    General Position Summary

    The Program Officer will be responsible for technical oversight and management of the livelihoods, Natural Resource Management and Resilience activities, peace and social reconciliation activities, and capacity building of consortium members on Mercy Corps proven assessment modes and program methods. S/he will define implementation strategies in coordination with the Program Coordinator and consortium team. The Program Officer will train staff, partners, and community groups, providing them with technical assistance; and ensuring that common strategies and approaches are applied consistently in all communities. S/he will coordinate closely with the PaQ team to ensure that systems are in place to track, analyze, and report results. The Program Officer will keep abreast of changing contexts and integrate new ideas and approaches as appropriate, seek additional technical assistance as needed, and ensure effective working relationships with collaborating agencies.  S/he will work closely with our partners LPI, ALCHA, and PC and look for opportunities to link programming and clients with their programming and programming across the LMS.

    Essential Responsibilities

    PROGRAM MANAGEMENT

    Contribute to teamwork plans and guide successful implementation of proven assessment and models and Learning activities, ensuring teams follow work plans so activities are on time, on target, and within the approved budget, and program deliverables achieve the desired impact.
    Provide technical guidance on safe space, and community models and ensure that interventions are responsive to stakeholders and consistent with Mercy Corps’ relevant program guidelines, principles, values, quality standards, and strategic plan. Ensure that interventions are evidence-based and adhere to adaptive management principles.
    Assist in the development of technical curricula, entrepreneurship, business, and life skills.
    Engage community members (community representatives, teachers, religious leaders, government officials, and gatekeepers) to support and inform program activities.
    Contribute to teamwork plans and guide successful implementation of conflict management and natural resources management activities, and income generating activities including linkages for cross-border trade initiatives, access to finance and working capital, and climate-smart agriculture initiatives ensuring activities are on time, target, and within the approved budget, and program deliverables achieve the desired impact.
    Integrate community approaches, gender sensitivity, and capacity building into all activities as appropriate. Certify all interventions adhere to Mercy Corps’ Gender Policy, Do No Harm principles, and beneficiary accountability standards.

    COMMUNITY AND COUNTY GOVERNMENT ENGAGEMENT

    Conduct community mobilization and sensitization meetings.
    Identify and engage community leaders to sensitize and establish buy-in
    Link with relevant county government departments such as Gender and Social Services for group registrations, and financial and material support.
    Conduct community mobilization and sensitization for cross border-conflict, climate resilient, income generation.
    Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.
    Support local government initiatives to develop appropriate policies related to NRM Conflict management and climate change.

    PARTNERSHIP

    Link women to other traders, markets, financial institutions, public and private institutions.
    Facilitate planning meetings and workshops with government, NGO, private sector, and community partners to revise plans and promote partner acceptance/buy-in.
    Link-local committees, organized groups, and businesses, and or traders to relevant local government departments, cross-border traders, financial institutions, and other development partners.
    Establish collaborative partnerships with other development partners working on rangelands, NRM, and conflict.

    PROGRAM MONITORING

    Monitor and track the progress of safe space groups.
    Support the development of customized monitoring and evaluation tools.
    Collect monitoring data from partners and organized groups and submit it to management.
    Support assessments, evaluations, and monitoring surveys including support in the development of Scopes of Work, survey tools, training and management of data collectors, report writing, and facilitating results discussion.
    Support the PaQ team in developing appropriate monitoring tools for the income-generating activity process, NRM, and conflict management.
    Support participatory community-based monitoring with the government where initiatives are taking place – organize and coordinate capacity building about community-based monitoring, including experience sharing.
    In coordination with the PaQ team, monitor the implementation of activities through regular field visits and assessments to ensure program quality and impact.
    Support the Project Coordinator in the preparation of the weekly, monthly, and quarterly reports.
    Document approaches, successes and lessons learned.

    COORDINATION

    Coordinate with procurement, logistics, security, finance, administration, and human resources teams to ensure operational systems support field activities.
    Support operations team to facilitate procurement of goods and services related to program activities.

    TEAM MANAGEMENT

    Participate in recruitment and training of program facilitators.
    Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-one and performance reviews.
    Support the orientation of Community Facilitators at the field level
    Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.

    Should have knowledge of quantitative and qualitative data collection, and reporting techniques and should understand and be able to apply basic measures of central tendency and spread.
    Commitment to working with Women, Girls, youth, and vulnerable groups in need, regardless of race, tribe, religion, or gender.
    Competent in building networks, strong problem-solving skills, and ability to influence with effective listening, persuasion, negotiation and other techniques.

