    ROLE PURPOSE
    Plan International is embarking on an ambitious and exciting change process, to make the organisation more relevant, bold, engaging and effective in a new global context. Our ambition for policy and influencing work is to drive changes in policies, behaviours and practices at international, regional, national and local levels, so as to advance children’s rights and equality for girls. Plan International’s new Global Strategy aims to transform the lives of 100 million girls and implement a programme and influence approach to achieve it. Regional level influencing – in MEESA and related country offices – will play a key role in delivering results at scale. To help achieve this, Plan International is currently recruiting a Regional Policy, Advocacy and Research Advisor.
    The position is a lead technical expert to Plan’s Policy, Advocacy and Research work. S/he ensures that the regional advocacy areas are prioritized in our strategic partnerships and engagement with actors and stakeholders through influencing activities at the regional level. S/he collaborates with the Global Policy and Advocacy Department at our international headquarters, with our UN Liaison Offices and particularly with the Pan-African Liaison Office and the West and Central African Regional Office to ensure that global policy and advocacy, research priorities and campaigns effectively support our goals. S/he supports capacity development and quality assurance measures for influencing staff in Eastern and Southern Africa and represents Plan MEESA Regional Office in Plan’s global Influencing network and other networking fora.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
     Program and Influence 20%

    Lead and manage the design and implementation of the Advocacy priorities that align to and complement the Pan African and Global Advocacy Strategies.
    Support the alignment, design and implementation of influencing plans and the building of influencing capacity throughout the region to achieve desired large- scale improvements in girls’ rights and gender equality
    Maintain a strategic overview of issues effecting girls’ rights in the MEESA, monitoring trends in the external environment and inputting and/or leading as required to organisational strategy and planning processes, in coordination with other team members.
    Support a strong feedback loop and link between advocacy at the country, regional and global levels by providing inputs and collaborating with global initiatives and/or Liaison Offices.
    Contribute to monitoring and evaluation of advocacy work, in particular, assessing the impact and extent of gender integration.

    Policy and Advocacy (including influence multilaterals and donors) 25%

    Undertake in-depth power and policy analysis of the structures, systems and networks in the region and Countries to identify opportunities for changes in law, policy, budget and behaviour that will drive the achievement of advocacy goals and objectives in the region
    Identify and contribute to the convening and organization of high-level public policy platforms and dialogues and support senior Plan International staff in integrating an advocacy perspective into talking points and other materials.
    Lead the development of key advocacy messages, defining effective tactics to leverage influencing strength and mobilise support for change making in MEESA
    Represent Plan International at advocacy and policy meetings and events where necessary.
    Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors and politicians, of the value of Plan International’s policy recommendations.
    Working closely with the MEAL team, build systems for research, analysis and documentation that underpin evidence based advocacy and influencing at national and international levels.
    Develop dissemination and communication strategies for key advocacy messages, together with the communications team.
    Produce or manage the production of reports, briefing papers and presentations for internal and external audiences, as needed

    Influencing in Emergencies and humanitarian settings 20%

    Ensure a robust overview, ongoing analysis, and development of key messages around  protecting girls in conflict issues with the particular focus on education and protection, movement and access, humanitarian and operational space issues affecting Plan International’s ability to deliver quality programs for targets we serve.
    Coordinate with Plan International humanitarian advocacy staff to ensure complementarity and consistency across policy positions and advocacy platforms.

    External networking and outreach 20%

    Develop and cultivate value-added strategic partnerships and engagement with key stakeholders such as civil society organisations, multilateral institutions, relevant coalitions and networks, and other influencers to further Plan International’s delivery of its influencing agenda.
    Design and deliver strategic influencing activities, such as workshops and events through mapping out key moments in time (events, report launches, consultations) at the national, regional and sub-regional levels to spotlight advocacy work and present Plan International as a leader in children, in particular girl’s rights, to a diverse range of stakeholders.
    Represent and profile/position Plan International as a leading, international, humanitarian and peace-building actor in relevant NGO networks and other coalitions
    Develop and maintain a network of external contacts with key individuals in the government, donors, NGO sector, civil society and the media.

    Young people as Influencers 10%

    Lead on youth participation efforts to ensure that voices of youth especially girls are integral to Plan International’s advocacy, including in planning and implementation. Acquire information and understanding of social policy and adapt strategies as necessary.
    Promote the role of youth in influencing regional governance to ensure their survival, learning, and protection

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 5%

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

    Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;
    Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted. 

