    As Deputy Regional Director Operations, you will lead and manage a team of functional experts and managers so that business support services facilitate the delivery of a high quality program work across all country operations in the region, contributing to their impact, transparency and accountability.
     
    You will also ensure the full compliance with and alignment to Plan’s strategic goals, values and policies in adherence of minimum standards.
     
     
    The role enables others to deliver, providing oversight and support in making strategic decisions and managing the risks of systems and processes that ensure the proper utilization of income from grants and sponsorship; the effective management and development of human resources; as well as the development of appropriate security and safety standards across the region and cost effective administration and logistics for the provision of business services.

    Dimensions of Role:
    The Grants Department is responsible for the following tasks: Coordination and Negotiations; Compliance (Systems, processes, donors); Monitoring and Analysis; Portfolio Management and Strategy of Plan Kenya.
    This role will work collaboratively with National Offices (NOs) and other departments of the Country Office programme to ensure smooth management of development and humanitarian programme awards, sub grantees and contracts. The person will manage a team responsible for the portfolio of awards. The position will be also responsible for capacity building of staff and improving internal ways of working and will lead start-up and closeout meetings/workshops.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    Typical Responsibilities – Key End Results of Position:Key Responsibilities:A) Developing self and others; Working effectively with others
    Support the Director of Operations to support to development and high performance of the Grants Management team.
    Support the delivery of capacity building both within the Grants team, partners and across the Country Office.
    Carry out orientations and staff trainings for grants management procedures, donor requirements (rules, regulations, reporting and compliance) for Plan KCO staff and partner organisations. Build relationships across the Country Office, the Region, National Offices and the IH and escalate issues as required.
    B) Communicating with impact, negotiation and coordination
    Provide coordination support to proposal development and review processes, ensuring all staff inputs happen in timely and effective manner in collaboration with the Business Development Manager.
    Provide advice on donor compliance requirements to ensure high quality proposals.
    Coordinate the processes for financial donor reporting to ensure that reports are high quality, delivered on time and supported by auditable records.
    Maintain effective communications with Plan International National Offices and Regional Office regarding donor related issues.
    Lead Grants “Kick off” meetings to ensure that all grant information is shared effectively with relevant staff, including field offices and partners.
    Lead Close out process and work with National Offices to ensure grants are closed out on time (assets, final financial accounts).
    Coordinate with auditors as necessary.
    C) Compliance (systems, processes, donor)
    Clear understanding of Plan processes and key donor requirements, and support teams across the Country Office to ensure all opportunities, proposals, contracts and amendments follow Plan processes.
    Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations throughout the grant cycle.
    Ensure potential issues and amendment requests are flagged promptly to the Operations Director, then to donors via the relevant National Offices. Prepare donor waiver/derogation requests.
    Ensure all SAP records are an accurate reflection of current grants status at all times, and have all required documentation attached.
    Ensure all partners and sub-recipient agreements undergo legal vetting, are input into and approved through SAP, and work with relevant staff to ensure relevant donor requirements are understood by implementing partners (this may include capacity building).
    Review all final reports before submission to the donor.
    D) Monitoring and analysis
    Co-ordinate the development of fully costed budgets for grants and contracts proposals.
    Co-ordinate with respective budget holders (Program Managers) in order to ensure budgets are correctly allocated and aligned.
    Ability to analyse financial issues i.e. variances and resolve by collaborating with other teams.
    Strong financial skills including budget development, and monitoring of spend across award portfolio.
    Develop a dashboard of all impending donor reports and support the program team to ensure timely delivery of reports.
    E) Award Management leadership, portfolio management and strategy
    Ensure grants management systems and processes are successfully implemented, and key controls are in place to support effective portfolio management and compliance with donor requirements.
    Ensure regular grants monitoring across the country office and facilitate regular meetings with key stakeholders to ensure individual grants performance are being tracked effectively, and that risks and issues are being recognised and action taken.
    Provide regular management information to the Operations Director on the performance of the allocated portfolio.
    Support the Operations Director in the implementation of plans to address any performance issues identified through management information and KPI results.

