    Duties and responsibilities of Constituency ICT clerks

    Preparation and testing of BVR Kits in readiness for voter registration.
    Provide technical Support to the VRA′s during voter registration
    Installing, configuring and re-imaging of new BVR kits for replacement.
    Performing data backup and data restoration on the BVR Kits
    Ensure that the BVR kits are fully charged at all times
    Participate in the training of the Registration clerks
    Liaise with the County ICT officer to ensure back-up of the registration data is carried out as required.

    DUTIES AND RESPONSIBILITIES

    Develop and ensure the implementation of research and development strategies in line with the Commission’s strategy;
    Develop accountability structures, supervise periodic projects, reporting and monitor the performance indicators for the research and strategy departments;
    Oversee the implementation of research activities including surveys, opinion polling, testing concepts in the electoral and operational areas;
    Advise the Commission on best practices in electoral programming and reforms;
    Oversee research on electoral aspects including representation, participation, education methodology, voter registration, gender and diversity concerns and advice on sustainable methods;
    Oversee the timely development and review of the Commission’s strategy documents, work plans and reporting;
    Ensure the directorate is adequately resourced by professional and competent personnel;
    Oversee the development and implementation of effective policies, procedures, systems and processes for research, strategy, information management, library resources management, archiving and disposals;
    Advise the Commission on institutional development, sustainability of the Commission’s programmes and the long term impact of its work;
    Oversee the contracting and management of research and related service providers.

    DUTIES AND RESPONSIBILITIES

    Develop and implement information systems security strategies, policies standards and procedures;
    Review, maintain and strengthen the organization’s information system assets risk management framework and programme, incorporating infrastructure and process risk ownership, assessment and mitigation;
    Proactively monitor security activity through continuous research and recommend suitable solutions to strengthen security measures and safeguard company systems and information assets;
    Establish and maintain computer incident capability, and provide appropriate systems specialist support to investigations, forensics and recovery;
    Establish the processes to ensure there is a high degree of integration with the other assurance functions;
    Develop a Risk and business impact analysis process and iteratively implement it on all information systems in alignment with the Commissions requirements;

    Duties and Responsibilities

    Formulate and implement policies and strategies for effective discharge of the functions within the Legal and Public Affairs directorate in accordance with the strategic goals of the Commission;
    Ensure compliance with legislative instruments with regard to contracting, electoral framework, political parties regulation, dispute resolution and petitions;
    Oversee the development and implementation of internal and external communication strategies, policies, plans and protocols;
    Oversee the provision of legal services to the Commission in its legal relations regarding employment contracts, procurement contracts, financial management and general projects;
    Oversee the investigation and prosecution of electoral offenses and breach of electoral code of conduct;
    Provide well researched, reasonable and timely legal advice to the Commissioners and Secretariat;

    Requirements for Appointment

    Master’s degree in Law from a recognized institution;
    Bachelor’s degree in Law from a recognized institution;
    Post Graduate Diploma in Law from Kenya School of Law;
    Advocate of the High Court of Kenya with a Valid Practicing Certificate;
    Member of Law Society of Kenya;
    A minimum of fifteen (15) years of relevant post-qualification legal experience five (5) of which must be in a senior management position from a large reputable organization;
    Proficiency in computer use and applications;
    Demonstrated outstanding professional competence in legal work; and
