    The Position 

    The Director, Regional HR Business Partner, is responsible for leading and managing the human resources function for the Africa Region. The Director, HRBP works closely with Regional Senior Leadership to understand the needs and objectives of the Country Programs to develop and implement HR strategies and initiatives that support the regional strategy and contextual needs of individual Country Programs, while remaining aligned with Mercy Corps’ global strategy.

    Essential Responsibilities

    Advocates for and represents all areas of Mercy Corps’ People strategy. Actively participate as a strategic leader and member of the Regional senior leadership team with input, oversight, and accountability for the HRBP and Employee Relations functions
    Work with the Regional Director and the Chief People Officer to guide the overall vision and approach of the People Team, delivering clear actionable plans aligned with program needs and the regional context, and gain support/ownership for that agenda with key stakeholders in the Region.
    Strategically develops and manages cross-departmental and cross-functional relationships and activities to ensure that the human resource function is well integrated into wider agency objectives.
    Developing capabilities of country HR teams and providing them with guidance and support to ensure that they are effectively carrying out their responsibilities.
    Providing guidance and support to managers and team members on a wide range of HR-related topics, such as performance management, employee development, All Voices survey and leadership development
    In collaboration with the Africa Regional Leadership team, Country Directors, and other People team functions like Talent Acquisition, Talent Management, Leadership and Learning, People Operations and Total Rewards identifies areas of opportunity to develop and implement programs that foster employee engagement and success for the region.
    Leverages and supports ongoing communication campaigns to strengthen the Global Human Resource team brand throughout appropriate digital, social media and in-person avenues within the agency. Apply lessons learned and best practices to achieve this objective at the country and regional level.
    Partner with the Employee Relations Team to ensure strategic decision-making and compliance in all performance and conduct related issues.
    Leverage Talent Acquisition, Talent Management, Leadership and Learning, and Total Rewards -to develop and implement programs which foster employee engagement and success
    Leading and assisting in the development and planning of organizational change/transformation, leading identification/framing of problems, creation of trusting relationships, action plan fulfillment
    Working with the HR leadership team to develop and implement organization-wide HR policies and programs, and ensuring that they are consistently applied across the region
    Analyzing HR data and metrics to identify trends and areas for improvement, and providing recommendations to senior leadership on how to address any issues or concerns
    Actively promoting the organization’s diversity and inclusion initiatives and working with the HR team to develop programs and initiatives that support a diverse and inclusive workplace.
    In addition to these specific responsibilities, the Director, Regional HR Business Partner must possess strong leadership skills, excellent communication and interpersonal abilities, and a deep understanding of HR best practices and regulations. They must also be able to work effectively in a fast-paced and dynamic environment and be able to adapt to changing business needs and priorities.

  • Data Analyst

    Data Analyst

    General Position Summary

    We are looking for a Data Analyst with a focus on OOM to join the MEL Team. The Analyst will work withing the Strategy Measurement team, which comprises staff members dedicated to OOM and OPIs. They will work under the supervision of the Strategy Measurement Lead, and in collaboration with Mercy Corps’ technical support unit (TSU) technical leads and other stakeholders, to lead the OOM analysis.
    The Analyst will refine the analysis framework to collect, analyze and summarize programmatic data from all outcome areas. A first framework was developed for food security programs, but it needs to be expanded to account for the remaining three outcome areas. The Analyst will also integrate inclusion and resilience themes in the analysis by leveraging case studies and primary research. The Analyst will work with the MEL Officer and the MEL automation team to analyze quantitative and qualitative data coming from programs – it is expected that more than 200 programs will be part of the analysis, with data often incomplete or incoherent.

    ESSENTIAL RESPONSIBILITIES 

    Organizational Outcome Measurement

    Establishing Global Analysis Framework for OOM
    Review the existing analysis framework and work with organizational stakeholders to update the analysis framework to ensure continued alignment with the organization strategy.
    Integrate resilience and inclusion themes (through indicators and result statements) into the framework and analysis.

