    About the Position
    The position consists in providing technical and administrative leadership, management, and coordination for the Community-based Management of acute malnutrition (CMAM) project implemented by Helen Keller International in Baringo County, Kenya. The project consists in conducting operational research on innovative approaches that will allow CMAM services to reach high coverage of children in a cost-effective way. These innovations include the provision of CMAM treatment by community health volunteers, roll-out the use of contextualized and integrated low-level literacy tools, the integration of CMAM and Vitamin A supplementation and deworming (VASD) and the combination of Integrate Community Case management services with CMAM treatment. The position also entails spearheading the development of a project social behavior change communication strategy to address myths and misconceptions and promote adoption of knowledge, attitude, and practices to facilitate project success.

    Provide technical leadership for the design and implementation of the CMAM-ICCM research project and ensure quality implementation of activities
    Ensure coordination of the project at the national and county level with the Ministry of health (Division of Nutrition and Dietetics, Division of Neonatal and Child Health and Division of Community Health) and other relevant stakeholders
    Continuously monitor and supervise the project activities evaluating progress and communicating feedback.
    Provide administration leadership and financial management of the project

    Specific Objectives
    Provide technical leadership for the design and implementation of the research project and ensure quality implementation of activities

    Facilitate design and implementation of ICCM – CMAM research project in Baringo and in liaison with all relevant stakeholders
    Provide technical leadership to ensure all details of the project are coherent, realistic, and are included in a workplan and monitoring and evaluation framework
    Monitor the implementation of activities as per the work plan
    Provide technical leadership to ensure all activities are implemented with the highest standards of quality
    Develop and produce monthly, quarterly, and annual technical reports for the project
    Review and monitor project budget and follow the burn rate throughout the project duration. Propose and follow adjustments to budget to match the needs identified in the field.

    Ensure coordination of the project at the national and county level with the Ministry of health and relevant stakeholders

    Organize and animate project coordination with external and internal stakeholders
    Facilitate and lead the coordination and activities of the project dedicated steering committee at national and county levels.
    Organize and facilitate all relevant meetings and events with Ministry of health and partners throughout the life of the project, including design workshops, evaluation reviews, regular monitoring meetings and project closure

    Continuous monitoring and supervision of project activities evaluating progress and communicating feedback

    Track project performance and regularly update the project monitoring framework
    Document lessons learnt, human interest stories and success stories from the project implementation
    Provide leadership and technical support in implementation of operational study embedded in the project
    Ensure relevant project data are collected, analyzed and document reports to inform program impact
    Provide technical support in the development of manuscripts to communicate on the research results/ evidence generated

    Provide administration leadership and financial management of the project

    Ensure respect for Helen Keller Intl budgeting and procurement procedures for the program.
    Support and facilitate the logistics activities of the project particularly in relation to purchasing supplies and equipment for the project activities to ensuring quality and timeliness
    Manage project budget to ensure all expenses are within the approved limits and meet Helen Keller International standards regarding financial management, accountability, and good governance.
    Provide support to the project staff through coaching and mentorship, foster teamwork through regular communication, information sharing, and provide opportunity for feedback

    Qualifications & competencies

    Master of Nutrition, public health or equivalent
    At least ten years’ experience in humanitarian programs
    Demonstrated experience in ICCM and/or CMAM programming
    Demonstrated experience in nutrition and health projects management and coordination
    Demonstrated experience in research and/or operations studies and should have participated in the publishing of a research papers
    Excellent English writing skills
    Demonstrated experience in advanced statistical analysis and operational research
    Ability to analyze data and produce quality reports
    Ability to validate and interpret health data

    The Enumerator will be engaged for a maximum of 9 days (4 days training 28th June – 1st July, 2022 and 5 days data collection, 4th July – 8th July, 2022). Enumerators will be reporting to the team leaders (MOH) and their respective survey supervisors depending on the task assigned. The following duties will be expected of the Enumerator: –

    Available for the entire training and data collection period.
    Ensure all necessary survey tools are in place before the team leaves for the field and back.
    Accurately sample households as per agreed methodology.
    Introduce survey team in the clusters/enumeration areas as well as household.
    Accurately administer all relevant questionnaires in sampled households.
    Any other duties assigned bythe Team leader or Supervisor.

    Qualifications and skills required:

    At least a diploma from a recognized institution preferably relevant health science.
    Training in nutrition will be an added advantage.
    Previous experience in electronic data collection methodologies such as ODK.
    Demonstrated ability to Write and Speak English, Swahili and the Local dialect fluently i.e Kitaita, Kitaveta/Kidawida and Kisagala

    Specific Responsibilities
    Overall Management and Leadership

    Programmatic

    Authorize expenditures for grant or contract allocations and ensure compliance with procedures required by grant or contract agreements.
    Ensure the accurate and timely submission of financial and narrative reports that comply with grant or contract agreements and ensure compliance with all aspects of donor funding and Helen Keller policies.

