    Our Client, a nonprofit organization that provides healthcare services globally seeks to recruit a Bilingual Program Director, Africa Region. S/he will support Program Leads/Officers in their work with partners to strengthen the programmatic, institutional and financial capacity to implement sustainable sexual and reproductive health programs in line with their respective missions.
    Reports to: Regional Director, Africa     
    Purpose
    The bi-lingual Program Director/Coordinator will oversee all aspects of project implementation within the Africa Region. S/he supports Program Leads/Country Program Officers in their work with partners to ensure/assure optimum impact and results.
    S/he will be responsible for the effective implementation and management of all ARO projects. In this role s/he will also be responsible for strategizing, creating and facilitating processes throughout all project lifecycles including, maintaining annual budgets, workplans and reports. S/he will oversee all operational related aspects of ARO projects ensuring alignment of activities with budgets, while supporting program teams to meet reporting deadlines and monitoring the progress of projects against key performance indicators on a routine basis.This position requires an individual to work collaboratively with internal and external stakeholders routinely ensuring all parties are kept informed of changes or updates to project deliverables or timelines.
    Delivery: 
    KEY ROLES AND RESPONSIBILITIES:
    In consultation with the Regional Director, and working with HQ colleagues, provide oversight support and guidance to Country Teams on the following
    Work plans

    Development of partner project implementation plans and budgets in collaboration with Program leads/Country Officers
    In consultation with Regional Director and Program leads in ARO , develop and facilitate the implementation of project work plans in a coordinated and integrated manner. 
    Monitoring programmatic and financial performance of projects through site visits (with leads and officers) and review and analysis of programmatic and financial reports. Virtual meetings can substitute site visits when the situation so dictates.

    Technical Assistance

    Identification of partner training and technical assistance (TA) needs and tailoring training and TA to ensure programmatic, organizational and financial strengthening; and as needed, development and implementation of programmatic M&E plans (including tools) and financial monitoring.
    Provide guidance to program leads on the provision of technical support on project implementation and management to in-country programs as needed and ensure that they meet the expected agreed targets.
    Work with ARO Regional Director, program leads, LARO, HQ and ARO Program Officers supporting projects for additional technical assistance support for implementation by partners.
    Ensure that program staff are trained in carrying out TA and other program management functions, including follow up on systems development, supervision, service delivery, financial and commodity management, and project evaluation issues. Keep with other TA related tasks.
    Provide on-site/virtual Technical Assistance (TA) and obtain specialized TA for grantees as required.

    Finance

    Works with the Grants & Compliance team on overall project financial management to ensure pipelines are accurate, meet timelines for the set objectives.
    Ensure timely and regular reporting of all project’s activities and expenses to Africa Regional Director, donors and HQ
    Work with finance to provide financial oversight for all project activities. 

    Reports/Proposals/Writing

    Coordinates the production of project donor reports in a timely manner and works with the Regional Director and other program leads/teams on finalizing donor reports for submission to HQ.
    Guide program leads/officers in writing project updates and reports as needed and share with the Regional Director, Africa.
    Provide guidance and leadership to program leads on writing abstracts and articles for publication and makes presentations at meetings and conferences.

    Monitoring/Review/Learning

    In collaboration with the Program Learning Team, oversees overall program monitoring and evaluation through reports and on-site visits as well as ensuring accurate data for purposes of reporting, program improvement and donor accountability. 
    Work with partner organizations and project staff in conducting project reviews and development of refunding proposals based on results of the review processes.
    Promote learning, knowledge management and testing of innovative approaches to address critical challenges in program implementation.
    Work collaboratively with Latin America and US-based headquarters staff to promote cross-regional learning and collaboration.
    Collaborates on program evaluation and other relevant SRHR research activities. 
    Work with the Operations team to ensure program teams remain compliant to  the organizations processes and procedures

    Strategy/Planning

    Work with ARO SMT members and country teams to plan, develop and align ARO strategies and interventions across program countries with the divisional strategic priorities.
    Track progress towards theGlobal’s strategic plan and specific donor objectives. 
    Participate in strategic planning and the design of new project initiatives, 

    General

    Manage, lead and develop in country focal point persons, to ensure effective management and high performance. 
    Assists/leads on new partnership opportunities including the development of technical proposals.
    Participation in the orientation of new (program) staff on the organizations Global systems and procedures and project management. 
    Monitor the operational environment with respect to increased level of threat on implementation of Sexual Reproductive Health and Rights (SRHR).
    Perform any other duties as may be assigned by the Regional Director.

