    M&E Coordinator

    Plan International Kenya’s strategic goal in the next five years is to end teenage pregnancies and end gender based violence against adolescent girls and young women. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for, and have equal opportunities. PIK will contribute to the global strategy by aiming to reach approximately 3 million (tbc) girls and Young Women directly over the period of the strategy 2022-2026 and to reach additional beneficiaries through its interventions. 
    The Monitoring and Evaluation and Learning Coordinator will oversee Plan Kenya monitoring and evaluation activities and specific data requirements for projects as well as tracking and reporting on outcomes and impact of our activities.  The MERL coordinator will share their learning across the organisation and help facilitate learning in other departments and regions.     ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Monitoring Implementation and M&E coordination (30%):

    Supervise and coordinate application of monitoring tools to track program performance in line with the Theory of Change and the M&E Plan
    Offer leadership and technical support to PIK field staff in the implementation of their monitoring responsibilities to ensure correct and timely collection of monitoring data
    Manage and conduct qualitative monitoring among program beneficiaries and other stakeholders, such as surveys, focus group discussions, interviews and case studies
    Establish an inquisitive learning culture within PIK through leading the capacity building efforts in M&E
    Collect data on a regular basis to measure achievement against the performance indicators.
    Check data quality with partners.
    Maintain and administer the M&E database; analyse and aggregate findings.
    Support project progress reporting, project mid-term review and final evaluation.
    Identify areas where technical support to project partners is required. Organize refresher training on M&E for partners as required.
    Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.

    Quality improvement and standards (20%) 

    Implement appropriate indicators and sets of measures of sustainability and success to generate reliable evidence on the results and lasting impact of our work
    Uses on-going project monitoring and assessment, working closely with project teams to improve the quality of implementation and adapt project design.
    Identifies knowledge gaps, work with project teams and M&E Manager to identify and roll out research initiatives and evaluates activities, using appropriate ethical principles and methods. 
    Interprets and contextualises data, assesses results and draws conclusions to inform programme and influence initiatives
    Ensures adherence to M&E standards, Research and evaluation standards and all M&E cooperate standards at the Program Unit. 
    Clearly communicates the results of evaluation and lessons learned as appropriate.

    Data management and knowledge management (20%)  

    Lead and conduct analysis of quantitative data as well as qualitative data on all program inputs, outputs and outcomes to inform project designs
    Monitoring Reports for internal and external audiences
    Support the MERL Manager to respond to Senior Management or donor data queries in an -accurate and timely manner
    Creates, establishes and maintains programme level monitoring tools and databases that are mainstreamed to existing systems and aligned with programme design and allow for evidence based adaptation and capture relevant data for measuring the delivery of the programme and contributing to learning
    Develops and maintains an updated database of all completed interventions and periodically carry out meta-analysis of the information.
    Ensures all the data is disaggregated by sex and age and all the studies are gender responsive 
    Responsible for supporting from a gender perspective, data collection, analysis and utilization across all programs at the country level, based on the agreed tools developed and approved by the Country MERL Manager 
    Ensures that project and program teams utilise the country based data collection tools and observe data quality controls 
    Establishes systems for the capture of qualitative and quantitative data that shows progress over time and where a cooperate database be in place, have responsibility over such data bases
    Ensures there is a proper database in the hubs that allows for quick access and retrieval of information for management decision making processes

    Coordination of documentation, learning and Knowledge management (15%) 

    Prepares M&E data and reports that meet requisite standards of quality and usability for donors and internal purposes.
    Supports Project teams, partners and community based structures on documentation of lessons learnt
    Supports dissemination of key studies and lessons to stakeholders, communities and donors 
    In consultation with the PU program management team and program staff, establishes an overall program monitoring and reporting plan, ensuring that all project and donor deliverables are covered. Work with staff in the development of annual work-plans, monitoring and reporting schedules.
    Develops an internal mechanism while liaising with the knowledge management specialist of sharing of documents across the hub and the country programs 
    Prepare high quality consolidated project reports according to the donor’s guidelines and criteria. This integrated report will be a compilation of data generated from all Plan Kenya programs 
    Facilitate and support the documentation of best practices and lessons learned in the Plan programs for audiences within and outside Plan International
    Participates in relevant technical exchange of advocacy networks and M&E forums and networks  
    Leads the program teams in developing case studies annually for publication in a professional journal.
    Identifies and documents interventions and initiatives, and knowledge management products that can be replicated or scaled up.