    Technical expertise, skills and knowledge
         Academic Qualifications and experience

    Hold a university qualification in political science, international law, international development, communications or an equivalent qualification
    Experience in developing and delivering advocacy strategies in development and / or humanitarian contexts. Demonstrated experience in using key influencing strategies such as advocacy, lobbying, movement building, or policy development
    Understanding of causes and consequences gender discrimination, exclusion and inequality and how they contribute to the non- realization of children rights and developing practical strategies to address them.
    Familiar with key international human rights frameworks and their relevance for change actions and opinions of power holders and social behavior
    Familiar with influencing tactics, such as advocating governments for policy change, campaigning with CSOs for budgetary revisions, strategic engagement with power
    holders via media outlets, including digital
    Understanding of basic techniques strategies and tools to advance social justice campaigns targeting a range of key audiences
    Understanding of youth movements and youth activism approaches and trends
    Experience in carrying out power, policy and political analysis to inform strategies and projects
    Strong knowledge of child and women’s rights and gender justice.
    Knowledge of how to maximise awareness of Plan International’s purpose, work and objectives via a range of communications channels and tool i.e external media, online, social media, etc
    Good understanding of the development and NGO sector.

    ROLE PURPOSE

    Our strategic goal is to ensure vulnerable adolescent girls, young women, men and children are supported/ empowered/ facilitated to drive social-economic change and break gender barriers, to enable them access equal opportunities and realize their rights in an enabling environment
     The Innovation 2 Inclusion Project Manager will ensure that project outcomes are realized through providing effective, timely and coordinated project management. He/she will oversee the implementation of Plan International Kenya’s deliverables under the i2i project, linking closely with the Plan International Kenya Gender Coordinator, other colleagues within the Country Office and in Plan International UK, as well as i2i consortium partners in Kenya. 
    S/he will provide direct technical input in the implementation in accordance to donor/Organisations guidelines and standards.
     The incumbent should have good understanding of the interface between innovation and inclusion programming and should be familiar with working with the private sector especially within the areas of business, economic empowerment, partnerships with government, and civil society. Experience working with Disabled People’s Organizations (DPOs) on social and economic inclusion – particularly of women with disabilities – will be an added advantage.  Additionally, s/he will be familiar with managing large donor projects and ensuring compliance with donor guidelines and regulations
     He/ She will be based in Nairobi Urban Program and will be part of a program management team at the country office  exchange ideas and learning with other project  managers in other projects  on a regular basis.

    The Director of Strategy, program development and innovation (hereafter referred to as the Director of Strategy) reports to the Country Director who provides overall strategic direction, guidance and oversight. As such, the primary responsibility of the Director of strategy is to lead country strategy program design and development and ensure the development of high quality evidence based and innovative programming that is transformative for girls and young women. The role supports Plan Kenya’s strategic positioning with Plan International National offices, partners and donors and leads on project design to ensure that the country office strategy is realised. The role demands dedication to identifying, designing and driving solutions for girls and young women demonstration of thematic excellence and requires an individual that can work on a complex and fast-paced environment. The Director of Strategy provides strong and coherent leadership in support of Plan Kenya’s strategic priorities and efforts, building effective partnerships with senior government officials, civil society and other relevant actors. S/he Key to this will be effectively delivering on new/enhanced practice areas for Plan International, including but not limited to movement building, re-engineering civil society strengthening, localisation as well as driving innovations and new product development.

    Working closely with the Country director, the role plays a leading role in identifying, nurturing and strengthening strategic partnerships with government, local, regional and international CSOs, donors in advancing our purpose and our country strategy.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Strategic Leadership (20%)

    Provide overall strategic oversight in aligning Plan Kenya’s annual programs to the Global Strategy and Plan Kenya’s five year strategy (2021-2025);
    Manage Plan Kenya’s engagement and influencing in the strategic repositioning of Plan Kenya as the “to go to” organisation for girls’ rights;

    Ensure strengthening of linkages between relevant teams at Global hub, pertinent National offices and the Country Office (CO) and strengthen/establish a matrixed coordination function that optimizes on Plan Kenya as a Federation priority country and assures above country learning;
    Ensure technical advisors engage in larger communities of practice (CoP) both within the Plan federation and in-country and link with relevant and evidence based approaches for delivering for girls and young women;
    High-level representational role with the government, donors, partners and other stakeholders;
    Lead the overall development and evolution of the Country development programme within the overarching Country Strategy and their subsequent operationalisation;  
    Contribute to the development, review and submission of annual plans and quarterly reporting whilst ensuring strategic inputs into annual plans;

