    The Partnership and Capacity Building Manager will be responsible for spearheading USAID Nawiri program’s localization strategy through nurturing partnerships with local organizations and community groups involved in nutrition and resilience initiatives. The role involves assessing partner capacities, designing tailored capacity development programs, and providing ongoing support to enhance their skills and capabilities. The manager will promote collaborative efforts among stakeholders, integrates partner activities into the program’s strategy, monitor progress, and facilitate resource mobilization to ensure effective and timely support is provided to the local CSO to improve their contribution and impact to the program’s goal of sustainably reducing persistent acute malnutrition as well as their long – term capacity.     Essential Job Responsibilities
    PARTNERSHIP DEVELOPMENT

    Identify, establish, and maintain strategic partnerships with local organizations and community groups involved in nutrition, food security, and resilience programs.
    Cultivate strong relationships with partners to ensure alignment with program goals and foster collaboration.

    COORDINATION

    In collaboration with the Snr Director, Program Performance and Quality, Director of Implementation and Nutrition Resilience, Systems Strengthening lead and Field Directors organize quarterly program performance meetings with program implementation partners.
    Submit quarterly performance reports to program leadership on partnership activities, achievements, challenges, and lessons learned.

    PROGRAM MANAGEMENT AND IMPLEMENTATION

    Collaborate with the program team to integrate partner activities into the overall program strategy.
    Monitor and evaluate the performance of partners through joint field visits, data quality audits, performance review meetings to assess the impact of capacity building initiatives and identify areas for improvement in line with the program goal and objectives.
    Develop and maintain a database of formal and informal civil society organizations.
    Oversee the capacity assessment of identified organizations using Mercy Corps Organizational Capacity Index Tools.
    On the basis of the findings, provide strategic program guidance and technical support for the CSO capacity building portion of the program, through provision of support to field staff and partner organizations as required to effectively engage in resilient activities, in coordination with the PM.
    Develop and/or refine existing CSO capacity building curriculum to fit local context and capacity and oversee its delivery in collaboration with program staff.
    Refine organizational development tools and recommend best approaches for the staff and partner capacity development, building on existing Mercy Corps knowledge and experience.
    Facilitate peer-to-peer knowledge sharing and support during field visits, training and other forms of staff capacity-building activities in coordination with the program team.
    Provide inputs in refining the existing organizational development, monitoring and evaluation by incorporating conflict sensitive approaches and gender sensitivity, based on field feedback, effectiveness in the field, and appropriateness to ensure civil society organizations are being strengthened to meet program objectives.
    Identify and support mechanisms for effective project monitoring and evaluation efforts and systems for information sharing internally and externally.
    Support the development and implementation of civil society advocacy plans.
    Abide by all security protocols and assist in ensuring their implementation by other staff.
    Maintain professional conduct at all times to ensure Mercy Corps reputation and its humanitarian mission is upheld.

    Knowledge and Experience

    BA/S or equivalent in social sciences, program management, international development, organizational development or other relevant field; MA/S preferred.
    5 – 7 years of experience with at least 3 years of progressive experience working in partnerships and capacity building development and/or program management for INGOs in humanitarian, development sectors or related fields. Experience in institutional capacity development, gender and/or working with a consortium of partners in similar contexts would be an added advantage.
    Good understanding of capacity assessment methodologies and capacity building frameworks including ability to inform training content and method of organizational development.
    Ability to coordinate with internal and external actors to facilitate capacity building, when needed.
    Conversant with the local context, culture, and dynamics of the communities in Samburu and Turkana Counties.
    Excellent written and oral communication, negotiation, interpersonal skills, to build and maintain relationships with diverse stakeholders.
    Demonstrated ability in design and delivery of capacity building initiatives and training programs for local civil society organizations (CSOs)
    Proficiency in monitoring and evaluation techniques to assess program impact and effectiveness.
    Excellent organizational skills and ability to work independently in a fast – changing environment as well as part of a multidisciplinary team, manage time and execute tasks effectively.
    Proven track record in staff and stakeholder training and capacity building and TOT training.
    Strong leadership and project management skills. Relevant certification is desirable.

