    Project Description

    Mercy Corps is a leading global humanitarian and development organization powered by the belief that a better world is possible.     The AgriFin Accelerate (AFA) program is a six year, USD 24.7 million program of Mercy Corps, supported by The MasterCard Foundation to Support activities in Kenya, Tanzania and Zambia.

    The core problem AgriFin Accelerate seeks to address is the inclusion gap for smallholder farmers (SHF) who lack access to affordable, accessible, demand-driven financial products and services that drive higher productivity and income for farm families. The program is transitioning towards less implementation and focusing on measuring impact of the various engagements it has established

    The AgriFin Digital Farmer Program (ADF) is $5 million initiative funded by the Gates Foundation to expand access to digitally-enabled financial and non-financial services for at least 1 million smallholders across in Kenya, Tanzania, Ethiopia and Nigeria by 2020.

    AgriFin’s strategy on knowledge production, dissemination and utilization depends on utilizing the data generated by our partners to define product and service development. The data focuses largely on the supply side of information production – the data collection, reports, document generation – and much less on the demand size of dissemination and utilization. The challenge on the demand side is stimulating data use for decision-making, product and service design, and audience targeting and impact. High-quality research alone does not always lead to stakeholders taking action.

    AgriFin program requires additional technical support on programming towards Big Data and Food security. This will include support on strategy in the areas climate resiliency and increasing service to women. This Internship sets to support core activities critical at this stage of the program.

    Internship Objectives

    Participate in analyzing data to generate knowledge and dissemination activities.
    Develop technical experience in working on data driven technical programs in the areas of agriculture, technology, and financial inclusion in a developing country context.
    Develop writing skills in communicating analysis pieces on digital finance, financial inclusion, agriculture, and technology solutions.
    Increase knowledge of market systems development approaches to program implementation, particularly in the Kenya context, through on-the-ground observation and facilitation of qualitative and quantitative research.
    Management of program and research projects through their life cycle, as well as Monitoring, Evaluation and Learning.
    Through practical field experience and direct engagement with partners, gain a general understanding of the region’s dynamic social, political, economic, and cultural issues, their underlying causes, and Mercy Corps’ AgriFin approach to addressing these issues.

    Ideal Candidate Should Possess The Following Qualifications

    Currently enrolled or recent graduate (no more than 1 year) from an advanced program studying agriculture, finance, economic development, international development, communications, media or other relevant studies;
    Knowledge of best practices in Project management, research, M&E, data management analysis and utilization methods.
    Experience in drafting or supporting communication pieces;
    Strong writing and analytical skills are a must (a writing sample will be requested from the candidate);
    Previous field experience a plus;
    Knowledge of quantitative data analysis and database management a plus;
    Knowledge of digital finance, financial inclusion, agriculture, data dissemination and communications is an advantage.

    Program/ Department Summary:
    The Sustainable Conflict Management in Arid Land Ecosystems (SCALE) program is funded by the European Commission to strengthen local civil society to work with communities and government authorities to prevent conflict and build sustainable peace within Samburu County, specifically the border areas of Samburu North and Samburu Central. The program specific objective is to improve the capacity of local civil society and community groups to prevent and manage conflicts related to land and natural resources. These objectives are in line with the European Commission’s call for proposals to address three objectives: 1) to strengthen the capacity of Kenyan Civil Society Organizations (CSOs) to address conflict dynamics related to land tenure and natural resource; 2) Advance engagement between national and country authorities, private sector and CSOs to enhance governance and management of natural resources to prevent conflict; and 3) promote the role of CSOs in alternative dispute management and resolution systems. The program office is based in Maralal town (Samburu County) and implementation is by two CSOs in and around; i) Samburu North- Turkana East and ii) Samburu Central-Laikipia North-Baringo East
    General Position Summary
    The Monitoring and Evaluation Officer will work with the Mercy Corps program team as well as our local partner organizations to ensure the collection of quality M&E data for the program. The M&E Officer will be responsible for supporting the SCALE program with monitoring and data collection, lead in design of surveys, analyze data to provide insight to program team and contribute to report writing. S/he will ensure that performance monitoring and results reporting tools and processes across the entire program are in place, effectively implemented and well synchronized between the program sites. The M & E Officer will be an integral member of the program team’s learning, reflection processes, and promoting accountability to program participants and the donor.
    Essential Job Responsibilities
    STRATEGIC INPUT AND OVERSIGHT

