    Purpose / Project Description:
    The Consultant will be tasked with working closely with Mercy Corps country teams in Niger, Mali and Burkina Faso, and relevant regional and HQ teams to inform and help establish the strategic direction for Mercy Corps’ climate change related work in the Sahel. The Consultant will lead a process to develop country specific climate action plans and business development strategies, and will be tasked with articulating areas of distinction at the regional level to feed into Mercy Corps’ Sahel regional strategy and positioning.
    The Consultant will be supported by the Deputy Regional Director, the Director of the Environment Technical Support Unit, the Global Resilience Director and will work closely with country focal points.  
    Required Experience & Skills:

    5-10 years of relevant experience 
    Familiarity with climate change adaptation, disaster risk reduction, and natural resource management sectors and associated strategies
    Strong understanding of existing and future climate finance structures and opportunities at country and regional scales. 
    Demonstrated experience with business development and/or strategy development 
    French oral fluency highly desired
    Experience working with teams to strengthen knowledge related to climate change or other relevant topics  
    The ability to work closely with, and motivate, multiple teams remotely

    Responsibilities
    Consultant Objectives:
    The work produced by the consultant should help Mercy Corps:

    Develop an updated understanding of the primary climate challenges needing to be addressed at the country and regional levels.
    Understand the priorities of donors investing in climate action, and strategies to influence them. 
    Analyze and prioritize which climate challenges are most pressing for Mercy Corps’ attention at country and regional levels considering their influence on Mercy Corps’ strategic objectives in the Sahel related to food security, economic opportunity and youth development, and donor priorities.
    Refine a vision for country teams’ climate niche, and the priority partnerships which will elevate business development opportunities
    Develop draft strategies to adapt existing work and undertake new programming, in line with donor priorities and existing funding opportunities. 
    Develop a vision for climate action at the Sahel regional level and strategic business development positioning recommendations, to be incorporated into a newly updated Sahel regional strategy for Mercy Corps

    The consultant will also be expected to work closely with country leadership, and their leadership teams, to secure important remote meetings, undertake in-person key informant interviews, and secure endorsement potential partner institutions.

    Program / Department Summary

    Mercy Corps AgriFin (MCA) consists of a group of AgriFin programs supported by multiple donors in Africa and Asia applying a unified approach to harness the promise of digital technology to address the inclusion gap for smallholder farmers (SHFs) who lack access to affordable, accessible, demand-driven products and services that drive higher productivity and income for farm families. The ecosystems required to serve smallholders are both complex and fragmented. Market actors are often hampered by lack of strong understanding of smallholder needs and are therefore unable to design impactful products, channels and other relevant services for them. At the same time, farmers often lack the information, trust and capacity to access and productively utilize new products and tools. AgriFin addresses this service gap by leveraging farmer-centric design, product development and testing, business modeling and go-to-market planning and a range of other tools to support carefully selected partners to innovate through digital technology to reach and transform lives of smallholder farmers, with a strong focus on reaching women and addressing the specific risks of climate change.

    Mercy Corps launched the original AgriFin Mobile program in 2012 (funded by the Swiss Development Corporation) in Asia and Africa, as well as subsequent iterations of the program, including AgriFin Accelerate (funded by the MasterCard Foundation), and AgriFin Digital Farmer (funded by the Gates Foundation) across East and Southern Africa. Since 2012, the AgriFin programs have scaled to work with more than 150 partners in 10 countries, reaching more than 16 million farmers with services that we have helped our partners to design, test and scale. MCA just launched its latest program iterations: AgriFin Digital Farmer 2, funded by the Gates Foundation and Bayer Foundation to reach at least 5 million farmers; as well as AgriFin4Women in India with the Walmart Foundation; in addition to a range of development programs with GIZ focused on Kenya, Tanzania, Ethiopia, Uganda, and Nigeria, as well as three states in India. MCA’s primary target group is unbanked smallholder farmers living on less than $2.50 per day.

