    Job Summary:
    The incumbent will provide efficient and effective logistical and administrative support in the County in compliance with Concern’s and Donor policies & procedures
    Main Duties & Responsibilities:

    General
    To ensure that the field office maintains standard Concern systems and best practice for logistics and administration functions;
    Logistics Support
    In liaison with the Nairobi office ensure efficient and timely systems support for programme implementation e.g. submitting invoices for accommodation
    Submitting monthly Stock Reconciliation Report and Transport Reports
    Movement planning for Concern vehicle
    Scheduling vehicle servicing and tyre replacement in advance of due dates
    Maintaining the Inventory for Turkana offices
    Ensuring that the Fixed Asset Register is up to date
    Maintain a store in the Lodwar office for general office supplies
    Vehicle Rental
    Submitting SRs to Nairobi for vehicle hire, adhering to the procurement time lines, and supported by a movement plan
    Inspecting vehicles, when possible, before they are used
    Ensure that an approved PO has been issued to the supplier for all rentals
    Monitor fueling of rented vehicles, when Concern is responsible for fueling
    Follow through with suppliers for timely submission of invoices and log sheets
    Review log sheets for accuracy and completeness.
    Administration Management
    Liaise with Sapcone for proper running and maintenance of the office premises and administration services in the Lodwar office
    Liaise with Sapcone for submission of rent invoices for processing by Nairobi
    Organize transport and accommodation in Lodwar for visitors
    Ensure adequate supply and proper utilisation of office consumables
    Assist in photocopying, scanning and sending of programme support documents
    Monthly top-up of electricity
    Schedule repairs and maintenance for equipment and generator, as needed
    Responsible for health & safety procedures for all offices, including replenishment of first aid kits, servicing of fire extinguisher
    Ensure all paperwork filing is complete, accurate, up to date, and in correct order so as to easily facilitate checks and audits
    Procurement Management
    Responsible for any procurements carried out in Lodwar e.g. stationery
    Processing SR’s (authorised correctly, adherence to donor specific rules)
    Updating SR Tracking Sheet for any procurements carried out in Lodwar
    Collecting quotations
    Liaising with suppliers, for delivery of services and supplies locally
    Receiving and documenting all deliveries through GRNs
    Sending invoices to Nairobi for payment
    Adhere to the principle of ‘value for money’ in all procurements
    Security Management
    Perform security management tasks, if delegated
    Safety & security incident reporting in the County and submitting to Nairobi

    Job Summary

    To provide technical leadership in the implementation of the Tana River Livelihoods and Agri-nutrition project with a focus on agricultural production using Climate Smart Agriculture practices.

    Main Duties & Responsibilities

    Provide technical leadership in agricultural production practices in Tana River County for Concern Worldwide projects.
    Train and mentor community level agricultural resource persons
    In close consultation with both direct and technical managers, implement of the Tana River livelihoods program activities in the approved quarterly costed work plans
    Document case studies, success stories and brief activity reports on a monthly basis for all activities implemented
    Establish a working relationship with the Tana River County Government Departments of Agriculture, Lands, Livestock and Fisheries; Health, Water and Sanitation and engage them in the day to day implementation of activities
    Advice the line manager on necessary changes as observed on the ground in order to improve implementation of planned interventions
    Network with like-minded partners at sub-county level in order to optimize programme delivery
    Represent Concern Worldwide at Sub County level coordination and technical forums in: Citizen participation linked to areas of interest of livelihoods, Crop production forums, livestock production forums, natural resource management forums and others as will be specified by the line manager and/or the Senior Manager Livelihoods
    Foster linkages between target communities and community groups with the relevant government departments and the private sectors as appropriate and as will be defined in the annual work plan. This will entail mapping out and identifying the relevant government departments and private sectors that will be appropriate at sub County and ward level.

    Voucher Solution

    Summary Of Current Voucher System

    Concern Worldwide is currently using a physical voucher system to distribute products to beneficiaries. A similar Voucher- cash system was also used for cash transfer in areas without mobile network. The system involves issuance of valued voucher of a fixed amount per beneficiary, where the beneficiary presents the voucher to the vendor in exchange for a product in line with Concern commitment.

    The current system involves the following process:-

    Designing and printing of the Vouchers:- Concern Worldwide normally designs and prints serialized vouchers to issue to the identified beneficiaries prior to the distribution date
    Beneficiaries’ identification: – Concern holds community forums, introduces the project and using a pre-defined criteria guides the participants on beneficiary identification. Most often the community leadership is engaged to confirm the right beneficiaries are reached.
    Procurement of vendor services: – Following the beneficiary identification, Project team shares the distribution clusters to guide the vendor procurement process. Concern procurement team then sends out request for quotations inviting interested applicants to apply. Number of vendors selected varies as they are cherry picked based on their quote values and geographical proximity to the beneficiaries. However, every distribution center is allocated only one vendor. It’s worth noting that livestock feeds are not readily available in the local market and hence the selected vendors have to source them from outside the ward/ sub-county/county.
    Issuance of the vouchers: – Once the vouchers are printed, Concern issues them to the identified beneficiaries, either directly using the Concern staff or identified clerks. This is normally done prior to the distribution day
    Redemption of the vouchers: – Once the supplies are ready, the vendor works together with the Concern team to distribute the livestock feeds.

    Redemption process

    The beneficiary then present the Value voucher and their ID card to the vendor/ or their representatives (identified through the normal Concern Worldwide procurement process) in exchange for the feeds.
    The vendor (or his representative) together with Concern Worldwide (or appointed representative-hired as clerk), cross-check the details of the beneficiary against the approved beneficiary register (to ensure that the person presenting the voucher is the valid owner), then guides the beneficiary in signing( by either pen-5% or thumb print(95%) the redemption documents upon confirmation of the beneficiary details. Where one Vendor is selected to distribute feeds to several villages, he appoints representatives who works closely with Concern team to distribute feeds in the various centers for timely completion of the exercise. During this exercise each beneficiary is guided to sign at least 2 forms (one for the vendor to use for invoicing and one for Concern’s record). During this process, the Clerks supports the beneficiaries in filling of the details as majority are illiterate.
    A livestock production officer from the county is involved during distribution to examine the quality and quantity of feeds distributed to the beneficiaries. The process can take between 6 to 10 hours per day based on the number of beneficiaries per day, and rate of turn up during distribution by location.
    Following distribution, vendor then presents the redemption documents and invoice to Concern Worldwide to claim the payment for the distributed items.
    Concern Worldwide does reconciliation of the distribution and process payment.

    Note: Distribution may happen in multiple locations at the same time
    Definitions of terms and role of stakeholder: Clerk:
    Person hired by Concern Worldwide as a casual to support the beneficiaries’ registration or feed voucher redemption process

    Beneficiary

    The intended recipient of either cash or products distributed by Concern Worldwide. The beneficiary is normally pre-identified using a selection criteria defined by Concern Worldwide during proposal development

    Vendor

    Also known as the supplier, is a person/organization identified in line with Concern procurement process to supply goods or services

    Redemption Team

    The Team Leader will provide technical leadership and management to the KDP. S/he will be the project focal person for all communication and engagement with FCDO.     Donor Grant Management & Financial Reporting

    Assist the CFC with the management of donor funds and timely production of donor reports, quarterly and annual financial reports for Dublin.

    Transport
    Scheduling and planning the use, movement, maintenance and repair of vehicles / motorbikes and thereby facilitating the most cost effective delivery of transport services to programmes
