    Job Purpose: Provide technical leadership and management oversight of Concern Somalia’s civil construction and rehabilitation works, primarily in the Education Sector. Involvement may be requested in other sector construction works per need by the Line Manager.
    The role-holder line manages a national Deputy Construction Manager who in turn manages a team of Construction site supervisors.
    He/she ensures technical structural quality of designs, leads contracting (together with Logistics) and management of construction companies for efficient and effective coordination and implementation of construction works to the highest standards of quality and accountability.
    The person will represent Concern at external meetings e.g. with Contractors, Government line ministries, Grant Agents, and peer implementing agencies.
    He/she works collaboratively as a member of Concern’s broader WASH & Construction and Programme team, and especially closely with the Education Programme Manager.
    Main duties & Responsibilities:
    Construction Project Management:
    Design of appropriate and quality constructions
    Lead conduct of needs- and technical assessments for planned construction activities, and subsequent development of quality construction designs and BoQs, with inputs from Deputy Construction Manager and in collaboration with Education Deputy/PM and WASH & Construction Coordinator.
    Ensure all construction designs reflect a sound understanding of end user needs, i.e. are suitable and accessible for all targeted population including people living with a disability, women and girls.
    Supported by Deputy Construction Manager, ensure compliance with all relevant Government regulations and industry standards and guidelines, and with SPHERE Standards.
    Proactively liaise and closely coordinate with the WASH & Construction Coordinator, SAL Engineering Advisor and Emergency Engineering Manager (Surge) for design reviews and approvals plus any technical support required.
    Implementation Oversight & Quality Assurance:
    Supervise, monitor and evaluate the construction and rehabilitation of Education sector construction works, specifically a Teacher Training Institute and classroom constructions and rehabilitations, ensuring adherence to quality standards, work designs, and technical specifications.
    Ensure all safety and security measures are in place and are followed by the staff and the contractors on site.
    Conduct regular meetings with Deputy Construction Manager and his/her team, as well as works contractors, to remain updated on progress towards agreed implementation milestones, challenges encountered and proposed solutions, and overall work activity. Document, file and appropriately share minutes of such meetings.
    Lead development of a monitoring and quality control system to ensure accountable and timely implementation and achievement of works by Contractors, e.g. through daily, weekly and/or monthly tracking reports, checklists and spot-checks of resource and equipment mobilisation to site, construction activity progress and output milestones.
    Support Deputy Construction Manager in implementation of the above system, including through training of and monitoring quality control of the system and tools’ use by Concern’s site supervisory team.
    Discuss timely with the Education Programme Manager and construction team regarding any deviances from workplan or other issues for remedial and proactive measures to be taken to meet schedules.
    Engage in other construction works (eg Resilience or Emergency) at request of WASH & Construction Coordinator.
    Procurement and Contract Management:
    Collaborate with Logistics Manager and relevant colleagues in contractor procurements and contracting, ensuring timely start of processes per project work plans agreed with Programme Manager.
    Together with Logistics, lead preparation of all documentation (tendering and contract) related to procurement of works and services contracts.
    Provide timely expert inputs to (joint) Procurement Committees.
    Ensure an accessible filing systems for electronic and hard copies of all documents pertaining to the project.
    Documentation and Reporting
    Ensure appropriate documentation and recording of all site supervisory visits and meetings, sharing reports timely with the Education Manager (plus Programme Director and Systems Director as relevant) to facilitate timely informed decision making and efficient information flows.
    Provide prompt updates to relevant focal persons (Education Manager, Security Focal Point, Programme Director) concerning any security or administration related challenges encountered, reflecting inputs from Deputy Construction Coordinator and his/her team.
    Support production of quality reports (narrative, financial and logistical) on project construction works, through provision of timely and accurate inputs.
    Ensure timely and quality collection, documentation and sharing of project documents including GPS mapping, contract documents, process and outcome monitoring data for tracking and reporting purposes.
    Document good practices and success stories for learning and sharing.
    Ensure appropriate visibility per, donor, key stakeholder and internal requirements
    Coordination and Representation
    Liaise with national and local level Ministries and authorities for appropriate and well-informed coordination, in collaboration with Education PM.
    Ensure effective coordination and collaboration with key stakeholders (Contractor, Government Representatives, Community Leads, other agencies implementing in the area/sector) for non-duplication of efforts etc.
    Represent Concern in relevant forums and meetings organised by the Ministry, Grant Agent or Donor.
    Staff Management and Capacity Building
    Line manage the Deputy Construction Manager based in Mogadishu; establish performance objectives and conduct Performance and Development Review (PDR) on annual basis.
    Identify capacity-building needs for direct and indirect reports, and lead development and roll out of a plan for addressing those needs.
    Provide technical guidance and transfer technical knowledge and advice to the Construction team, in collaboration with WASH & Construction Coordinator.
    As relevant, collaborate with local partners to support and build capacity to oversee quality and accountable construction project implementation.
    Together with WASH & Construction Coordinator, develop, document and roll out written protocols, operating procedures and training materials to continually strengthen Concern’s construction sector interventions.
    Ensure direct and indirect reports are aware of and support their adherence to Safety and Security protocols as well as other key Concern policies, raising relevant concerns and issues timely to management.
    Support recruitment of new staff in the Construction team per need.
    Others
    Actively participate in collective development of new projects, including but not limited to evaluations and surveys.
    Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project cycle.