    Program / Department Summary:
    With funding from USAID’s Bureau for Humanitarian Assistance (BHA), Mercy Corps is leading a consortium of Kenyan and International partners in implementation of Nutrition in ASALs Within Integrated Resilience Institutions (Nawiri) program, a $145 million (USD) Resilience Food Security Activity (2019 – 2027), which aims to sustainably reduce persistent acute malnutrition in Turkana and Samburu Counties of Kenya.
    Through a phased approach that emphasizes evidence gap analysis, as well as partnership, learning, and co-creation, the program takes a robust county-centered design with government leadership, active engagement from communities, the private sector, and civil society. During phase I of the program, USAID Nawiri commissioned various studies to improve understanding of the complexities and interplay of the causalities contributing to persistent acute malnutrition in the two Counties. The evidence generated from the studies informed the design of the program interventions with the aim of strengthening nutrition resilience of individuals, households, and local communities by bridging critical knowledge gaps and transforming practices.
    The Mercy Corps – led consortium consists of Save the Children, Research Triangle Institute (RTI), the BOMA Project, African Population & Health Research Center (APHRC), Caritas Lodwar and other local implementing partners bringing together global leadership, research capacity, technical expertise, and implementation experience necessary to partner with local institutions to test, adapt, and scale evidence-based solutions. Together we will sustainably reduce persistent acute malnutrition for vulnerable populations in Turkana and Samburu Counties.
    General Position Summary

    Under the supervision of the Field Director, the Safeguarding and CARM Officer will work on establishing and strengthening the accountability system for the Nawiri program in Mercy Corps Kenya. S/he will be managing day-to-day accountability feedback mechanisms that includes handling of beneficiary feedback and building a feedback loop into adaptive program management. S/he will be responsible for implementing Safeguarding prevention initiatives and facilitating the integration of safeguarding across different functions in the program. She/he will lead the implementation of safeguarding and CARM activities in the two Counties and will be responsible for internal and/or external referrals, compiling reports on processed feedback and providing recommendations to the program for improving timely response.
    Essential Responsibilities 
    SAFEGUARDING PREVENTION

    Facilitate safeguarding training and capacity building sessions for program staff, partners, short-term workers, contractors, vendors, and consultants; in collaboration with the Mercy Corps Country PaQ Manager/ Country Safeguarding Focal point, Country CARM Officer, Safeguarding champions, and the Ethics Assurance Manager.

    Facilitate and coordinate awareness and sensitization sessions for program participants and community members on Mercy Corps Safeguarding commitment in collaboration with safeguarding champions.
    Support in conducting Safeguarding and CARM induction for newly recruited program staff, volunteers, local implementing partners organizations, stakeholders and partners including Safeguarding Champions and CARM focal points from the sub – field offices in collaboration with the PaQ Team.
    support in the Country Focal Points in updating the County Programs Safeguarding risk analysis and mitigation plans in collaboration with the Mercy Corps Country PaQ Manager/Safeguarding Focal point, CARM Officer, Nawiri Gender, Youth and Social Dynamics Lead and Gender officers.
    Provide technical support and oversight of Safeguarding Champions and CARM focal points in sub – field offices.

    Ensure availability and dissemination of safeguarding / CARM IEC materials in all strategic implementation areas in collaboration with the Safeguarding Champions and CARM focal points.
    Consolidate and report the program face to face feedback, including feedback logged in issue logs and in suggestion boxes and share it with the Country CARM Officer for log-in into the Country CARM Database.
    Share monthly and bi-monthly safeguarding and CARM dashboard reports, learnings and discuss areas of adaptions the program teams and partners.

    SAFEGUARDING MAINSTREAMING

    Facilitate the implementation of the Safeguarding Core Standards in collaboration with the Mercy Corps Country PaQ Manager/ Safeguarding Focal point, Country CARM Officer, Safeguarding champions, and the Ethics Assurance Manager
    Act as an ambassador for Safeguarding/CARM at all times.
    Ensure safeguarding/protection issues are integrated in program design and implementation by sharing protection and safeguarding concerns with relevant program team members and technical leads.
    Conduct supervision and monitoring visits to program implementation sites to ensure safeguarding/CARM implementation and adoption is in place.
    Maintain accurate records of the number of staff, partners, volunteers, contractors, vendors, consultants, and other parties trained in safeguarding and child protection and submit the same to the PaQ Manager/Safeguarding Focal Point and Country CARM Officer.
    Support staff to take proactive steps to ensure that all program activities identify and mitigate the potential risks.

