    General Position Summary
    Program Admin Officer will provide general administrative support for USAID Nawiri (for program Heads and technical teams based in the country office/Nairobi) and across overall program operations and liaising with the National and County government in managing government agreements and other requirements.
    The position holder will provide targeted support for all USAID Nawiri teams in Addis and across the field offices in Turkana and Samburu (Lodwar and Maralal) where central teams are organizing activities, events or processes, overall program admin tasks including daily administrative workflows, logistical support for conference & meetings, and follow closely the procurements, finance and HR need of the project – as well as broader engagement with government as stipulated in detail in the job function section. 
    Essential Job Responsibilities
    General Project Administration:

    Manage the daily administrative workflow of the USAID Nawiri Project. This includes providing basic administrative support, including scheduling meetings, taking notes, managing letters and invitations, updating the team calendar with events such as training, completing forms, updating program documents, and streamlining Nawiri processes and procedures. 
    Conference/Meeting Logistics Support: Assist with the logistical coordination and planning of meetings and conferences (which includes venue arrangement, workshop materials, event participant travel & accommodation) working closely with Program team and Operations team.
    Procurement: Serve as the focal point for USAID Nawiri procurement processes. Assist Program team in procurement processes including procurement planning, raising PR and following closely with Procurement Coordinator the progress of ongoing procurements.  
    Travel: Assist travel arrangement for USAID Nawiri team, including reserving and booking flights, booking accommodation, preparing TARs and other travel details as necessary.
    Processing of SOWs and consultant agreements for project support, including interfacing with HQ on relevant sign offs.
    HR Support (Hiring): Assist USAID Nawiri CoP in recruitment process – which includes raising PRF for open vacancies and follow closely with HR for a timely recruitment process.
    HR Support (Team Movement & Leave Balances): Track USAID Nawiri team leave plans and, working closely with HR, update team leave balances. Also, provide a periodic summary update of team leave plans and balances with the USAID Nawiri CoP & Component Leads.   
    Perform other administrative duties as required 

    Team Coordination Support:

    Support cross-team administrative coordination: with the SMT, Field, program, operations and finance teams to ensure timely operations support for Nawiri Program activities implementation.
    Meeting Management and Notetaking: Manage the organization and record the details of all USAID Nawiri team meetings. This includes producing agenda documents (where required) , and taking notes during team meetings and disseminating them in a timely manner, always highlighting action points. Support following up on action points as necessary.
    Filing and Folder Tracking: Support Nawiri with structuring, updating and overall maintaining a filing system accessible to all program stakeholders. Ensure key files are appropriately maintained including, agreement documents with various NGO and Private sector partners, reports, research documents, discussion papers, videos, posters, etc.

    Communications Support:

    Team Communications: Assist the SMT and Field Directors in managing communication flows within and across program teams, including across Nairobi and county-based teams. Ensure communication flow protocols are in place.  
    Product Communications: Support communications team to publish, produce and distribute internal and external communications to facilitate learning throughout the project. Keep track and manage dissemination plans and progress against them. Procure graphics. Facilitate connecting with HQ digital library and posting on internal and external sites..  Ensure Nawiri information held within the site is accurate and up to date, creating communications resources when requested,

    Knowledge and Experience

    Five or more years of general administration or program support experience is required.
    A university degree or equivalent in a related field (economics, business, accounting, international relations) is required.
    Excellent oral and written English skills are required.
    Two years’ experience of related work with an international NGO is preferred.   
    Proven interest and commitment to humanitarian and development issues.
    Excellent organizational skills: the ability to work independently & productively in a fast-paced environment and to effectively see projects through from start to finish.

