    General Position Summary

    The Environmental Safeguarding manager is responsible for tracking environmental compliance of program implementation which includes, working with the program team to identify the potential environmental impacts from proposed activities and identification of strategies to prevent and reduce those impacts considering Kenya´s national regulations, USAID 22 CFR 216 and ADS201.
    She/he will provide technical support and oversight to the development and review of mandatory USAID environmental compliance processes, climate change requirements as well as provide advice on environmental safeguards, climate adaptation and sustainability of the program interventions (protection, rehabilitation of natural resource conservation, yield and sustainability) and follow up on implementation through the development of environmental monitoring systems. Develop environmental compliance tracking tools such as specific intervention EMMP tools and ensure that they are integrated with broader Nawiri M&E systems.

    Essential Job Functions
    LEADERSHIP AND MANAGEMENT ROLES

    Provide strategic environment compliance technical leadership to program technical advisors/managers including steering development and implementation of USAID Nawiri environment policies and strategies across USAID Nawiri consortium partners.
    Lead donor engagement and coordination on environmental compliance especially with Mission Environmental Officer (MEO) involving environment assessments, monitoring, and reporting. Represent USAID Nawiri on government and BHA compliance platforms to ensure harmonization of USAID Nawiri Environmental Strategy with Donor and Kenya Government.
    Promote layering and integration of environmental discussions in USAID Nawiri management platforms such as Senior Nawiri Management, Technical Working Committees and County based program management structure.
    Lead development and review of Terms of Reference (TORs) and scoping plans for required activities’ Environmental and Social Impact Assessments (ESIAs), while providing oversight to recruitment of environmental consultants and required deliverables.
    Provide oversight in tracking USAID Nawiri environmental safeguarding budget and other allocated resources together with Nawiri finance team.
    Manage development of environmental documents including IEE amendment, pesticide evaluation report and safer use action plans (PERSUAP) for USAID Nawiri (when required) and ensure that they are implemented accordingly.
    Manage and take leadership in developing and guiding onboarding sessions to new USAID Nawiri local implementing partners on matter environmental safeguarding.

    PROGRAM IMPLEMENTATION

    Lead development, coordination, implementation, and management of Phase 2 USAID Nawiri Initial Environmental Examination (IEE), Environmental Mitigation and Monitoring Plan (EMMP), Environmental Status Report (ESR). Climate Risk Management (CRM), and Water Quality Assurance Plan (WQAP).
    Manage the environmental mitigation assessment and climate change risk screening for high-risk projects such as water and irrigation systems within USAID Nawiri program target wards.
    Provide technical backstopping during the implementation of USAID Nawiri including supporting a variety of environmental mitigation and monitoring at all the stages of the implementation of the program. Work with Technical Leads, field program team to review project and activity plans, design, cost, and bid documents to ensure environmental factors and mitigation measures are integrated, and project documents and environmental documents are coherent.
    Build capacity of project and partner staffs on environmental donor strategies, program priorities, and technical requirements including process and approaches for effective integration of environmental safeguards in USAID Nawiri program strategy and implementation
    Assist and train the program staff on environmental management, specifically focusing on strengthening institutional capacity, improving environmental quality and the sustainable management of natural resources, and promoting equitable solutions in managing commons such as climate change, sustainability, biodiversity conservation and others.
    Support the process of any required environmental assessments from full Environmental Impact Assessments and Audits (EIA/EA) to more limited environmental reviews for activities that require environmental review. This includes revision of ESIAs and EMMPs of high-risk projects when/if required.
    Support in the development process of environmental safeguard guidelines and environmental mitigation measures to be used by USAID Nawiri staff and partners in the planning and implementation process of the project activities.
    Prepare guidelines, tools, and notes for use in the project based on relevant environmental policies, acts and regulations/directives of the Government of Kenya, USAID 22 CFR 216, and ADS 201.
    Coordinate with EIA consultants and relevant agencies for obtaining appropriate environmental permits and or certification/licenses e.g., NEMA.