    Drive diversification of PIK’s portfolio whilst ensuring alignment with PIK’s five year strategy and optimal integration with PIK’s sponsorship program;
    Drives and supports the strategic development of high quality initiatives, projects and innovations and ensure a smooth handover to the program implementation team, as need be;
    Facilitate engagement of other managers and staff regarding the Country Strategy to ensure maximum understanding and operationalisation of the Country Programmes;
    Lead in identification of key influencing issues in the Country Programme and with the engagement of programme team and technical advisors design and implementation of relevant strategies to ensure evidence based influencing;
    Ensure program design and budgets assures proper adherence to MERL framework and embeds appropriate learning questions;
    Ensure effective working relationships with the Global Hub, National offices and Regional Hub technical advisors, including obtaining/procuring technical support to support program development and/or advocacy efforts;
    Liaison with designated Plan International National Offices to drive new program development, innovations and product development and solicit input for the same both internally and externally;
    Fosters humanitarian, development nexus in collaboration with the Resilience & Emergency Response Advisor.

    Engage with technical advisors and relevant partners to ensure high quality evidence based designs that draw on needs assessments, human centred designs, child safeguarding principles and learning from past programming;

    Technical expertise, skills and knowledge

    Qualifications/ experience essential:

    A Master’s Degree in Social work, International Relations, Development or similar field.
    10 years of relevant experience in INGO Sector or demonstrated equivalent combination.
    At least 7 years’ experience in managing development programme in the country with in the INGO sector.
    Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization.

    ROLE PURPOSE

    The Child Protection Specialist for Somaliland will be the technical lead and overall manager for to Plan International’s Child Protection programming in Somaliland, responsible for ensuring that  Plan’s CP projects are implemented to a high technical standard, representing Plan in CP coordination forums, building the capacity of partners  and government officials  on Child Protection, working closely with National Offices and leading on fundraising for Plan’s CP programming.  The incumbent will be expected to proactively identify gaps in child protection Somaliland, recommend how Plan could address these gaps, and actively seek funding to implement these recommendations.

    DIMENSIONS OF THE ROLE

    This position will be based in Plan International Somaliland’s office in Hargeisa, Somaliland and is responsible the overall management of the CP programme for Plan International in Somaliland, including managing CP projects, securing funding to achieve Plan’s CP programmatic ambition, represent Plan with the Somaliland government and in relevant coordination  forums and build strong partnerships and relationships with Somaliland NGOs, INGOs and UN Agencies active in the sector.  The Specialist will need to take an active role in providing technical support to partners and government officials, and provide ongoing  capacity building support to all of Plan’s partners. 

    ACCOUNTABILITIES

    Ongoing monitoring of Child Protection capacity in Somaliland and contribute to the mainstreaming of child protection into Somaliland government programming:

    Work with partnership with relevant Somaliland ministries to monitor the capacity of government departments and officials to provide gender sensitive and quality child protection services to families and communities in Somaliland using the Inter-agency Child protection Assessment Resource Toolkit.
    Use the results of assessments to make recommendations to the Government of Somaliland on how to address gaps identified, and in collaboration with CP stakeholders in Somaliland, determine priorities and areas where child protection could be improved.
    Assess in-country, human, material and financial resources available for child protection activities and identify where Child Protection could be mainstreamed into Government programmes. 
    Develop guidance for the Government of Somaliland on how Child protection could be effectively mainstreamed into their programming and policies. As needed, develop training and influencing materials to support the mainstreaming of CP into Government programmes and policies, and provide capacity building training to Government officials and partners as needed or requested.

    Strengthening the capacity of local partners in Child Protection:

    The Child Protection Specialist will provide technical support to Plan International’s partner in Somaliland building the capacity of their staff to understand and use a child protection approach in their broader programming (mainstreaming). 
    In addition, this position will support Plan to identify gaps in child protection of the local partners Somaliland and recommend how Plan could address these gaps.

    Ensure that Plan’s Child Protection Projects/Programme are technical sound, effectively managed and adequately resourced.