    The Position
    The Markets Systems Advisor will lead PWS’ markets-related work for both Mercy Corps and Save the Children, supporting implementing partners to apply market systems development (MSD) and market-based programming (MBP) approaches. As any implementing partner (IP) receiving BHA funding is eligible for PWS support, the Advisor will work across multiple agencies and countries. They will collaborate with local experts wherever possible, mutually strengthening capacities and allowing for the incorporation of contextualized knowledge and practices into tools and guidance. This includes organizing and leading training events, documenting and sharing MSD/MBP best practices, developing/adapting tools and guidance documents, supporting markets-related research activities, participating in communities of practice and/or learning groups, contributing to technical knowledge sharing events, and liaising with relevant technical networks, other USAID awards and local partners/institutions.
    Essential Responsibilities
    STRATEGY AND PLANNING

    Lead the development of PWS’ capacity strengthening, research and engagement strategy as it relates to MSD/MBP, including gathering information on gaps and needs through consultations, desk mapping and interviews with a wide range of implementers across the food security community
    Update and adapt the markets strategy as needed, to ensure PWS’ work remains responsive to implementers’ needs.
    Build external visibility and awareness around markets-related work, including representing PWS to senior leadership within Mercy Corps, across peer agencies, to USAID and other communities of practice such as the Market in Crisis working group.

    PROGRAM IMPLEMENTATION

    Support and advise IPs on applying MSD/MBP approaches to their activities, with a focus on agriculture, WASH and livelihoods interventions in both emergency and non-emergency contexts
    Lead knowledge sharing and training events (including ToTs, cross-visits, learning cohorts, markets mentorship). Ensure delivery of learning activities on time, target and budget, using M&E systems to reach desired impacts.
    Identify, document and disseminate best practice and lessons learned related to MSD/MBP interventions taking place in, or relevant to, BHA-funded food security programs, with a focus on agriculture, livelihoods and WASH.
    Develop and disseminate rosters of local experts, training institutions and organizations working on MSD/MBP in BHA contexts. Identify opportunities for local partners to collaborate with PWS and IPs on markets-related efforts.
    Identify best practices for engaging with local market actors in emergency and resilience programs
    Develop and/or adapt tools and guidance documents based on lessons learned, integrating local partners’ inputs to ensure materials are fit for context (including emergencies) and reflective of local knowledge and experience.
    Contribute to markets-related learning groups and communities of practice, including liaising with BEAM, Markets in Crises (MiC), the Cash Learning Partnership (CaLP), Global WASH Cluster’s market based programming group, the Global Cluster’s Cash and Markets Working Group, and Associate Awards HAEC, IDEAL and REAL, etc. to curate and disseminate tools and resources
    Support implementing partners during the Refine & Implement process, including: reviewing SOWs for markets and livelihoods-related studies and advising on assessments, analyses, and measurement approaches.
    Advise emergency and early recovery partners on tools and best practices for conducting rapid market assessments and support piloting of tools, analysis and application of results.
    Contribute to thought leadership on topics such as the sequencing and layering of cash and vouchers assistance (CVA) for livelihoods and for improved WASH coverage with market activities.
    Identify and disseminate relevant research studies and support sense-making workshops to aid IPs in understanding and incorporating findings into their own work.

    MONITORING, EVALUATION & IMPACT MEASUREMENT

    Support the maintenance of M&E systems, including ensuring data from PWS markets-related activities is accurately captured and organized..
    Implement activities to assess and document the impact of capacity strengthening, knowledge sharing and learning and interventions.
    Contribute to reflection discussions on the data findings and implications for adapting program approaches to ensure learning products and events achieve the greatest impact.

    FINANCE & COMPLIANCE MANAGEMENT

    Contribute to the maintenance of systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.
    Ensure compliance with USAID and Mercy Corps regulations.
    Draft and/or review scopes of work to hire and manage any technical consultants, including review for technical efficacy and contract budget.
    Lead the writing of relevant sections of the quarterly and annual reports to USAID.

    REPRESENTATION, THOUGHT LEADERSHIP AND PARTNERSHIP DEVELOPMENT

    Identify, build and manage strategic partnerships with USAID (within and outside DC) and USAID-funded programs, as well as with relevant partner programs, local experts and institutions, and learning networks.
    Represent SCALE and Mercy Corps with different stakeholders, including USAID in relevant practitioner and learning networks and at key events, as well as through developing industry wide papers, conference presentations, and online fora.
    Communicate effectively to ensure overall program targets and donor obligations are met.