    DESIGN AND IMPLEMENT CARM SYSTEM AND TOOLS

    Support implementation of community accountability reporting mechanisms to capture feedback from program participants, community, and stakeholders, including complaint handling mechanisms and data management systems in line with the approved Country CARM SoP.
    Communicate and disseminate feedback/complaints standard operating procedures, policies, and tools as appropriate to program participants, program staff and other stakeholders.
    Maintain accurate and up to date records of feedback received and actions taken in response to feedback.
    Support MEL and program teams in utilizing the community accountability and reporting mechanisms to advance learning and adaptation.
    Conduct regular analysis of feedback received from in program participants, community, and stakeholders to identify trends, issues and areas of improvement.
    Develop and implement capacity building initiatives for staff and partners on community accountability and reporting mechanisms in collaboration with the Country CARM Officer and PaQ Manager.
    Develop and maintain relationships with stakeholders such as community representatives, local authorities, and other partners to promote the use of the community accountability mechanism.
    Regularly assess the effectiveness of all the feedback channels (both for MCK and partners) by evaluating the community level of awareness on CARM at relevant frequency and incorporate findings into revised approaches in collaboration with the Country CARM Officer and PaQ Manager.
    Follow-up with relevant stakeholders on agreed upon system corrections, adjustments, and actions, informing, and strategizing with the PaQ Manager and Country CARM Officer.
    In collaboration with program teams develop program specific strategies to provide beneficiaries, communities, partners and stakeholders with available information on CARM and feedback channels throughout the program cycle with clear repartition of tasks.
    Organize CARM technical meetings to discuss emerging issues and adjust the system based on evidence from the field.
    Ensure visibility of the CARM system within the organization, community, partners and stakeholders.
    Develop training materials and conduct accountability related training in collaboration with the Country CARM Officer and PaQ Manager.

    REPORTING

    Provide timely feedback to safeguarding co-investigator, Country CARM Officer, the program participants and stakeholders, whenever required.
    Work with Country PaQ Manager/Safeguarding Focal Point, CARM Officer, Safeguarding Co-Investigator and Regional Safeguarding Advisor to ensure timely feedback on concerns raised by communities regarding program activities to program teams and Mercy.
    Ensure CARM Monthly Dashboard and Bi-Monthly Narrative reports are shared with relevant stakeholders including, safeguarding champions and CARM focal points, program team members, partners and other stakeholders at the County level.
    Communicate with the safeguarding focal point after a disclosure to ensure an appropriate referral is made, when needed.

    STAFF TRAINING AND CAPACITY BUILDING

    Develop CARM training modules that help staff and partners understand the importance of a feedback mechanism, how to use it and how to respond to feedback.
    Conduct training and awareness sessions for staff and partners to ensure they understand safeguarding and CARM and how to report effectively.

    Discuss and review lessons learned with the program teams, CLA Coordinator, Mercy Corps Country PaQ Manager/Safeguarding Focal Point and Country CARM Officer and on a monthly and/or quarterly basis.
    Coordinating with program Field director, Deputy Field Director, Field Coordinators, M&E Coordinator, and other relevant staff to ensure that CARM feedback is integrated into program design, monitoring and evaluation.

    Scope of work

    Needs Assessment and Analysis.

    The consultant will conduct a comprehensive assessment to precisely identify the specific social behavior changes the program aims to address. This will involve conducting formative research to gain insights into the beliefs, attitudes, and behaviors of the target audience.     Community Engagement

    The consultant will collaborate closely with local partners, community leaders, influencers, and stakeholders, seeking their support and active participation in Social and Behavior Change Communication (SBCC) initiatives. The consultant will organize a range of community events, including workshops, focus group discussions, and meetings, fostering dialogue to gather valuable insights and feedback while simultaneously raising awareness about the program’s objectives. This strategic approach aims to ensure robust community involvement and support for effective SBCC implementation.
    Draft a TOR to a selection of different champions such as social media influencers, male champions, and media firms.
    The consultant will work closely with the GIRL-H Program Team to create a compelling and engaging creative country-specific concept for the SBCC campaigns. This concept will serve as the foundation for all campaign materials and activities to support the rollout of the SBCC campaigns. This should include developing the campaign creative concept, writing the scripts, developing storyboards, designing materials to creatively convey the key message, pretesting messages/materials, preparing and implementing a comprehensive media plan, developing the social media calendar, and proposing monitoring and evaluation approaches for the campaign.
    The consultant will support the M&E team in identifying relevant indicators and setting measurable targets for the campaign. They will conduct regular reviews and analyze data to assess the effectiveness of the strategy and adjust as needed. Working closely with the M&E team, the consultant will ensure the campaign aligns with goals and objectives and enhances its impact. Their involvement in monitoring and evaluation will ensure the campaign remains evidence-based and continuously improves to achieve behavior change outcomes.