    Data Gathering and Analysis

    With the support of the MEL Officer, develop a data collection, storage, and management plan to gather data from programs and other relevant departments, including research and learning and TSU.
    Develop a data analysis protocol across each OOM outcome area that is replicable in STATA, R or other common statistical analysis software.
    Analyze quantitative data from different program data sources including program indicator data, evaluations, and research studies This includes conducting aggregate data analysis of multiple programs as well as focusing analysis on singular programs
    Create data analysis products/results that are clear, easy to understand, and relevant
    Support qualitative data analysis from different program data sources including evaluations, research studies as needed.

    Organizational Outcome Measurement Data Dissemination and Reporting

    Create visuals for the report that are clear, easy to understand and relevant.
    Support the OOM report writing, including providing clear interpretations of data analysis
    Liaise with the MEL automation team to coordinate data gathering, cleaning, and analysis efforts.
    Liaise with key stakeholders to share findings, provide recommendations, and interpret results.

     Organizational Outcome Measurement Learning (15%)

    Document learning related to framework development and implementation (process learning).
    Refine the analysis framework based on feedback and learning.
    Support sense-making workshops and learning events with countries and regions (outcome areas learning).

     Support OOM and OPI initiatives (10%)

    Support indicators development in outcome areas.
    Work with the OPI MEL Advisor in integrating OPIs in the analysis.

    Supervisory Responsibility: 

    This position will not have supervisory responsibilities but will need to work in a networked leadership environment.

    The Position

    The Environmental Sustainability Manager sits within Mercy Corps global support services and is tasked with driving organizational-wide efforts at improving the environmental sustainability of our operations. They will work with senior HQ, regional and in-country leaders to hone strategies, implement plans and develop tools for related initiatives.The position is responsible for designing and leading change management processes and related activities towards our sustainability key performance indicators (KPIs) with HQ, regional and in-country teams.     Essential Responsibilities

    STRATEGY AND PLANNING

    Scope and gather current best practices already existing around sustainability and change management processes to smooth the up taking among Mercy Corps colleagues in different departments.
    Work with the senior leadership across global support teams to further develop strategies and work plans related to sustainability goals.
    Engage in-country leaders for input into strategies and build support for executing key components of the work plans.

    PIPELINE ANALYSIS & DUE DILIGENCE (80%)

    The Investment Officer will support the investment team in progressing investments through the entire investment cycle, from initial screening to due diligence and closing. This includes:
    Landscaping & Pipeline Analysis: Support the mapping of investment opportunities in specific priority sector(s) for Mercy Corps Ventures.

    Fluency in fundamental financial terms, understanding of financial statements, and ability to evaluate a company’s financial performance and dissect a financial model with minimal oversight and guidance.
    Comfort assessing valuation methodologies and running valuation scenarios, stress testing model assumptions and running scenario analysis would be ideal.
    You should possess an insatiable curiosity (and ideally some experience) in problem sets and solutions within fintech, web3, agtech, and/or climate-tech as well as a strong interest in venture capital in Africa.     The Position 

    The Research Lead will provide direction to Mercy Corps’ research and learning on economic opportunities, which includes a number of technical areas including cash, Market Systems Development (MSD), agriculture, youth employment and financial inclusion. They will be responsible for advancing Mercy Corps’ growing research agenda, partnerships, and portfolio on economic opportunities issues. The position engages strategically across the organization and externally to develop and drive research that is responsive to the major policy debates and knowledge gaps around program theories and practice. 
    A key element of this role is mobilizing the organization’s internal expertise, analysis, and research to drive program impact, identify scalable solutions, and influence external priorities and decisions. To this end, the Research Lead works closely with Mercy Corps’ Policy and Advocacy team, and collaborates with Mercy Corps’ Technical Support Unit, Media and Communications, Monitoring and Evaluation, and Crisis Analytics teams. In addition, they work closely with program and country and regional teams to identify relevant questions, ensure that evidence is being used in improving program strategies, and that new programs are designed to generate evidence for further learning and influence.
    The role will involve developing and managing original research products, in consultation with members from other teams. They will lead research and drafting of major long papers, shorter reports and quick-turn around analytical pieces. The Research Lead will contribute to new research grant opportunities and partnerships, to help expand the scope and impact of our research and influence around economic opportunities. 
    The position serves as a public thought leader, engaging externally with government, think tank, academic and institutional partners, to advance our evidence and analysis on economic opportunity issues. The Research Lead dedicates time to raising the profile of Mercy Corps’ research and evidence by giving high profile talks, participating in panels and research networks, and attending key external forums, as well as cultivating and deepening relationships with donors, policy makers, academics, and other evidence consumers. The position writes timely analysis, thought pieces, and other products, which maximize the impact of and learnings from Mercy Corps research.

