    Accountabilities and MAIN WORK ACTIVITIES
    Guide the strategic planning, design, and implementations of gender-transformative programmes in the organization – 30%

    Gender transformative programming:  Lead in the integration and effective implementation of the gender transformative programme approach in alignment with Plan Kenya’s Country Strategy and Plan International’s Global purpose on ensuring that root causes are addressed effectively in the programming work;
    Develop and implement minimum standards, technical frameworks and strategies on gender-transformative programming and inclusion, and align these to Plan Kenya’s new five-year strategic plan and our Global ambition; (Reference the Management Standards amongst other relevant documents)
    Ensure that all PIK staff and implementing partners understand the importance of gender programming and inclusion approach and how it relates to them in their contexts and that they are fully involved in its implementation, and contribute to the ongoing research, development and implementation as well as dissemination and sharing of best practices and innovative approaches to maximize performance and sustain achievements in gender-transformative programming;
    Ensure successful design and implementation of gender-transformative programmes in Plan Kenya.
    Provide technical support to all Programme Units on gender transformation project management, while ensuring timely corporate online update of the Gender Marker as required.
    Ensure that agreed monitoring and evaluation activities of regional gender equality at all levels in the organization are high quality and are widely disseminated, including but not limited to the baseline survey, mid-term reviews, and final evaluations.
    Build close links with the Project Managers of the Young influencers and other global networks for girls to secure participation for Plan-led advocacy with girls.
    Contribute to the development of business products to mainstream gender and address root causes of gender inequality in Plan operating areas.
    Ensure that Plan’s Global Policy and Strategy on Gender Equality are effectively used to guide Plan’s work on gender equality across the country programme.
    Conduct a Gender Equality Self-Assessment on a regular basis (every three to five years) and develop Gender Action Plans based on the GESA results.
    Support advocacy with external policymakers and other stakeholders on key issues related to girls’ rights and gender equality in the Country Programme to build Plan’s profile as a thought-leader in this area.
    Work closely with the Advocacy and Influencing Advisor to proactively identify and utilize opportunities for high-impact advocacy and policy engagement on gender equality and girls’ rights.
    Contribute to the development of Plan’s communications and media work on relevant gender equality and Inclusion.
    Represent Plan’s positions on gender equality and Inclusion to key external audiences at the national, regional and global levels, as needed.
    Develop networks and relationships with key decision-makers and influencers for gender equality, Inclusion, and girls’ rights in the country.
    Build Plan’s profile as a respected thought-leader and high-level contributor on girls’ rights and gender equality issues.

    Technical Support and Capacity Building on Gender Transformative Programming and Inclusion for Programme Quality (30%)

    Build the capacity of Plan’s program staff and partners in Plan to design, implement and monitor gender-transformative programs based on Plan’s programme and influencing commitments.
    Support field offices’ initiatives to build staff capacity around gender equality across programmes in all thematic areas.
    Manage Plan’s Gender Equality Capacity Building Program in the country programme, including monitoring of progress and performance, and working with senior management to ensure that program staff have the capacity (knowledge, skills and tools) to effectively support Plan’s gender equality programming priorities.
    Ensure that the programme and influencing commitments on Gender Equality are utilized by Plan staff in designing, implementing and monitoring gender-transformative projects.
    Together with the Learning and Knowledge Management Specialist, facilitate the development of a knowledge base for internal and external use by staff and partners.
    Provide technical support to Human Resource (HR) Manager on integrating gender equality into the performance management systems and organisational policies and practices across the Country Office.
    Responsible for leading on the conducting internal and partner GEISA assessments and working jointly with the partners and Technical Advisors to develop customized plans, that include a monitoring and evaluation plan for organizational improvement;
    Lead in the identification of programs and projects needs for technical assistance and plan for tailor-made technical support sessions including partners’ capacity to monitor and adapt to the changing operational environment;
    Collaborate with the technical team to conduct joint-field visits to link organizational
    development initiatives with the wider organisational goals for quality service delivery and impact;
    Monitor the organizational capacity levels and assess the extent to which the capacities change/fluctuate in the cause of program implementation and address the changes accordingly;
    Participate in technical review meetings and provide advice on institutional development;
    In liaison with the Technical Advisors, Grants Team and other core staff identify and optimize opportunities for improved gender transformative programming and inclusion and learning amongst different partners;
    Support the strengthening of the capacity of PIK staff in terms of gender transformative programming and inclusion in line with the Plan International global guidelines and other related policies;
    In collaboration with Monitoring Evaluation Research and Learning team, monitor and report on all relevant information regarding the gender transformative programming and inclusion made by PIK;
    In collaboration with Monitoring Evaluation Research and Learning team lead in knowledge management and learning on gender-transformative programming and inclusion;
    Provide technical support to partners for the development, implementation, monitoring and evaluation of the quality and innovative programming, including grant-financed initiatives that strongly mainstream gender transformative programming and inclusion.