    Capability building through knowledge sharing, networking and coaching (10%)

    Reviews M&E findings and best practices and disseminates information to stakeholders to facilitate evidence-based planning, learning and informed decision-making
    Establishes and manages a performance monitoring and evaluation framework with specific goals, outcomes, inputs, outputs, processes, indicators, data needs and sources as well as reporting templates and frequency, for effective monitoring, reporting and updating of the progress of programmes and projects 
    Promotes individual and organisational learning through systematic reflection processes, documentation, dissemination and knowledge management. 
    Communicates complex technical MERL concepts and terminology in simple language to non-experts.
    Explains data and evidence in a way that is appropriate and actionable for users and decision-makers.  
    Supports, coaching and training of staff and partners for improved MERL practices in response to needs.

    Assesses the capacity of project implementation teams and project partners on Monitoring and Evaluation systems and processes and build their capacity on identified gaps to ensure they are able to co-participate in the monitoring and evaluation of projects 
    Strengthens the capacity of Plan Kenya’s project teams on qualitative and quantitative data collection methodologies to allow them report on outcomes of interventions they engage in 
    Trains and manages staff in M&E data collection, analyses and verification, which requires frequent travel to the field/project sites
    Capacity builds local partners and staff where appropriate on the result framework, data management, and results-oriented programming that incorporates gender considerations
    Coaches, trains, and mentors project teams on M&E
    Promotes and strengthens the understanding of the importance of MERL within the hub team and the use and /or analysis of M&E systems during program design and implementation

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 6%

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team; 
    Ensures that Plan Kenya contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.  

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
    Qualifications/ experience essential:

    Minimum of a University Degree in Social Science, Economics, statistics, development studies or any other related field from a recognized university. 
    At least 3 years of demonstrated successful coordination of M&E functions and experience 
    Grounded understanding of qualitative and quantitative methodologies in research and evaluation 
    Experience with evaluations/research logistics, administration and/or project or research management 
     Experience with database design and management including advanced use of Excel and data analysis and entry packages including at minimum SPSS, Stata, R, Epiinfo, Atlas-Ti, CSpro and the use of ODK platforms for data collection 
    Excellent written and spoken English, including the ability to write clear and engaging reports
     Strong demonstrable levels of knowledge of and experience with gender sensitive research design, performance monitoring, impact evaluation, and / or social and environmental research methodologies 

    Qualifications/ experience desirable: 

    Evidence of experience in development of longitudinal real time data bases including online application for management of data 
    Experience in advising / coaching individuals, teams and / or organisations in M&E system design, research methodologies, research design
    Previous experience with mobile data collection (Kobo, ODK, CsPro) and GIS mapping an asset 
    Experience in the application of MER systems and frameworks including theory of change and logical frameworks

    About the “SAP Support Officer” role
    The Program “Your Organization Data and Analytics” (Y.O.D.A.) is a Plan International initiative to become more data driven and transparent. We are changing from our current Enterprise Resources Planning solution (SAP) to a new one called Microsoft Dynamic 365, which is going to be part of Y.O.D.A. knowing that the other part of Y.O.D.A. is the M&E Solution. Generally, Y.O.D.A. will strengthen our business solution to make it more efficient and sustainable. Y.O.D.A. will enable us to be much more data driven and have greater impact on our work. It will make sure that we are always improving design to deliver and evaluate our gender transformative program for 100 million Girls and ensure that our Program approach is properly evaluated and delivered. 
    One of the biggest issues we have with SAP is that the data quality inside SAP. This is obvious every time we run reports. As we are changing to the new system and in order to migrate SAP data either to data warehouse (historical Data) or to migrate it to Microsoft Dynamics 365 (Current Data), we have to clean it. We have to ensure that all data inside SAP conforms to our Policies, Guidance and Procedures. The Data cleansing concept is therefore essential to ensure we are going to start the new system with strong accurate and reliable data
    To contribute to the Data cleansing concept key objective which is to ensure all data inside SAP is clean, accurate, reliable and ready to be moved into the DATA WAREHOUSE (Historical Data) or migrated into Microsoft Dynamics 365 (Current Data), the country has managed to close over 90% SAP items that needed to be closed. To ensure that data, once cleansed, will be maintained in SAP until its migration to Microsoft Dynamics D365 and that all outstanding SAP open items are systematically cleaned, the position of SAP Support Officer is expected to coordinate, execute and report on strategies and work plans designed to ensure that going forward, all data inside SAP is clean, accurate, reliable and ready for rollout of Microsoft Dynamics 365, with the following objectives:

    Coordinate the fast tracking and systematic clearance of all outstanding SAP open items. 
    Lead the monitoring to ensure that data, once cleansed, will be maintained in SAP until its migration to Microsoft Dynamics D365 
    Work closely with GH / MEESA Hub teams and Programs team, Grants team, Finance and procurement SAP users to fix outstanding SAP data cleansing issues in area of Programs, Finance, Grants and Procurement. 
    Facilitate best practice of embedding data cleansing in the day to day processes by following-up on various clearance items that come up as part of Month End (MEND) are identified and cleaned, ensuring NO open item is carried forward to the next month if it can close. 
    Prepare reports of outstanding items reports for management on a monthly basis showing completed and pending actions.