    Minimum Qualification & Transferable Skills

    5+ years experience in market systems development
    Experience in designing and implementing market-based programs in emergency and non-emergency contexts, including in hard to reach rural areas, with demonstrated experience designing/conducting/overseeing market systems assessments, sales and marketing activities, and private sector development activities. Such experience should also include coaching and training others on these approaches. 
    Familiarity with agricultural markets and market-based sanitation required
    Exceptional facilitation and training skills, with experience designing curricula, tools and other learning/training materials for adult audiences in multiple country contexts
    Ability to work and collaborate effectively across multiple programs, partners and countries
    Experience applying social and behavior change (SBC) and/or human-centered design (HCD) principles a plus
    Familiarity with sanitation business models, product design, microfinance and/or financial product development strongly preferred,
    Previous experience with USAID/BHA funded food security programs preferred and in countries with USAID/BHA funded programming

    The Consultant will:

    Co-develop and support the design of an overall process and facilitation plan for Nawiri’s efforts to tighten program logic, implementation strategies, and workplanning processes to enable adaptive management and learning for collective nutrition resilience program impact. The consultant works closely with a Nawiri SLA and technical team to create and plan a facilitated process, with clear templates and examples of outputs.. The consultant advises on incorporation of best practices in resilience program cycle management to enhance the facilitation and outputs. The process should clearly inform Nawiri’s PREP 5 and learning plan:

    Review existing program documents to understand and assess how they can inform the facilitation plan. These include: draft program strategies, anchor group guidance/handbooks and program strategy framing documents related to refining program logic, and articulating program approaches.
    Support the design of a facilitation plan to refine program logic/nutrition resilience pathways around key target populations, linked to anchor groups (GIRL, Adapted Mother 2 Mother Support, REAP 4 Nutrition, BOY, Producer Groups). This should include finalizing prepared “generic” program logic pathways for population groups, anchored in strengthening access and use of resilience capacities towards nutrition resilience.
    Participate in the design of and help consolidate an example of expected outputs from program logic refinement as a key facilitation tool.
    Provide technical review of and help finalize facilitation tools and templates for documentation and capturing knowledge effectively for program planning and implementation Deliverable:

    Written inputs / feedback into agendas, facilitation plan and process design / approach

    Support the documentation and consolidation of logic into usable and understandable formats that teams will support teams in thinking through implementation strategies and learning plans.
    Facilitate review of SOP templates to facilitate integration of program logic and additional considerations related to targeting and work planning.
    The consultant will travel to Nairobi to deliver this work.

    The Position
    The STA for a Program Officer – Learning and Leadership will be an integral member of the Learning & Leadership team. The program officer will step in mid-way through our leadership program implementation period. Their primary responsibility will be to oversee the implementation of this year’s Women in Leadership (WiL) Program. The Women in Leadership program is running two cohorts simultaneously this year – one in English and one in French. The Program Officer will supervise two interns, each responsible for assisting with one of the WiL cohorts. The Program Officer will also provide targeted support for coordination across our learning programs, as needed. 
    The Women in Leadership (WiL) program is designed to meet the professional development needs of females in Mercy Corps, with the goal of creating a pipeline of female leaders who can fill leadership positions in their country programs. This virtual learning program utilizes live webinars and peer learning activities to deliver management and leadership modules aimed at building the capacity of female team members.
    Essential Responsibilities
    Project Management

    Manage the Women in Leadership Program implementation, monitoring, and program evaluation for the two 2023 cohorts.
    Collaborate with instructional partners, participants, and key stakeholders throughout the program.
    Oversee all logistical and administrative components of the programs with support from the Program Officer, Learning & Leadership Development.
    Support curriculum development and delivery on every level, including procuring, managing, and sharing learning materials from content providers.
    Provide ongoing support to participants focused on access, engagement, and wellbeing. Serve as the primary point of contact for all participants, responding quickly and with compassion, as needs arise.
    Manage all learning platforms and communications.

