    As a Program Officer with the People Experience team, you will help manage the “People with Possibility” program. You will also support the implementation and management of other initiatives, such as launching the All Voices Global Engagement Survey and supporting critical workstreams related to the talent lifecycle, such as onboarding, offboarding, and performance management processes. In this role, you will leverage your time management, communication, stakeholder engagement, and administrative expertise to coordinate and enhance the delivery of these key programs aimed at enhancing organizational culture and employee experience. This position demands strong collaboration, consistency, and dedication. Agility is essential, as you will need to manage and support multiple initiatives and programs simultaneously.

    KEY AREAS OF RESPONSIBILITY:

    Program and Administration Management for People with Possibility Program:
    Lead in managing and implementing the People with Possibility program, managing the delivery of the online program for globally dispersed teams.
    Facilitate or support the facilitation of People with Possibility (PwP) kickoff sessions globally.
    Maintain a system for tracking global participation and impact of PwP, proposing adaptive changes.
    Support the integration of PwP into the entire Mercy Corps People Experience strategy, making connections across the People Team and to global strategic initiatives.
    Track requests for changes in programs or content for regular updates to online tools and programs.
    Program and Administration Management for People Experience:
    Provide program management and implementation support for implementing key People Experience programs/initiatives, ensuring alignment with organizational goals, including People with Possibility, All Voices Global Survey, Onboarding, Offboarding, Performance Management, and other relevant People Experience initiatives and projects.
    Provide support for the global roll-out structure designed to encompass all members of the organization for initiatives such as All Voices Survey, Onboarding, Offboarding, Performance Management.
    Coordinate the maintenance of regional communities of practice for various People Experience initiatives, including liaising with regional focal points and creating additional content for online and in-person communities.
    Identify opportunities for integrating best practices and principles across People Experience projects, fostering collaboration and synergy.
    Collaborate with key People Team and People Experience team members to equip them to support and advocate for PwP and other key People Experience initiatives (including, but not limited to, external presentations, internal trainings, and kickoffs).
    Support the integration of People Experience initiatives into the broader People Experience strategy, making connections across the People Team and to global strategic initiatives.
    Track requests for changes in programs or content and conduct regular updates to online tools.

    Communication and Partnerships

    Use Workplace and other communication channels to effectively disseminate information about PwP, and other People Experience initiatives across the organization, fostering engagement and sustaining interest.
    Collaborate with relevant stakeholders to ensure representation and promotion of key programs at strategically significant organizational events.
    Maintain and distribute a database of PwP participants/graduates on a regular basis including ensuring that program graduates are recorded in the Learning Management System.
    Maintain valuable relationships with key stakeholders and external partners in collaboration with program leads. Prepare drafts and outlines for internal and external reporting and proposals.
    Design the communication outreach plan with PwP, including email, globe articles, Workplace, presentations, and other channels and tools.
    Maintain and update SharePoint and intranet pages, and other channels as appropriate.
    Work collaboratively with key stakeholders in support of People Experience at Mercy Corps.

    Accountability

    REPORTS DIRECTLY TO: Programs Manager, People Experience

    Essential Job Responsibilities

    Program Management

    Work with the Partnership and Capacity Building Manager in identification, due diligence, and assessment of Local Implementing Partners in Mercy Corps operational counties, including preparation of partner agreements as per donor guidelines and requirements. 
    Support in the development and implementation of organizational capacity assessment tools geared towards the determination of LIP functional and programmatic capacities.
    Support the development and delivery of a joint capacity strengthening plan for sub awarded LIPs on financial, administrative, grants management and donor requirements for effective compliance and accountability.
    Lead accountability and compliance support for LIPs including development and implementation of regularized monitoring to ensure compliance with donor expectations and requirements.

    Award Management

    Compliance:

    Ensure that the program is executed in alignment with the prime award agreement and the applicable the donor regulations, staying abreast of changes in regulatory environment related to MercyCorps/donor/grant compliance; update Program procedures as necessary.
    Identify and communicate compliance risks associated with program implementation. Work with program teams ensure that program activities are designed to be compliant, while facilitating the achievement of the program objectives.
    Review the Program procurement and program transactions, contracts and other documents for compliance requirements and ensure these requirements are met.
    Prepare prior approval, waiver and other compliance requests to the donor. Assist subrecipients, as needed with subrecipient compliance requests to Mercy Corps.
    Prepare and maintain internal and donor compliance-related reports.