    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Liaise with Procurement to check clearance of all outstanding open purchase orders throughout the month.  Facilitate best practice of embedding data cleansing in the day to day processes. Follow-up on outstanding open items as part of Month End (MEND). No open item should be carried forward to the next month if it can close. Prepare reports of outstanding open purchase orders for management on a monthly basis showing completed and pending actions.  (25%)

    After the items/services are received in full and MIGO for the full quantity is posted for a PO line. Ensure that the tick on ‘Delivery Complete’ is done, indicating that all quantities on that PO line are received
    If the PO line is not fully received yet and the MIGO is posted for partial receipt, wait until the full amount is received and MIGO is posted for the remaining amount. Before the tick on ‘Delivery Complete’ is done for that PO line. This is important to note to ensure that the full value does not show up in GRIR or budget reports before the full quantity is actually received.
    If there are any changes in the amount ordered (returns or cancelations), then the quantity on PO line should reflect these changes before the MIGO is posted. Once the PO line and MIGO posting match, please go ahead and tick the ‘Delivery Complete’ for that PO line.
    Run a Zopen PO report that lists all the open POs that are applicable to KEN1. Tick Boxes: Delivery Completed prior to MEND

    Liaise with Finance to check clearance of all outstanding SAP open items throughout the month. Facilitate best practice of embedding data cleansing in the day to day processes. Follow-up on outstanding open items as part of Month End (MEND). No open item should be carried forward to the next month if it can close. Prepare reports of outstanding items for management on a monthly basis showing completed and pending actions.  (25%)

    Coordinate clearance of cheque accounts – Clearance of all outstanding SAP open items. Find volume of open items. Manage the cheque accounts using t-code: FB05 to post and clear open items against a specific G/L account. Use transaction F-03 to manually clear matching items. Facilitate best practice of embedding data cleansing in our day to day processes. As part of MEND process: Check the various scenarios to enable clear open payment documents in the cheque accounts e.g. cheque was never cleared – Scenario 1 – Cheque Cleared and debit reflected on bank statement. Scenario 2 – Matching items (matching debits and credits in the cheque account .Scenario 3 – Cheque never cleared / payment not reflected on bank statement If the invoice relates to a purchase order, follow appropriate steps to clear expense / commitment in addition to above three steps i.e. Reverse Goods Receipt, Tick delivery complete and final invoice for each affected purchase order line item, delete affected purchase order line item, delete relevant purchase requisition line item. IMPORTANT: Finance Data Cleansing “write-off’s” should be posted to the identified GL account 659550
    Coordinate GRIR Account 208030 clearing- Find volume of open items. Check the various scenarios to enable CO’s clear open payment documents in the cheque accounts e.g. cheque was never cleared.     Manage the cheque accounts using t-code: FB05 to post and clear open items against a specific G/L account and also explains how to use transaction F-03 to manually clear matching items.
    Coordinate Intercompany Account (121000) Clearing – Find volume of open items in the intercompany account 121000 and how CO’s can use the “Open item”, “Cleared item” and “all items” report query options. Check various scenarios e.g. if it is not valid recharge, – Use t-code: FBU8 to reverse the intercompany transaction in both entities. Scenario 1 – Open item balance not cleared from intercompany account You will need to carry out two steps to clear the open items from the 121000 G/L account. Step 1: Clear the balance through journal posting to the relevant expense account. Step 2:Clear the matching items (matching debits and credits) via the open items managed accounts clearing transaction F-03. Clear open items using transaction code F-03. Run the FAGLL03 report again to confirm items have been cleared. Scenario 2 – Open item balance cleared from intercompany account but matching items still open. Clear the matching items (matching debits and credits) via the open items managed accounts clearing transaction F-03. Clear open items using transaction code F-03. Run the FAGLL03 report again to confirm items have been cleared. Scenario 3 – Recharge not valid. If recharge is not valid, recharge sending entity needs to reverse the intercompany document making reversal in both entities using transaction code FBU8. Post SAP data cleansing “write-off’s” to GL account 659550.
    Coordinate Open Item Managed (OIM) accounts clearing – Ensure you know how to check if an account is set as OIM and if it requires to be cleared. Only outstanding line items that make up the balance on the account will be visible. Those line items can be viewed in report transaction: FAGLL03. Historical line items that have been cleared can be easily viewed separately also in transaction FAGLL03. Realized exchange rate differences are automatically generated by the system upon clearing of line items. As part of month end process all Open Item Managed (OIM) accounts should be reviewed and cleared if possible. An OIM account is an account that has been set up to allow clearing of transactions (Debits and Credits) that refer to each other and should in most cases give balance of zero. A classic example of an OIM account is GR/IR clearing account: 208030.