    Person specification: Qualifications & Experience:
    Essential
    Degree in Civil/Building Construction Engineering (or National Higher Diploma with 10 years hands on experience in the construction industry).
    At least 5 years hands-on experience in Project Management of construction activities, primarily schools and buildings.
    Working experience in the design of infrastructure particularly school buildings, roads, infrastructure and utilities, water supply.
    Ability to conduct a detailed structural appraisal, development of tender documentation to include bills of quantities, technical specifications, draft contracts, drawings, structural designs and plans.
    Significant experience managing works contracts in complex operational contexts.
    Working knowledge of Auto CAD, structural analysis software and other construction software along with GIS mapping is a must.
    Strong ability to oversee multiple construction contracts in parallel.
    Working experience of SPHERE Standards and understanding of key Accountability principles (CHS).
    Experience in use of project management software, e.g. Microsoft Project or other.
    Strong skills and experience in project planning, monitoring and evaluation.
    Strong report writing abilities in the English language.
    Demonstrable skills in budget development and expenditure monitoring.
    Experience in staff management and capacity building.
    Proficiency in MS Office (Excel, Word, PowerPoint).
    Understanding of safety and security context and considerations in Somalia.

    Job Summary:

    The incumbent is responsible to support coordination, planning, management and implementation of the Health and Nutrition NAWIRI Programme (research and scale up) at the sub-county Level.     Desk Study: Understanding Nutrition and Health System Drivers of Acute Malnutrution

    Background and context
    The NAWIRI Project is a five-year evidence-based development program that is working in Isiolo and Marsabit counties to increase project and stakeholder understanding of the drivers of persistent acute malnutrition, through a collaborative learning process involving local actors including communities, county systems and institutions, civil society and the private sector. The learning will be used to jointly design context-sensitive, systems-driven, multi-sectoral approaches to sustainably reduce acute malnutrition. Isiolo and Marsabit counties have repeatedly experienced high rates of acute malnutrition (or wasting), in recent decades. Partners in NAWIRI include; Catholic Relief Services, Concern Worldwide, Tufts University, Global Alliance for Improved Nutrition (GAIN), Manoff Group and Village Enterprise. Concern is leading the health and nutrition component of the project.
    In Isiolo and Marsabit there are indications that acute malnutrition has remained at or above emergency levels, despite significant efforts to tackle the challenge. Context-determined approaches are needed to address both the immediate and underlying causes of acute malnutrition, while also addressing the basic or systemic drivers of these underlying causes.
    Purpose
    The aim of this desk study is to understand how the nutrition and health system influences levels of persistent acute malnutrition in Kenya’s Arid and Semi-Arid Lands’ (ASALs) counties. The desk study will be framed in terms of key health system attributes, namely access, coverage/utilization, and quality of health and nutrition services provided. Learning from this desk review will be applied specifically to Marsabit and Isiolo counties; however, the scope of the review will extend to the entire ASAL region and countries with similar characteristics (e.g. remote, pastoralist communities; similar persistent levels of acute malnutrition; similar climatic vulnerabilities).
    Justification
    Concern Worldwide is the lead partner for health and nutrition in the NAWIRI consortium. Concern is tasked with the responsibility of undertaking a desk study on health and nutrition systems in Isiolo and Marsabit counties. The desk study will inform the design of a pilot on adaptations of the IMAM Surge and Baby Friendly Community Initiative (BFCI) models. The organisation requires the services of a seasoned researcher to review peer reviewed and grey literature from the Kenyan ASALs and other similar contexts globally.
    Technical Approach and Methodology
    The following are key aspects of this research consultancy that will cover health and nutrition systems from the perspective of health service delivery (access, coverage and quality);
    Key Research Questions
    To what extent has the functionality of the nutrition and health system in Kenya’s northern ASALs, with a particular focus on Isiolo and Marsabit counties, influenced persistent acute malnutrition?
    1. Access to health and nutrition services:
    What are the documented health system-related barriers and opportunities that influence the accessibility of quality health and nutrition services in remote, pastoralist communities?
    Coverage and utilization of health and nutrition services

