    Program / Department Summary: With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps’ Nawiri Program is leading a consortium of Kenyan and international partners on a five year journey to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya.

    Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society.

    Mercy Corps’ consortium brings together the global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu counties.

    General Position Summary: The Nawiri SSBC for Nutrition Resilience Advisor will provide strategic leadership in the design, development, and execution of a coherent SSBC for Nutrition Resilience Strategy that crosscuts all areas of the project.

    During the first phase of Nawiri, s/he will ensure the program’s research and learning agenda is designed and routinely iterated to build a robust evidence base for informing strategic investments for driving social, structural, and behavioral change.

    This will include championing a determined search for interventions that address social and structural determinants of persistent acute malnutrition that are both amenable to change and scalable, with particular attention to identifying opportunities for testing modifications to existing interventions or platforms.

    Working across all program areas, and in close collaboration with the Learning and Research Teams, s/he will support the Nawiri team to routinely analyze emergent findings of research and learning activities through a systems lens with focus on implications for risks and opportunities related to SSBC.

    Essential Job Functions

    Vision and Strategy

    Support the Deputy Chief of Party (DCoP) by providing vision and strategy to the program approach and how SBCC integrates into the overall technical direction and implementation.
    Forge strong, institutional linkages and maintain a productive working relationship with USAID, Government of Kenya, the CRS consortium, PREG Partners, and other relevant partners in economic and market-related activities.
    Assist in defining and analyzing Nawiri practices and priorities across all partners; identifying opportunities for integration and synergies within other sectors such as nutrition, health, water systems, and governance.
    Collaborate with different program components including research, implementation, Monitoring & Evaluation (M&E) and learning to drive overall effectiveness and coherence of program strategy from inception to scale up.

    Technical Leadership

    In close collaboration with all Nawiri stakeholders, lead in the design, development, execution and iteration of a risk-informed SSBC strategy for improving nutrition resilience that is evidence-based, tailored to local realities, and responsive to risk and opportunities.
    Provide SSBC technical leadership for Nawiri consortium members and county partners, including frequent travel to Samburu and Turkana to provide on-site capacity building and technical assistance.
    Support in the design community-level interventions that target caretakers of children, household and community decision makers, farmers, and community members at large to increase demand for nutritious, diverse, and safe diets.
    Ensure that SBC materials are pre-tested, proven effective, and used efficiently.
    Work with the Monitoring, Evaluation, and Learning Manager to measure and document progress and impact of SBC activities.

    Program Support and Implementation

    Provide leadership and oversight in the development of risk-informed and shock-responsive SSBC tools, materials, and communication channels.
    Provide strategic, technical guidance and direction to the program, ensuring alignment with latest technical information, evidence and approaches in the SSBC field;
    Oversee programmatic and technical aspects related to SSBC activities ensuring SSBC efforts are evidence-based and coordinated, and in line with the Nawiri goal and principles.
    Transfer capacity of SSBC frameworks and approaches within the consortium and across the larger community of practice.

    Team Management and Communication

    Work closely with the Systems Strengthening and Institutionalization Lead and team to cultivate county leaders’ commitments to policies and programs that support nutrition resilience and promote changes in social and structural conditions that contribute to persistent acute malnutrition.
    Work closely with the Strategic Learning Lead to drive the learning agenda within Nawiri and other partners in Turkana and Samburu, and the wider community of practice
    program reports, work plans and budgets as appropriate.
    In accordance with the Deputy Chief of Party, take on representation role on specific coordination forums. Communicate effectively to ensure the program is accurately represented.
    Any other task, as identified in consultation with supervisor

    Security

    Work closely with the country team’s security focal point to promote and maintain systems that promote the safety and security of all team members. Ensure that gender specific needs and interests of program staff in relation to safety and security are identified and responded to appropriately.

    Supervisory Responsibility:

    No direct supervisory responsibility. The SSBC Advisor directly supports Nawiri-based behavioral change staff. Technical oversight of field based activities is undertaken by Nawiri staff and partners.