    Develop scoping reports for each project that:

    The Mercy Corps Finance Department is responsible for all financial functions including accounting, payments and banking, payroll, budgeting, financial reporting, and grant financial management and compliance.  The Mercy Corps Finance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures.  In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.

    General Position Summary

    Working in the Finance Department under the direction of the Finance Director, the Finance and Sub grants Officer will be responsible for accounting and documentation of all financial transactions in a timely and accurate manner.  S/he will also be responsible for reporting, file maintaining, tracking and monitoring of sub grantees ensuring compliance with the terms and conditions of the sub grant agreements for the Livestock Market Systems (LMS) program.

    Essential Job Responsibilities
    FINANCIAL MANAGEMENT

    Support with the preparation the monthly bank reconciliations.
    Maintain custody of the office cash fund and make daily payments of approved transactions.
    Prepare cash payment vouchers and ensure that all cash transactions are fully and properly documented.
    Review expense reports (travel expense reports and operational expense reports) for accuracy and completeness and ensure that expense reports have been fully approved and documented before payment.
    Perform weekly cash count as per FFM.
    Prepare payment vouchers and ensure that all transactions are properly and fully documented and recorded in the cash/bank sub journal and in this process proper segregation of duties is applied.
    Record payment vouchers daily in in the Field Connection Accounting System for the cash/bank sub journal.
    Maintain field advance tracker file and prepare past due advance tracker for the Senior Finance Compliance Officer.
    File all cash and bank batch vouchers and maintain voucher-filing system such that files are updated, complete and safeguarded according to MC procedures.
    Assist with month end cash account reconciliations.
    Providing support to the finance officers in field offices.
    Make sure that all supporting documentation is prepared and filed according to MC procedures.

    SUB GRANTS

    Provide on-going training and support to sub grantees in Mercy Corps sub grant financial procedures and assist in conducting formal sub grantee training workshops.
    Review sub grantee financial reports for correctness and completeness and ensure that reports are submitted on time.
    Assist sub grantee site audits and prepare site visit reports.
    Follow up on all sub grant compliance issues, audits, and document resolutions.
    Maintain sub grant tracking as well as financial files in accordance with the Field Finance Manual.
    Process sub grantee payments and reconcile sub grant financial tracking to general ledger reports.
    Assist in sub grant closeouts ensuring that all requirements of the sub grant agreement have been met and that sub grant funds have been properly settled.

    ADMINISTRATION

    Ensure adherence to Mercy Corps administrative and logistics procedures and staff policies by MC staff. Provide training and guidance to MC staff, as and when needed.
    Allocation of MC owned mobile phones and data modems including timely settlement of bills.
    Coordinate stationery and office supplies.
    Arrange for meetings & workshops in coordination with programs team.
    Track preferred supplier agreements and other service contracts.
    Monitor and implement asset tracking system including use of asset tags, movement of assets, disposal of assets and update asset registry both manually and electronically including proper registration and issuance of newly purchased assets in the field office.
    Ensure proper management and coordination of staff travel arrangements including transport and security.
    Establish and maintain appropriate filing systems for office correspondence.
    Ensure that all vehicles are safe and road-worthy by organizing regular and timely service schedules for vehicles and maintaining service schedule files.
    Collect and distribute vehicle log-sheets to drivers; responsible for monthly compilation and submission of log-sheets.
    Schedule vehicle use to meet programmatic and operational needs.
    Oversee fuel consumption purchase and tracking including coordination with gas station(s).
    Collect Vehicle Service Requests from drivers. Submit VSR-s for approval.
    Ensure security measures for vehicles such as parking, storage of keys, emergency supplies, etc.
    Ensure that security incident reports are completed and filed (if related to vehicles).
    Coordinate Purchase requests received in liaison with Operations team to ensure segregation of duties is upheld.