    Three Outcomes Contribute To The Achievement Of MCA Goals

    Outcome 1: Market actors expand, improve and continue to offer high-impact DFS products and services that are tailored to address the expressed needs of SHFs;

    Outcome 2: Farmers increase capability to access and utilize demand-driven, high impact technology-enabled financial products and services relevant to SHFs;

    Outcome 3: Ecosystems around both suppliers and farmers emerge supporting provision of digital financial and informational services to SHFs that are used at scale.

    The program’s core innovations are: 1) a rapid iteration engagement model to drive innovative, client-centric product development; and 2) our work with partners to develop “bundles” of mobile-enabled services offering farmers affordable access to digital financial and market informational services. Specific focal areas for innovation will include the use of digital technology to educate and inform farmers, tech start up acceleration, the use of new and alternative data to support financial service design, and the use of human centered design techniques to ensure product development is directly informed by the needs of farmers, particularly women and youth. The program will follow an ecosystem and market facilitation approach supported through partnership activities and dissemination of evidence-based learning to ecosystem actors, with a strong gender focus.

    The program is expanding to new countries and focus areas, while placing a heavy focus on learning and impact generation with its subsequent dissemination to the ecosystem, requiring a great deal of strategic positioning, relationship management and coordination both inside Mercy Corps and across ecosystem stakeholders.

    General Position Summary

    The Director will set a bold, transformative and global vision for Mercy Corps’ AgriFin programing and skillfully represent programmatic priorities of the agency to donors and regional partners while providing effective leadership to the Mercy Corps AgriFin team. The MCA Program Director (PD) will be responsible for implementation of the overall group of MCA programming, including formulating and managing program inception phases, leading relevant market research and partner development, followed by conceptualizing and leading project development and associated learning with carefully selected program partners. The PD will be responsible for leading the MCA Senior Management team and hiring senior management to manage project implementation on a day to day basis, as well as key consultant experts to support project implementation across countries of implementation. The PD will be responsible for leading the establishment and successful performance of the program in focal countries, including Kenya, Nigeria, Ethiopia, Tanzania, Uganda and India, as well as special projects in other countries (Zimbabwe, Rwanda, etc.), as agreed with program donors.

    Knowledge And Experience

    Demonstrated ability to work at highest international technical levels of international best practice in financial inclusion, including track record of publishing relevant publications and international speaking experience;
    Demonstrated ability to develop sustainable and socially actionable business models through partnerships including extensive development of products, pricing, marketing strategies, delivery channels, SWOT analyses, financial projections and building value propositions;
    Demonstrated ability to engage with major banks, mobile networks and private sector players at the highest levels, developing and implementing successful programming related to financial inclusion and technology;
    Strong experience in developing & maintaining complex donor programs, organizational relationships & partnerships, with experience managing significant multi-country programs for major foundations;

    Proven ability to raise resources to further develop programming;

    Living Conditions / Environmental Conditions

    The PD is based in the capital city – Nairobi. The location is accompanied and secure. Housing is family accommodation with unlimited freedom of movement beyond the house/office. There are many international schools in Kenya. Staff have a high degree of access to services (medical, electricity, water, etc). This position requires 35% travel by road and air to other country offices.

    Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting.     The Communications Manager will work under the guidance of the Strategic Learning and Communications Lead and be responsible for refining AgriFin communications strategies and plans, supporting learning development, and executing both internal and external communications against these plans. S/he will support work to actively elevate AgriFin’s position as a thought leader, and reference point for an informed and meaningful voice on key issues related to digitally enabled solutions for smallholders.
    Essential Functions
    Strategy & Vision
    Build AgriFin’s brand by developing and managing the AgriFin Communications Strategy and development plan, inclusive of enhancing internal knowledge management structures, templates, design formats and existing communications approaches across media types.
    Work closely with all members of the AgriFin technical team to identify opportunities and develop and design communications materials into different formats, including blogs, case studies, thought pieces, social media pieces, and others, and ensure all written material is ready for publication across channels. This includes designing materials using specialized design software (Canva/Adobe InDesign, or other). Develop media plans, collaborating with AgriFin partners and external media to generate public support for AgriFin through proactive media engagement – locally, regionally and globally.