    General Position Summary

    The Senior Program Manager is a key member of the Sauti senior management team.     KNOWLEDGE MANAGEMENT AND COMMUNICATION

    Work closely with the MEL Manager, and consortium partners, to ensure that effective M&E systems and processes are embedded within the programme implementation unit and that data is collected, analyzed, and used to inform ongoing adaptation of programme strategies and delivery approaches.

    TEAM MANAGEMENT

    Establish leadership, direction and personal credibility of Mombasa based staff; implement and maintain a clear chain of authority and accountability;
    Supervise and provide “hands on management” of programme teams and provide support and training in all their activities. Assist in the development of their professional skills and conduct staff reviews as appropriate.
    Oversee the development of programme and staff work plans with an emphasis on excellence and achievement, encourage a team culture of learning, creativity and innovation and ensure regular one-to-one sessions and performance reviews to review progress and resolve any concerns or issues;

    OFFICE MANAGEMENT AND OPERATIONAL LEADERSHIP

    In conjunction with the COP and the Operations Director in Nairobi, ensure Mombasa field operations are running smoothly and team members are getting the support and guidance
    they need. Ensure full compliance with Mercy Corps systems.
    In collaboration with the COP, Operations Manager and Regional Security Advisor monitor security developments and report to Mercy Corps Senior Management as per the Mercy Corps Kenya security procedures and protocols;
    Ensure compliance with security procedures and policies as determined by country leadership.
    Maintain close cooperation with the Finance and Procurement teams and other staff to ensure maximum benefit to the programme and full compliance with all the established operational, administrative and financial policies and procedures;
    Exercise sound judgment to ensure programme expenses are reasonable, allocable and prudent. Ensure all programme funds are spent in accordance with donor rules and regulations.

    FINANCE AND COMPLIANCE

    Ensure compliance and transparent use of resources in line with donor and Mercy Corps policies; manage implementation budgets in compliance with donors regulations while applying financial flexibility to meet program needs.
    Monitor program activities to ensure adherence to grant agreements, Mercy Corps’ policies and procedures and other relevant regulations, including those of USAID and the Government of Kenya.
    Ensure all interventions adhere to Mercy Corps’ Gender Policy, Safeguarding and Do No Harm principles, and beneficiary accountability standards.

    INFLUENCE AND REPRESENTATION

    Lead the socialization of the program with Government stakeholders, and local partners ensuring necessary approvals and collaboration as required.
    Contribute to program visibility and advocacy work by assisting in the dissemination of program research and learning information. Represent Mercy Corps in forums with the broader humanitarian and development community.

    The Position Summary

    The Senior Finance and Grants Officer is responsible for conducting pre-award assessments, post award management and close outs for Sauti subcontracts and sub awards. The Senior Finance and Grants Officer is responsible for review of financial files/records both soft and physical to ensure that partner files are up to date.

    Essential Job Responsibilities
    Process

    Conduct day to day management and implementation of the grants work plan under Sauti.
    Propose revisions to grant processes and procedures based on experience and lessons learned and coordinate proposed changes with the Finance and Grants Manager.

    Pre-Award

    Participate in the solicitation and selection of sub recipients and subcontracts, working closely with the technical team to identify potential areas of support, eligibility and evaluation criteria
    Work with selected grantees to ensure budgets are in line with program activities and that costs are reasonable, allowable and allocable.
    Conduct due diligence assessments on all grants including business feasibility, evaluate environmental requirements and pre-award assessment of financial responsibility to ensure sub recipients have the capacity to comply with the terms of subcontract agreement, is free of conflicts of interest and are eligible organizations.