    Coordinate Vendor Liability Clearing- Check various scenarios and how to resolve. Check if it is actual liability and if so pay and settle; if not actual vendor liability then reverse invoice, reverse GR, and delete PO line items .FB60 sundry invoices. As part of MEND find volume of vendor liability / open items. Manage vendor liability and clear vendor accounts using t-code F-44.
    Coordinate Payment to Partner clearance. – Familiarize with Scenarios Covering: .1 Partial Liquidation, .2 WBS Transfer, 3 Fund Reallocation, 4 Partial Liquidation as per new WBS/ fund reallocation, .5 Return Remaining Advance and Close Internal Order. Check Advance and Liquidation Journals,
    Assist in maintaining a checklist to ensure that withholding of statutory deductions such as PAYE, VAT and withholding tax and timely submission of reconciled monthly schedules to KCO for payment. Make follow-ups of al staff and vendors advances and review liquidations. Liaising with the bank to resolve issues concerning funds transfers. Contribute to coordinate the preparation of monthly and year end schedules and reports and to review partner’s liquidation reports 

    Liaise with Grants to check clearance of all outstanding open grants throughout the month.  Facilitate best practice of embedding data cleansing in the day to day processes. Follow-up on outstanding open items as part of Month End (MEND). No open item should be carried forward to the next month if it can close. Prepare reports of outstanding open grants for management on a monthly basis showing completed and pending actions. (20%)

    Business should conduct checks at the end of each month, to flash out Grants that are not in a closed state. Two 2 codes are used here, 15616 which is Award status and 15617 which is Closing status. The data is filtered on the Valid to Date field being less or equal to the end of the month. If the result reflect the predicted end date on a grant that has been entered by the business and has passed,  business will be required close such grant before month end, failing which  the business community will be flagged and reported as not following the defined process for closing Overdue grants.

    Liaise with Program to check clearance of all outstanding open items (throughout the month. Facilitate best practice of embedding data cleansing in the day to day processes. Follow-up on outstanding open items as part of Month End (MEND). No open item should be carried forward to the next month if it can close. Prepare reports of outstanding open project items for management on a monthly basis showing completed and pending actions.  (20%)

    Projects that have a Project end date that is less or equal to the completed month and has a status flag of either APPR, TCCL or SBCL should be identified. Projects scheduled for closure by the end of completed month but are still open should be closed promptly. 

    Other (5%)

    Any other assignment within the scope of work, including responsibility of various SAP updates as directed.

    Quality improvement and standards (15%)

    Ensure timely and effective implementation of programs according to approved project outlines and approved monthly activity and budget plans.
    Monitor the progress of project implementation and undertake corrective actions.
    Develop quality and timely reports in accordance with Organization guidelines and procedures.
    Monitor child sponsorship activities to ensure realisation of sponsorship commitments and monthly KPIs

    Financial Responsibility (10%)

    The incumbent will have oversight of the Satellite Office budgets and be the primary budget holder for several allocated budgets to levels set by the executive management team, which can be varied at any time. S/he will track monthly sponsorship activity budgets and report on any variances to relevant project/program managers and the Country Office finance manager.
    Support the development and execution close out plans and budgets for the PU
    Ensure smooth transition of donor funded projects upon phase out of the PU
    Monitor expenditures to promote prudent budget management.
    Support the development and usage of procurement plans in execution of project activities.
    Ensure timely procurement of goods and services at the Satellite Office level and Coordinate with the Administration manager at the Kenya Country Office (KCO) level to ensure availability of credible supplier database at all times.

    Risk assessment and ensure existence and compliance of controls for proper risk management for all functions at the PU level (operations & programs).

