and progresses, especially as requested/ guided by the Programme lead.

    Accountability
    Reports to: Monitoring, Evaluation and Learning Manager
    Works directly with: Chief of Party, Senior Program Manager, Program Officer and implementing partner organizations.
    Minimum Qualification & Transferable Skills

    Must hold at least a bachelor’s degree in social science, Statistics, or relevant field.
    At least 5 years of program monitoring and evaluation experience.
    Should understand concepts and demonstrate skills in monitoring and evaluation, project cycle, results chain and frameworks, participatory monitoring.
    Should be able to implement assessments and surveys.
    Must have good writing and analytical skills.
    Should have knowledge of quantitative and qualitative data collection, reporting techniques. They should understand and be able to apply basic measures of central tendency and spread.
    In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least one data statistical analysis software such as, SPSS, and STATA, and data collection software such as CommCare, ONA, Kobo
    Must be fluent both spoken and written English and Kiswahili.