    Knowledge and Experience

    BA/Sc or equivalent, preferable in Monitoring and Evaluation, business administration, Economics, Statistics, Population Studies, Demography, Development studies or IT/computing.
    3 – 4 years’ program monitoring and evaluation experience.
    Must have good writing, analytical and communication skills.
    Previous experience working with European Union donor funded programs is preferred.
    Relevant experience in field survey/data collection (qualitative and quantitative) techniques, data entry, data verification, and analysis.
    Good understanding and skills at database management with specific emphasis on beneficiary tracking.
    Strong computer literacy with a full knowledge of MS Office applications. In addition to Microsoft Excel, the incumbent should demonstrate fluency in use of at least one data management software including MS Access, SPSS, STATA.
    Experience working in the region and conversant with local languages also preferred.

    Climate Smart Agriculture Advisor

    Program / Department Summary
    USAID’s Office of Food For Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties.
    The Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.
    General Position Summary
    The Climate Smart Agriculture Advisor will provide overall technical leadership and vision for agriculture-based livelihoods for improved nutrition in Turkana and Samburu. S/He will provide in-depth technical guidance and mentoring in climate-smart agriculture (fruits, vegetables, field crops, livestock) and natural resources management (namely rangelands) approaches for NAWIRI activities in Samburu and Turkana. The Climate Smart Agriculture Advisor will partner closely with program leadership, other technical leads, research and learning leads and field teams to ensure climate-smart approaches are integrated into the design and implementation of program activities. S/He will work closely with relevant county government officials to prioritise activities and investments.
    This position requires a technical lead that understands the tightly interconnected relationship between natural resources management, agriculture-based (crops & livestock) livelihoods, seasonality, risk and resilience and the sustained nutrition of women and children in the arid and semi-arid lands in Turkana and Samburu. S/He will be responsible for the development of high quality implementation strategies and plans for the agricultural sector. The strategies and plans will include tools for participatory planning, implementation and monitoring of the sector strategies and plans. The Climate Smart Agriculture Advisor will be responsible for providing technical support and strategic direction to Field Directors and field-based livelihoods staff who oversee programme implementation.
    Essential Job Functions
    VISION AND STRATEGY

    Support the Deputy Chief of Party (DCoP) by providing vision and strategy to the program’s agriculture (crop & livestock) and natural resources management approach and how it integrates into the overall technical direction and implementation.
    Forge strong, institutional linkages and maintain a productive working relationship with USAID, Government of Kenya, the CRS consortium, PREG Partners, and other relevant partners in agriculture and NRM-related activities.
    Assist in defining and analyzing NAWIRI practices and priorities across all partners; identifying opportunities for integration and synergies within other sectors such as nutrition, health, alternative livelihoods, and governance.
    Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.

    TECHNICAL LEADERSHIP

    Upon start-up, review all program documents and relevant literature including county plans and priorities.
    Lead agriculture resilience thinking and collaborate with learning and technical leads to finalize a learning agenda and design pilot activities. Design will be based on technical expertise, county priorities, and evidence gaps in knowledge and understanding.
    Participate in the value chains and climate risk assessments to prioritise climate-smart livelihoods
    Coordinate the provision of tailor-made information to producers on crop/livestock suitability, climate risks and cost effectiveness/viability of interventions;
    Identify and analyse the barriers for the uptake of climate smart technologies and formulate recommendations to government and CBO implementation partners.
    Co-design climate smart interventions based on farming systems approaches and farmer typology and profiling.
    Partner with the Alternative Livelihoods and Inclusive Markets Advisor to develop and train in the use of household economies analysis tools and templates that include season risk and recovery costs and opportunities.
    Support the testing of profitable climate smart innovations with smallholder farmers in collaboration with the research partners;
    Contribute technical expertise that feeds into a dynamic community of practice of NAWIRI staff and partners; sharing best practices across all NAWIRI areas and workstreams, while seeking opportunities to build NAWIRI staff’s capabilities.
    Where need is identified, recruit and manage internal MC or external technical experts to provided added depth of knowledge in climate smart crop husbandry and livestock technologies and techniques, rangeland management, post harvest handling and food preservation, or similar issues that may require greater technical understanding.
    Collaborate closely with NAWIRI Research and Learning teams to adapt as needed based on incoming information.
    Use learning to develop and scale up implementation strategy, approaches and activities; integrating agriculture resilience into additional technical areas as needed.
    Assist in activity budgeting and target setting.
    Provide direct training and other capacity-building assistance to NAWIRI staff, field teams and partners.
    Work with Partnership for Resilience and Economic Growth (PREG) partners to strengthen linkages with other actors to enhance organizational learning which directly impacts staff performance and productivity. In the event of a natural disaster, lead design and budgeting of livelihood protection and recovery emergency response activities