    Plan International is seeking a dynamic and skilled individual to join the Impact Lab’s growing team to lead the design and implementation of its Gender Lens Ventures pilot in Kenya, developing Plan International’s network in the gender lens investing ecosystem in Kenya.
    Management Scope, Reporting Lines, key relationships
    The Gender Lens Network Lead will be part of the Impact Lab, a global team leading Plan International’s work in social finance and gender lens investing. This role will work as part of a team of three based in Kenya who will collectively be developing the Impact Lab’s Gender Lens Ventures approach. This role will report to the Impact Lead and collaborate closely with Plan Kenya, the wider Impact Lab team and Plan International’s Global Hub. This role has no direct reports but will independently own and deliver projects in the Gender Lens Ventures workstream.

    The purpose of this position is to provide leadership and strategic direction for Plan International’s work to strengthen civil society for the promotion and protection of the rights of children and young people. The position holder will also be responsible to support the implementation and realization of Middle East, Eastern and Southern Africa (MEESA) Reginal Hub’s partnership practice through strategically guiding the partnership management based on Plan International’s Global Partnership standards.
    Primarily the role will cover countries and programs supported by Plan International Sweden with funds from Sida CIVSAM. This means that the post holder will, in these countries, be responsible for providing strategic leadership for Plan International’s engagement with and strengthening of civil society; Plan’s contributions to the generation of an enabling environment for Civil Society –  and for the implementation of Plan International’s partnership standards and guidelines. The role will entail collaboration with the Influencing Advisors and other thematic specialists in order to strengthen the role of Civil Society in all its roles addressing rights of children and youth..
    He/she will serve as the principal point of contact for Civil Society Strengthening (CSS) and be the interlocutor between regional and global processes. He/She will work in close collaboration with Plan International Sweden (SNO) and especially the team of CSS advisors based in Sweden, Region of Americas (ROA) and MEESA.
     
    The position will provide CSS technical support for the development, implementation, monitoring and evaluation of quality and innovative programming, including grant-financed initiatives. The position will also plan and drive the up-scaling of Plan International’s work in this area, and contribute to Plan International being a better partner to CSOs including child and youth and girls-led organisations, through securing strategic partnerships, resource mobilization/grants acquisition, knowledge management and organizational learning, evidence-based influencing and external representation at sub regional level as well as global forums.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
    Strategic Leadership and innovation CSS and partnership (20%)

    Provide strategic leadership so that Plan International’s Global Building Better Partnership Guidance is understood, owned, internalized and effectively implemented.
    Support the development and implementation of guidelines and standards for strengthening civil society – including CSOs, community-based organisations, children and youth organizations, as well as informal civil society group and networks. Particular focus will be to ensure the regular monitoring of the environment for civil society; and contributing to a more enabling environment for Civil Society
    Support countries to map and identify new partnership opportunities, assess partner organization capacities, facilitate relevant capacity strengthening support and provide ongoing support to  advance the organizational development of  CSO partners throughout the program implementation.
    Provide strategic leadership for the identification, up-scaling and resourcing of effective models and methods for the strengthening of civil society,
    Stay abreast of current trends in CSS and partnerships and share learning with others, as well as linking with the Regional and Global CSS and Partnership Focal Persons

    Development and implementation of CSS and Partnership methods (40 %)

    Lead/Co-lead the development and roll-out of standards, guidelines and methods/tools in MEESA for strengthening of civil society organizations, groups and networks/platforms , and  provide support for their appropriation and implementation in the Sida  Civsam funded projects.
    Lead/Co-lead the development and roll-out of standards, guidelines and methods/tools in MEESA for how programs contribute to a more enabling environment, as well as monitor, prevent and protect CSOs and activists in the programs in relation to shrinking space risks.
    Support the development of and review partnership management practices as part of BBP steps and principles; identify and follow up on actions to improve management practices with a particular focus on Sida Civsam funded programs and countries.
    Acts as a regional focal point, contributing with generic quality assurance and information sharing in relation to the development of the Youth citizens scorecards methodology.
    Supports countries and RH to develop systems and policies that are supportive of the BBP Partnership Approach, and support periodic review and updating of policies once they are in place.
    Work with the humanitarian lead to support localisation and provide technical support to setting up systems for working with partners (implementing and strategic) in a humanitarian preparedness and response, as per the Core Humanitarian Standards.