    Position Summary
    The Adaptive Learning and Communications Officer, Baragoi is a critical member of the USAID Nawiri CLA and Communications for Learning Team and the consortium Program Implementation Team in Samburu County. The position is responsible for ensuring the integration of collaborative, adaptive learning principles and practices into field operations at the sub-county level; this includes ensuring insights and lessons learned are captured, organized, packaged, and promoted to enhance program influence and impact.
    Essential Job Responsibilities
    Collaborative Learning for Action

    Work with the sub-county teams to ensure an adaptive learning approach is infused in the design, implementation, and reporting on all activities. This includes supporting program teams to integrate sense-making and critical reflection moments in routine program activities.
    Work closely with the County Learning and Accountability Coordinators and collaborate with the SSBC team to support program teams to organize knowledge exchange fairs that bring together program participants, USAID Nawiri teams, and other key stakeholders to share knowledge and promising practices and animate uptake. Facilitate after-action review; document and promote lessons learned for subsequent knowledge markets. Work with the M&E team and SSBC team to assess the success of knowledge markets for catalyzing behavior change.
    Work closely with the County Learning and Accountability Coordinators to conceptualize opportunities and plan, organize, and coordinate learning exchange visits for multi-disciplinary teams designed to broaden perspectives, build relationships, and trigger innovative ideas and commitments through shared action and experience.
    Identify opportunities for and coordinate local communities of practice.
    Work with the M&E team to develop a framework and plan for monitoring and evaluating communications and adaptive learning efforts
    Support the optimization of Mercy Corps’ community accountability and response mechanism (CARM) to the local context, and identify innovative ways of elevating the community voice in programmatic decision-making.

    Communications for Adaptive Learning

    On a quarterly basis, produce case studies that highlight how program staff and participants are applying the principles and practices of collaborative, adaptive learning to enhance collective action and amplify impact.
    Support technical working groups to package and promote insights and lessons learned through the execution of their learning agendas and adaptive learning plans, and work with the M & E team to monitor uptake.

    Content Creation, Management, and Dissemination

    Work with the technical / program team to develop and manage content for input into USAID Nawiri’s regular newsletter and weekly reporting of progress (to the consortium and the donor), as well as the county monthly newsletter.
    Support the county reporting officer to track USAID Nawiri’s visibility in external platforms, and work closely with the County Directorate to disseminate content through county platforms and other media channels to create visibility for the program.
    Work with the county reporting officer to identify and develop content for USAID Nawiri’s traditional media and social media platforms (Twitter, Facebook etc.)
    Collaborate with journalists and media outlets (print, TV, radio, web etc.) to capture and share learning and promote uptake in order to amplify USAID Nawiri’s influence and impact within and beyond Samburu and Turkana counties.

    Collaboration, Advocacy, Visibility

    Support the implementation and monitoring of program teams’ collaboration plans and facilitate learning sessions on the same
    Support program teams to work with identified CSOs, CBOs and champions to operationalize advocacy strategies, including through development of advocacy materials.
    Support the sub-county coordinator to conceptualize, organize, facilitate, and document joint donor and government monitoring and learning visits. This includes support to develop information packets, facilitation guides, and other materials.
    Ensure sub-county teams’ compliance with USAID Nawiri branding and marking requirements.

    Other Duties as Assigned
    Remain flexible and open to taking on new/different responsibilities USAID Nawiri evolves and progresses, especially as requested/ guided by the County Learning and Accountability Coordinator, Communications Advisor and Strategic Learning Lead. 
    Minimum Qualifications and Transferable Skills

    Recognized qualification in Communications, Journalism, or a related field. Masters will be an added advantage.
    Minimum of 3-4 years of progressive experience working in communications or public relations, preferably with a focus on learning and rural development
    Excellent track record in content development, copy writing and editing, demonstrated through submission of a portfolio of quality products in a variety of formats (e.g. blogs, articles, op-eds, press releases, videos, etc).
    Proven experience in developing and executing communications plans.