    PROGRAM MANAGEMENT AND IMPLEMENTATION

    Coordinate with the NAWIRI team in the Nairobi and counties to build systems that promote participant accountability by ensuring that those most impacted by ag-based livelihood issues are represented during program-facilitated community dialogue events, assessments and activities.
    Collaborate with county leadership and lead county-based agriculture, livestock and natural resources staff to ensure that communities are informed about our programs and what we do, are comfortable giving feedback and that feedback is used to improve the quality of our programs.

    Knowledge and Experience

    Advanced degree in a drylands agriculture, livestock production, agro-ecology, environment, natural resources management, or resilience program.
    A minimum of 5 years experience in a technical role on an international development program related to food security and nutrition.
    3 or more years experience working in rural economies in the ASAL counties highly required.
    Experience on a USAID-funded program preferred
    Demonstrated expertise and ability to investigate and provide consultative services on a broad range of technical questions and policy issues including natural resource management, sustainable agriculture, extensive livestock production, pastoralism and policy reform.
    Demonstrable familiarity with Kenya’s ASAL, agriculture, livestock and natural resources sectors political and policy environment.

    Programme / Department Summary
    Mercy Corps is implementing a multi-year, conflict prevention and stability program funded by the UK Foreign and Commonwealth Office through the Conflict, Stability and Security Fund (CSSF). This program will engage local and national government, local civil society organizations and communities to mitigate conflict and instability in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations. The program will work in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of program activities.
    General Position Summary
    The Contract Director will provide overall leadership and oversight for the finance, procurement, travel/logistics, and human resources team under the CREATE program. S/he will empower the operations and finance team while providing quality control to ensure robust, flexible, and adaptive operations to support program activities. The Contract Director must be fluent in compliance matters and help the senior management team ensure the contract is implemented in accordance with contractual requirements, Mercy Corps policies, CSSF regulations, and local laws, across 5 countries. S/he will be responsible for ensuring that staff are familiar with policies and procedures related to finance, procurement, human resources, and take the lead in overseeing the management of the facilities and property related to the CREATE program. S/he will work closely with the Deputy Team Lead who oversees technical programs while reporting to the Team Lead.
    ESSENTIAL JOB FUNCTIONS
    OPERATIONS MANAGEMENT

    Maintain and oversee the workflow processes for operations, finance and grants.
    Review key program protocols, processes and guidance, in conjunction with operations, finance, grant, and Monitoring and Evaluation (M&E) teams, recommending design improvements and efficiencies where needed.
    Ensure activity budgets are developed, led by the Finance and Sub grants Manager in cooperation technical teams, maintaining a master collation of activity budgets that details activity priorities, resource and security needs.
    Oversee responses to internal and external financial/compliance audits.
    Supervise the day-to-day performance of direct reports, ensuring that they understand their roles, coaching them to succeed and providing them with feedback and technical and administrative support that they require in meeting their performance objectives.

    FINANCIAL AND GRANTS MANAGEMENT

    Responsible for the financial management of the CREATE program, including quality controls, cost reporting, forecasting and tracking in collaboration with the Finance and Compliance Director and the Finance and Grants Manager.
    Provide recommendations on the overall financial management and performance of the program and work in close collaboration with Mercy Corps Europe (MCE) team to monitor costs.
    Regularly participate in calls with the MCE and support the maintenance and updating of the program Activity-Based Budget (ABB) and forecast.
    Mitigate project risks and protect the program against fraudulent practices through adherence to the program’s schedule of authorities.
    Ensure strict implementation of a sound internal control system and take appropriate actions against any violation of the system.
    Review Mercy Corps, and sub-contractor invoices prior to submission to CSSF for accuracy.
    Approve payment requests, and review and approve financial vouchers.
    Release bank payments and hold bank signatory authority for the program as well as provide quality control and risk management for finance functions.
    Conduct monthly ABB forecast review.
    Oversee grants team and provide quality control and risk management.
    Review all Request for Applications (RFAs) and liaise with Team Leader, Deputy Team Leader and MCE for approval.
    Draft all Requests for Grant Approval to as required by the contract.

