    The Position
    The program manager will be a senior member of the Mercy Corps – Energy 4 Impact programs and advisory team and will oversee the planning, budgeting, implementation, monitoring and reporting of specific projects for which he/she is responsible. He/she will also provide energy engineering advice to country programs and consultancy services to our SME clients, including solar PV system companies, mini-grid developers and productive use businesses.
    Essential Responsibilities

    Program Management

    Develop and manage relationships with key stakeholders including local partners, county governments, private sector firms, NGOs, financial institutions, potential donors and other institutional and research partners

    Technical Support 

    Provide technical support to team members and ensure compliance with Mercy Corps policies and procedures
    Provide technical advice to early and later stage SMEs, including stand-alone solar appliance suppliers, mini-grid developers, solar home system companies and others.

    Minimum Qualification & Transferable Skills

    Bachelor’s Degree in Environmental Science, Engineering, Business, Economics, Finance, or related degree. MA/S is advantageous.
    At least 5 – 7 years’ experience implementing donor funded projects
    Experience working with small businesses and/or energy SMEs and/or an understanding of renewable energy technologies and business models
    Experience in project development, financing, operation and maintenance of distributed solar energy systems
    Excellent organisation and project management skills. Ability to manage multiple programmes and client engagements, meet deadlines and allocate resources effectively
    Strong financial management skills with proven experience managing large budgets.
    Strong skills in developing accurate and timely reports to donors.
    High level of interpersonal skills and comfortable collaborating with senior level colleagues, SMEs, public agencies, and other stakeholders. Track record managing a diverse mix of professionals and different cultures.
    Superior communication skills, both verbal and written, and good oral presentation skills.
    Ability to effectively represent Mercy Corps and its interests to key stakeholders; proven ability to develop partnerships and effective relationships with industry stakeholders including SMEs, investors, donors, and other stakeholders.

    The Position
    The Senior Program Officer (SPO) will work with the FICCARS program team and implementing partners to ensure quality delivery of program outputs in alignment with the program plan. The SPO is primarily responsible for programmatic support to the Program Lead in coordinating the implementation activities and delivery of outputs by the program team and implementing partners as well as providing technical expertise on gender and social inclusion (GESI).
    Essential Responsibilities
    STRATEGY AND PLANNING

    Work closely with the program team and implementing partners to ensure effective implementation of activities and delivery of quality outputs.
    Coordinating program reporting by implementing partners, in particular tracking reporting deadlines, ensuring adherence to reporting quality requirements, and where needed, supporting them with report editing.

    PROGRAM MANAGEMENT

    Support the Monitoring, Evaluation and Learning (MEL) team to ensure effective monitoring, evaluation and reporting of program activities and results. This may include participating in MEL field activities and supporting analysis and reporting of evaluations where needed.
    Support the Program Lead with preparing interim and annual narrative reports to the donor.
    Support the Program Lead in ensuring the program is implemented in alignment with Mercy Corp’s program standards.
    Coordinate development and dissemination of knowledge products developed in the program.
    Lead co-ordination and planning of stakeholder workshops in the program. This includes co-facilitating the events with the program team and implementing partners.
    Oversee the filing and management of program documents as per the Record Retention policy.
    Support engagement with key stakeholders in the public and private sector and manage logs of engagements carried out throughout the program.

    COMMUNITY ACCOUNTABILITY AND REPORTING

    Support the program community accountability and reporting mechanism (CARM) focal person in sensitizing community members on the feedback channels available to them, including understanding how all feedback received is addressed.
    Submit face to face feedback to the CARM focal person for processing.
    Collaborate with the CARM focal person and the Ethics team in investigating and closing CARM feedback loops.

    RESEARCH AND LEARNING

    Coordinate research and learning initiatives by the program team and implementing partners to contribute to program’s learning and adaptation needs.
    Support the MEL team and Program Lead in coordinating periodic learning and reflective sessions to share monitoring data, lessons, and research findings with program stakeholders, and leverage the outputs from these sessions to improve the program.
    Support the private sector implementing partners with designing and implementing action research activities in the program.

    Minimum Qualification & Transferable Skills

    BA/BS or equivalent in gender studies, energy and/or environmental studies, international development, economics, or other relevant. MA/S is advantageous.
    4 to 6 years’ experience in international development programs. Experience implementing in Rwanda or Sierra Leone is advantageous. Experience implementing programs in urban areas is also advantageous.
    Knowledge and experience in implementing gender and social inclusion in development programs.
    Demonstrated ability to work with and communicate effectively with ethnically diverse team members of varied work styles.
    Ability to effectively represent Mercy Corps and its interests to key stakeholders.