    Knowledge and Experience

    A Master’s degree in Behavioral or Social Sciences, Public Health, Social Psychology, Communications, Marketing, Health Communication, Behavioral Economics, or other relevant behavioral/social science field or Bachelor’s degree with at least 7-10 years of additional relevant experience.
    At least 7-10 years of demonstrated experience in designing and implementing SSBC activities, preferably in northern Kenya. Demonstrated success in generating and executing innovative and effective social, structural and behavior change solutions.
    Experience applying a range of SBC approaches, including social marketing and nudges, or a willingness to learn to apply a range of new and innovative SBC approaches.
    Knowledge and understanding of local cultural practices, social networks, and gender and age dynamics in northern Kenya
    Systems thinker with strong analytical skills; flexible and creative in planning and problem solving
    Ability and willingness to travel to the field (Samburu and Turkana) at least 50% of the time.
    Professional fluency in English; Excellent oral and written communication skills.
    Demonstrates patience, diplomacy, tenacity, compassion, determination and a sense of humor
    Excellent written and persuasive oral communication skills in English required.
    Ability to travel for field missions for 30-50% level of effort as needed.

    Girls Improving Resilience through Livelihoods (GIRL) is a three-year, 10 million dollar program to be implemented in Kenya, Uganda and Haiti that seeks to improve the well-being of adolescent girls and young women by increasing their access to skills and knowledge, health resources, formal education and economic opportunities. GIRL also fosters an enabling environment by working with communities to transform unhealthy social norms and create opportunities for girls to access education and economic opportunity. Key to GIRL is a robust learning and research agenda that reaches across three countries to contribute to the evidence base on what works to secure access to opportunities for adolescent girls within the most marginalized communities and to better understand their contribution to household resilience. This evidence and learning will be shared to elevate Mercy Corps’ influence in the adolescent girl space and to bolster fundraising efforts to scale the model. The GIRL Program Director will lead the successful implementation of the GIRL program across the three target countries, driving innovation and learning to refine a replicable and evidence-based GIRL programming model, and will play a critical role in leading regional and global expansion efforts for Mercy Corps’ adolescent girl programming.

    General Position Summary

    The Program Director will be the overall lead for the GIRL program. S/he will be responsible for ensuring that program interventions across the three country programs are delivered with the highest quality and contribute to a strong evidence base that strengthens MC’s reputation and voice around what works for girls. S/he will provide in-depth technical support to refine and iterate the program model and ensure robust monitoring and evaluation across all target countries to support iteration and adaptation; work closely with the global research team and the program research and learning lead to design and oversee a global GIRL learning and research agenda in collaboration with country MEL teams; foster the sharing of learning, best practices, and evidence across GIRL programs within the two regions; promote the GIRL model and it’s approaches to donors, peers and relevant policy makers; and ensure effective communication and coordination between stakeholders, partners, and the project donor.     Essential Job Responsibilities

    STRATEGY & VISION

    Set a clear vision for the GIRL program and its associated structure to enable impactful programming and effective cross-country learning, working closely with field leadership and teams.
    Working with country PMs, ensure the GIRL programming reflects Mercy Corps’ signature technical approaches, including meaningful youth engagement, resilience, and gender equality outcomes.
    Work closely with the Research and Learning Lead to drive a cutting-edge research and learning agenda to inform program strategy, generate evidence of programmatic impact, inform program adaptation and learning and promote internal and external learning, using appropriate procedures and tools for data collection and analysis across countries.
    Develop a resource mobilization strategy to expand the GIRL programming portfolio within the two regions and lead representation, donor outreach and new business development efforts to leverage additional funding for the GIRL program.
    Develop a written approach for GIRL that can be used as a foundational model for other programs globally working with girls, including food security, livelihoods, etc.

    Program Management

    Provide strategic leadership and oversight of Mercy Corps’ GIRL programming, working closely with the program management team in each country to ensure the successful delivery of the GIRL program in Kenya, Uganda and Haiti.
    Ensure strategic objectives and results are achieved through annual and quarterly activity planning and budget forecasts. Lead quarterly technical review of implementation plans and update program work-plan as needed to respond to changing dynamics/needs and emerging opportunities.
    Provide targeted technical guidance and expertise to country implementation teams to ensure the design and implementation of GIRL is girl-led. Mentor program managers and teams in Kenya, Uganda and Haiti in technical areas.
    Ensure program implementation is on time, target and budget, using effective M&E systems to reach desired impacts, and develop mechanisms for targeted research to inform program design and adaptation.
    Ensure that program implementation adheres to all Mercy Corps program quality standards and best practices for program management.
    Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
    Create and maintain proper conditions for learning within and across GIRL teams. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to challenges.     The Consultant will work closely with the AgriFin Program, operations and finance staff and other relevant field teams to support program engagements and implementation.
    As part of this engagement, the program support consultant will be expected to conduct the activities below:

    Provide support to technical teams and consultants in contracting and operations related documentation for program partner engagements including drafting of justification memos and other required documents under the direction of the respective technical team member.