    PROGRAM ADMINISTRATION

    Provide management oversight and quality control for the administrative operations of the program, including procurement, inventory management, and reporting as per the CSSF and Mercy Corps standards.
    Oversee program procurement and review disposition plans in line with annual workplan.
    Review/draft all requests to CSSF for procurement approvals.
    Provide input and support to technical teams on travel, logistics, and quality delivery of country-level initiatives and activities, including training, forums, and other high-visibility events.
    Act as the program’s Security Focal Point, ensuring security plan is updated annually and disseminated to staff. Ensure phone tree is updated.
    Share security alerts with travelers and all staff as appropriate.

    CLIENT COMMUNICATIONS AND REPORTING

    Respond to urgent client requests, including budget scenarios, scope of work development, and other tasks as needed.
    Work with the Finance and Compliance Director and MCE to draft/review CSSF contract deliverables – including Quarterly Financial Report, Inventory and Asset Report, Annual Value Added Tax Report.
    Review and/or prepare regular and ad hoc requests for reports to CSSF, including inventory disposition, local taxes, activity budgets, etc.

    USAID’s Office of Food for Peace recently awarded funding to a Mercy Corps-led consortium of Kenyan and international partners for a 5-year Development Food Security Activity (DFSA) in Turkana and Samburu counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties. Mercy Corps’ NAWIRI consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. The program requires a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    This program will engage local and national government, local civil society organizations and communities to mitigate the drivers, enablers and narratives of violent extremism in East Africa through support to policy initiatives, community engagement, and support to national civil society organizations in order to prevent the recruitment of vulnerable individuals by violent extremist organizations.
    The program will work in Kenya, Tanzania, Ethiopia, Mozambique and Uganda, through strategies adapted to the context and opportunities in each country to advance research, legislation and field implementation of programme activities.

    Schedule vehicle use to meet programmatic and operational needs by maintaining vehicle daily movement board.
    Oversee and ensure proper use of the vehicles by overseeing fuel consumption, purchase and tracking including coordination with filling station(s).
    Organize regular service schedules for vehicles, maintain service schedule files and ensure major repairs are done in a timely manner.
    Track vehicle expenses and file monthly vehicle consumables sheet for each vehicle.
    Ensure regular vehicle communications and ensure security measures for vehicles such as parking, storage of keys, emergency supplies.
    Responsible for oversight of vehicle rentals including tracking of leases and payments.
    Support the program with the required logistics information including costs, availability of products etc.
    Collect Vehicle Service Requests from driver(s) and submit for approval.
    Ensure that all vehicles are safe and road-worthy and organize regular, timely service schedules for vehicles and maintaining service schedule files.
    Ensure that security incident reports are completed and filed (if related to vehicles).

    2.Procurement

    Daily coordination of the program’s procurement activities and assist staff with procurement activities as required.
    Procure requested program support items in a timely manner, ensuring that Mercy Corps procurement procedures are followed.
    Assist staff as needed in creating clear and understandable Purchase Requests (PRs) and other documentation.
    Collect quotations and bids from vendors as per Mercy Corps policies and procedures, support as required in convening bids and quotes evaluation committee meetings and Quotation Analysis and bid evaluation documentation as necessary.
    Prepare contracts and Local Purchase Orders as per MC formats and templates.
    Coordinate procurement needs requests received in liaison with the operations team to ensure segregation of duties is upheld as stipulated in Field Procurement Policies and Procedures.
    Assist as needed in training staff on MC procurement policies and formats.
    Update and submit monthly PR master list as required.
    Track preferred supplier agreements and other service contracts.

    3. Administration

    Allocate MC owned mobile phones and data modems including timely settlement of bills.
    Coordinate stationary and office supplies.
    Ensure proper management and coordination of staff travel arrangements including transport and security.
    Establish and maintain appropriate filing systems for office correspondence.
    Provide the Program team with logistical support in organizing project related workshops and meetings and any other necessary preparations.
    Manage and update inventory and stock list in the Mombasa office.
    Organize the program’s operations files and keep them updated as needed.
    Coordinate with the landlord of the Mombasa office to ensure that the building is well maintained and that leasing documents are in order.
    Ensure that the office portrays a professional image.