    Evidence Generation

    Lead the implementation of the global research agenda on economic opportunities, in collaboration with Mercy Corps technical, policy, and program teams, as well as key academic and think tank partners.
    Collaboratively identify, design, and lead research opportunities that respond to our priority topics and questions on economic opportunities, and that connect to Mercy Corps’ programming.
    Manage and coordinate the work of external researchers, co-authors, data analysts, research assistants, and other consultants to execute and communicate studies on economic opportunities. 
    Lead or co-author program and policy-relevant research products, including technical reports, white papers, policy briefs, commentary pieces, op-eds, and other products tailored to key audiences. 

    Partnership and Resource Development  

    Promote Mercy Corps as a respected generator and consumer of research, as an organization that implements evidence based programming, and as the go to organization  for conducting credible and actionable research on economic opportunities in fragile contexts.  
    Act as leading external voice in contributing to and influencing policy and practice on economic opportunities issues based on our research and learning, including representation at key external program and policy forums.  
    Develop and advance partnerships with think tanks, academics, and other research entities that improve the credibility and reach of our studies, and strengthen relationships with and engagement of local research partners where Mercy Corps operates. 
    Establish and maintain strategic relationships with key consumers and users of our evidence, including peer NGOs, think tanks, and government officials.

    The Position

    The Technical Director for Africa is a senior leader providing significant technical direction and programmatic quality support to Mercy Corps’ 17+ country programs and initiatives across the continent. S/he works closely with the Regional Director (RD) and Deputy Regional Directors (DRDs) to ensure transformational change occurs through the combination of: programmatic impact in our communities; the ability to influence change makers at local and global levels; and a restlessness to innovate in search of better solutions. S/he will collaborate with the RD to build and sustain a cohesive regional management team ensuring the Africa portfolio is positioned for excellence in all programmatic functions across country teams. The Technical Director coordinates with program departments at the country, regional and headquarters levels to ensure that our program portfolio is of the highest quality and standards and that programs receive the support that they need. The Technical Director will champion Mercy Corps’ Program Management @ Mercy Corps and the agency’s quality standards to ensure that teams are driving transformational impact in the region by executing programs that are of the highest quality, with the latest technical interventions, program designs and generating documented evidence.     Essential Responsibilities
    STRATEGY AND PLANNING

    Work with the regional team to articulate an ambitious and compelling regional strategy for Mercy Corps in Africa.
    Contribute to the development of country level strategies that align with the regional strategy and Mercy Corps’ global Pathways to Possibility (P2P).
    Act as a key partner for the RD/DRDs to achieve an effective regional management team that delivers programmatic excellence and significant impact and influence in the region.
    Work with regional and HQ teams to develop regional research and learning priorities that are connected to regional and global strategic priorities.

    TEAM MANAGEMENT

    Supervise the regional technical support team (TSU) and the regional Program and Quality (PaQ) (CARM, MEL) team to work together as a cohesive regional program support unit to deliver technical support to Country teams.