    Purpose / Project Description:
    Mercy Corps was recently awarded funding to develop an in-depth regional strategy to support the development of livestock market systems within the Horn of Africa, particularly the pastoralist regions of Somalia, Northern Kenya and Eastern and Southern Ethiopia. Building on Mercy Corps’ deep footprint working on livestock markets and supporting functions across the three countries, this regional, multi-sectoral livestock strategy will identify challenges and opportunities to strengthen cross-border linkages, trade and connections to end markets within the livestock sector, and opportunities to strengthen the role that livestock plays in household resilience to economic and environmental shocks. The overall objective of the strategy will be to identify concrete opportunities to build on and link Mercy Corps’ existing body of work within the livestock sector across the three countries to increase impact, strengthen regional integration and enhance linkages across livestock markets in the Horn of Africa. To do this, we will use a risk-informed systems approach that looks to understand social, demographic, ecological, political and market systems and the role that each plays in building resilient and productive market systems that deliver economic opportunities for pastoralists, with a particular focus on women and youth.
    Consultant Objectives:
    Mercy Corps has conducted a contextual analysis of livestock market systems with a focus on four cross-border trade corridors between the three countries. Beyond this initial analysis, the team would like to dig deeper into opportunities to support women’s economic empowerment (WEE) in the livestock sector especially in livestock, milk and fodder trade. The consultant should use a market systems development approach (MSD) to understand these sub-sectors and opportunities to support women entrepreneurs to increase their income through these enterprises. This study will be used to inform participatory regional intervention design workshops and develop recommendations for Mercy Corps programs.
    Consultant Activities:
    The Consultant will:

    Building on the WEAMS Framework and best practice on WEE in MSD, the consultant should propose a methodology and approach for this assignment
    Conduct market systems analyses (MSAs) of the key sub-sectors that have been identified for WEE, embedding a risk and resilience lens into the MSA
    Identify key constraints faced by women entrepreneurs to inform intervention design, including social, cultural, economic and any other constraints
    Identify and profile the primary shocks and stresses constraining women entrepreneurs in the sub-sectors, including existing capacities and constraints for effectively reducing and managing risk
    Present the preliminary findings at a Mercy Corps virtual regional workshop for feedback
    Develop final report on WEE as a MSA with recommendations for intervention areas

    Consultant Deliverables:
    The Consultant will:

    Produce a work plan for the process, including the regional workshop for feedback
    Produce methodology and tools for review by Mercy Corps advisors
    Review secondary resources from Mercy Corps programs, development and academic literature
    Develop a presentation of preliminary findings to share at a Mercy Corps regional workshop
    Develop a final 8-10 page MSA report that presents the sub-sectors, key constraints and recommendations for intervention areas

    This consultancy is estimated at 25-30 days over the course of 2 months, beginning in August 2020 and ending in October 2020. The final schedule will be based on the final assessment work plan.**

    Must have experience leading complex WEE and/or gender studies and producing actionable market systems assessments.
    Experience in the Horn of Africa and/or with the target pastoralists enterprises (livestock, milk fodder) is a plus.
    The consultant should also have excellent written and presentation skills in English to produce strong communication materials for consumption by diverse stakeholders.
    Experience working with Mercy Corps and/or on programs funded by SDC is a plus

    The team is responsible for managing all phases of this process from intake to investigative conclusion and then works with senior leadership for case closure. The Intake and Investigation department reports to the Chief Ethics & Compliance Officer and the board.
    General Position Summary: The Investigator, Fraud & Corruption is responsible for conducting investigations into allegations of code of conduct violations, including corruption, theft, and financial fraud, thoroughly and impartially consistent with sector wide best practices and donor expectations.
    The Investigator will plan and conduct the investigation and prepare reports for assigned fraud and corruption cases. Investigations will be conducted in the field and remotely; working in a variety of diverse cultural contexts and time zones.
    Essential Job Responsibilities

