    Program / Department Summary
    Mercy Corps seeks to implement a multi-year, 12 million GBP program funded by the UK Foreign and Commonwealth Office through the Conflict, Stability and Security Fund (CSSF). Building Resilience in Civil Society (BRICS II) will engage local and national government, local civil society organizations and communities to mitigate the drivers, enablers and narratives of violent extremism in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations in order to prevent the recruitment of vulnerable individuals by violent extremist organizations. The program will work primarily in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of activities.
    General Position Summary
    The Director of Policy and Advocacy will be responsible for leading policy influencing initiatives across the 5 target countries. S/he will conduct a deep political and policy analysis for each country to understand the policy framework relevant to P/CVE and related issues, identify potential policy changes that could support a more holistic and comprehensive approach to P/CVE, and will support policy makers with resources and technical guidance to support the policy process. S/he will engage closely with policy-makers across the 5 target countries at different levels to support policy and legislative reforms, and will build the capacity of civil society actors within the target countries to undertake advocacy and policy engagement. S/he will drive the policy and advocacy strategy for the programs, linking policy initiatives to the overall strategic framework and theory of change of the program. The Director of Policy and Advocacy will be a key member of the program management team, and will work with other technical sector leads to ensure that community-level interventions, government policies, and research are delivered in a complementary and mutually-reinforcing way to achieve maximum impact.
    Essential Job ResponsibilitiesSTRATEGY AND VISION

    Lead development of the program’s policy and advocacy strategy by leading a deep political and policy assessment of each target country and identifying key legislative and policy interventions that could strengthen the government’s capacity to prevent and respond to VE at the local and national level.
    Contribute to shaping the project’s research and influencing agenda, working with the Research Lead to integrate and advance research, learning and advocacy in order to deepen the contextual understanding of VE drivers in the target countries and effective strategies to prevent the recruitment of vulnerable individuals into violent extremist organizations.
    Stay abreast of the policy and political environment and emerging challenges, and be ready to engage with policymakers in each context to represent the program’s recommendations on how to tackle evolving dynamics. Ensure that team members in the region are on message with our vision and position.

    POLICY AND REPRESENTATION WORK

    Provide leadership and strategic vision to the policy team including work plan development, partnership selection and management, and stakeholder engagement around policy and advocacy issues.

    Represent the program in advancing policy issues related to CVE and violence mitigation and prevention including by building strategic partnerships, holding influencing meetings with government and other stakeholders, and by presenting policy and research at external events.

    Build a network in each of the target countries and establish and maintain strategic relationships with relevant local and international stakeholders, to continually inform, challenge, and improve Mercy Corps’ advocacy, strategy, and program development.

    Engage stakeholders at the community level to inform advocacy action planning, ensuring that program strategies and policy advocacy are driven by and aligned with community priorities.

    TEAM MANAGEMENT

    Lead in the structuring of partner roles and responsibilities for policy and advocacy work, oversee their activities and provide continuous technical support and capacity building as required.
    Build a network of local organizations to engage on policy initiatives at the sub-national and County level.

    Track global policy developments affecting VE in the East/Horn of Africa Region, including policies of regional states, donor policies and UN policy.

    Enhance the project team’s capacity on policy and advocacy by designing and leading technical training sessions for Mercy Corps staff and local partners and providing ongoing coaching and mentoring.

The researcher must be proficient in creative and rigorous research design, familiar with relevant measurement approaches, and experienced in translating evidence into improved practice.     Knowledge of the latest thinking and methods in the field of applied research and impact evaluation of humanitarian and development programs, with a focus on food security.