    Partnership Management and Capacity Development/Organisational Development: (30%)

    Manage and maintain effective, equitable partnership and alliance relationships with key organizations through supporting the strengthening of relations between COs / CSO partners and relevant stakeholder in the government system, UN organizations and other institutions
    Support strengthening of the capacity of Plan International staff in the concerned COs in terms of civil society strengthening and partnership development and engagement in line with the steps and principles of BBP as well as the Sida related policies.
    Coordinate across teams to carry out partner organizational capacity assessments. Analyze assessments to identify specific capacity building and organizational development needs, and  provide training and targeted capacity strengthening support within the technical area;
    Facilitate partners’ feedback on their partnership with Plan International and work with relevant departments to address feedback;
    Support towards COs and program for improved coordination with external agencies working with the same partners, ensuring a partner centered approach and minimizing risk of duplicating capacity strengthening efforts

    Monitoring, Evaluation, Accountability and Learning: (5%)

    Lead knowledge management and learning in civil society strengthening and partnership, and ensures that learning from the countries feeds into global processes and vice-versa regarding Sida framework initiatives.
    Coordinate with the MEAL team to ensure the development and implementation of appropriate M&E and program management tools and systems for use by the CSS program.
    Provide technical support to COs and programs for development of system for accountability towards CSO partners where Plan International regularly seeks feedback from partners on its strategies and plans (in line with BBP).
    Analyse results and feedback of on-going partnerships and partners to produce lessons learnt and inform strategic decision-making.
    Document and disseminate lessons learned and good practices: facilitate the documentation and sharing of partnership experiences of Plan, best practices, lessons learnt and innovation among Plan COs and CSO partners
    Develop and provide technical support to research initiatives related to CSS and partnerships.

    Payment Processing

    Receive, track and sort all payment requests confirming they are properly approved for processing.
    Enter in to the SAP all approved vendor invoices for payment while observing segregation of duties.

     Process all mobile transactions and related journals in SAP.

    EZAKASO Community Comprehensive Education Project is an integrated project working across the pillars of Education, Health Care, Food & Nutrition, Clean Water & Sanitation and Income training & generation (promoting culture of local savings groups).
     
    The Project Coordinator is responsible for the conceptualization, development and execution of the project activities in line with the approved grant within Ezamoyo, Kazandani and Sosoni areas of Kauma Sub county in Kilifi county. The role will ensure that all the project activities and outcomes are aligned to realizing Plan International Country Strategy. The responsibilities also include the implementation of the project design, monitoring and reporting on the progress of the project activities. The incumbent will be accountable for monitoring and management of the project budget. Additionally, the role will require strengthening safeguarding of children procedures in project areas and will require liaising with other project teams to ensure synergy and integration of project interventions. The job holder will manage a multi-million-shillings Project and must be abreast with donor regulations, environment and reporting.
    To realize and sustain the quality and impact of the EZAKASO Community Comprehensive Education Project within Ezamoyo, Kazandani and Sosoni areas of Kauma Sub County in Kilifi County, in relation to enhancing household resilience, improved nutrition, good health and provision of a safe and engaging school environment where children can learn, play and receive a healthy balanced meal.
    The role takes leadership to strengthen community-based child protection systems to ensure children, especially girls, are protected from the impacts of climate change and any form of abuse. It ensures inclusive and gender responsive plans for strengthening the primary school environments and surrounding communities, which includes Household Economic Strengthening (HES) while forming/working with predominantly women-led Village Savings and Loan Association (VSLA) groups. The Coordinator will therefore provide key inputs into plans, proposals, program designs, activity implementation and monitoring and evaluation. He/She will build the capability in their field of expertise of Plan’s staff, BoMs, communities, women-led groups and partners.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES

    Planning, strategy and policy (10%)

    Ensure the project work directly contributes to the outcomes for girls and young women are realised and that girls take lead in advocating for their rights
    Ensure compliance with relevant donor policies, contracts, and agreements.
    Influencing stakeholders and duty bearers to enactment and enforcement of policies relevant to Plan work.
    Ensure correct and appropriate branding and media coverage at all times during project implementation while working in contact with the Communications Manager and Country Director.

    Programme and project design and influence (20%)
    Enhance realization of children and girls’ rights through design and implementation of gender transformative project interventions.

    Lead start-up meetings for the new project to guarantee a joint understanding among stakeholders on project objectives and expectations.
    Promote the realization of set targets and quality outcomes.
    Enhance gender mainstreaming in the project cycle
    Enhance community participation in the project planning, implementation and monitoring
    Mobilization and inclusion of children and vulnerable groups in the project
    Develop monthly activities and budget plans to be implemented as per approved work plan and ensure that all activities are on track with appropriate scheduling, quality and timelines
    Build relationship with relevant staff to ensure all logistics and procurement processes are in conformity with Plan policies, procedures and standards

    Working in Partnership and resource mobilisation (15%)