    Plan, organize and carry out investigations of allegations of fraud, theft or corruption, including preparation of investigation plans, gathering evidence from all available sources, analyzing control system weaknesses, identifying corrective measures and report drafting

    USAID’s Office of Food For Peace (FFP) awarded a Mercy Corps-led consortium of Kenyan and international partners with a five-year Development Food Security Activity (DFSA) in Turkana and Samburu Counties. Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation with government, civil society, communities, and the private sector, this program aims to drive sustained reductions in acute malnutrition in both counties.
    General Position Summary
    The Gender Youth & Social Dynamics (GYSD) Lead will be responsible for providing leadership and technical oversight to ensure the gender and social dimensions (inclusive of such issues as age, ethnicity, and relationships) of malnutrition, food security, and resilience are effectively integrated across all programming. S/he will help define implementation strategies in coordination with the Deputy Chief of Party, technical, research and learning leads. The position will train and influence staff, providing them with the necessary technical support and ensuring that common strategies and approaches are adapted and implemented with consistent quality. S/he will work across sectors of NAWIRI, with consortium team members as well as counties to build capacity in gender mainstreaming and youth sensitive programming in ways that contribute to the quality design and implementation of gender transformative and youth responsive initiatives.     Essential Job Responsibilities VISION AND STRATEGY
    Support the Deputy Chief of Party (DCoP) to create a strong vision for NAWIRI’s approach when it comes to the integration of gender, youth and social dynamics.
    Develop and help operationalize NAWIRI’s Gender, Youth and Social Dynamics Strategy to guide effective integration of GYSD in key sectors such as nutrition, health, water systems, and governance – throughout the program’s cycle.

    Conduct a GBV risk analysis and ensure that recommendations for mitigation are integrated in the GYSD strategy and the project’s work-plan. Ensure that all staff and partners are trained on safeguarding and understand their roles in protecting program participants from sexual exploitation and abuse.
    Support NAWIRI team, including partners, on GYSD integration including conducting capacity building activities such as training, learning-by-doing, reflection process and field monitoring support.