    STRATEGY & VISION

    The Strategic Learning Lead works closely with the PPL Director to build a culture of learning and adaptive management at every level within Nawiri, from the leadership through to partners and the implementation teams.
    The SLL will oversee the finalisation and operationalisation of the Evidence and Learning Agenda and is responsible for ensuring the deliverables are incorporated into annual workplans, successfully resourced and completed and the strategy is regularly updated.
    Participate in the Nawiri Management Team meetings, working closely with the M&E Lead to prepare and package evidence to lead discussions around Evidence and Learning priorities and in reviewing the program’s progress towards high level results. S/he should ensure close collaboration with the county teams to ensure that contextual challenges and realities are reflected through evidence collected.

    EVIDENCE GENERATION

    Lead the implementation of high-quality learning and evidence briefs, case studies, white papers or other reports, aligned with the Evidence and Learning Agenda priorities, that showcase key insights from the program’s research and learning initiatives, as well as recommendations for the program, mission, agency and/or donors and other implementing partners.
    Identify opportunities and oversee/conduct mixed methods learning efforts (e.g. qualitative inquiry or research) that complement existing data, to answer the Evidence and Learning Agenda priorities, facilitating sensemaking workshops on the findings.
    Manage and coordinate the work of external researchers and consultants to execute and communicate studies in alignment with the Evidence and Learning Agenda

    LEARNING AND ADAPTIVE MANAGEMENT

    Set the vision for program Quarterly Review Meetings (QRM), leading the county learning teams to plan for effective reviews, which facilitate learning and improved quality implementation. QRMs are focused on key performance indicators, progress against workplan and deep dives into technical strategy where relevant. They should also include context monitoring, and ensure that this is considered periodically throughout. Oversee the write up of the activity report after each QRM.
    Partner with the M&E team throughout evaluations to identify learning opportunities and to facilitate and ensure that teams are regularly sense-making data, capturing recommendations and adapting their workplans accordingly, and that learning efforts and products are data-driven.
    Lead staff and partners in regular Pause and Reflect reviews of program activities to reflect on programmatic learning based on implementation experience and monitoring data, to review and revise results chains and theories of change, and suggest programmatic changes in collaboration with the M&E Lead.
    Capture and document changes made to program design as a result of formative and operational research findings.

    REPRESENTATION AND PROMOTION OF EVIDENCE USE

    Aligning with the Evidence and Learning Agenda, work with the communications teams, technical leads, regional and global technical support teams to identify opportunities, such as speaking at conferences or on panels, to actively translate and promote awareness and use of research and findings from other evidence sources externally within Kenya and globally.
    Work with the communications team to identify internal learning opportunities, such as lunchtime learning sessions and webinars, to share learnings with other team members and consortium partners.
    Lead the organization of high level joint learning events with other BHA Implementing Partners, including overseeing the development of shared learning briefs.
    Ensure strong collaboration with the Kenya Country Program Quality Team, so that learnings from Nawiri are shared and utilized across the Kenya portfolio and feed into country wide and regional and global learning and influence strategies.

    KNOWLEDGE MANAGEMENT

    Ensure systematic documentation of program files, ensuring they are consistently saved and following a uniform file storage approach, with key evidence pieces made available through the organisation’s knowledge management mechanisms (e.g. the Digital Library).
    Work with team members to document lessons learned from implementing key program interventions, and ensure these are used to adapt and inform program strategy and the annual USAID Pipeline and Resource Estimate Proposal (PREP).

    General Position Summary 

    The Technical Resources and Quality (TRaQ) Director is a member of the Senior Management Team (SMT) that oversees the TRaQ Unit in Kenya. The unit’s role is to ensure the development of consistent standards, processes, and practices of program management and to improve the quality, effectiveness, and efficiency of Mercy Corps’ programs, serving as a nexus between various programs and teams. This includes; the development of effective monitoring, evaluation, and learning (MEL) processes for both humanitarian and market system development programs, facilitating research and learning functions, program management standards and training roles, ensuring gender integration, leading the implementation of Knowledge Management and communication strategy, oversee capacity development strategy, fostering community accountability reporting mechanism (CARM) and safe quarding policy, coordination of key functions such as timely and quality program reporting (internal and external) and proposal development. The TRaQ Director thus plays a key role in helping build an environment of evidence-based programming and adaptive management at all levels.     Program Strategy and Vision

    Support the overall strategic and annual planning for Mercy Corps Kenya in integrating cross- grants learning and ensure that lessons learned are used to inform adaptation of activities and future program design

    Regularly conduct project site visits to provide hands-on training to field staff on management practices and how to capture and organize information for accurate documentation and reporting.
    Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on TOLA and the periodic reflection and analysis of program monitoring data to disseminate learning.
    Support M&E and ICT staff capacity building that guides the country teams towards developing technical skills and promotes a culture of data analysis for decision-making and adaptive management.