    Qualifications

    Minimum ten years of field experience in managing global health or nutrition programs, including demonstrated experience in program development, implementation, and evaluation, plus a minimum master’s degree in public health, nutrition, international development or a related field, or equivalent combination of education and experience.
    Demonstrated experience and skills in leadership, staff management, program development and management, strategic planning, monitoring and evaluation and public speaking.
    Technical knowledge in at least one area related to Helen Keller’s mission and programs.
    Experience in designing and implementing workshops, seminars, surveys, monitoring systems, and evaluations plus research design, data analysis, and interpretation.
    Proven experience ensuring the sustainability of program activities is essential.
    Familiarity with and experience promoting health systems strengthening in developing contexts is strongly desired.
    Demonstrated ability to undertake high-level representation and advocacy.
    Experience working in Kenya and/or elsewhere in East Africa, with Ministries, international and local NGOs, and donors based locally, is a substantial asset.
    Demonstrated capacity to mobilize program funding including donor cultivation and grants writing.
    Knowledge and experience managing compliance to diverse donors (USAID, DFID, GAC, etc.).
    Demonstrated ability to supervise key administrative, procurement, logistics and financial functions, including developing and creating budgets and monitoring financial status.

    Primary Duties and Responsibilities

    Project design: Contribute to the development various monitoring and evaluation frameworks for both existing and new projects.
    Manage MEL processes: Conduct and oversee data collection efforts to align with the overall Project Monitoring Framework.
    Coordination: Coordination with MEAL Manager to report data from field and support in the development of tools required for data collection and verification.

    Key Skills and competences required

    Project Understanding: Monitoring, and Evaluation Officer officer must understand key terminologies in project implementation i.e., project results framework, indicators, project design and general donor reporting requirements
    People Skills: The Monitoring, and Evaluation Officer officer should have good communication skills and have experience in explaining project results framework and MEAL approach.
    Analytical Skills: The M&E officer should be able to translate data to information that links to project goals, highlight trends and problems identified from the data and demonstrate results/achievements.

    Data management and analysis software: The Monitoring, and Evaluation Officer officer should have strong analytical skills in STATA, SPSS, ENA for SMART, EPI infor, SQUEAC.

    Scope of work
    Acute malnutrition remains highly prevalent in Arid and Semi-Arid Lands (ASAL) counties in Kenya. For a decade, the Kenyan government has endorsed the CMAM approach as the main response to treat severely and moderately malnourished children, but until now, coverage has remained low.
    In multiple countries, including Kenya, studies have demonstrated that Community Health volunteers (CHWs) can efficiently treat acute malnutrition at the household level with the use of simplified tools and protocols. Similarly, ICCM has been shown to be manageable by CHWs.
    To boost the coverage of CMAM, Helen Keller aims at conducting a research project to test the feasibility of the CHW-based delivery of both CMAM and ICCM combined in their catchment areas and scaling up the innovation to the entire county of Baringo.
    The objective of the consultancy is to generate information that will support the planning phase of the research project.
    The consultant will design, conduct, analyze and report on a baseline study that will look at all components of the health system in the county of Baringo: a representative sample of community health workers and health facilities’ workers (of varying tiers) will be sampled, two initial targeted sub-county health management teams and the county management team. The survey will assess the performance and gaps of core functions of the health system such as information, supplies or financing. Findings from the survey would be used to organize a series of in-depth design events with all actors of the health system.
    The consultants will also conduct multiple consultations with national stakeholders involved in CMAM and ICCM programming.
    Deliverables

    Prepare detailed study protocol, questionnaires, analysis plan, training modules – 5 days
    Present the protocol to IRB committee and Nutrition Information working group and make required adjustments – 2 days
    Conduct training for enumerators and county health teams – 5 days
    Conduct the data collection for the study – 10 days
    Analyze and write a report on the study results – 10 days
    Provide national restitution of findings to relevant forum – 3 days
    Total – 35 days

    Summary of the Position
    This position provides technical guidance and backstopping support on all monitoring and evaluation aspects, research, and learning. The MEAL Manager will ensure robust M&E systems that include frameworks, methodologies, databases, and data utilization for program quality improvement. He/she will provide significant input on technical M&E portions of proposals, project design, and project implementation, and day-to-day support to project-based M&E officers and their direct reports. He/she will also promote learning within the organization by identifying learning needs, developing learning and knowledge products and organize capacity development for the team.
    The MEAL manager will support and lead field teams on baseline assessments and reports, and final evaluations and may be deployed to the field locations to execute surveys and evaluations.
    Responsibilities:
    Technical:

    Provide technical leadership on M&E for all projects.
    Lead the design and the roll-out of a sound and adapted-to-context MEAL strategy that is in line with the country strategy.
    Provide start-up support for new projects and expansion, including executing baseline assessments and overall set up of new M&E systems.
    Provide technical oversight and leadership in the design, development, planning, and implementation, and capacity-building of M&E components of the projects.
    Demonstrate good judgement in selecting methods, techniques, and evaluation for criteria for obtaining solutions.
    Critically review all M&E products from the field before submission to the donor, ensuring that data is indicative of the realities on the ground.
    Track delivery of M&E outputs.
    Provide support to field-based M&E officers and consultants, ensuring adequate coverage of resources and overall quality of the M&E sector.