    Living Conditions / Environmental Conditions
    This position will be located in Washington D.C or potentially in one of the regional hubs.     The Program Performance and Quality (PaQ) Unit is a newly integrated team in the Africa region consisting of monitoring and evaluation functions, program management, gender integration, and integrated program standards, including Community Accountability Reporting Mechanisms (CARM). The team’s approach supports both foundational and innovative approaches to program management, with design, monitoring, evaluation and learning functions as key processes and benchmarks to ensure evidence-based decision making for quality program implementation.
    General Position Summary
    The Program Performance & Quality (PaQ) Manager will oversee program performance, quality, accountability and support monitoring, learning and evaluation in order to ensure the development of efficient and effective program management processes, serving as a nexus between various programs and teams. S/he will be responsible for supporting programs in strategic planning, ensuring quality, providing essential feedback for learning, accountability and decision making, providing internal capacity building for program staff on monitoring and support to monitoring, evaluation and learning activities. The PaQ Manager will lead the community accountability reporting mechanism (CARM) development and rollout, and ensure Program Management at Mercy Corps (PM@MC) minimum standards are met. S/he will oversee the implementation and maintenance of TOLA (digital indicator tracking tool developed by MC) ensuring that this is linked to MCK’s Strategic Vision and allowing for accurate measurement and reporting against our country-specific targets.
    The PaQ Manager will play a key role in creating a culture of training, coaching and integrating effective tools and techniques, including capacity building for program staff on program management techniques to improve program quality. While at the same time helping build an environment of evidence-based programming and adaptive management at all levels. The PaQ Manager must be highly motivated, self-driven and able to support MCK’s robust portfolio.
    Essential Job Responsibilities
    STRATEGY AND VISION
    Lead the development of processes to support program teams in integrating cross-program learning and ensure that lessons learned are used to inform adaptation of activities and future program design.
    Provide support to program teams at key moments including program start-up, kick-off meetings, inception meeting check-ins, quality audits and spot checks, and end of program transition meetings.
    Design and manage a country-wide Monitoring, Learning and Evaluation system providing managers and their teams real time information that can steer program implementation and maximize MCKs ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.
    Support the design of cost-effective, innovative and high quality programs, ensuring relevance to stakeholders and agency strategy and that incorporate Mercy Corps’ standards on design, monitoring, and evaluation.
    Participate in country management meetings and country-wide strategy sessions.
    Responsible for semi-annual reporting on Impact, Influence and Innovation.
    CAPACITY BUILDING AND PROGRAM QUALITY
    Contribute to the global and regional conversation around program performance and quality, PaQ strategies, Community Accountability and Reporting Mechanisms (CARM), and global program quality initiatives including; Program Management at Mercy Corps ( PM@MC), gender minimum standards, adaptive management, TOLA etc.
    Ensure that reports generated by each field office are timely and of a high quality and that the data can be validated.
    Regularly conduct project site visits to provide hands-on training to field staff on management practices and how to capture and organize information for accurate documentation and reporting.
    Develop plans to mentor and coach staff to build their capacity to enable them to develop excellent reports and other documents.
    Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including training on TOLA and the periodic reflection and analysis of program monitoring data to disseminate learning.
    Support M&E and ICT staff capacity building that guides the country teams towards developing technical skills and promotes a culture of data analysis for decision making and adaptive management.
    Act as the key liaison point to coordinate efforts to roll out adaptive management and PM@MC training across the region.
    Participate in interviewing and orientation of new M&E staff to promote internal data management tools, standards and best practices.
    KNOWLEDGE MANAGEMENT AND LEARNING
    Coordinate with a variety of teams, HQ, Finance, Program Managers/Leads, Director of Programs and Country Director to ensure that reports are timely, high-quality, and responsive to donors.
    Build a collaborative network of relationships for learning networks that promotes shared learning, aligned approaches, and mutual accountability to quality data collection and programming.
    Contribute to the development and implementation of knowledge management to further stimulate use of evidence for learning, strategic adaptive management, and high-impact programming.
    Connect best practices and learning from other programs across Mercy Corps countries to ensure an evolving and effective learning system for improving program implementation. Liaise with other HQ and Regional MEL Advisor on this initiative.
    Support teams to capture lessons learned during program implementation, and feed this information into thought leadership and research opportunities and into ongoing program management and program design;
    Collect impact stories and evidence from Mercy Corps’ country teams on a regular basis.
    MEASUREMENT, MONITORING AND EVALUATION
    Promote adherence to Mercy Corps’ standards, including the use of standardized indicators, Monitoring and Evaluation (M&E), program and adaptive management approaches, and country-level learning and strategic objectives.
    Support in-country program design and development at proposal stage ensuring minimum standards for MEAL are incorporated.
    Provide leadership and training to ensure programs meet minimum standards, use necessary PM@MC systems and tools to inform and improve each individual programs and feed into broader country-wide Monitoring, Evaluation and Learning (MEL) system, country strategy and agency level information system.
    Support teams to improve data collection, management, and use data to build a culture of adaptive management, high-quality program performance, and learning.
    Support the roll out and maintenance of TOLA.
    Contribute to the understanding and application of new DM&E approaches to emerging themes like resilience, systems thinking, and complex humanitarian crises.
    Engage in other agency level tools and initiatives to ensure country input, coordinated delivery, messaging and consistent high quality implementation in the region.

    Knowledge and Experience
    5-7 years of experience in international relief and development programs, with 3+ years in field postings, and 3+ years working for an international agency on monitoring, evaluation, and learning.
    BA in social science, international development, or relevant field (with coursework in M&E, research and evaluation methodologies, statistical analysis. An MA is an added advantage.
    Substantial background in project management, including experience leading program design, implementation, monitoring and evaluation, and adaptive management and learning.
    Experience with a range of both private and institutional donors such as EC, USAID, and DFID and familiarity with their measurement, reporting, and evaluation requirements.
    Exceptional analytical and problem-solving skills and proven experience with current technologies, such as web-based data management and analysis tools, digital data collection, mapping, Google applications, data visualization, interactive dashboards, etc.
    Significant experience in facilitating learning and capacity building across teams.
    Demonstrated ability to manage and communicate effectively with team members of varied work styles.
    Demonstrated flexibility and creativity in planning and problem solving.
    Demonstrated understanding of intermediate statistics and experience transforming large amounts of data (qualitative and quantitative) into visualizations that facilitate analysis and decision-making. Experience with statistical/graphical software or spatial software a plus.
    Excellent oral and written communication skills in English are required.