    Resource mobilization and programme development (25%) 

    Incorporate lessons from Plan Kenya’s technical experiences in gender transformative programming and inclusion into high quality thought leadership and innovative pieces, positioning PIK activities for industry engagement and participation in practitioner networks;
    Actively participate in resource mobilization efforts to deliver on gender-transformative programming and inclusion in innovative idea generation and business development processes as appropriate.
    Develop tactical and strategic relationships with key funding agencies and private sector, implementation and other partners, including advising the Country Office on appropriate fund-raising approaches;
    Provide strategic leadership for the identification, up-scaling, and resourcing of effective models and methods for strengthening gender transformative programming and mutual learning, including CSOs, community-based organizations, children and youth organizations, as well as informal civil society group and networks.
    In collaboration with the grants and BD staff provide technical support to partners in proposal development, reporting and overall donor compliance;

    Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI) 5%

    Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
    Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding, PSHEA and GEI Put in full policies;

    The Opportunity
    Plan International Kenya’s (PIK) strategic goal in the next five years is to end teenage pregnancies and end all forms of gender-based violence against adolescent girls and young women. We aim to help create an enabling environment where girls and young women are safe, valued, equally cared for and have equal opportunities. PIK will contribute to the global strategy by aiming to reach approximately 3 million girls and young women directly over the period of the strategy 2022-2026 and to reach additional beneficiaries through its interventions.
    Plan Kenya’s redefined strategy represents a strategic shift in focus; the Head of Business Development leads in ensuring optimal resourcing of the strategy and is responsible for identifying multiple and diverse sources of funding locally and internationally.As a member of the Plan Kenya leadership team, the Head of Business Development will help formulate, review and revise country business plans, as well as organisational strategies and priorities. S/he leads in the development of new business opportunities in order to generate resources for programme development. S/he will develop and/or review and steward the implementation of the Resource Mobilisation Strategy and ensure PIK’s strategic positioning with Plan International National Offices, partners and donors and maximise opportunities in line with the country strategy.     Requirements

    A Master’s Degree in International Relations, Development studies or similar relevant to the position;
    15 years of relevant experience especially in the INGO Sector with at least 5-7 in Business Development within the INGO or the Private sector;
    Demonstrated track record of proposal writing with a proven fundraising record;
    Proven experience and ability to collaborate with different donors, governments and the private sector; 
    Demonstrable working experience in programme design and development; experience in Plan International’s areas of programming preferred;
    Knowledge of developmental agendas in complex and protracted development and humanitarian landscape with pertinent pitch capabilities;

    About You

    ROLE PURPOSE
    Reporting to the Program Unit Manager – Kisumu, the Senior Integrated Projects Coordinator (Bondo) will be responsible for overall oversight of Plan Kenya’s operations in Bondo. S/he is responsible for partnership building with the County Government and other stakeholders, manage the projects teams to ensure achievement of results for the beneficiaries especially girls and sponsored children and over see the implementation all projects in the programme area. The incumbent will work closely with the KCO transition team to ensure smooth phase out of the PU and continuity of grant operations.
    ACCOUNTABILITIES AND MAIN WORK ACTIVITIES
    Planning, strategy and policy (10%) 

    Provide strategic leadership and support project teams to develop quality project outlines in line with the Country & Global Strategy and the Program Influencing & Quality Policy (PIQP).
    Ensure sponsorship and program work directly contributes to the outcomes for girls and young women are realised and that girls take lead in advocating for their rights
    Advance a seamless integration of Program and Sponsorship processes to give the organization optimal results
    Ensure compliance with relevant donor policies, contracts, and agreements.
    Influencing stakeholders and duty bearers to the enactment and enforcement of policies relevant to Plan work.