    Reporting:

    Work closely with program managers to ensure project management frameworks are updated frequently to inform programs progress and performance.
    Lead baseline assessments, final evaluations, and other surveys like Post Event Coverages including the drafting and reviewing of reports, as required.
    Work with program managers to ensure timely submission of quality program reports to the donors.
    Help in the development and review of work plans of various projects and departments.
    Serve as the primary reviewer for M&E deliverables.

    Business Development:

    Provide input and review on M&E for new proposals (logical frameworks, project management frameworks) and support in reviewing the existing ones.
    As required, draft components of proposals, annexes, and work plans.
    Support the development of organization scorecards and other internal or external initiatives that contribute data demonstrating achievements and progress.

    Research and Learning:

    Support the Country’s Research and Learning Agenda, in identifying relevant challenges to be explored and understood through programmatic learning or operations research.
    Support teams to identify areas of learning, develop approaches for capture and dissemination, and feedback for program quality improvement and program evolution.
    Identify opportunities to highlight, share, and promote Helen Keller’s research and learning work.

    Qualifications and skills:

    Master’s Degree in Monitoring and Evaluation, Public Health, Statistics, Social Sciences or Related Field.
    At least 5 years of professional experience in monitoring and evaluation of projects.
    Prior work experience in a non-governmental organization (NGO) implementing humanitarian assistance or development programs in M&E.
    Demonstrable experience designing and leading technical assessments using proven and effective methodologies.

    Strong quantitative and qualitative analysis experience, with proven ability to use data, analysis, and visualization softwares (STATA, SPSS, ENA for SMART, EPI info, and mobile data collection software such as ONA, ODK, Kobo).
    Experience with nutrition surveys methodologies (PECs, SMART, SQUEAC/LQAS etc.).

    Brief summary of the duties of the position.
    Under the supervision of the Head of programs, the VAS Program coordinator performs all responsibilities linked with the administration, coordination, planning, implementation and monitoring and evaluation of the program.
    Description of key responsibilities
    Management of VAS programs

    Provides technical support to the Ministry of health at national and county level and partners in all aspects of vitamin A supplementation. Support should include advocating for best practices including preparation of national annual detailed action plan, forecasting for VAS capsules, development of annual national budgets, and development of policies and strategies for sustainable VAS models. Support should also include promotion of accurate and effective semester-based monitoring of VAS achievements and performance and identification of interventions to improve field performance.

    Monitoring and Evaluation

    Initiate and facilitate regular technical meetings with the national and county health management teams to monitor the achievements of the programme and develop measures that address the program quality.
    Supportthe M&E manager to develop and manage a database for all the counties and sub counties; providing key data on coverage and other relevant information such as the number of VAS administrators, supervisors, targeted population etc.
    Contributes to the research of new approaches and evaluation of the impacts of strategies in the field of Vitamin A supplementation, and proposes at least one implementable research idea during the life of the program;
    Works closely with the Ministry of Health to strengthen the Monitoring and Evaluation, Accountability and Learning (MEAL) component of the of VAS program.
    Develops the necessary tools and guides to support the programme, including training modules, social mobilization tools, advocacy tools and technical guides.
    Coordinates the preparation and implementation of post-campaign coverage surveys every 6 months.
    Collects and analyzes data related to the execution of the project and proposes the necessary improvements.
    Prepares quality programmatic and financial reports in a timely manner.
    Mobilization and management of resources
    Manage all technical, administrative and financial activities to ensure effective operation and implementation of the project
    Participate in the mobilization of funds for VAS in Kenya;
    Coordinate the development of project budgets;
    Monitors the implementation of budgets in accordance with Helen Keller and donor financial procedures. ;
    Participates in the development of the Annual fiscal Budget, and the Quarterly and Annual Financial Report of the Program

    Keeps abreast of innovations in the field of micronutrients and fortification and shares with our partners;
    Encourages and advocates with the government, the compliance with food fortification legislation in collaboration with large and small-scale fortification stakeholders;
    Ensures visibility of Helen Keller program activities at the national and county levels;
    Participates in the writing and publication of articles in scientific journals.