    Project Background – Tulinde Tusome
    In partnership with Global Affairs Canada (GAC), Plan International Kenya is implementing a multi-disciplined education and child protection project titled Tulinde Tusome.
    The project’s ultimate outcome is improved access to protective and quality school and community environments for children, particularly vulnerable girls and boys, in Kwale and Kilifi Counties.
    The project spans 5 years from July 2014 to November 2019 and targets 180,000 direct beneficiaries and 1,700,000 indirect beneficiaries.
    Plan collaborates with multiple partners in the implementation of this project, including government ministries and civil society organizations.  
    Summary of Position: The primary responsibility of the Project Director (PD) is to lead the strategic outcomes of Tulinde Tusome by ensuring the effective, timely and coordinated management of this 10+ million CAD project.
    This role is responsible for strategic direction and planning, results achievement, quality programming and implementation, financial management, personnel management, donor relations and reporting, stakeholder and partner relationship management, and monitoring & evaluation.
    Dimensions of Role: The post-holder will primarily work in Kwale and Kilifi counties where this Project is based.
    The PD is responsible for leading a small team of professionals across multiple locations within the two mentioned Counties and will have oversight of all other contributing staff and consultants on this project.
    S/he will work closely with Plan International Kenya’s leadership, technical and grants teams; Program Unit offices in Kwale and Kilifi; Plan International Canada and Headquarters’ offices; national and county government departments; and local implementing partners.
    The PD will also manage relations with Global Affairs Canada (GAC) in Nairobi and be responsible for ensuring donor guidelines and requirements are consistently met.
    The success of this position will be measured through ability to achieve the project’s results.
    The PD will uphold Plan’s Core Values, promote mission and vision, and program principals (transparency, gender equity and diversity) to enhance program impact, as well as ensure modelling of Plan’s values among all project staff.
    Program Leadership and Financial Management
    Lead high quality, results-oriented program planning, implementation and reporting in compliance with donor, government and partnership agreements.
    Design and oversee an annual program cycle and budget for the project in accordance with donor’s annual planning cycle and compliance requirements.
    Oversee staff and partner work plans, deliverables and compliance requirements.
    Create management systems and processes consistent with program needs.
    Coordinate efficient procurement of project supplies and services with finance, program and procurement colleagues.
    Ensure program strategies in education and child protection adhere to best practices in the sector, integrating gender equality, child participation, inclusion and environmental sustainability as cross-cutting themes.
    Ensure that local laws and operational policies and protocols, including for security, are observed and respected.
    Serve as primary liaison with Plan International Canada on administrative, programmatic, financial and technical matters.
    Expected Results:
    Effective execution of the project in accordance with donor agreements, annual work plans and budgets.
    Monitor expenditure on a monthly basis to ensure spending is on track, and ensure forecasts are updated based on activities and in compliance with donor regulations.

    Finalize the project’s quality strategy and develop a clear plan for execution. Internalize the outcomes in the Performance Measurement Framework (PMF), understanding the current position of the outcome and the target to be achieved.
    Lead regular planning and reflection sessions with the Tulinde Tusome team, local partners and government officials. As PD you will have the oversight and decision-making responsibility on program quality.
    Work with program staff and technical advisors to identify the technical support needs of the project and ensure this support is provided.
    Applying a children’s rights-based approach, assess the level of gender equality, child protection, inclusion and meaningful child participation integrated into key project activities to ensure that all project activities are safe, supportive and inclusive spaces.
    Identify barriers, risks and opportunities to higher achievement of gender quality, child participation, child protection and inclusion, as well as practical, feasible actions to address those factors.
    Develop, review and edit training manuals and activity guidelines to ensure achievement of project objectives and emphasis of key messages.