    Working in Partnership and resource mobilisation (15%)

    Financial Responsibility (10%)

    The incumbent will have oversight of the Satellite Office budgets and be the primary budget holder for several allocated budgets to levels set by the executive management team, which can be varied at any time. S/he will track monthly sponsorship activity budgets and report on any variances to relevant project/program managers and the Country Office finance manager.
    Support the development and execution close out plans and budgets for the PU
    Ensure smooth transition of donor funded projects upon phase out of the PU
    Monitor expenditures to promote prudent budget management.
    Support the development and usage of procurement plans in execution of project activities.

    Strategy design and planning – (30%)

    Model partnerships:  Lead in the integration and effective implementation of the new Plan Policy on Building Better Partnerships (BBP) in alignment with Plan Kenya’s Country Strategy and Plan International’s Global purpose on ensuring the creation of an equal, systematic, positive, and process-driven approach to partner engagement and relationship management;
    Develop minimum standards, technical frameworks and strategies on Building Better Partnerships strategy, powering the movement and collaboration with partners that are in line with Plan Kenya’s new five year strategic and our Global ambition;
    Ensure that all PIK staff and implementing partners understand the importance of Building Better Partnerships global policy and how it relates to them in their contexts, and that they are fully involved in its implementation, and contribute to the ongoing research, development and implementation as well as dissemination and sharing of best practices and innovative approaches to maximise performance and sustain achievements in Building Better Partnerships;
    Coordinate and collaborate with relevant Partnerships’ personnel at regional, national offices and the Global Hub, as well as Project Managers and project personnel at county levels to help them build a network of key partners and stakeholders, keeping abreast of evolving trends (social, economic, and political), including the application of innovation to partnership development as well as ensure coherent interactions with partners;

    Programme Design and Assessment (15 %)

    Ensure all work has a strong child protection, gender and inclusion focus, in line with Plan International’s Global Strategy.
    Lead on multi-sectoral needs assessments, coordinating with Plan International’s other programmatic areas (for example, Child Protection), the Education Cluster/working group, education authorities, teachers and community members including children and young people in all their diversity, ensuring assessment findings are documented and disseminated.

    Support Plan International COs in the development of preparedness and disaster risk reduction plans for education.

    Programme Implementation (35 %)

    The post holder will deploy to COs to provide technical support and leadership on safe, inclusive and quality education programmes during humanitarian crises.
    Coordinate with education, early childhood development (ECD), child protection, gender advisors and other staff to ensure coherence with Plan International’s Inclusive Quality Education framework and to build synergy with existing skills and training.
    Work with the key emergency and development staff focused on: Inclusive Quality Education (any longer term education work complementing education in emergency programming), ECD, child protection, gender, Sexual and Reproductive Health and Rights (SRHR), Water and Sanitation/Hygiene Promotion (WASH), Cash and Voucher Assistance (CVA), Food Security and Nutrition (FSN), to support integrated programming that reduces protection risks and multi-dimensional barriers to education, and through a strong focus on learning environments that promote social and emotional learning and psychosocial support, supporting the wellbeing of children and young people in all their diversity.
    Ensure alignment of Plan International’s EiE work with key cross cutting priorities (for example, child protection, gender and inclusion) whilst also ensuring innovation is central to our approach.
    Ensure the effective planning, implementation and coordination of education programming, to support access, retention and positive transition through different levels of accredited formal and non-formal education, including strategies that support referral and cross-sectoral service delivery.
    Contribute to the development of gender-balanced staffing plans to implement EiE programme activities and work with the Human Resources (HR) team to recruit in line with approved grants.
    Ensure that EiE interventions are aligned with the Inter-Agency Network for Education in Emergencies Minimum Standards (INEE MS) and related resources, and other global humanitarian standards, guidelines and tools.
    Identify EiE programme supply needs and coordinate with the logistics team to ensure timely procurement and delivery.