    Knowledge and Experience

    Technical experience leading M&E including building or strengthening monitoring systems, quantitative and qualitative analysis, survey and sample design and effectively promoting evidence-based program management for USAID and other donor-funded programs of similar size and scope.
    5-7 years of relevant work experience
    Knowledge of Food for Peace Title II M&E requirements is necessary. Previous experience in FFP programming strongly preferred included demonstrated experience with developing and operationalizing monitoring and evaluation plans, PIRSs, and IPTTs.
    A master’s degree in a quantitative field (economics, agricultural/development economics, statistics, bio-statistics; nutrition, applied sociology, anthropology, or other relevant subject) with significant training in quantitative methods
    Eight years relevant experience, or a PhD in any of the stated field of study above, with at least six years relevant work experience is required.
    Experience in developing and operationalizing a comprehensive monitoring and evaluation plan including TOCs, logic models, food and nutrition security indicators, M&E plans, data quality assurance, data utilization, and gender integration into M&E.
    Demonstrated experience with large-scale data management systems, including mobile data collection tools, databases, web applications, statistical packages, and visualization platforms (e.g., Tableau, PowerBI),
    Previous staff management experience of similar size teams required, and record of strategic visioning, leadership, and inspiring teams.
    Persuasive written and oral communication in English, including report writing.
    Experience in the Kenya or Horn of Africa preferable.
    Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
    Fluency in Swahili preferred.

    General Position Summary: The Natural Resource Management (NRM) Officer will be responsible for technical oversight and management of all activities related to natural resources management and ward development planning.
    S/he will work closely with local partners, local communities and County Government Officials to support sustainable natural resource management, climate change adaptation planning and integrated local development planning. The NRM Officer will provide technical assistance and oversight to ensure that common strategies and approaches are applied consistently in all communities.
    Essential Job Functions:
    Program Management

    Oversee the implementation of Ward Development Planning (WDP) process.
    Support the Program Manager in the design of appropriate models for natural resource and climate change adaptation planning based on best practices.
    Conduct NRM and conflict mapping in collaboration with communities and county government.
    Build the capacity of partner staff to undertake WDP approaches.
    Contribute to team work plans and guide successful implementation of natural resource management activities, ensuring teams follow work plans so activities are on time, target and within the approved budget, and program deliverables achieve desired impact.
    Provide technical guidance on natural resource management and ensure that interventions are responsive to stakeholders and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards and strategic plan.     Conduct, participate in and/or update conflict and/or NRM assessments, involving a wide variety of stakeholders;

    Conduct community mobilization and sensitization for the WDP process.

    Engage WAPC members, local leaders and the County Peace Directorate to resolve resource-based conflict and facilitate community dialogues.

    Support county government initiatives to develop appropriate policies related to NRM and climate change.

    Partnership

    Link Ward Planning Committees to county government department and other development partners.

    Program Monitoring

    Support MEL team to develop appropriate monitoring tools for the WDP process, NRM and conflict management.
    Support participatory community based monitoring in the county where initiatives are taking place – organize and coordinate capacity building in relation to community-based monitoring, including experience sharing.
    In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact.

    Knowledge and Experience:

    BA/S or equivalent in Natural Resource Management, Development Studies, Disaster Risk Reduction, Conflict Mitigation, Social Sciences or other relevant field.
    A minimum of three years of relevant professional experience in NRM specifically where there is Natural Resource based conflicts with hands on experience in peace building initiatives.
    Strong understanding of the underlying dynamics of NRM, drought cycle management, water and rangeland management and agro-pastoral livelihoods in ASAL areas essential.
    Experience drafting contingency plans with communities is required.
    Experience with Participatory Rural Appraisal or other participatory needs assessment methodologies preferred.
    Strong management skills, including effective personnel management, adaptive management coordination and decision-making, strong facilitation and consensus-building skills.

    General

    Work closely with the Program Director and Program Manager to develop and administer a comprehensive sub-grant strategy to support downstream partners with the implementation of project activities.