    Communications Development

    Liaise with all members of the AgriFin team to develop communications and insights pieces to communicate programmatic, project-specific, and thematic learnings to AgriFin’s ecosystem of partners. Communications materials to be developed include blogs, longer articles, case studies, social media posts, podcasts, summary overviews, and others.
    Liaise with key communications and insights stakeholders, forge and maintain relationships with partner communications and insights teams in the development of specific communications products.
    Spot opportunities early and build targeted communication spikes during key moments in the calendar year e.g., designated thematic international days, key events and meetings and trade fairs.
    Identify opportunities for collaboration with key AgriFin programmatic partners on the production of specific communication and insights materials as well as general partner-specific storytelling.

    Coordinate media field visits and content gathering trips and develop and maintain an in-house database of licensed stock imagery (photo and video) for use in communications products.
    Provide support and guidance to ensure project and donor communications obligations are met across all documentation, materials and outputs of the AgriFin teams.
    Lead all AgriFin events management and coordination, including setting up and managing large-scale AgriFin hosted events end-to-end.
    Support the management of the AgriFin brand, maintaining standards across materials, events, its website, and other media.

    Implementation

    Lead the development of communications materials, including blogs, case studies, summary overviews, and others, through deep collaboration with the AgriFin technical team.
    Coordinate with program staff by actively engaging them to gather information for writing programmatic communications including manuals, graphics, articles, success and impact stories that offer analytical storytelling.
    Lead the development and dissemination of the regular AgriFin newsletter, inclusive of managing the recipient database, ensuring all learning communications included are dissemination ready.

    Program / Department Summary

    The Program Performance and Quality Unit (PaQ), which sits in the Programs Department, supports effective, efficient and equitable program performance through a culture of quality management, to achieve results for those who matter most – our program participants.

    PaQ consists of the following teams and functions: Monitoring, Evaluation and Learning (MEL); Strategic Leadership; Program Standards; and, Infrastructure.

    These teams are grouped together under PaQ because they focus on improving cross-cutting program and portfolio performance in a manner that is applicable to all or most programs/ portfolios, regardless of technical sector, desired program outcomes, or context, and because they are central to Mercy Corps’ desire to improve program performance and quality through Standards, Service and Evidence.

    The MEL Team of Mercy Corps supports both foundational and cutting edge adaptive management approaches with design, monitoring, evaluation and learning functions as key processes and benchmarks to ensure evidence-based decision making for quality program implementation.

    The MEL Team’s work ranges from provision of technical MEL support to programs, integration of MEL technologies, implementation of learning mechanisms and platforms, implementation and support with data quality assessments, support with agency-level reporting and others.

    General Position Summary

    The Program Learning Advisor is a member of the MEL Team within PaQ. The Program Learning Advisor contributes towards the implementation of the MEL Policy particularly the MEL Standards that promote program learning.

    S/he plays a key role in strengthening organizational capacity, resources and culture to strengthen data driven decision-making, program learning, adaptation and improvement. S/he leads the development of a variety of products to document and demonstrate the results achieved for key programs.

    Essential Responsibilities

    ENHANCE KNOWLEDGE, GUIDANCE AND RESOURCES ON LEARNING AND ADAPTIVE MANAGEMENT (30%)

    The Program Learning Advisor will develop guidance, tools, and resources to promote the use of program data for decision making, learning and adaptive management, aligned with the Mercy Corps’ MEL and Program Management Policies.

    Together With HQ, Regional And Country Based Relevant Sector-specific Technical, MEL, Collaborative Learning And Adapting (CLA) Advisors, S/he Will Seek And Initiate Opportunities To Advance Mercy Corps’ Knowledge Management And Learning Activities, Ensuring Effective Sharing And Applied Learning In Topics Of Strategic Interest To The Organization And Its Programs By Focusing On The Following