    Human Resources Management

    Ensures compliance with Helen Keller’s Human Resources procedures in the implementation of the program;
    Provides support for the training of staff and partners involved in the implementation of project activities.
    Promote best practices in the management of the VAS managers and officers

    Qualifications and Skills :

    Holder of a Master’s degree in Public Health or Master’s degree in Nutrition or equivalent;
    Professional experience of at least five(5) years managing Nutrition projects/programmes, preferably in an international NGO;
    Experience in relations with the Government of Cameroon, NGOs and agencies of the United Nations System;
    Experience in scaling up Nutrition programs, particularly in complex environments;
    Experience in strategic planning, project management and budgeting;
    Experience in organizing and supervising mass activities in nutrition or health;
    Experience in conducting coverage surveys;

    Regional Research Manager

    Functional Relationships
    The Research Manager is a member of the multi-country Project Management Team (PMT) for VAS and will work collaboratively the Regional VAS Advisors and the Regional Monitoring and Evaluation Coordinator. To ensure congruity and consistency of technical approaches and cross-organizational learning, as well as our goal of continuously building research capacity institutionally, the position will report directly to the Regional Monitoring Evaluation & Research Advisor and will also have a dotted-line reporting relationship to the Regional Program Manager for VAS.
    Helen Keller’s programs also require close relations with governments, partner NGOs, and donors, including UN agencies. The Research Manager will play a role in nurturing and overseeing some of these cooperative relationships, and representing Helen Keller to donors and the international community, as needed.
    Specific responsibilities

    Overall Management and Leadership

    As a member of the PMT, participate in strategic planning and direction setting and the development of a growth strategy for the multi-country portfolio of programs, lending your unique perspective and expertise to the process.
    Collaborate with the Monitoring and Evaluation Coordinator to ensure high-quality research planning, management, execution and analysis, including oversight of country level activities.
    Provide regular updates on the research and learning to the PMT. Make recommendations to the PMT based on analysis of progress to date and challenges encountered.
    Participate in international work groups, as assigned, to develop global policies and/or optimize systems and procedures.
    Make proposals for best practices in research and learning.

    Manage Research on Vitamin A Supplementation

    Collaborate and coordinate with relevant colleagues such as Regional MER Advisor, Regional VAS Coordinators, and the Regional VAS Program Manager, and the Monitoring & Evaluation Coordinator to:
    Identify priority countries for conduction of the research (single or multiple country research)
    Draft research protocols for identified research questions which include: study justification, objectives, methods (study population, sample size, study procedures, data collection, entry and management, ethical approval), analysis and reporting plan, and budgeting.
    Provide training on research for all relevant country and regional team members.

    Post-Event Coverage Surveys

    Ensure PECS and VAS monitoring systems are structured to collect relevant data to build evidence on innovative and cost-effective delivery approaches to VAS delivery.
    Develop decision-making mechanisms and processes to inform the organization of PECS: geographic coverage (national vs. sub-national), frequency, and content.
    Lead in the development of modules for PECS on additional relevant topics (health, nutrition, health system, etc.) and support the M&E Coordinator to ensure their roll out

    Documentation of VAS learnings

    Review and contribute to the writing of all VAS reports, internal and external, their quality and timeliness, including all donor reports.
    Conduct regular analyses of the performance of the VAS portfolio: evolution of coverage, performance vs. 80% threshold, processes for preparation of campaigns and routine delivery approaches, administrative performance.
    Lead the development lessons learned reports on VAS.
    Prepare minimum program standards for VAS monitoring, evaluation and research in coordination with relevant colleagues.

    Build institutional research and learning capacity

    Provide training on research concepts and methods to country teams.
    Assist in the development of a global learning agenda for the organization.
    Contribute to the development of program minimum standards in research.

    Human Resources Management

    Build highly effective research teams to carry out studies, recruiting, supervising, mentoring, and evaluating staff.
    Ensure accountability to beneficiaries, partners, colleagues and donors by providing ongoing feedback in a context of mutual respect.
    Participate in the recruitment process of other staff as requested by management.

    Required Qualifications/Competencies
     
    At least a Masters degree in public health with a concentration in epidemiology, statistics or other relevant domains; plus
     
    Minimum of five years’ experience in research design and management, or an equivalent combination of education and experience.
     
    Demonstrated field experience implementing surveys and research protocols, training and supervising survey and/or research teams.
    Experience conducting operational research including both qualitative and quantitative methods.
    Track record in publishing in peer-reviewed journals.
    Proficient in statistical analysis using STATA
    Ability to communicate in French and English
    Highly computer literate including knowledge of Microsoft office suite (Word; PowerPoint; Outlook), and strong Excel skills, including pivot tables.
    Prior experience developing and delivering trainings to field staff strongly preferred, along with demonstrated knowledge of effective adult learning techniques.
    Ability and willingness to travel 25-35% (depending on travel restrictions due to COVID-19) to support roll out of data collection and training.