    Lead relationships and represent the organization in project strategic network technical meetings and establish and maintain strong networks and partnerships at sub-county and county levels
    Promote active engagement and participation of communities in Project activities.
    Maintain a high level of external communication/contact with the community, County, Project Stakeholders (Education, Agriculture, Health, BoM). This is to facilitate the implementation of the project activities effectively.
    Promote sensitization of stakeholders and partners on Plan’s policies, strategies, procedures, values and behaviours.  
    Coordinate with other NGOs, local and private sector players working within the operational areas to expand opportunities for partnerships.
    Engage and influence key duty bearers towards realization of children rights in project communities.
    Facilitate access to relevant and accurate information on the project to stakeholders including the government officers, parents, and children.
    Coordinate closely with colleagues at Plan International USA, keeping them abreast of project implementation and management as well as liaising with them on activity planning, reporting, budgeting, etc.

     
    Quality improvement and standards (20%)
    •    Ensure timely and effective implementation of programs according to approved project outlines and approved monthly activity and budget plans.
    Monitor the progress of project implementation and undertake corrective actions.
    Promote evidence-based programming through data gathering and dissemination with wide consultation of target beneficiaries and other stakeholders.
    With support of M&E, enhance learning and knowledge management through documentation and profiling of Plan’s work.
    With support of M&E, maintain a beneficiary tracking system in line with monthly and quarterly reporting tools.
    Develop quality and timely reports in accordance with donor guidelines and procedures. This includes (activity reports, monthly and quarterly) in line with the laid down requirements and Plan standards.
    Contribute to documentation and sharing of best practices with all stakeholders for learning and sustainability beyond the project phase.
    Financial Responsibility (15%)

    Develop and regularly update annual and quarterly project implementation plans and budgets.
    Monitor expenditures to promote prudent budget management and adherence to approved budget.
    Promote compliance with relevant donor policies, contracts, and agreements.
    Preparation and submission of accurate and timely financial reports according to donor regulations.
    Capability building and People Management (10%)
    Identification, engagement and capacity development of partners to support project implementation.
    Promote good team working environment in accordance to Plan’s purpose and values.
    Support performance management of the Project Assistant and create an environment for personal development.

    Plan Kenya’s redefined strategy represents a strategic shift in focus. The Department leads operationalization of the new program strategy and its focus on gender equality and the empowerment of girls and youth as agents of change. 
    The BREAK FREE Project is a new project that will contribute to the realization of the new country strategy and aims to work with adolescents to exercise their right to live free from Teenage Pregnancy (TP) and Child Marriage supported by civil society and other stakeholders.
    The Project Officer-Break Free Project will be responsible for the implementation of the project activities that ensure adolescents exercise their right to live free from Teenage Pregnancy, Child Marriage and FGM/C in Tharaka so that they can access education and SRHR services.
    S/he will work closely with the Project Manager, implementing officers from the Break Free consortium, government officers in the various line ministries concerned with children, private sector players, community-based organizations (CBOs) and targeted girls to provide relevant training, coaching and mentoring in the areas of child rights, Gender Based Violence including Child Marriage, Female Genital Mutilation/Cutting Sexual Reproductive Health Rights. In addition, the role is intended to manage partnerships at community and county level and sustain good working relationships for greater impact.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
    Planning, strategy and policy (30%)

    Ensure Break Free Project is effectively implemented to contribute to the project outcomes and results are realised.
    Take lead in the implementation of the Break Free project in a gender transformative approach as per the country and Global strategies.
    Facilitate consultation, participation and feedback to the community in relation to Plan programs and policies.
    Coordinate the development and harmonization of annual and quarterly costed work plans in accordance with Plan’s financial years.
    Ensure smooth and synergized day-to-day implementation of all Break Free field activities.
    Coordinate weekly review meetings with Break Free field teams and implementing partners.

    Programme Implementation, Project Design and influence (25%) 

    Ensure effective participation of all project beneficiaries and communities in project cycle for the achievement of outcomes.
    Maintain close collaboration with local partners – Youth Led Organisations, Community based Organisations, religious leaders and all relevant stakeholders
    Train and support youth advocates and support them to participate in relevant forums at local and national level.
    Influence stakeholders to address the varied and complex root causes of the issues that impact girls’ lives.
    Consolidate/write project periodic reports in line with the laid down donor requirements and Plan standards.
    In consultation with the Project Manager and Break Free team, support the drafting of Project Outlines in SAP.
    Participate in relevant stakeholders’ forums at county level including ASRH TWG and FGM, CM Working groups and coordination forums as may be required.

    Consolidate/write project periodic reports in line with the laid down donor requirements and Plan standards.