    Pre-Award

We seek to build a strong regional pipeline of innovators ready to create high- impact, scalable employment opportunities across various markets – for today’s youth and generations to come. We are focusing on digital marketplaces and platforms that offer services to micro and small businesses; agricultural supply chain management; and digital work.
    GENERAL POSITION SUMMARY:
    The Monitoring, Evaluation and Learning (MEL) Officer will work with the Mercy Corps program team as well as our local partner organizations to ensure the collection of quality M&E data for the program. The MEL Officer will be responsible for supporting the Impact Labs program with monitoring and data collection, lead in design of surveys, analyze data to provide insight to program team and contribute to report writing.     Knowledge and Experience

    Previous experience working with on donor funded programs is preferred.
    Relevant experience in field survey/data collection (qualitative and quantitative) techniques, data entry, data verification, and analysis.

    Program / Department Summary: Mercy Corps seeks to implement a 5-year, 20 million GBP program funded by the UK Department for International Development (DFID) entitled Reducing Insecurity (and Violent Extremism) in the Northern and Coastal Regions of Kenya (RE-INVENT).
    RE-INVENT aims to enhance Kenyan capacity and capability at the national, county and local levels to address five types of inter-related violence: inter-communal conflict, weak community-police relations, violence against women and girls (VAWG), violent extremism and election related violence. It will support the continued advancement of police reforms to improve the management, oversight and accountability of the police force.
    General Position Summary: Under the direction and management support from Violence Reduction Technical Advisor, the North-Eastern Regional Project Coordinator will be responsible for the overall county-level planning, coordination, implementation, and monitoring and evaluation of the RE-INVENT project within the North-East Region comprised of Wajir, Mandera and Garissa.
    The North-Eastern Regional Program Coordinator will provide strategic leadership, oversight and technical guidance to program partners and will lead engagement with county government stakeholders to promote violence reduction strategies cutting across the five types of violence mentioned above.
    The position will require day-to-day coordination with project partners to support quality program delivery, and will work with senior management to develop a regional strategy to meet the overall program goals within the targeted counties. S/he will be the primary liaison with county government officials.
    Responsibilities
    Program Management

    Provide overall managerial leadership for the project at the regional level, ensuring partners follow work plans so activities are on time, target and within the approved budget, and project deliverables achieve desired impact.
    Lead effective coordination, collaboration and integration among all partners.
    Partner with county-level government and communities in areas of operation to engage around programming and policy needs.
    Ensure effective and timely monitoring, documenting and reporting on all project activities as per the policies and practices of the consortium lead, Mercy Corps, DFID and the government.
    Provide timely updates to supervisor on progress and issues, identifying risks and proposing solutions for action and early resolution.
    Attend regular project coordination meetings in Nairobi as well as facilitate planning meetings and workshops with government, NGOs, private sector and community partners to revise plans and promote partner acceptance/buy-in.
    Regularly visit field sites to assess progress of activities and provide formal and informal feedback.

    Provide strategic direction and vision to guide the program implementation strategy and technical approach within the region in order to address the five inter-related forms of violence mentioned above.

    Coordinate activities with consortium partners, sub grantees, local government and other implementers, as well as with other Mercy Corps programs.

    Job Qualifications

    Masters Degree or equivalent in Peace Building and Conflict Resolution or related discipline.
    A minimum of 5 years experience working on conflict mitigation and resolution, violence reduction and prevention programs, countering violent extremism, police reform, etc.
    Strong managerial skills, including effective personnel management, adaptive management, coordination and decision-making.
    Experience coaching and working with a diverse team of staff, consortium partners and local implementing partners, building skills and capacity to deliver on complex programming results.
    Solutions-oriented individual, with strong strategic thinking capabilities.
    Experience with policy engagement and influencing in fields related to violence reduction and conflict mitigation, with a range of stakeholders including public institutions, county government, and local government.
    Experience working with a diverse range of community members to discuss sensitive and delicate topics in a conflict-sensitive manner.
    Excellent and persuasive oral and written communication skills, including report writing, in English and other language(s), as required;
    Spoken fluency is Swahili is required and primary local dialects in the respective counties is strongly preferred;

    Essential Job Functions:

    Operate Mercy Corps vehicles as assigned by supervisor.