    Oversee and manage the implementation of Plan’s CP projects/programmes in Somaliland.  This will involve working closely with National Office technical CP staff to ensure that projects/programmes are based on best practices and Plan’s CP frameworks. 
    In addition, the CP Specialist will be the overall Programme Manager for Plan Somaliland’s CP project portfolio, acting as the Project Manager for smaller projects and providing technical oversight for larger projects with their own PM. 
    Finally, the CP Specialist will be responsible for leading on the CP sector fundraising and new business development, identifying potential funding opportunities, and leading the project design and proposal development process, in consultation with the Head of Mission and relevant National Office staff.

     

    Develop and implement a monitoring, evaluation, accountability and learning (MEAL) framework that measures the effectiveness of Plan’s CP programming. 

    Working closely with Plan International Global and Regional Hub Monitoring and Evaluation staff, develop a Country Office CP MEAL Framework. 
    Ensure that learnings are captured and shared with CP stakeholders in Somaliland, as well as with internal CP colleagues. 
    Ensure early and rigorous implementation of quality and accountability mechanisms, as well as feedback from the relevant stakeholders is considered throughout all phases of Plan’s CP project design and implementation activities.

    Coordinate information sharing on Plan’s CP work in Somaliland and act as Plan’s primary representative on child protection programming in Somaliland:  

    Represent Plan to the Somaliland government and other CP stakeholders as needed and agreed with the Head of Mission. Represent Plan child protection coordination mechanisms including any relevant cluster/sub – cluster.
    Work closely with the Head of Mission on resource mobilization, including development of quality concept notes and proposals and donor engagement.
    Work with Plan’s communication team to support the publishing and dissemination of articles, case studies, success stories and presentations highlighting Plan’s CP work in Somaliland.

    Effectively manage the CP Sector budget:

    The incumbent will be responsible for managing the overall budget for Plan Somaliland’s CP sector programming, ensuring that budgets are accurate, spending is as per agreed budgets and both internal and donor financial reports for the sector are accurate.      

    Oversee and manage both internal and external reporting for the CP programme sector

    Ensure that Plan International Somaliland is providing quality and timely reports to donors, National Offices and the Global/Regional Hub.

    Ensure that the CP programme sector has a high performing team that is delivering on its objectives in a timely and effective manner.

    Coordinate and/or implement the recruitment of technical and field staff for the CP programme sector, ensuring that recruitment is completed as per both Plan’s policies and practices, as well as the Government of Somaliland’s policies. 
    Ensure that the CP team’s performance objectives are well set and effectively managed using Plan’s performance management system. 

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC) ensuring that concersna are reported and managed in accordance with the appropriate procedures.
    Leads the orientation of programme staff to ensure that they are properly inducted on and understands thier role in upholding plan internationals safeguarding  and GEI policies. 
    Ensures that Plan Internatioanal’s  global policies for Safeguarding Children and Young People ,Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to day work in Programme team.

    Technical expertise, skills and knowledge

    Essential

    University degree in social work, a social science or another related field with a minimum of 7 years (of which at least 5 in the field) of progressively responsible professional experience in child protection.
    Experience conducting child protection assessments and technical expertise in implementing community-based child protection mechanisms.
    Experience training staff/partners on child protection using participatory learning approaches
    Excellent English written and verbal communication skills, and
    Excellent interpersonal skills, able to effectively influence senior managers and communicate clearly and effectively at all levels, and to maintain this under pressure.

    Comprehensive knowledge of the Minimum Standards for Child Protection in Humanitarian Action, Sphere and the Red Cross/ NGO Code of Conduct.
    Demonstrated ability to network and liaise with major child protection actors (UNICEF, WVI, Save the Children, etc)
    Experience mainstreaming Child Protection in project design and implementation, and developing participatory monitoring and evaluation frameworks

    Able to work collaboratively with teams and disaster affected communities in a sensitive and participatory manner.
    Able to work independently, with strong organizational and work prioritization skills and attention to detail.
    Well planned and organized even within a fluid working environment and has a capacity for initiative and decision making with competent analytical and problem solving skills

    ROLE PURPOSE

    The Regional Communicaions and Media Specialist will be responsible for executing an intergrated communications strategy in alignmen with Plan International’s  visibility advocacy and fundraising goal.  They will take the lead ot postion Plan International in the region as the leading organisation for Children’s rights and equality for girls.  The role will develop a connection and interaction with key audience (both internal and external) to gain support for the the mission of Plan Internatioanl in the Region.
     