    What is the documented change in geographic and treatment coverage for acute malnutrition and related morbidities (e.g. upper respiratory infection, malaria, diarrhoea) and key services (e.g. Vitamin A supplementation, iron and folic acid supplementation, community-level outreach services) over the past 10 years in the ASAL counties?
    What factors have contributed to these changes and what has been the impact of these changes in terms of service utilization?
    What are the documented promising strategies and approaches to improve coverage and utilization of health and nutrition services in remote, pastoralist populations and what lessons can be learned from related experiences?

    Quality of services
    According to routine reporting (e.g. SAM/MAM, ARI, malaria etc.), monitoring and survey data, to what extent do key health and nutrition services in the ASAL counties consistently meet globally acceptable quality standards (e.g. SPHERE standards, WHO standards)?
    What approaches have been proven to improve service quality in similar contexts?
    Is there documentation to show that routine monitoring and reporting data is being used for decision-making and corrective action by county/sub-county/health-facility/ Management Teams (S/C/HMT), particularly in preparation for and in times of system shocks or stresses?
    Methodology
    The desk study will include analysis of peer reviewed and grey literature for both Marsabit and Isiolo counties as well as the wider ASAL region and other similar contexts outside Kenya’s ASALs. County authorities will be consulted to share relevant documentation. The desk review will also include a secondary analysis of health information system and survey data from the northern ASAL region. Illustrative sources include:

    •Assessment reports including nutrition coverage surveys, barrier analyses, SMART surveys, MYCN assessments, KAP studies and IYCF studies.
    •Data from the existing health information systems including District Health Information System (DHIS-2), Kenya Health Information Systems (KHIS), Kenya Health Facility Master List system (KHFML), CMAM Surge dashboards and other related systems.
    •MoH documentation at county, sub-county and health facility levels.
    •Available qualitative studies and reports on relevant issues (e.g. by ASAL NGOs among others).

    Transport

Concern Worldwide in partnership with local and international development organizations and, the County Governments of Isiolo and Marsabit is implementing a multisector nutrition programme named NAWIRI.
    NAWIRI formerly MILE (Mfumo Imara Lishe Endelevu) is a five-year research and development program that will work in Isiolo and Marsabit counties to increase project and stakeholder understanding of the causes of acute malnutrition through a collaborative learning process involving local actors including communities, county institutions, civil society and the private sector. The overall project goal is to sustainably reduce acute malnutrition among vulnerable populations in Isiolo and Marsabit counties. NAWIRI specifically aims to achieve the following objectives in the five years; i) Sustainably reduce persistent acute malnutrition, ii) Strengthen institutions to sustain change and, iii) Contribute to global learning on malnutrition. Catholic Relief Services (CRS) leads the Isiolo and Marsabit NAWIRI consortium whose partners include; Concern Worldwide, Tufts University-Friedman School of Nutrition Science and Policy, The Manoff Group (MG), Global Alliance for Improved Nutrition (GAIN), and Village Enterprise, working closely with County Governments of Isiolo and Marsabit.
    Job Summary:
    The incumbent is responsible to support coordination, planning, management and implementation of the Health and Nutrition NAWIRI Programme In Isiolo County. S/he will closely support the team and liaise with other functional managers to ensure day-to-day activities are implemented within the established framework of the programme, timescales, budget and quality. S/he will continually monitor all aspects of programme performance by instituting the use of necessary programme management processes and tools.
    Main Duties & Responsibilities:

