    Responsibilities
    Within delegated authority, the Human Resources Officer will be responsible for the following duties:

    Recruitment and Staff Selection:

    Monitors vacant posts of assigned level/group and ensures adherence to policies and procedures in filling these posts.
    Contributes to the recruitment process and support the development of recruitment strategies and plans, coordinating with client offices in forecasting and identifying vacancies, preparing job openings, reviewing and
    screening of candidates.
    Review job openings in consultation with hiring managers, ensuring that the evaluation criteria and responsibilities are in line with the approved or classified documents.

    Contributes to the budget development process by reviewing the drafts and providing input on the human resources requirements and organizational structure of all sections based on the guidelines on budget review.
    Reflects recommendations of the staffing reviews into the staffing requirements for purpose of budget preparation.
    Reviews staffing related costs and expenditures in UMOJA in line with funds allotment, ensuring that funds for staffing costs are available, and where necessary alerts Human Resources Officer to follow up with Finance and Budget Office to deploy funds to meet any shortfall.
    Monitors expenditures related to staffing to ensure they are within the budgeted staffing costs, coordinating with the Finance and Budget Units at both the mission and Headquarter levels to ensure availability of funds.
    Advises hiring managers on loaning of posts between sections and movement of posts and staff between locations based on the SOP on Staffing table and Post Management, ensuring the integrity of the staffing table as approved in the budget without discrepancy in sections and locations.
    Reviews the documentation for submission of classification requests and contributes to the implementation of classification results.

    Performance Management:

    Supports the supervisor in the implementation of the performance appraisal system and monitors its compliance with the proper implementation of the performance management system, providing guidance and substantive
    support to mission components on standards for the development of service, section, unit and individual work plans.
    Liaise with the Integrated Mission Training Center to organize training/orientation programmes in performance management and supervisory skills as well as work plans.
    Monitors the full-compliance of e-Performance and provides input to the establishment of Management Review Committee and Joint Monitoring Committee and Rebuttal Panel and acts as their facilitator and ex-officio member.
    Counsels staff and managers in cases of underperformance and facilitates the implementation of a Performance Improvement Plan (PIP) or other remedial measures, when required.

    Staff Development :

    Provides regular information on vacancies and opportunities for the generic rostering system and works with DOS as a conduit for headquarters initiatives and as the initiator of individual career advice and counseling.
    Advises staff on training opportunities for HR staff as well as staff in general giving particular attention to developing and implementing career development paths for national staff members.
    Assesses the skill, expertise and knowledge of the HROs and HRAs, ensuring participation of human resources staff in relevant training programmes and designing individual on-the-job and group training programmes on
    specific subject matters in the area of human resources management, including in the use of HR IT systems.
    Identifies and analyzes staff development and career support needs and designs programmes to meet identified needs.

    Administration of Justice :

    Researches and compiles the mission’s responses to formal and informal requests coming from different entities under the Administration of Justice (AoJ) system.
    Contributes to efforts and measures aimed at addressing and mitigating staff grievances with the purpose of resolving them at the lowest practical level.
    Contributes to the development of preventive activities such as training and sharing best practices and recent jurisprudence related to human resources management.

    Staff and Management Relations :

    Assists the supervisors in supporting the dialogue between the management and international and national staff unions (Field Staff Union and National Staff Committee respectively to discuss HR matters and related staff issues.

    Org. Setting and Reporting

    This position is located in the Human Resources Section of the United Nations Support Office for Somalia (UNSOS). The Human Resources Officer will be based in Nairobi and reports to Chief, Staff Selection Unit and Chief, Human Resources Officer.
    Responsibilities

    Within delegated authority, the Human Resources Officer will be responsible for the following duties:

    RECRUITMENT AND PLACEMENT:

    Identifies upcoming vacancies in coordination with client offices.
    Prepares vacancy announcements, reviews applications, and provides a short-list to those offices.
    Arranges and conducts interviews to select candidates.
    Reviews recommendation on the selection of candidate by client offices.
    Serves as ex-officio in appointment and promotion bodies, examinations boards, and prepares and presents cases to these bodies.
    Prepares job offers for successful candidates.
    Monitors and evaluates recruitment and placement related activities of client offices, and recommends changes or corrections related to procedures to these offices.
    Supervises and monitors the work of the Human Resources staff in the direct unit.
    •Providing guidance and direction to Assistants in carrying out all human resources administrative transactions including review of staffing tables to identify vacancies
    Maintain human resources information systems, including constant update and generation of information and reports for use by management;
    •Plans, organizes, develops, coordinates and administers substantive assessment tests and other tests related to recruitment of professional, general service and other categories of staff.
    •Contributes to the development of a set of actionable and targeted change management plans, including coaching and training in order to implement these responsibilities and reports on possible gaps and risks.

    GENERAL:

    Provides advice and support to managers and staff on human resources related matters.
    Prepares special reports and participates and/or leads special human resources project.
    Keeps abreast of developments in various areas of human resources.