    4. Asset Management

    Monitor and implement asset tracking system including use of asset tags, movement of assets, disposal of assets and update asset registry both manually and electronically including proper registration and issuance of newly purchased assets in the field office.

    5. Security

    Inform staff about security situations in the area, coordinate with local authorities and other agencies on security related issues and provide appropriate advice to the staff and in particular, the management team.
    In cooperation with the security focal and programs lead, support in regular review of the Coast region security management plan and updating of Standard operating procedures.
    Ensure incident and accident reporting is conducted as necessary – this includes completion of incident report forms, informing necessary actors of incidents and maintaining incident report files. Meet regularly with Head of Office to share necessary information.
    Provide regular briefings/trainings to national staff on preventative security measures and conduct in the MC office. Ensure safety and security protocols are communicated to the team and visitors including any potential security threats.
    Ensure that all necessary measures are taken to provide MC employees and visitors with a safe working environment as detailed in existing guidelines, including ensuring that fire safety regulations and procedures are in place adhered to in the Mombasa office.
    Monitor the general security situation in project implementation areas and produce regular bi-weekly written reports on the project sites based on the current information available.
    Ensure program team members comply to the Field security policies including security Standard Operating Procedures (SoPs)/protocols.

    Knowledge and Experience

    A Bachelor’s Degree in Business Management or a related discipline.
    Professional qualification and certification in Procurement and Supply Chain from a recognized institution is an added advantage.
    Minimum of 3 years relevant experience in operational coordination and support functions with an International Non-Governmental Organization.
    Demonstrated hands on application of procurement process and procedures.
    Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff.

    Provide technical support and mentoring to program managers and team members in ensuring high-quality, impactful implementation in resilience, documentation of technical strategies and learning, and taking initiatives to scale.
    Design and deliver technical support and mentoring to program managers and team members throughout the program cycle and especially at critical program milestones to embed a strong resilience approach in programming, including: conducting risk and resilience assessments and analysis; refining program logic to incorporate resilience; designing interventions and activities that build resilience at household, community and systems-levels; and supporting workplan development to facilitate a resilience approach to implementation.
    Review programs’ technical approaches and implementation strategies and develop customized recommendations to integrate resilience.
    Lead development and/or coordinate development of strategic resilience-related program management tools and documents as required.
    Work closely with program managers, key program/country/regional technical representatives and Monitoring, Evaluation & Learning (MEL) staff to develop and strengthen systems for resilience-informed learning and adaptive management, including by designing and facilitating review and reflection processes, facilitating processes for program redesign to strengthen cross-sector integration, layering and sequencing, and supporting linkages to programs’ resilience measurement strategies.
    Work closely with country leaders and program managers to identify and set team and partner capacity-building priorities.
    Adapt and develop context and program-specific guidance, tools and trainings, and connect teams to critical information that will improve resilience knowledge and advance the integration of resilience-thinking and action to improve program performance and achieve results.

    REGIONAL LEARNING, THOUGHT LEADERSHIP AND REPRESENTATION (20%)

    Drive a culture of learning between programs, countries and technical teams through consistent sharing of evidence-based best practices and lessons learned.
    Coordinate with country programs and support program managers to develop research and learning agendas identifying opportunities for Mercy Corps to professionally instigate, document and promote best practices and lessons learned that respond to the priority topics.
    Support country, regional and HQ teams with resilience-related research initiatives, and create and disseminate learning and advocacy documents that demonstrate our programs’ impact, innovation and influence on resilience.
    Facilitate cross-region resilience learning groups to expand and deepen capacity and exchange across Mercy Corps teams and promote country teams’ work within the organization.

    Working closely with country teams, develop or support high quality concept notes and proposals to increase funding for resilience programs.
    Source and document new ideas and innovations from within country programs, private sector partners, researcher and academics and link them with appropriate implementing partners and funding sources to begin to scale up ideas that are proven in programs.
    Lead and/or support risk and resilience assessments and analysis processes for strategic prepositioning for new programming. Embed resilience into other sectoral proposal design assessment tools.