    Programme Management

    Overall responsible for the implementation of the nutrition component for the NAWIRI programme at county level
    Provide technical support and guidance to the Health and Nutrition teams implementing the nutrition component of the NAWIRI programme at the sub-county level.
    Provide organizational and technical support to Isiolo MoH and local partners in the implementation of High Impact Nutrition Interventions (HINI) and health services;
    Liaising closely with the County health management teams (CHMT) and Hospital Management Teams (HMT) to develop joint work plans and ensure MoH ownership and integration into the existing health systems;
    Work closely with the Isiolo CHMT to oversee and review the implementation of County work plans and activities
    Support MoH and local partners to strengthen planning, implementation and review of health and nutrition activities as relates to the NAWIRI programme at the County level
    Work with stakeholders at County level to strengthen a multi-sectoral approach to health and nutrition and actively promote inter sectoral linkages and integration with other programmes as necessary
    Ensure programme quality through active role in M&E of health and nutrition programme interventions including developing and utilizing context specific M&E tools, using data for decision making, field monitoring and joint support supervision
    Monitor the health and nutrition situation in the County including coordination of nutrition surveys, supporting with surveillance and assessments as required
    Contribute to the development of the NAWIRI programme, research and advocacy strategies for the respective county
    Work closely with the NAWIRI programme Nutrition advisor to ensure consistency in programme approach and share learning across counties.
    Participate in the development of annual NAWIRI programme work plans in coordination with the other Health and Nutrition teams within the programme target counties as well as in coordination with the over Kenya country programme Health and Nutrition teams
    Prepare high quality written reports (quarterly and annual) and other reports as required.
    Support sub-county teams on effective and quality programme management and implementation.
    Ensure that the implementation of the nutrition specific components of the NAWIRI programme at county level adheres to Concern’s essential standards on programme management

    Monitoring

    Monitor the programme against objectives outlined in the programme plan and international standards.
    Support the team in the review and regularly update of detailed implementation plans, phased budgets, procurement plans, M & E plans, and work plans guiding all programme implementation and ensure the project teams to monitor project progress towards completion use this.
    Conduct field visit to monitor the delivery of quality intervention.
    Focal person for M&E aspect of the program

    Reporting

    Support the documentation of county programme activities, achievements and challenges in regular internal reports and ensure that external reporting obligations are met
    Lead the compilation and review of county quarterly reports
    County level monthly analysis of performance of the programme

    Representation/ Coordination

    Participation in county health and nutrition coordination meetings;
    Represent Concern at the Health and Nutrition Coordination Meetings

    Responding to Emergencies:

    Participate and contribute as necessary towards Concern’s Emergency response as and when necessary

    Job Specification:

    A Degree in Medicine, Nursing, Public Health, Nutrition and Dietetics or relevant field with KNDI professional certification
    At least seven (7) years’ experience in Maternal and Child Health and Nutrition programming with experience of nutrition and health system strengthening in both a development and emergency context with at least three (3) years’ experience in a managerial position in supporting implementation of devolved health function. Isiolo experience is an added advantage
    Previous employment or extensive collaboration and networking with NGOs in Isiolo is preferred.
    Proven success partnering with the Ministry of Health and extensive collaboration and networking with NGOs
    Good understanding of cross cutting issues-gender, HIV and AIDS, DRR, etc. and how to integrate them into public health/nutrition programmes
    Excellent interpersonal, communication, networking, coordination and leadership skills Proficiency in the use of computer applications
    Locally qualified candidates who understands local context and familiar with local languages have an added advantage.