    General Position Summary
    Mercy Corps is seeking an experienced and field-tested Africa Regional Advisor for Monitoring Evaluation and Learning (MEL). The Regional MEL Advisor role is a field-based position meant to support the countries in the Africa region to implement sound M&E systems, assist with the roll out of existing and new MEL guidance, including Mercy Corps’ internal indicator tracking system, ‘TOLA’, and promote the use of data for decision making and conduct training as needed. The role is further designed to support the other core program performance requirements (e.g., indicator selection, program design elements, program quality assurance, program management principles, use of mobile technology for data collection and analysis, and MEL that supports adaptive management). The rollout will include engagement with country-level MEL staff, existing MEL program staff, program managers and country and regional leadership, and with HQ MEL advisors. Responsibilities will include assessment of the current state of MEL in the region and training staff in each country in adopting MEL best practices. The Regional MEL Advisor will need to engage with field leadership to nurture and help develop an effective, impact-driven leadership culture. The first responsibility for this position is to develop a detailed workplan for the fiscal year in coordination with the global support of the Program Performance and Quality team (of which MEL is a part).
    Essential Job Responsibilities

    (20%) Participate in roll-out and monitoring of agency MEL and TOLA guidance including:

    Develop workplan for FY21
    Promote HQ MEL policy
    Develop and manage MEL dashboard to capture regional MEL needs, budgets and planning
    Review Tola Readiness Assessments
    Conduct regional webinars on topics related to understanding and implementing the MEL guidance and Tola
    When possible co-facilitate Tola trainings for program staff.

    (50%) Assess and improve MEL and program performance related practices in each country

    Conduct MEL gap assessments covering specific M&E activities and practices, and a review of tools and documents.
    Based on assessment findings, begin development of a long-term rollout/training plan and strategy.
    Help country teams develop individualized Action Plans to improve data management practices
    Support country teams both remotely and in country on implementing their Action Plan, topics ranging from program logic review, data collection, data quality assessments, data management and analysis
    Visit country field M&E teams to conduct MEL assessments and develop support plans
    Coordinate MEL support as needed with HQ teams like Technical Support Unit (TSU), PaQ and Tech for Development (TD)
    Organize and manage a regional Community of Practice (CoP)
    Focus on MEL and Technology

        (25%) Work with MEL staff, program management and HQ support teams on building the culture of adaptive management, evidence and learning in each country in the region, and supporting better overall performance of the country team in these areas.

    Conduct initial orientations and on-boarding of new program staff (esp. M&E, program managers, and country leaders) – promote tools like DIG, M&E tools, and Program Management @ Mercy Corps (PM@MC) minimum standards
    Participate in regional trainings and use materials from these trainings to conduct follow-up sessions within the region as needed
    Coordinate with PaQ and T4D to ensure tech support is coordinated
    Train PM@MC facilitators and provide backstop for in-country trainings, and support in specific PM@MC topics as needed.
    Conduct PM@MC gap analyses with PM@MC focal points, and help countries develop action plans for correcting gaps, and developing plans for monitoring adherence to PM@MC minimum standards
    Engage with Country Directors and Regional Program Directors on leadership issues related to monitoring and evaluation and the relationship between M&E and program quality, evidence and impact – including use of indicators, learning, and evaluation methodologies.
    Conduct program quality reviews (implementation quality, meeting of minimum standards, quality of SADD and analysis).
    Help country teams make use of M&E data and contribute to evidence-based learning at all levels.

    (5%) Learning. Spend time on best practice-oriented learning activities to help ensure that best practices in design, monitoring and evaluation, as well as NGO community-wide initiatives, are incorporated into the ongoing work of the team.

    Knowledge and Experience

    Demonstrated skill with program design, including assessments, proposal development, indicator selection and M&E planning.
    Demonstrated skill and experience with facilitating program design processes, logical frameworks, theories of change, and overall program logic.
    Experienced in training and capacity-building (in person and remotely) and fostering a collaborative relationship with field practitioners and management,
    Experience with data analysis and presentation using Excel, Access, and advanced data analysis and visualization packages, as well as mobile data collection platforms. Additional software and technical skills (databases,GIS, and statistical packages) preferred.