    INFORMATION MANAGEMENT AND REPORTING

    Lead quarterly environmental monitoring and evaluation of program activities against environmental regulations and standards together with the M & E team, deliver a series of spot checks to ensure that proposed mitigation measures are properly implemented in line with the guidelines and unforeseen environmental and human health impacts are minimized. Prepare report (quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken and ensure that timely actions are taken.
    Provide technical assistance and deliver capacity building training to Nawiri, Government and partners’ staffs on environmental sound design and management (ESDM) and climate risk management to close knowledge/skill gaps and minimize the likelihood of risks and ensure the sustainability of the project.
    Compile environmental quarterly, biannual and annual reports on safeguards related issues as part of the program reporting.
    Prepare annual environmental status reports (ESR) to be submitted to the donor before the submission of PREP.
    Contribute to review of project theory of change (TOC) using evidence from the environmental monitoring assessment and results.
    Facilitate the preparation and updating of environmental safeguard lessons/results by USAID’s requirements.
    Ensure that all the required environmental indicators are properly aligned and tracked through the overall M&E plan.
    Develop an environmental monitoring system scorecard system that cuts across all program units and work with project M&E staff on coordination of IPTT and EMMP monitoring.
    Lead in the development process of environmental safeguards guidelines to be used by USAID Nawiri staff and partners in the plan and implementation process of the project activities.
    Prepare guidelines, tools, and notes for use in the project based on relevant environmental policies, acts and regulations/ directives of the Government of Kenya and Reg. 216 environmental procedures.

     Knowledge and Experience

    Degree in Environmental Sciences, Environmental Planning and Management, Natural Resources management, Environmental Health and Environmental Engineering or related field. Additional experience may substitute for some education.
    Technical Training in Environmental Impact Assessment (EIA), climate risk and vulnerability, biodiversity conservations, natural resource management and environmental audit and sustainable livelihoods a plus.
    Minimum of 5 years relevant work experience, ideally with an international NGO, with relevant field-based experience in environment safeguarding sector.

    Program Summary 
    Mercy Corps has been a leader in the drylands of the Horn of Africa for the last decade, supporting households affected by climate change, drought, conflict and other challenges to adapt and thrive in the face of increasing shocks. Our programming focuses on strengthening livestock production and markets, enhancing food and water security, addressing gender inequality and youth opportunities, and strengthening devolved governance outcomes to support dryland communities to break from the cycle of humanitarian need and lay the foundations for a more food secure, resilient future. Working across Kenya, Ethiopia and Somalia, Mercy Corps will soon be launching our 12-year Regional Livestock Program (RLP), which looks to leverage the significant potential for livestock production and trade within the region by building vibrant regional livestock markets, strengthening livestock production and trade, supporting climate adaptation and enhanced regeneration and governance of rangeland in order to enhance household food security and livelihoods. 
    General Position Summary 
    The Women’s Economic Empowerment (WEE) Advisor for the Regional Livestock Programme to use their in-depth contextual understanding, technical and practical expertise and relationship building skills to define and support the collective delivery of a gender transformative program for women’s economic empowerment in the drylands of Somalia, Ethiopia and Kenya. The role will lead the program’s gender equality and social inclusion (GESI) strategy design and support to its implementation, providing technical guidance to all program components to ensure high quality programming that will advance gender equality and women and girls’ empowerment. The role provides leadership to ensure that the program is grounded in intersectional gender equality and social inclusion analysis and supports the design and implementation of gender transformative monitoring, evaluation, accountability, and learning systems to demonstrate impact, while sharing learning across our team and partners.
    Essential Job Responsibilities 
    VISION AND STRATEGY

    Work closely with the Program Director, Program Managers from the three countries, as well as program team and key stakeholders to develop a gender transformative program strategy and implementation plan for WEE.  
    Ensure that cross-cutting aspects of GESI and youth are included in the design of program activities across components.
    Participate in the development and implementation of program research and learning agenda, to build evidence and support the production of robust thought leadership on GESI and WEE.
    Lead adaptation or expansion of WEE activities in response to funding opportunities and budget changes
    Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.
    Support the program to implement Mercy Corps’ global Minimum Standards for GESI integration.

    TECHNICAL GUIDANCE FOR IMPLEMENTATION

    Provide oversight and guidance to the program implementation teams to ensure that thematic components are technically sound and grounded on GESI analysis; ensure the inclusion of women, men and youth from a diversity of identity groups and communities; and ensure that implementation methods are consistent donor guidelines and acknowledged good practice.

    Support the incorporation of GESI within the program’s operational policies and practices.