    Knowledge Management and Learning

    Ensure that all reports (both internal and external) are timely, high-quality, and responsive to donors in collaboration with a variety of teams, HQ, Finance, Program Managers/Leads, Director of Programs and Country Director.
    Lead the development and implementation of Mercy Corps Kenya Knowledge Management and communication strategy as well as offer guidance in program design, implementation and utilization of information collected at different project cycle phases and stages that include tell the story, results, and impacts of our programs to our beneficiaries, clients, donors, the global Mercy Corps agency, the local and national government.
    Contribute to the development and implementation of knowledge management to further stimulate use of evidence for learning, strategic adaptive management, and high-impact programming.
    Connect best practices and learning from other programs across Mercy Corps countries to ensure an evolving and effective learning system for improving program implementation. Liaise with other HQ and Regional MEL Advisor on this initiative.

    Monitoring and Evaluation

    Design and manage a country-wide Monitoring, Learning and Evaluation system providing managers and their teams real time information that can steer program implementation and maximize Mercy Corps Kenya’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
    Promote adherence to Mercy Corps’ standards, including the use of standardized indicators, Monitoring and Evaluation (M&E), program and adaptive management approaches, and country-level learning and strategic objectives.
    Support in-country program design and development at proposal stage ensuring minimum standards for MEAL are incorporated.
    Provide leadership and training to ensure programs meet minimum standards, use necessary PM@MC systems and tools to inform and improve each individual program and feed into broader country-wide Monitoring, Evaluation and Learning (MEL) system, country strategy and agency level information system.
    Support teams to improve data collection, management, and use data to build a culture of adaptive management, high-quality program performance, and learning.

    Gender Mainstreaming

    Lead in the structuring of Mercy Corps team roles and responsibilities for the delivery of cohesive program interventions, oversee their activities and provide continuous technical support, capacity building, and quality assurance.

    OPERATIONS MANGAGEMENT

    Oversee the smooth flow of routine program support functions (e.g., finance, administration, logistics) about MM-CBRM and ensure compliance with Mercy Corps and donor policies and procedures.
    Ensure that any procurement is completed, documented, and delivered to the end-user promptly, ensuring that items procured meet the specifications of the end-user while adhering to donor and Mercy Corps procurement guidelines.
    Oversee database and paper file management for program files in compliance with Mercy Corps and donor policies and procedures.

    SECURITY MANAGEMENT

    Work closely with the country team’s security focal point to develop and maintain systems that promote the safety and security of all team members.
    Ensure that programs are designed and implemented with a clear analysis and understanding of security. 

    MONITORING & EVALUATION (M&E) AND REPORTING

    Work closely with the country PaQ team members to ensure that effective M&E systems and processes are embedded within the program implementation unit and that data is collected, analyzed, and used to inform ongoing adaptation of program strategies and delivery approaches.
    Assess and analyze impact and adaptively manage the program to meet results.
    Oversee the scheduling and production of formal and informal reports and work plans on all aspects of Programme delivery in a timely and efficient manner.
    Ensure learning is blended back into program implementation, creating a cycle of adaptation and program improvement.

    Knowledge and Experience

    Bachelor’s degree in a relevant field, such as conflict management and disaster risk reduction, natural resources/rangelands management, agricultural economics, etc. A master’s degree qualification is preferred.
    Demonstrated experience leading interventions in these fields above, including utilizing market system development and resilience approaches
    Experience coordinating a program.
    A minimum of 5 years of experience in program coordination is required,
    Sound understanding of financial, procurement, administration, and logistics management systems, including remote management.
    Experience coordinating multiple activities, developing synergies and creating opportunities for collaboration.
    Experience working with host governments at the national and sub-national level, INGOs and national NGOs and familiarity with international humanitarian operations, coordination structures, and the mandates of UN agencies, and other NGOs.
    Persuasive written and oral communication in English and Swahili required; competency in a relevant local language beneficial.