    Description
    The Senior Officer, Communications and Outreach will conduct activities across the breadth of the AgriFin portfolio. The officer will primarily support Monitoring, Evaluation, Research, Accountability and Learning (MERAL) activities across MCA technical engagement managers and partners, including secondary data collection and communications. The officer will assist in ensuring the timely, accurate and systematic collection and dissemination of all required program information and data from partners to drive objectives. 
    The Senior officer will further support the process of knowledge management and dissemination across AgriFin engagements.  This includes supporting internal knowledge sharing, report production and dissemination through traditional and social media channels, and the internal and outsourced document production cycles.  The senior officer will work externally to promote MCA’s learning agenda across key stakeholders and partners, the media, and other interested parties to build market awareness and engagement with partners. The senior officer will support in implementing existing communications and social media strategies to achieve these internal and external learning objectives and ensure appropriate feedback loops are in place to fully maximize partner engagement and learning.  
    Activity (1): Learning, Communications and Event Management Support:

    In coordination with the MERAL Director, lead the development and implementation of the organization’s external and internal communication strategies, including media/public relations, marketing, general communications, and employee-focused communications, in line with the organization’s vision, strategy and values. This includes working closely with the technical team on donor/prospect fundraising communications, materials, and support.
    In coordination with the MERAL Director, publish content on social media and the AgriFin website, maintaining continuity of themes, designing layout, streamlining navigation, and increasing online presence to potential partners.
    Working with the MERAL director, in liaison with the technical team, coordinate and plan the Annual Learning Event (ALE), including the formation of schedules, agendas, promotions, and other event coordination in collaboration with the AgriFin and external communications teams.
    Support MCA and partner initiatives to implement their communication and social media strategy, draft and publish bi-weekly newsletters, document, socialize, and share major achievements, milestones, and updates.
    Help AgriFin achieve a strong, visible global presence by developing concepts with viral potential and act as an advocate for the company in social media spaces, engaging in dialogues and answering questions where appropriate.
    Managing the technical upkeep of the AgriFin website, including ensuring its products are mobile-friendly and multi-platform ready. Where required, collaborate with development teams to discuss, analyse, or resolve usability issues.

    Providing research, analysis, drafting, and other support for thought leadership pieces (e.g., journal articles, op-eds, white papers) produced by MCA team and partners.
    Facilitate support to consultants and research firms in accessing program data and learnings.
    Support the MERAL Director towards knowledge management activities, organize and enable the launch and successful management of AFA impact assessment work, including coordination of projects, the development and maintenance of project summaries, progress reports and status updates.
    Support the consolidated project tracking using relevant tools such as dashboards and pipelines of learning engagements based on project plans, milestones, and roadmaps agreed to with engagement leads. 
    Support the maintenance program databases, including engagement data and ecosystem player data, linking information to the program website and other communications channels.
    Lead and support in preparing terms of reference and scopes of work, memos, justifications, quality assurance, contracting, service completion and payment requests documents while providing support and oversight for consultants as required.

    Program Summary 
    Mercy Corps has been a leader in the drylands of the Horn of Africa for the last decade, supporting households affected by climate change, drought, conflict and other challenges to adapt and thrive in the face of increasing shocks. Our programming focuses on strengthening livestock production and markets, enhancing food and water security, addressing gender inequality and youth opportunities, and strengthening devolved governance outcomes to support dryland communities to break from the cycle of humanitarian need and lay the foundations for a more food secure, resilient future. Working across Kenya, Ethiopia and Somalia, Mercy Corps will soon be launching our 12-year Regional Livestock Program (RLP), which looks to leverage the significant potential for livestock production and trade within the region by building vibrant regional livestock markets, strengthening livestock production and trade, supporting climate adaptation and enhanced regeneration and governance of rangeland in order to enhance household food security and livelihoods. 
    General Position Summary 
    The Women’s Economic Empowerment (WEE) Advisor for the Regional Livestock Programme to use their in-depth contextual understanding, technical and practical expertise and relationship building skills to define and support the collective delivery of a gender transformative program for women’s economic empowerment in the drylands of Somalia, Ethiopia and Kenya. The role will lead the program’s gender equality and social inclusion (GESI) strategy design and support to its implementation, providing technical guidance to all program components to ensure high quality programming that will advance gender equality and women and girls’ empowerment. The role provides leadership to ensure that the program is grounded in intersectional gender equality and social inclusion analysis and supports the design and implementation of gender transformative monitoring, evaluation, accountability, and learning systems to demonstrate impact, while sharing learning across our team and partners.
    Essential Job Responsibilities 
    VISION AND STRATEGY

    Work closely with the Program Director, Program Managers from the three countries, as well as program team and key stakeholders to develop a gender transformative program strategy and implementation plan for WEE.  
    Ensure that cross-cutting aspects of GESI and youth are included in the design of program activities across components.
    Participate in the development and implementation of program research and learning agenda, to build evidence and support the production of robust thought leadership on GESI and WEE.
    Lead adaptation or expansion of WEE activities in response to funding opportunities and budget changes