    The Jobtech Gender Expert works with jobtech platforms to ensure that their services create and improve livelihoods for young women. S/he work across the portfolio of partnerships with startups to assess how platforms can improve their services for young women, and provides hands-on venture-building support to startups with high potential to improve their gender inclusiveness or to create large numbers of jobs for young women. In summary, the Expert will:

     Understand and tackle barriers young women face in jobtech platforms.

     Specific Areas of Responsibility
    GENDER-INCLUSION STRATEGY DEVELOPMENT

    General Position Summary
    The community capacity building officer will be responsible for technical oversight and ensuring management for all activities related to community development, conflict management and peaceful co-existence around natural resource. S/he will define implementation strategies in coordination with the county government,  LMS project coordinator and other leadership team. The community capacity building officer will train WPCs after conducting technical capacity assessment. S/He will provide technical assistance based on identified gaps; and ensure that common strategies and approaches are applied consistently in all communities’ priorities as envisaged on ward based plans. S/he will coordinate closely with the M&E team to ensure that systems are in place to track, analyze and report results. The Officer will be required to keep abreast of the latest research and evolutions in the field of conflict management around natural resources and integrate new ideas and approaches as appropriate, seek additional technical assistance as needed and ensure effective working relationships with collaborating agencies.  S/he will work closely with NDMA on community participatory scenario planning,  our partner ACDI/VOCA and advocate the adoption of ward based planning approaches. 
    Essential Responsibilities
    PROGRAM MANAGEMENT

    Oversee the implementation of Ward Development Planning Process
    Capacity builds the WPCs to strengthen their governance and financial mobilization skills.
    Conduct WPC capacity assessment in collaboration with communities and county governments
    Contribute to teamwork plans and guide successful implementation of conflict management and natural resources management activities, ensuring teams follow work plans so activities are on time, target and within the approved budget, and program deliverables achieve desired impact;
    Conduct, participate in and/or update ward development process, involving a variety of stakeholders;
    In collaboration with National Drought Management Authority (NDMA) and county governments, facilitate discussions within communities aimed at promoting Disaster Risk Reduction approaches including for drought cycle management as important components to community resilience to shocks and other stress.
    Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate. Certify all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards;
    Work with adolescent girl groups and link with WPCs development agenda

    COMMUNITY AND COUNTY GOVERNMENT ENGAGEMENT

    Conduct community mobilization and sensitization for the WDP process
    Engage development actors  to resolve resource-based conflict and facilitate community dialogues
    Engage and support county government in the WDP process and ensure their participation and integration of plans into county priorities.
    Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.

    PROGRAM MONITORING

    Support MEL team to develop appropriate monitoring tools for the WDP process,
    Support participatory community-based monitoring in counties where initiatives are taking place – organize and coordinate capacity building in relation to community-based monitoring, including experience sharing 
    In coordination with the MEL team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact.
    Document best practices and lessons learned across counties and share with management and team members 

    COORDINATION

    Coordinate with procurement, logistics, security, finance, administration and human resources teams to ensure operational systems support field activities
    Support operations team to facilitate procurement of goods and services related to the WDP process and conflict management  

    INFLUENCE & REPRESENTATION

    Represent Mercy Corps at government, donor, NGO and other relevant events, in close coordination with the County project coordinator and country leadership. 
    Coordinate activities with consortium partners, sub grantees, local government, and other implementers, as well as with other Mercy Corps programs

    Knowledge and Experience

    BA/S or equivalent in development studies, Disaster Risk Reduction, Range management, conflict mitigation, social sciences or other relevant field;
    A minimum of three years of relevant professional experience in community development where there is Natural Resource based conflicts with hands on experience in working with ward development committees;
    Experience drafting contingency plans with communities in ASAL areas is required;
    Strong management skills, including effective personnel management, adaptive management coordination and decision-making Strong facilitation and consensus-building skills;
    Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques.
    Strong understanding of USAID compliance issues.