    Program/Department Summary 
    With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ Nawiri Program is leading a consortium of Kenyan and international partners on a Seven year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Mercy Corps’ consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.
    General Position Summary
    The Senior Private Sector Engagement and Financial Inclusion Officer will be a member of the USAID Nawiri Resilient Livelihoods Team and directly responsible for implementing nutrition-sensitive private sector led Market System Development and Financial Inclusion interventions at County, sub-county (prioritized wards) level. These include on and off-farm livelihoods, market systems development along crop, livestock value chains, financial inclusion and vocational skills. They will work alongside other USAID Nawiri team members in layering interventions for collective impact at household and community level. The position is based at the USAID Nawiri Samburu County office level supporting interventions within the County and sub-county and prioritized wards – that continuously experience high rates of acute malnutrition. They will work closely with relevant county officials, CSOs and private sector players involved in livelihoods and food security & nutrition within their areas of operation.
    Livelihoods across Samburu are diverse and further diversifying as stability and investment spreads across Kenya’s northern arid lands. Although some communities and households are able to benefit from growth and change, others are struggling to find a place in the increasingly diversified economy. The Senior Private Sector Engagement and Financial Inclusion Officer plays a pivotal role in supporting community and household livelihood activities that support positive nutritional outcomes. Activities will likely include support to Market System Development, Financial Inclusion, poverty graduation models aimed at supporting human capital development, conflict management and peaceful co-existence around natural resource management, and Ward development planning.
    They will support implementation strategies in coordination with the Field Director and Livelihoods Coordinator. They will participate in the daily implementation of the development programing through support of business partners including commercial banks, MFIS, SACCOS, agro-processors, traders, retailers, crop and livestock input distributors and agents and a host of other market actors to enhance access to markets and financial services by program participants. The Senior Private Sector Engagement and Financial Inclusion Officer will largely draw on technical support from Livelihoods coordinator and Livelihoods team of advisors in Nairobi to assist with moving the program forward and supporting partners with technical assistance. It will be critical to ensure that common strategies and approaches are applied that lead to sustainable nutritional outcomes. They will keep abreast of changing contexts in the County and advise on the integration of new ideas and approaches as appropriate.
    Essential Job Responsibilities
    PROGRAM MANAGEMENT

    Provide technical support, contribute to teamwork plans and guide successful implementation of financial inclusion and market system development interventions program activities, ensuring teams and partners activities are on track and in alignment to achieve desired impact.
    Training staff and other implementing partners on market system development (MSD) approaches and mainstreaming MSD approaches in all livelihood interventions.
    Within Samburu, take the lead role in identifying private sector partners and credible financial inclusion service providers.
    Work with stakeholders and Mercy Corps technical staff to develop potential projects including detailed work plans and business plans.
    Identify the capacity gaps of financial services actors, design and implement most feasible capacity building activities based on identified gaps and support the delivery of tailored financial services.
    Conduct due diligence on potential partners and support the negotiation process, as requested, in finalizing teaming and partnership agreements.
    Provide continuous support and oversee activities of the local financial institutions identified for capacity building support.
    Work closely with all other program teams at local level to identify clients for financial services and to support service extension and financial inclusion as well as development of suitable products and services.
    Actively participate in the periodic program planning, review and reflection meetings and sessions.
    Prepare accurate and timely reports and other project documentation and communication that contribute to a learning organization.
    Coordinate with other Mercy Corps programs and local government bodies to ensure coherent program implementation and to capitalize on business opportunities in Mercy Corps’ target communities.
    Support research, assessments, evaluations, and monitoring surveys in area of operation. This will entail development of Scopes of Work, development of survey tools, trainings and management of data collectors, report write and facilitating results discussion.
    Coordinate with procurement, logistics, security, administration, and human resources teams to ensure operational systems support field activities.

    COLLABORATION/NETWORKING

    Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate including certifying all interventions to adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.
    Conduct community mobilization and sensitization meetings that are inclusive and to help prioritize the economic needs of target communities.
    Support with Foster collaborative partnership with other development partners and identify potential opportunities for linkages
    Engage and provide technical support to other Nawiri implementing partners and platforms including Team with REAP and Ward Development planning committees as required.
    Link private sector and financing to REAP participants and Ward Planning Committees.
    Coordinate activities with international and local NGOs, and private sector businesses, to ensure strong linkages between economic development programs.
    Work with team leader(s) and Mercy Corps technical staff in order to develop potential projects, implement and closely monitor selected economic development projects including detailed work plans and business plans.

    Assist to coordinate activities with consortium partners, sub grantees, local government, and other implementers, as well as with other Mercy Corps programs
    Support the facilitation of planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.

    Knowledge and Experience 

    A bachelor’s degree in either of the following BCom Finance, Business management, Agribusiness, or related field.
    3-5 years of relevant experience working with NGOs/CBOs in private sector engagement, financial inclusion, livelihoods and market system development.
    Hands on Experience in market facilitation, supporting systems change, promoting Small and Micro Enterprises.
    Superb networking and negotiation skills required.
    Understanding of local business environment and commitment to private sector solutions to development challenges.
    Excellent team work abilities and interpersonal skills.
    Demonstrated computer competency of Microsoft Excel and knowledge of at least one data management software including MS Access, SPSS, STATA.
    Commitment to working in the ASALs.
    Work experience in Samburu County is a requirement.
    Understanding of working with local partners and commitment to working in a consortium.
    Good problem solving, written and oral communication skills.