    Routinely review internal and external technical advancements on CLA and adaptive management, integrate that learning within Mercy Corps’ resources.
    Develop additional and strengthen existing tools, resources, and guidance in order to support programs to appropriately budget for and implement effective routine learning activities, to meet our internal and donor requirements for CLA and adaptive management.
    Develop, finalize, and package clear step-by-step guidance/toolkit on how to document, demonstrate, communicate and use program M&E data to promote effective adaptive management and learning practices.
    Actively engage with technical and program teams at various levels of Mercy Corps on capturing, sharing and using M&E data to help programs adapt and improve. Initiate and facilitate documentation of program learning and program evidence across countries, promoting use of Mercy Corps’ Internal Performance Reviews, SRRs (Summative Results Reports), learning briefs and other relevant resources or other relevant mechanisms.
    Develop and manage an internal knowledge hub on adaptive management, CLA and data driven decision making, using one of Mercy Corps’ knowledge management spaces, actively promoting organization-wide enthusiasm on this important discipline.

    PROMOTE LEARNING AND ADAPTIVE MANAGEMENT WITHIN PROGRAMS (65%)

    The Program Learning Advisor will promote the implementation of adaptive management practices within Mercy Corps programs through direct technical support, coaching and mentoring. S/he will work with programs and various teams within the organization to integrate learning practices, encouraging generation of right-fit M&E data and systems to meet the adaptive management needs, in relation to Mercy Corps’ agency-wide strategy and learning priorities. Specific responsibilities will include:

    Support program teams to determine right-fit MEL data for adaptive management. This may include integration of new and innovative data collection, analysis, visualization, and communication methods and tools, such as automated MEL, context monitoring, remote monitoring methods and tools,as well as e generation of useful, highly user-friendly knowledge and data products (e.g. M&E data dashboards, IPTT reports from TolaData, SRRs ).

    Provide direct technical support and advice to program management, technical, MEL and CLA team members on how to plan and implement the MEL Policy standards 2, 5, 12 and 14 on learning and adaptive management. This may include promoting effective program learning initiatives, such as pause and reflection sessions, internal performance reviews, program scenario review meetings, internal performance reviews, and others. In doing so encourage and ensure documentation of learning, evidence on the improvements and other important knowledge that may help Mercy Corps to replicate and scale effective learning practices.

    Review MEL Plans to ensure adequate CLA and adaptive management practices, systems and mechanisms are integrated, planned and resourced, and the team has the capacity to implement those.

    Use expert knowledge to develop training, webinars, coaching and mentoring guidance on effective CLA, program learning and adaptive management. Build courses on adaptive management and other CLA components within Mercy Corps’ MEL Institute framework.

    Strengthen the capacity of country, HQ and partner staff on program learning through training and ensuring the use of standardized guidelines and tools.

    Maintain and grow Mercy Corps’ global CLA (Collaboration, Learning and Adapting) Community of Practice engaging program staff who are responsible for promoting learning, adaptive management, program improvement.

    Qualifications

    Education: Master’s Degree in social science research, MEL, data analysis, or related sector (or equivalent hands on experience) and relevant certifications preferred.
    Experience: 5-7 years of experience in designing, implementing rigorous large scale MEL systems; emphasis on developing, implementing, incorporating evidence-based learning activities to promote adaptive management practices across a range of programs. Prior experience in supporting development and humanitarian programs with at least 1 of Mercy Corps’ technical sectors.
    Expertise: Hands on experience with adaptive management processes such as identifying right-fit MEL data for decision making, creating feedback loops, facilitating pause and reflection sessions, promoting use of right-fit MEL data to inform real-time decision-making.     Essential Responsibilities
    PROGRAM PLANNING AND IMPLEMENTATION

    In a joint-planning and agreed upon targeted approach with Turkana County Government, Caritas Lodwar, communities and other stakeholders, identify suitable locations for implementation of domestic water supply systems;
    Develop detailed implementation plans aligned with USAID Nawiri’s overall Water, Sanitation and Hygiene sub-sector strategy, work schedule and ensure tracking of the same for timely projects delivery;
    Ensure the rural water supply projects conform to sound relevant technical assessments such as hydrogeological and feasibility surveys before implementation;
    Liaise with the USAID Nawiri’s Water Systems Advisor and Mercy Corps Technical Support Unit (TSU) in the development of project technical designs, bill of quantities, and specifications;