    After the submission of its Year 5 PREP and three-year cost extension, the Nawiri program is working to scale implementation to 35 wards based on newly refined technical models in the form of intervention standard operating procedures (SOPs), and the team is looking for support in the following areas:
    Guidance for and framing of technical brief, success story, and learning product creation, including:

    Liaising with technical leads to unpack key technical approaches and existing data to understand gaps in Nawiri’s technical story
    Synthesizing additional qualitative data collection to fill these gaps through both technical and narrative storytelling
    Supporting the documentation, prioritization, framing, and production of learning products

    Mentorship around Nawiri resilience story identification, collection, and production

    Consultant Activities:
    The Consultant will:

    Provide technical backstopping around drought response technical brief (Jun):

    Led by CLA, contribute to and participate in key informant interviews with technical teams to support the framing of Nawiri’s approach and lessons-learned from the drought response, including outline, lessons-learned, and key messages

    General Position Summary

    LEADERSHIP AND MANAGEMENT ROLES

    Provide strategic environment compliance technical leadership to program technical advisors/managers including steering development and implementation of USAID Nawiri environment policies and strategies across USAID Nawiri consortium partners.
    Lead donor engagement and coordination on environmental compliance especially with Mission Environmental Officer (MEO) involving environment assessments, monitoring, and reporting. Represent USAID Nawiri on government and BHA compliance platforms to ensure harmonization of USAID Nawiri Environmental Strategy with Donor and Kenya Government.

    Lead development, coordination, implementation, and management of Phase 2 USAID Nawiri Initial Environmental Examination (IEE), Environmental Mitigation and Monitoring Plan (EMMP), Environmental Status Report (ESR). Climate Risk Management (CRM), and Water Quality Assurance Plan (WQAP).
    Manage the environmental mitigation assessment and climate change risk screening for high-risk projects such as water and irrigation systems within USAID Nawiri program target wards.
    Provide technical backstopping during the implementation of USAID Nawiri including supporting a variety of environmental mitigation and monitoring at all the stages of the implementation of the program. Work with Technical Leads, field program team to review project and activity plans, design, cost, and bid documents to ensure environmental factors and mitigation measures are integrated, and project documents and environmental documents are coherent.
    Build capacity of project and partner staffs on environmental donor strategies, program priorities, and technical requirements including process and approaches for effective integration of environmental safeguards in USAID Nawiri program strategy and implementation
    Assist and train the program staff on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, sustainability, biodiversity conservation and others.
    Support the process of any required environmental assessments from full Environmental Impact Assessments and Audits (EIA/EA) to more limited environmental reviews for activities that require environmental review. This includes revision of ESIAs and EMMPs of high-risk projects when/if required.
    Support in the development process of environmental safeguard guidelines and environmental mitigation measures to be used by USAID Nawiri staff and partners in the planning and implementation process of the project activities.
    Prepare guidelines, tools, and notes for use in the project based on relevant environmental policies, acts and regulations/directives of the Government of Kenya, USAID 22 CFR 216, and ADS 201.
    Coordinate with EIA consultants and relevant agencies for obtaining appropriate environmental permits and or certification/licenses e.g., NEMA.

    INFORMATION MANAGEMENT AND REPORTING

    Lead quarterly environmental monitoring and evaluation of program activities against environmental regulations and standards together with the M & E team, deliver a series of spot checks to ensure that proposed mitigation measures are properly implemented in line with the guidelines and unforeseen environmental and human health impacts are minimized. Prepare report (quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken and ensure that timely actions are taken.
    Provide technical assistance and deliver capacity building training to Nawiri, Government and partners’ staffs on environmental sound design and management (ESDM) and climate risk management to close knowledge/skill gaps and minimize the likelihood of risks and ensure the sustainability of the project.
    Compile environmental quarterly, biannual and annual reports on safeguards related issues as part of the program reporting.
    Prepare annual environmental status reports (ESR) to be submitted to the donor before the submission of PREP.
    Contribute to review of project theory of change (TOC) using evidence from the environmental monitoring assessment and results.
    Facilitate the preparation and updating of environmental safeguard lessons/results by USAID’s requirements.
    Ensure that all the required environmental indicators are properly aligned and tracked through the overall M&E plan.