    The Women’s Economic Empowerment (WEE) Advisor for the Regional Livestock Programme to use their in-depth contextual understanding, technical and practical expertise and relationship building skills to define and support the collective delivery of a gender transformative program for women’s economic empowerment in the drylands of Somalia, Ethiopia and Kenya. The role will lead the program’s gender equality and social inclusion (GESI) strategy design and support to its implementation, providing technical guidance to all program components to ensure high quality programming that will advance gender equality and women and girls’ empowerment. The role provides leadership to ensure that the program is grounded in intersectional gender equality and social inclusion analysis and supports the design and implementation of gender transformative monitoring, evaluation, accountability, and learning systems to demonstrate impact, while sharing learning across our team and partners.
    Essential Job Responsibilities 
    VISION AND STRATEGY

    Work closely with the Program Director, Program Managers from the three countries, as well as program team and key stakeholders to develop a gender transformative program strategy and implementation plan for WEE.  
    Ensure that cross-cutting aspects of GESI and youth are included in the design of program activities across components.
    Participate in the development and implementation of program research and learning agenda, to build evidence and support the production of robust thought leadership on GESI and WEE.
    Lead adaptation or expansion of WEE activities in response to funding opportunities and budget changes
    Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed; promote and model a culture of learning and adaptive management.
    Support the program to implement Mercy Corps’ global Minimum Standards for GESI integration.

    TECHNICAL GUIDANCE FOR IMPLEMENTATION

    Provide oversight and guidance to the program implementation teams to ensure that thematic components are technically sound and grounded on GESI analysis; ensure the inclusion of women, men and youth from a diversity of identity groups and communities; and ensure that implementation methods are consistent donor guidelines and acknowledged good practice.
    Deliver regular training and ongoing mentorship to program team members and partners to promote capacity, ownership, and commitment to GESI and WEE-related best practices.
    Support field monitoring and conduct periodic qualitative reviews on the strategic direction of GESI-related activities.
    Oversee program-level partnerships specific to WEE strategy and intervention approaches. 
    Support RLP Monitoring and Results Measurement Manager, Program Director and country-level Program Managers to interpret monitoring results and relevant study findings to strengthen WEE approach, intervention design and partnerships (i.e. adaptive management to support WEE).
    Regularly review program workplans, reports and data collected, analyzing outcomes and desired impact making crucial recommendations to maximize gender transformative potential.
    Work closely to guide and support the program’s Monitoring & Results Measurement and Learning teams to design and implement a MRM system appropriate for a gender-transformative program; to carry out GESI analysis; to develop innovative program quality and monitoring tools; and to conduct monitoring and evaluation activities using participatory methodologies that promote GESI.
    Contribute to donor reporting and ensure submission of reports that effectively communicate the program ’s GESI work, with a focus on youth and WEE across all program components.
    Support the development of knowledge management products to increase the program’s understanding of successful implementation strategies; distill learnings and evidence generated into program guidance and thought leadership for internal and external consumption.
    Support the incorporation of GESI within the program’s operational policies and practices.
    Support the execution of the WELI/WELBI baseline, including data collection, analysis, and development of recommendations. Work closely with the team to ensure early level engagement and subsequent integration of findings into the project’s work-plan.
    Conduct a GBV risk analysis and ensure that recommendations for mitigation are integrated in the program’s strategy and the project’s work-plan. Ensure that all staff and partners are trained on safeguarding and understand their roles in protecting program participants from sexual exploitation and abuse.

    Management & COORDINATION

    Supervise and mentor GESI and women economic empowerment staff involved through technical visits, and coaching sessions.
    Ensure that program and country staff understand are familiar with and have the skills to contribute to the integration of Mercy Corps’ GESI Minimum Standards.
    Liaise with key external stakeholders to include their input on GESI, youth and WEE perspectives in all aspects of program activities.

    EXTERNAL REPRESENTATION

    Represent Mercy Corps and the program at relevant external meeting and events, including in GESI-related networks and coordination bodies.
    Lead in documenting and coordinating information dissemination activities that share program achievements in and results with the aim of influencing decision and policymakers.
    Prepare and deliver presentations to stakeholders about program approaches, best practices, and learnings related to gender equality, diversity, and inclusion.

    Security