    In collaboration with water systems advisor, Nawiri systems strengthening lead, county water department, Nawiri county staff and other stakeholders develop and implement county water governance strengthening framework;

    In the exceptional case of highly technical projects, organize a competitive bidding process to select the most qualified and cost-effective contractor as well as provide prudent management of the contract certifying quality of the works delivered;
    Oversee acquisition of any materials needed through a competitive and transparent bidding process following the Mercy Corps’ procurement policies and procedures for such purpose and together with the county team ensures that they are safely stored up until their utilization;
    Keep detailed technical records and inventories of all WASH systems developed and ensure the same is documented at county and community level;
    Liaise with county public health department and Nawiri team, implement strategies and activities to improve capacity to practices appropriate sanitation and hygiene behaviors at household level;
    Support county public health team in catalyzing demand for sanitation products and services through implementation of community-lead total sanitation (CLTS) approaches in selected villages whilst integrating, layering and sequencing with other USAID PREG partners;
    In collaboration with Nawiri Social, Structural and Behavior Change (SSBC) advisor, consortium partner Save The Children, plan and implement the project’s WASH and nutrition Social and Behavior Change (SBC) including designing compelling information messages (edutainment), culturally sensitive Information Education Communication (IEC) materials and mass media outreach, as appropriate, to effectively influence behavior change at the individual and community level;
    Ensure SBC concepts and/or messages achieve Nawiri objectives, such as increasing knowledge, changing attitudes, enhancing motivation to change behaviors, and increasing the perceived benefits of new behaviors. Lead in the research design, pretesting, production and distribution of SBC/IEC materials;
    Pursue other innovative ways to deliver compelling messages such as the use of schools and other culturally sensitive media/channels of communications to reach adolescent girls, women, youths and men;
    Develop and maintain harmonious relationship with partner organizations, line ministries and audience groups. This includes planning activities and coordinating closely with the greater Nawiri consortium partners and other USAID Programs;
    Monitor project implementation, document processes and achievements to ensure best practices are captured and disseminated;
    Regularly visit field activities to assess progress and provide formal and informal feedback;
    Compile and provide comprehensive project activities report.

    COLLABORATION AND PARTNERSHIPS

    Work collaboratively with all key stakeholders to develop and maintain good relationships, explaining USAID Nawiri roles when in liaising with County and communities during all phases of the program implementation;

    Ensure quality control of financial documents for completeness and proper referencing before archiving.
    Maintain petty cash and perform daily, weekly and monthly cash counts together with Finance and Grants Coordinator
    Ensure all finance documents are properly labelled, filed and stored in a clear and easily accessible manner following Field Finance Manual
    Submission of all original vatable invoices to Nairobi for VAT claim on timely basis for VAT claim
    Responsible for cash and bank vouchers filing, statutory audit reports and other financial documents filing and maintenance of filing system (Hard copy and electronic) according to MC Procedures; manage finance archives and ensure monthly update of the Finance archiving index
    Any other duty as may be assigned.

    Grants Management

    Assist with follow up for sub award compliance issues and audits and document resolutions.
    Ensure proper organization of sub award files
    Assist in sub award site audits and prepare site visits reports

    Minimum Qualification & Transferable Skills

    A diploma or degree in accounting or relevant business field.
    Minimum CPA II or other relevant accounting qualification.
    At least one year experience in accounting, bookkeeping or cashiering, including experience with double-entry accounting preferably in an international NGO.
    Familiarity with computerized, double-entry accounting software.
    Strong computer skills in MS Office programs, particularly Excel
    Accuracy in the processing of cash transactions, mathematical aptitude, and attention to detail.
    Excellent oral and written English skills.

     Success Factors
    A successful Finance Assistant will be a strong team player, with good communication and interpersonal skills. S/he will have knowledge on the application of best practices in basic financial management and knowledge of financial management software. S/he will be flexible, thorough have the ability to pay attention to details, proactively solve problems, follow procedures, meet deadlines, and work independently and cooperatively with team members and above all of high integrity.