    The Monitoring, Evaluation, Research and Learning (MERL) Advisor is a key, short-term position in Mercy Corps designed to support team transitions, and the nationalization of Timor-Leste’s MERL team. The MERL Advisor will be responsible for technical leadership on upcoming programmatic assessment, research and evaluation projects, and ensuring that MERL research deliverables are of a high quality and are delivered in a timely manner. S/he will support MERL inputs in proposal development and work with the 5-person Timor-Leste MERL team to refine indicator plans, tailor data collection tools and data flows, and build user-friendly dashboards for new programs. The MERL Advisor will also provide technical support to the MERL Manager and team to ensure that the country office meets Mercy Corps’ MEL Policy Minimum Standards and that Timor-Leste’s MERL systems, processes and practices contribute to improved program quality, performance, results and impact.

    BUSINESS DEVELOPMENT

    Lead document reviews and assessments to support upcoming new business opportunities.
    Assist in designing programs that incorporate Mercy Corps’ standards on design, monitoring, and evaluation.

    MERL SET-UP AND PLANNING FOR NEW(ER) PROGRAMS

    Lead the development of key MERL start-up deliverables, such as MEL Activity Plans.
    Ensure programs that are in the early phase of implementation have high-quality, well understood M&E plans, processes, and practices. Work with program and MERL team members to:

    Co-develop Performance Management Plans (Indicator Plans + Indicator Performance Tracking Tables);

    ASSESSMENTS, RESEARCH AND EVALUATION

    Lead/conduct specified assessments, research and evaluation projects, including design, data collection, analysis, synthesis and reporting.
    Liaise with consultants, program and MERL team members to ensure contracted/outsourced assessments are technically sound, accurate and meet the needs of Mercy Corps team members and donors.
    Support the capacity of national MERL team members to conduct analysis and derive insights.

    PROGRAM REPORTING QUALITY

    Coordinate with the Country Director, Director of Programs, MERL Manager and Program Managers to ensure that reports are timely, high-quality, and responsive to donors.
    Assist program teams in timely and accurate reporting to donors.
    Support national team capacity building and transitions through coaching in report writing and quality control of final written products.
    Conduct MERL quality reviews for specified programs focused on assessing M&E data collection and analysis practices, and adherence to minimum standards.

    Support the MERL Manager to ensure that Mercy Corps Timor-Leste meets or exceeds Mercy Corps MEL Policy Minimum Standards, and that Timor-Leste’s MERL systems, processes and practices contribute to improved program quality, performance, results and impact.
    Support the Timor-Leste MERL team to develop and maintain a system that improves the country’s ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves.

    The Position Summary

     Strategy, Leadership and Representation

    Communicate a clear vision of the USAID Nawiri program to Program program team members, government and other stakeholders that translates into concrete program coordination in implementation, adaptive learning and management.
    Represent the COP (Mercy Corps) and the program at the highest levels within the sub-counties, maintaining productive relationships with internal and external constituents such as private sector partners, county government, civil society, communities, and other stakeholders.

    Proven experience managing a large team with programmatic and operational functions.
    Deep familiarity with the local context in the ASALs. Direct experience in either Turkana or Samburu is preferred (for the Program applied for).
    Demonstrated ability and/or appetite to demand evidence and translate it into practice.
    Demonstrated ability to work with policymakers/practitioners on translating evidence into practice.
    Strong writing skills: ability to analyze and consolidate information into succinct and timely reports.
    Highly proficient English verbal and written skills; additional verbal proficiency in Turkana/Samburu preferred.

    Essential Job Responsibilities
    PROCUREMENT

    Daily handling of MC procurement activities at field sub-office level in close consultation with the Field Operations Officer.
    Collect quotations and bids from the field market for PRs as per Mercy Corps standards and formats.
    Directly interact with field vendors during solicitation of quotations – explain MC procurement standard forms/procedures and ensure that vendors are compliant with the same.
    Prepare the required documentation of procurement transactions and ensure compliance with MC standards.
    Maintain thorough procurement files as outlined in the Field Procurement Policies and Procedures. 
    Facilitate timely processing of due payments to vendors in collaboration with originators and finance department.
    Maintain an updated data base of field market prices of commonly procurement goods and services

    LOGISTICS

    General management of agency vehicles in close consultation with Operations Officer.
    Ensure that all field vehicles are safe and road worthy.
    Collecting and distributing of vehicle log-sheets to drivers; responsible for monthly compilation and submission of log-sheets to the Operations Officer
    Schedule vehicles use and movement plans to meet programmatic and operational needs.
    Oversee fuel purchase and closely track consumption in coordination with gas station(s)
    Organize regular service schedules for vehicles and ensure repairs are done in a timely manner.
    Responsible for ensuring fleet safety measures are fully implemented and adhered to in accordance with MC fleet management policy/SOPs.
    Ensure that security incident reports are completed and filed (if related to vehicles).