    Dimensions of the role

    Accountabilities
         Media Management 25%

    Implement a regional media strategy aligned to Country Strategic Plans and Programmes and linked to the global strategy, to deliver high impact media coverage in regional and global markets.
    Support  media  work  on  major  humanitarian  emergencies  such  as  conflicts,  food  crises  and  disasters; manage  media  enquiries  and  link  with  relevant  spokespersons as appropriate.
    Build and maintain strong linkages with media at regional and international levels, develop partnerships with media outlets  and  bloggers.
    Manage  risk  and  brand  reputation  to  ensure  that  media  work  benefits  rather  than  harms  Plan International’s strategic objectives  and  does  not  endanger  staff,  programmes,  partners  and  the  communities  we  work  with
    Analyse and advise Management on changing trends and opportunities in the regional and global media landscape 
    Monitor and evaluate the impact of media projects at both country and regional levels, and provide regular strategic reporting and give recommendations

    Content Development 20%

    Gather internal knowledge and transform it into exciting and useful messages, and disseminate it to the right audiences through identification of the most effective distribution channels
    Produce  high  quality  materials  including  information packs, opinion pieces, power point presentations, press  releases,  speeches and talking points, opinion  pieces,  news  reactions,  photos,  blogs, annual reports, newsletters, video  and multimedia content
    Support Country Offices and the Regional office in ensuring adherence to communication policies, protocols, standards and brand compliance
    Implement guidelines and standards for producing communications content and ensure its being followed

    Capacity Building
    Provide  technical  support  and  mentoring  as  well  as  on the job  training to a network of communications staff  in the region
    Provide support to spokespeople on  a  range of  humanitarian,  development  and  campaigning  issues while training more spokespeople in the region 
    Build capacities of country and regional teams on capacity gaps related to media and communications

    External Communications 20%

    Support stakeholder identification and mapping to feed into a comprehensive stakeholder engagement strategy
    Provide  strategic  advice  and  support  to  the  regional  leadership  team  and  senior  management  in  relation  to communications
    Work  with  country  teams,  programme  staff  and  partners  to  ensure  production and availability of high  quality  communications products for  a  wide  range  of  audiences  including donors, partners including the private sector, policy makers and the general public, at global, regional and country levels
    Manage external consultants as required for the development of agreed outputs
    Objectives: Finalise the calendar of events taking into account the global and Plan International Calendars as well as the Regional Calendars (including key AU events, major conferences and events)

    Internal Communications 20%

    Manage Plan International’s internal communications for the region, exploring new  ways  to  get messages across using social media and online platforms
    Create and manage content for Plan International’s MEESA website content and social media accounts and oversee delivery of the same across country offices
    Generate content around high-priority Plan International issues and campaigns, edit and produce content  that  increases Plan International’s staff  understanding  of  our core  vision – internal newsletters, communiques, videos, talks

    Objectives:
    i. Daily updates of the social media links and weekly report summaries of what has been uploaded and activity in terms of views, comments etc
    ii. Weekly summary of the content that has been uploaded onto Planet
    iii. Media bundle produced for every major activity. This includes the background content, key messages, communication objectives, accompanying talking points and social media bundle
     iv. Workshop report on the social media workshop with a proposal on which initiatives MEESA should adopt for the social media work.
    Dealing with Problems: 10%

    Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them
    This post is a pivotal position that has to support the delivery of communications outputs with diverse demands and pressure from different parts of the organisation to often tight deadlines.
    Ability to prioritise and maintain focus while still demonstrating high levels of customer orientation are key for this post.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

    MBA/University degree in Communications or related field with 5 years of practical experience in similar position most of which should preferably be from within the humanitarian/NGO sector and understanding of rights-based approach.
    Demonstrated and considerable experience of working with international media, communications or public relations roles. 
    Must show demonstrable impact in using communications as a tool for social change.
    Demonstrated experience of the key responsibilities, including working with media, delivering communications strategies, managing internal communications, knowledge of digital media, and creating networks.
    Excellent analytical and critical thinking skills, including ability to find, absorb, analyse and prioritise information from many different sources, and proven experience of strategy development.
    A record of accomplishment of achieving results and strategic impact on communications and media and in building capacity for teams to deliver.
    Familiarity with the social, political and economic context of the MEESA region, and its humanitarian and Excellent written and verbal communication skills and the ability to communicate complicated and technical issues in a concise and clear way, to a wide range of target audiences development issues.