    Education

    An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

    A minimum of five (5) years of progressively responsible experience in recruitment is required.
    Hands-on experience with HRIT systems, such as Inspira and Umoja, is required.
    Experience in supporting hiring managers with staff selection process for national and international positions is required.
    Experience in a UN field mission, particularly in hardship conditions, is desirable.
    Experience supporting large missions from a back-office environment is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of other United Nations official languages is an advantage.

    Under the supervision of the Chief Centralized Warehousing Section, the Logistics Officer reports directly to the Chief, Centralized Warehousing Section. This position is based in Nairobi, Kenya.
    Responsibilities

    Within the delegated authority, the Logistics Officer will be responsible for the following duties:
    Exercises managerial and supervisory control over all logistics support required by the mission.
    Develops, prepares, coordinates and monitors overall support plans including demand forecasting, supply schedules, priorities or requirements, and resolution of urgent operational needs.
    Monitors and coordinates all multifunctional logistic requirements at the operational and tactical levels.
    Assists Chief Supply Chain Management in the development of policy and procedures for logistics support.
    Briefs Chief Centralized Warehousing Section on a daily basis on the ongoing operation/requests .
    Ensures that logistics requirements take account of gender-specific needs.
    Advises senior management on logistics management, structures and staffing levels to ensure that they are at all times adequate to meet the requirements of the logistics strategy.
    Carry out logistics support coordination with UNSOS Sections to establish Mission’s priorities and resources allocation within the framework of the overall Mission Support Plan and guidance from mission senior management. Organizes and chairs logistics operations meetings.
    Performs other related duties as required.

    Experience in providing logistics and supply chain support services in a complex, volatile, conflict or post-conflict environment is desirable.
    Experience in international military or UN peacekeeping operations is desirable.
    Experience in demand and inventory planning, forecasting and delivery planning is required

    Responsibilities
    The Supply Chain Business Intelligence Officer will be responsible to effectively manage and lead the Supply Chain monitoring and reporting. The incumbent provides advice to the Chiefs of Unit/Section within UNSOS on matter related to end-to-end Supply Chain performance management.
    Within delegated authority, the Supply Chain Business Intelligence Officer will be responsible for the following duties:

    Provide expert advice to the Chiefs of Unit/Section within UNSOS and other stakeholders on all issues related to leveraging data and business intelligence to the assessment, planning, monitoring, management and the continuous improvement of the performance of the end-to-end Supply Chain in the Mission. Develop and organize the Business Intelligence capabilities and capacity (staffing and other allocated resources) to support enhancing the Supply Chain business performance in the mission.
    Spearhead the Business Intelligence Unit workplan to ensure successful planning, organizing, execution, monitoring and control of the Mission’s Business Intelligence (BI) Programme of work; administer the implementation of agreement for BI support services; lead establishment and execution of BI Operating Model; manage development of BI demands or requirement; manage lifecycle of BI projects in alignment with UNSOS BI vision and strategy.
    Lead the performance reporting based on SCOR (Supply Chain Operations Reference) metrics and mission specific KPIs in the mission. Evaluate operational, analytical and strategic reporting solutions. Evaluate data captured from Enterprise Resource Planning (ERP) systems modules and other relevant systems of record, suggest and validate solutions for improvements of Supply Chain processes. Design, validate mission-specific Key Performance Indicators (KPIs), dashboards for BI and ensure integration and automation of data flow to the designed SCM dashboards, in consultation with relevant sections/units as needed.
    Lead the Business Intelligence Unit in the development of recommendations, based on data analysis, and independent root cause analysis conducted with key stakeholders/business process owners. Ensure that timely and actionable information is produced which helps drive business results and guide decision making process for improving the effectiveness and efficiency of the supply chain operations within the Mission. Devise, promote and evaluate analytic models and creative data visualization to derive actionable intelligence and enable senior management decisions.
    Develop, review, evaluate, of business rules, guidelines, standard operating procedures and other guidance materials based on the UN regulations and rules, international standards and recommended practices on supply chain management. Ensure the operationalization of Supply Chain management concepts, the implementation of instructions on Supply Chain Self-Assessment and Performance Reporting. Provide guidance and technical support in formulation of user requirements for IT systems in support of materials management and Supply Chain activities.
    Lead the execution of functions carried out within the Unit ensuring the smooth functioning of the Unit. Develop, monitor work plans ensuring the attainment of objectives and supervise staff. Evaluate capacity building requirements, coordinate training events.
    Ensure gathering of requirements from various stake holders and business process owners to define specific business requirements for the end-to-end Supply Chain Performance Management. Develop and promulgate Business Intelligence Guidance and Procedures, monitor and ensure compliance. Provide inputs for continuous improvement and innovation in the area of Supply Chain Performance Management. Provides guidance in implementing change initiatives.