    The Regional GESI advisor is an ongoing role for the region. This position typically spends 50% of its time providing technical support to specific programs, while the remaining 50% of time is allocated to strategic support, country level capacity strengthening and program development.
    The Regional GESI Advisor will support country and regional teams to develop and advance GESI by working with regional leadership, country teams, global and regional technical support teams, and partners to: 1) provide remote and in-person technical support to Mercy Corps program teams to conduct GESI analysis , integrate GESI specific approaches into programs, and use data to achieve GESI outcomes; 2) facilitate capacity sharing support and mentorship to country and program level managers and GESI specialists and animate a lively community of practice group to promote cross-learning, resource sharing and collective visioning; 3) Support priority proposal development efforts to embed strong GESI transformative approaches from the outset of program design.
    This position will be the regional representative of the global Gender and Social Inclusion Technical Support Unit (TSU) team, and will work closely with the global team to ensure that Mercy Corps’ priority approaches and tools are effectively rolled out within the region.     Objectives:

    Review and analyze the existing learning reports from different geographies (Kenya, Uganda, Haiti, and Nigeria) and the different themes (Baseline & midline evaluations, Process evaluations, learning assessments, internal program reports, donor program reports and pause and reflect sessions reports).
    Consolidate the key learnings, findings, and recommendations from these reports into a comprehensive and coherent document.

    Expected Deliverables:

    Key Relationships

    The consultant will work under the direction and supervision of the Research & Evidence Lead who will be the consultant’s focal point-person, overseeing the consultant’s work over the period of engagement. The consultant will collaborate with the TSU Advisor (Adolescent Girls and Youth) who will provide technical guidance on the framing of products.

    Reporting Lines

    Guidance on this assignment will be collaborative and carried out under the overall guidance of the Research and Evidence Lead, in close consultation with the TSU Advisor (Adolescent Girls and Youth) and the Program Director. Progress meetings will be held between the consultant and Research and evidence Lead (weekly) to ensure that activities are on track, that objectives are being met, and are in line with overall Mercy Corps requirements.

    Desirable Experience

    Advanced degree in agriculture, economics, social sciences, demography, public health, or relevant field with 7-10 years of experience in conducting mixed-method research.
    Experience and knowledge in resilience, livelihoods, market systems, and programs in the global south is preferred.
    Fluency in speaking and writing in English will be considered an advantage.

    Test and integrate improvements to the MCV Venture Platform operating model:

    Propose strategies to increase efficiency in Venture Platform’s operating model (e.g what tasks can be automated, how to store and access key information, how do we scale while maintaining quality offerings)
    Build and manage tools that will improve Platform’s operations
    Continually iterate on internal processes to provide better quality support to companies in our portfolio, working closely with other MCV functions
    Track interactions and post-investment engagements, drawing out learnings on a regular basis.

    Generate insights and curate knowledge from Platform’s work with companies

    Carry out regular reviews of insights from Platform, consolidating and organizing resources that could be useful for portfolio companies.
    Research and build relationships with peers at other venture capital firms to identify best practices to deliver value to portfolio
    Develop key writing pieces to share our learnings and key findings with public audiences of peers, funders, and donors
    Contribute with key information and results to donor reporting

    Supervisory Responsibility
    This role may include the direct and indirect management of external consultants.

    Minimum Qualifications & Skills

    3-5+ years experience in the Sub-Saharan Africa tech and startup ecosystems. Working at a startup or closely with a startup team (i.e. accelerators, incubators, service providers).
    Hands-on operational experience with a proven track record of independent work helping a company advance, ideally with particular expertise in product development, business growth, people, and/or operational management.

    General Position Summary
    Mercy Corps is seeking a bold and innovative leader to be the Director of Programs (DoP) for Mercy Corps Kenya. The DoP is a senior member of Mercy Corps Kenya team tasked with developing new programs and managing a diverse, innovative and high quality portfolio. He/she is responsible for overall program performance and quality, ensuring that teams are implementing high-impact programs, and are tracking progress toward specific objectives, indicators and milestones. Guided by the Mercy Corps Kenya Country Strategy, the DoP will identify funding opportunities and developing proposals that strategically connect programs into a cohesive country portfolio. The DoP will support program teams to effectively coordinate with operations, finance and human resources functions from inception to close out. This position will place a high value on finding innovative solutions and building creative partnerships to development and humanitarian challenges. A market systems development and resilience approach is at the core of Mercy Corps Kenya’s programming strategy. The DoP will promote and integrate these approaches into program development and delivery. The Director of Programs will champion the Mercy Corps’ Cornerstones of Leadership to ensure that teams are driving transformational impact in country through groundbreaking innovations and influence in action strategies that positions Mercy Corps as the leader of change in Kenya and beyond.     Essential Job Responsibilities
    Strategy and Vision