    Attained a Bachelor’s degree in Finance or Management
    Professional qualification in Business, International Development, Finance/Accounting or similar
    At least three years’ Experience managing grants, contracts & sub agreements with knowledge of major funders’ guidelines (e.g. USAID, European Commission, DFID, CIDA, SIDA etc.)
    Relevant experience managing donor funded projects with International NGO’s particularly those addressing human/children’s rights and those applying partnership approaches will be an added advantage
    Strong analytical skills, computer literacy and excellent documentation skills are a must.
    Ability to work well with a team and establish relationships with other teams/offices
    Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

    ROLE PURPOSE
    This role will ensure that sponsorship communications are entered in child data as per the corporate standards.  This will ensure production and quality standards are met for continuous relationship between the Organization and National offices.
    Dimensions of the Role
    The post holder reports directly to the Sponsorship Coordinator.
    Accountabilities

    Ensure that all sponsorship communication items are accurately entered into the child data system before the close of every month.
    Tracking and processing of incoming communications in a timely manner and as provided for by the sponsorship guidelines.
    Ensure all outgoing communications are processed in child data system after quality checks to meet corporate requirements.
    Utilization of the child data system as per Plan International policies.  This is as regarding access, uploading & extracts processing.
    Regular tracking and updating of to-do’s to aid in timely feedback.
    Maintain a good filing system for sponsored children data (cancelled files) in the office.
    Ensure availability of credible and usable sponsorship information in child data system
    Provide monthly feedback to sponsorship field staff and partners to enhance quality communication products.
    Ensure all processed sponsored children files are dispatched to the field in a timely and organized manner.
    Ensure stock and inventory control for the sponsorship department
    Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Key relationships
    Communication is very vital and this position maintains a daily contact with Sponsorship Coordinator and the Sponsorship Officers in order to achieve the desired targets.
    An effective working relationship with other functional networks within the Program Office and with the Sponsorship Administrator at the Country Office for technical back up is necessary.
    Technical expertise, skills and knowledge
    Educational Qualifications, skills and experience

    Diploma in community Development or related field.
    Computer literate (MS Office Word, Internet Explorer, Excel etc.)
    At least two years’ experience working in similar position.
    Fluent in written and oral English and Kiswahili.
    Computer skills and Internet knowledge.
    Proven typewriting and proof reading skills.

    Job description

    The Opportunity
    In this role as the Monitoring and Evaluation (M&E) Specialist you will contribute to the success of the M&E strengthening Project by working with and supporting Country Offices to adopt and implement the new M&E approach, frameworks and system to ensure transparency and accountability to all our stakeholders and that we, as an organisation, are able to capture, store, analyse and report on our progress in a consistent and coherent way.
    You will contribute to enhancing capacity in our offices to apply the above approach, principles & standards and system in order to generate and act on evidence to inform our programmes and influence and learn.
    The Person
    In order to succeed in this challenging and varied role, you will need:

    Expert knowledge on monitoring and evaluation of development work, across a wide range of technical areas.
    Significant experience and a strong understanding of processes, approaches, tools and methodologies that facilitate M&E, and organizational learning, that is up to date with best practices in the sector.
    Strong understanding of the realities of NGO programme management and limitations that impact programme monitoring, evaluation and learning.
    Understanding of different approaches to assessing and reporting NGO programming results, across a wide variety of contexts.
    Significant experience of capacity building and upskilling of field staff and M&E staff
    Fluent in English. Capacity in one of the following: French, Portuguese, Arabic and/or Spanish will be an advantage.

    Location: Flexible. Preferably East and Southern African Countries (Egypt, South Sudan, Ethiopia, Sudan, Kenya, Tanzania, Malawi, Uganda, Mozambique, Zambia, Rwanda, Zimbabwe) where Plan International currently has a legal entity and you have the pre-exsisting righ to work will be considered. Employment will be as per local terms and conditions.