    Representation and Partnership (10%)

    Work with country office colleagues to represent Plan International at relevant clusters, working groups, and in other fora related to EiE and facilitate coordination across sectors.
    Participate in the development of the Education Cluster/Working Group response strategies, including the Humanitarian Response Plan, Humanitarian Needs Overview and Rapid Response Plan processes, ensuring a focus on gender and inclusion.
    Identify opportunities and establish dialogue for partnerships and collaboration with other humanitarian agencies and education stakeholders, particularly local partners, representatives of people living with disabilities (DPOs), women’s and youth groups, education authorities, vocational and tertiary education institutions and teaching unions.
    Support the development of Plan International’s profile in EiE programming, particularly in regard to girls and young women in all their diversity.

    Resource Mobilization (10 %)

    Build and maintain relationships with relevant government departments, UN agencies and NGOs.
    Establish/maintain new/existing relationships with key donors.
    Support Plan International’s COs to build a diversified portfolio of funding for EiE.
    Support development and submission of quality proposals in response to identified opportunities at CO level and in collaboration with local partners.
    Programme Monitoring and Evaluation, Reporting and Accountability (10 %)
    Work closely with the Monitoring & Evaluation (M&E) team in COs to analyse assessments and develop an EiE M&E framework that appropriately monitors the evolving needs of learners and teachers and aligns with the Education Cluster/working group response strategies.
    Build capacity of EiE and M&E staff to collect and analyse quantitative and qualitative data, ensuring all data is disaggregated by sex, age and disability.
    Document and disseminate key learning from EiE responses and use assessments, evaluations and lessons learned to redefine response strategies and EiE interventions, in coordination with the Education Cluster/working group, education authorities, teachers and members of the community, including children and young people in all their diversity.
    Prepare timely reports on EiE projects in compliance with internal and donor requirements.
    Provide input for regular CO sitreps.
    Ensure accountability activities effectively and efficiently support community members, including teachers and children and young people in all their diversity and that feedback from all relevant stakeholders is considered throughout all phases of the response.

    Learning and Capacity Building (10 %)

    Develop capacity building plans and tools for CO colleagues, or support the implementation of existing plans.
    Support the provision of training, coaching and mentorship to programme colleagues, partners and other key stakeholders on EiE and related issues such as gender equality and inclusion to build capacity to support safe, effective teaching, wellbeing and learning. Identify and if necessary develop training manuals, guidance documents, and toolkits on key education and ECD in emergencies issues, as required.
    Promote the application of best practices in EiE both internally and externally.

    Research, Policy and Advocacy (10%)

    Drive learning, knowledge management and policy impact by authoring, commissioning and contributing to publications, policy documents, briefing notes and other resource materials ensuring that Plan International has distinct knowledge and evidence on gender in emergencies. Support COs to develop case studies and reports of programme innovation and successes.
    Engage with key technical groups within Plan International, representing EiE.
    Contribute to relevant global advocacy and policy objectives with documented learning and evidence.
    Work with the Education Cluster/working group to develop advocacy strategies informed by contextually relevant evidence and analysis to influence national-level plans, programmes and policies.

    General

    Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
    Essential

    University Degree or equivalent in education or related fields.
    Significant experience in the planning, design and implementation of integrated, conflict sensitive, gender-aware (or better) education programmes, including in humanitarian settings, that link to contextually relevant, long-term development frameworks. Technical expertise should include:
    Knowledge and understanding of key issues relevant to education, particularly in emergency contexts: resilience, Disaster Risk Reduction, the Sustainable Development Goals and related development frameworks, diversity, gender equality and rights-based approaches.
    Knowledge of child protection principles, child safeguarding, and familiarity with referral systems.
    Good knowledge of INEE Minimum Standards and related resources, and other humanitarian standards (including the Core Humanitarian Standard and Child Protection Minimum Standards)
    Experience of conducting education needs assessments and M&E activities and an understanding of Sex Age and Disability Disaggregated Data (SADDD), Accountability to Affected Populations (AAP) and child/youth participation.
    Experience with advocacy, particularly influencing around girls’ education, inclusion and education continuity in crisis contexts.
    Experience of capacity building and mentoring on education technical areas with a variety of audiences, and the ability to work comfortably with diverse colleagues in sensitive environments.
    Ability to secure funding from public and private funding streams; excellent skills in writing funding submissions and donor reports