    Support and contribute to the development and implementation of Mercy Corps Kenya strategy. Develop programs that aligns with the Mercy Corps Kenya Strategy.
    Provide support to the Country Director on matters pertaining to strategy, planning, budgeting, programming and management.
    Develop work plans and mobilize resources to achieve country strategy objectives.
    Promote thought leadership by ensuring that program innovations and successes are tested, analyzed, documented, and effectively communicated internally and externally.

    Program Management

    Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps’ principles, values, program guidelines and quality standards.
    Support the Country Director to strengthen program strategies and quality, partnerships, and accountability in accordance with Mercy Corps and donor policies.
    Ensure program implementation is on time, on target and on budget, using effective Mercy Corps (and other standard) program quality tools to achieve the desired impact.
    Ensure effective and transparent use of financial resources and timely, accurate and informative reporting in line with donor and Mercy Corps policies and procedures.
    Develop partnership frameworks, partner agreements/Memorandum of Understandings, and oversee partner capacity building.
    Coordinate with Mercy Corps teams and programs across the neighboring countries to implement cross-border and multi-country initiatives.
    Support all donor reporting and communications and track major grant milestones deliverables, cost share requirements, project burn rates and major procurements.

    Team Management

    Build a cohesive team spirit and culture among staff and delegate functions and responsibilities to them while ensuring achievement of program objectives.
    Maintain effective and positive internal communication with Mercy Corps staff in all field offices. Promote open and harmonious communication between departments, offices, and programs.
    Supervise and mentor program team in program design, implementation, monitoring and evaluation.
    Foster a working atmosphere conducive to professional growth and development of excellence at all levels.
    Connect teams to ideas, partners and resources to drive creative solutions for greater impact.

    Influence, Representation & Fundraising

    Identify and lead on fundraising opportunities, including developing partnerships and proposal writing.
    Develop and nurture culturally sensitive internal and external relationships and networks to ensure optimum communication and program success.
    Explore, evaluate and present innovative funding opportunities that support the country strategy.
    Identify, build and manage collaborative partnerships with donors, government partners, consortium partners, sub-grantees, and other stakeholders.
    In coordination with the Country Director, partake in representation role on specific coordination working groups or forums.

    Finance and Compliance Management

    Ensure compliance and transparent use of resources in line with donor and Mercy Corps policies.
    Monitor and adherence to grant agreements, Mercy Corps’ policies and procedures and other relevant regulations, including those of the Government of Kenya.
    Work closely with support functions in Kenya, regional and headquarters to ensure highest compliance and program performance.
    Work with Program Managers on proper budget management, including forecasting and procurement planning.

    Security

    Ensure compliance with security procedures and policies as determined by country leadership.
    Proactively ensure the well-being of team members and ensure they are aware of policies to help manage insecure environments.

    Organizational Learning

    As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve, we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.

    Knowledge and Experience

    Proven track record in diverse program and team management; successful proposal writing and program development.
    BA/S or higher in management, international development or other relevant field.
    At least 10 years of programming experience, including at least five years in a senior management position.
    Experience managing development and humanitarian programs as well as transitional programs in insecure areas affected by conflict.
    Experience managing programs in relevant technical area(s) including food security, natural resources management, resilience, market systems development, gender, climate change, livelihoods, and financial services.
    Strong understanding of private sector engagement in development programming and the use of a locally led/localization approach for sustainable development.
    Strong M&E skills in developing and executing effective and timely monitoring systems, both at the program- and country-level.
    Conversant with major donor requirements and compliance especially USAID, FCDO, EC and other institutional and foundation donors.
    Strong management skills with good understanding of relevant cross-cultural issues.
    Demonstrated attention to detail, ability to follow procedures, meet deadlines and work both independently and cooperatively with team members.
    Strong understanding of conflict sensitive program mainstreaming and gender and protection mainstreaming would be an advantage.
    Experience in Kenya highly (especially in the Arid and Semi-Arid Lands ASALs) preferred.