    General Position Summary
    The Samburu County Learning and Accountability Coordinator (CLAC) plays a key role in ensuring USAID Nawiri delivers responsive, well-informed and high-quality programming in Samburu. As a key member of the Collaborating, Learning and Adapting (CLA) Team led  by the Strategic Learning Lead, the CLAC Samburu is responsible for operationalizing USAID Nawiri’s Phase II CLA Strategy at the county level, ensuring the progressive integration of CLA principles and practices into all activities. The CLAC Samburu plays a leadership role in embedding and supporting a culture of collaborating, learning, and adapting across USAID Nawiri initiatives at county level, including by identifying and actioning innovative, cost-effective ideas for generating excitement and commitment to learning.

    Ensure the quality documentation of regular sense-making and reflection activities, both scheduled (e.g. weekly, monthly, quarterly progress review) and ad hoc (e.g. after action reviews), with mechanisms/processes that allow for the contribution of county and community stakeholders.
    Work with the Reporting Officer to ensure key insights, lessons learned, and corresponding adaptations are documented and shared in relevant donor reports (weekly, quarterly, annual) and other fora, as relevant.
    Collaborate with the CLAC Turkana to implement a learning agenda that drives progressive improvements in CLA practices and processes, while building a culture and enabling environment for learning.
    Collaborate with the program’s systems strengthening team to support program teams to develop, execute, monitor, learn from and progressively adapt plans for enhancing internal and external collaboration.
    Facilitate processes that inspire innovation in the development and testing of modalities/processes for addressing identified inefficiencies and bottlenecks in the adaptive learning cycle
    In collaboration with the communications team, support the program team and county counterparts to identify, capture, and package significant learning for sharing through publication, conferences, and other channels.

    Coordinate with the USAID Nawiri Turkana CLAC to develop and implement mechanisms and processes for inter-county learning (Samburu and Turkana).
    Coordinate with the county-based learning coordinators in Isiolo and Marsabit (under CRS-led USAID Nawiri Consortium) to plan for and organize cross-county learning exchanges and learning events

    MANAGEMENT & CAPACITY DEVELOPMENT

    Directly supervise and mentor the Adaptive Learning and Communication Officers in USAID Nawiri’s Samburu sub-county offices.
    Facilitate a culture of curiosity, learning and adaptive work planning and implementation with program teams; facilitate self-assessments of USAID Nawiri’s CLA “maturity” and help individuals’ teams develop and track action plans to enhance CLA capacity
    Build the program team’s capacity to identify unintended outcomes, collect high-quality qualitative and quantitative data, interpret findings from quantitative and qualitative analyses, and translate insights into implications for action.
    Build the capacity of program staff and stakeholders to facilitate learning activities and processes, including documentation of the same.

    REPRESENTATION

    General Position Summary
    The Finance and Grants Officer works under the guidance and supervision of the GIRL program director at the Africa regional office.  Key roles are project financial management, monitoring and reporting and Grants management. The F&S Senior Officer is an integral part of the Project Management Team of GIRL -H and works closely with the management, technical and operations field and country teams in Kenya, Uganda and Nigeria.
    Essential Job Responsibilities
    FINANCE

    Support the country teams in Uganda, Nigeria and Uganda. Accountable for all financial operations of the project, including accounting and reporting, cash management, and budget management.
    Manage financial operations of GIRL-H.
    Provide monthly management reports to the GIRL-H Program Director and country Program Managers, including expenditures by fund and country, sub grantee reporting and other financial information, in a timely and accurate manner.
    Ensure that the project financial operations comply with all Mercy Corps policies and procedures.
    Ensure that monthly transactions are reviewed and entered in the General Ledger accurately and on timely basis.
    Assist with monthly review and reconciliations of Staff advances and all the GIRL-H related expenditures.

     GRANT MANAGEMENT

    Oversee and coordinate management of sub-grant agreements and financial management of sub-grants.
    Responsible for processing of sub-grants and issuance of payments, transfers and transactions between consortium members as well as locally engaged partners.
    Oversee pre-award and post-award activities include asset control, timely reporting and contract fulfilment to check against payment.
    Work with GIRL-H program team to verify and track budget and expenditures vis-à-vis sub-grant awards and ensure proper reporting, documentation and overall deliverables are reviewed by Senior Management and signed off on prior to issuance of payment.
    Ensure consistency across sub-grantees on basic provisions and highlight issues that could be viewed as bias or discrepancies.
    Provide regular reports on GIRL-H issues, recommendations that need to be considered for operational adjustment.
    Work with Mercy Corps team members and sub grantees management teams to conduct ad-hoc audit review of GIRL-H field operations.
    Coordinate GIRL-H expenditure verification and project audits.