    Networking and Collaboration (15%) 

    Engage and maintain cordial stakeholder relationships throughout the project cycle for effective project delivery and achievement of Break Free Project deliverables.
    Management of identified implementing partners to effectively support Break Free project delivery.
    Maintain a high level of external communication and contact at the community and county levels. This is to facilitate the implementation of Break Free project activities effectively.
    Build and strengthen working relations with local structures (local administration, schools, BoMs, Youth groups, among others) and ensure their participation and support to program activities.

    Represent the Break Free project in different technical working groups at Ward and Sub-County level

    Conduct selected implementing partners’ capacity gaps in delivery of Break Free project, work and develop capacity building plans for mutual development

    Quality improvement and standards (10%)

    Deliver timely and quality Break Free project deliverables as per monthly and quarterly schedules.
    In liaison with the M&E coordinator ensure Break Free project activities and outputs are regularly tracked towards the realization of results and put appropriate remedial measures to ensure project implementation is on track.
    Work with the M&E and Research and Learning and Knowledge management team in documenting project best practices and lessons learnt.

    The Opportunity
    Plan International is seeking a Youth Advocacy Advisor to manage the youth advocacy, activism and network building component of a multi-country programme, She Leads, and ensure alignment to Plan International’s global youth advocacy and movement building efforts through its Powering the Movement strategy.
    She Leads is a strategic partnership between Defence for Children – ECPAT the Netherlands (DCI-ECPAT), African Women’s Development and Communication Network (FEMNET), Plan International Netherlands, Terre des Hommes the Netherlands (tdh) and the Dutch Ministry of Foreign Affairs. Equal Measures 2030 is a technical partner. The She Leads consortium brings together child rights organisations, feminist/women’s rights organisations, and GYW-led groups and aims to increase sustained influence of girls and young women (GYW) on decision-making and the transformation of gender norms in formal and informal institutions.
    The geographic focus of the programme is East Africa (Uganda, Ethiopia, Kenya), West Africa (Ghana, Mali, Sierra Leone, Liberia) and the Middle East (Lebanon, Jordan). In addition to programming in these countries, a considerable part of the programming will be done at regional level, targeting regional institutions and other stakeholders operating at regional level.
    The consortium aims to achieve this goal by working through three interrelated domains: central to the She Leads programme is the enhancement of collective action of girls and young women in a gender-responsive civil society (civil society domain), support by increased acceptance of positive social gender norms (socio-cultural domain) and by enabling meaningful participation of girls and young women in decision-making by political institutions (institutional domain).
    She Leads adopted 10 shared principles that are based on feminist leadership and meaningful youth participation. Several of these principles focus on Girls’ and Young Women’s autonomy and meaningful participation in decision-making, on equal partnership and the values each consortium organisation brings to the partnership, on decentralized decision-making and mutual accountability and transparency, and on inclusiveness and collective care and wellbeing. The dimensions and accountability of the role are guided by these principles.
    The Youth Advocacy Advisor will be managed by Plan International’s Head of Youth Movements, with a dotted line to the Plan Netherlands International Advocacy lead. The role will involve being the lead person responsible for managing a multi-year girl and youth engagement strategy, facilitating cross-partner and country youth advocacy and network building efforts, ensuring meaningful global youth advocacy and building a strong, collaborative network of youth partners. The role will liaise with youth advisors from consortium partners and work across Plan International offices from country to regional and global levels. It will involve building strong relationships with youth partners and identifying and cultivating relevant external relationships such as with regional and global young feminist networks and organisations.
    The role will have no budget responsibilities but there will be a need to coordinate with offices to secure budget for relevant project activities. Given the scope of the programme and engagement both with consortium partners and external stakeholders and given the sensitivity of potential activism issues and speaking truth to power in a time of closing civic space, there is a high degree of risk to manage. The Advisor will be able to analyse and manage medium level partnerships, reputational and safeguarding risks and make informed, risk-based decisions, knowing when to seek strategic guidance from the Head of Youth Movement or relevant teams such as Safeguarding.
    About You
    A strong understanding of feminist movements in Africa and the Middle East and experience designing advocacy and campaign strategies and, ideally advocating at different levels will be essential in this role.

    You will have proven experience building networks and working with multiple partners in a participatory way and of working across diverse groups, cultures and languages.
    Experience working with adolescent girls and young people, including applying youth-friendly methodologies and participatory approaches to co-designing projects and of designing engaging and dynamic virtual spaces and workshops is key. Given the nature of this role you will also have practical experience of safeguarding and risk management practices.
    Your organisational and project management skills combined with a curious and strategic mind, a positive and visionary perspective and the ability to work with others as equal collaborators will ensure success in this role.