    Engagement: 
    Regularly interacts with other regional office staff (ARO/LARO) and collaborates with the North America office staff, as appropriate to ensure work is on time and meets performance goals. Divisional policy, work plan and project needs determine the nature and frequency of external contacts. These include a well-defined constituency that has a moderate influence on regional office activities, assigned projects or operations. Requires regular contact with in-country partners, colleagues, and sister organizations, in order to advance the organizations Global interests.
    Knowledge, Skills and Abilities (KSAs): 
    Education:  Master’s Degree, or related number of years of experience, in public health, SRHR, international development, sociology or related field required.
    Experience working on SRHR is required
    Experience:10-15 years of experience in project planning, implementation, monitoring and evaluation, and working with programs to identify and address training and technical assistance needs, preferably with a reproductive health and rights focus. 
    Experience working in multi-sector programs.
    Skills or Related Knowledge: Ability to work independently and as a member of a team. Ability to synthesize information and generate persuasive and clear verbal and written communications; strong time management skills and the ability to multitask and meet deadlines with a keen attention to detail and follow through; self-directed; and able to anticipate, prioritize, and manage tasks.
    Excellent written and oral English communication skills, both English and French. Must demonstrate good interpersonal and negotiation skills, in addition to ability to work autonomously, using good decision making and computer skills (word processing, spreadsheet and statistical analysis applications). Analytical problem solving using systematic approaches to analyze and propose solutions is part of everyday activities, and cultural sensitivity is imperative. Knowledge of reproductive health issues.

    Reports to: Senior Program Officer, Advocacy
    Duration (up to): December 2022                                                                        
    Purpose:
    S/He will be responsible for the development, management, implementation, reporting, and evaluation of related projects. Specialized assistance and technical guidance to respective partners will be critical to ensure that the partners’ interventions are aligned to the donor and program design.
    Tasks and Responsibilities

    Cultivates partnerships and liaise with like-minded legal, legislative, and human rights organizations at local, regional, and international levels.
    Establishes relationships with relevant legal, legislative, and human rights research stakeholders and/or networks, project and legal officers, and other support staff.
    Coordinates research under the legal advocacy program and projects and drafting of analysis of laws, legislation, protocols, and other memoranda and correspondence on relevant legal matters to be presented and shared with target audiences including partners, stakeholders, and the public. 
    Convenes regular legal, legislative, and human rights consultative workshops with partners and like-minded organizations to discuss strategies in alignment with prevailing country and regional contexts.
    Provides legal, legislative, policy trainings, and prepares training materials for partner organizations and other stakeholders.
    Represents the organization in national, regional, and international legal forums, as and when appropriate.
    Prepares quarterly program-related reports in a timely manner, materials for both internal and external use including reports, action materials, and submissions to be made in different forums.
    Ensures timely and regular reporting on the project implementation to the immediate supervisor and development partners.
    Any other duty that may be assigned from time to time to further the vision and mission of the organization.

    Qualification and Experience:

    A Degree in Law (a Master’s in Law is preferable) with 3-5 years of proven litigation and legislative policy experience.
    Strong background  in Sexual Reproductive Health.
    At least five years’ experience as a Legal/Legislative Program Officer, preferably working on donor-funded legal or judicial reform, access to justice, or community engagement projects.
    With  3-5 years of research and demonstrated experience preparing legal, legislation, policy guidelines, documents, advocacy materials, memoranda, and reports. Opposition research is an added advantage.

    Ensure that we have current contract with service providers, and manages the renewal process where necessary
    Ensure that all systems regarding IT, Security and safety are working and not limited to use, sourcing, and maintenance
    On request from country office regarding security related matters, escalate it to the Director, Human Resources
    Coordinate security trainings for staff in the region

    Management of staff personnel files:

    Maintain a safe and secure filing system for general files and important HR documents including personnel data, recruitment documents among others.
    Ensure that any staff requesting to view their personnel file, they do so in the presence of HR staff
    Ensure that no staff removes any document from their file while reviewing it
    Keep an electronic copy and hard copy of staff files.
    Build a comprehensive HRIS system that can be accessed with ease and keep it up to date.

    Management of Staff Leave of Absence:

    Manage and Maintain leave records for all staff using the available tracking tool
    Provide technical support to staff in case of any challenges accessing their online platform for leave application.

    Purpose:
    The Bilingual Manager, G&C is responsible for leading the monitoring of grant funding activities of the organization Africa Regional Office. The Bilingual Grants manager will monitor and provide technical assistance to in-country partners and programs teams on the implementation of activities, reporting, communications, and other functions in successful execution of the organization’s Projects in Africa.  This role is part of the larger Global Operations team.
    KEY ROLES AND RESPONSIBILITY:
    Delivery:

    Lead financial grants management implementation process from partner selection to project close out, being diligent in monitoring donor compliance while providing capacity building to all stakeholders involved.
    Provide proactive, effective feedback and sustainable solutions to key stakeholders on financial matters related to donor funding best practices, budget versus actuals monitoring and reporting, financial sustainability, financial risk assessment and strategic financial planning
    Work in partnership and coordination with programs teams to guide partner implementation of donor funds, ensuring high impact results, donor compliance and effective use of funds, providing technical assistance as needed
    Design and implement innovative improvements to streamline workflows, achieving greater efficiencies and sustainable solutions
    Work independently and effectively, in cross-functional teams, at a global level with multiple languages and across different time zones
    Manage the appropriate systems including Fluxx and Mides to ensure the organization and maintenance of meticulous records for each Partner, tracking and ensuring all the necessary documentation is submitted in a timely manner, validating quality of data for decision making purposes
    Serve as liaison between Partners, technical/operations staff, and the ARO and US to clearly document, address and resolve any necessary issues or challenges encountered during grant implementation.
    Work closely with individual Partners to identify and rectify any delays or problems encountered in the implementation of the grants, ensuring issues are reported immediately to the appropriate program staff.   
    Participate in the design and solicitation process for future awards as well as the selection of additional Partners; assume a lead role to ensure the process is well-managed and conducted in a collaborative and efficient manner. Guide on boarding process of new Partners to provide assessment of their financial readiness, financial health and risks in assuming new awards
    Provide the US teams with accurate and timely consolidated reports of financial expenditures for donor-mandated reports, that allow for agile decision making
    Oversee the coordination of timely submission on approved milestones and deliverables; work closely with Partners to complete any delayed or incomplete milestones.
    Work closely with Partners providing financial oversight and review/processing of payment documentation (receipts) as needed, providing technical assistance on best practices for donor funding implementation.
    Collaborate with program staff to establish the program’s annual objectives and outline how to allocate the budget.
    Collaborate with Program Officers to draft regular reports on the Partners’ progress and activities for senior and technical management as well as appropriate staff in the US
    Contribute to project work plans, budgets, and annual/quarterly reporting.
    Perform other duties as assigned from time to time and fall within the capabilities of the employee

    Engagement:
    Regularly interacts with other regional office staff and collaborates with New York office staff, as appropriate to ensure work is on time and meets performance goals. Divisional policy, work plan and project needs determine the nature and frequency of external contacts. These include a well-defined constituency that has a moderate influence on regional office activities, assigned projects or operations. Requires regular contact with in-country partners, colleagues, and sister organizations, in order to advance the interests of the Organization.
    Knowledge, Skills and Abilities (KSAs):
    Education:
    Should have a first degree in project management, Business or related field from a recognized university with five years of work experience. Advanced knowledge of grants management life cycle and/or experience of working in the non-profit sector. Experience in data entry & management; Familiarity with Fluxx or related grants management platforms. Knowledge of Google suite platform is necessary.
    Experience:
    Minimum of Five years’ experience in Grants management. Experience working with foundation grants preferred. Good understanding of best practices in procurement necessary

    Provide sound project financial, administrative, and programmatic management

    Be responsible for the month end close process and ensure timely submissions of financials.
    Prepare the monthly financial reporting (ROE), month end reconciliations and follow up on any variances for all ARO, including projects and funding sources
    Assist with the quarterly accrual process and reconciliation process
    Continuously reviews accounting procedures, internal controls, perform risk assessments, identify potential risk areas and establish risk mitigation plans.
    Coordinate various annual project assessments and audits
    Help ensure financial data is maintained in consistent formats to maintain regional reporting performance
    Analyze trends of KPI’s, especially relating to financial metrics such as program, and operational expenditures
    Monitor organization’s KPI’s and identify the cause of any unexpected variances
    Develop and continually improve budgeting, financial/treasury and operational forecast
    Support senior management with ad hoc reporting and analysis
    Implement Business Intelligence and dashboard reports

    Payments/Accounts Payable back up

    Prepares payment documents including vendor payments, consultant payments, payments to Partners and payroll documents and related deductions, advances and various schedules. Upload payments into the bank portal and complete bank reconciliations.
    Codes, tracks and processes invoices, vouchers, advances, expense reports and other schedules to ensure completeness, accuracy, reasonability, and validity.
    Monitor inbox for vendor and consultant  invoices and follow up with them to ensure that payments are in accordance with vendor/consultants contracts and done on timely manner
    Keep track of office supplies and prepares for replenishment and purchase
    Reviewing, finalizing, and managing grant budgets/proposals
    Reviewing and monitoring of donor budgets to ensure payments and transactions are aligned with donor budgets

    Duties/Roles

    Store Creation

    Checking mails for new activation assignments.
    Working on completing the content for the activations assigned (store + menu creation)
    In case of no new activations, content improvement check is done (checking the menus of already implemented stores to align everything to current standards);
    Extra content related tasks that may arise from Finance, Commercial, Sales departments for improvements or corrections

    Partner Onboarding  

    Checking if there’s any priority in terms of onboarding
    Checking and calling one by one all the “suitable” partners and training the partners on how to operate their stores.
    Giving support to partners with onboarding issues (device not working, they have issues/questions with web app, credentials not working etc.) reported on all internal channels + Customer

    Responsibilities

    Requirements
