    JOB OVERVIEW:
    Reporting to the Water supply assistant, the field monitor will be responsible for the monitoring of the day to day water supply at the community and timely reporting of any emerging issues to the supervisor. He/she will provide an overall liason role in water supply by linking the community,community leaders and the organization. He/she will ensure prompt communication to the community leaders and community on any delay or unavailability of water in the neighborhood or block.
    Roles and Responsibilities

    Monitoring of EST’s and water access points
    Supervision of gate valve operators to ensure timely water supply to the community.
    Water quality monitoring at household level and at tap stand levels.
    Monitoring routine maintenance and servicing of Boreholes.
    Boreholes data management and BH/EST compound maintenance.
    Monitoring water supply in School; institutions & agencies within the camp.
    Community liaison focal person through Water committees and community leaders.
    Conduct water supply outreach awareness by open campaigns or community Barazas on water management and hygiene.
    Raise community awareness on water issues relevant to the community
    Identify community water issues; needs & problems; & help resolve water conflicts.
    Linkage for block leaders; school; agencies & institutions in water supply monitoring.
    Carryout capacity building for incentive staff and water committees.
    Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a durable solution.
    Collaborate with other agencies’ staff in the field during inter agency meetings and field discussions.
    Ensure filing of supporting documentations .
    Reporting of field activities on a daily,weekly and monthly basis.
    Perform any other duties and responsibilities assigned by the team lead.

    Academic and Professional Qualifications
    Education:

    Degree/Diploma in social sciences or water supply technology.
    Certificate in Microsoft office

    Relevant Experience

    Good computer analytical skills
    Background work in humanitarian setting with 2 years relevant experience for diploma holders and 3 years experience for certificate holders.

    Roles and Responsibilities

    Lead and working closely with the sector heads for development/establishment of WASH/shelter gender/protection mainstreaming approaches, strategies and activities which fit in the context of the project site and in line with the directions of humanitarian assistance and guided by analysis of WASH/shelter sector needs and priorities.
    Together with program coordinator and sector heads, develop and implement strategies to ensure better representations and participation of women, people with disabilities, youths and elderly members of the communities in PWJ’s operation
    For the activities which target vulnerable populations and groups, lead the team in development of selection criteria in consultation and coordination with community leaders and relevant partners, community engagement for beneficiary selection, implementation and post activity monitoring
    Conduct activities to increase awareness of a community as a whole and improve capacities of women and girls on menstrual hygiene management. This includes assessment of MHM practices, access and needs for services and items, dialogues with leaders including religious leaders and any other trusted persons in the community, action planning, trainings, follow ups and monitoring.
    Coordinate with education partners and schools to implement menstrual hygiene management in addition to School Led Total Sanitation(SLTS), star school awarding program
    Work closely with the shelter team to reflect the needs of girls and women in designs of WASH facilities and shelters to ensure conducive environment for practicing MHM and mitigate risks of GVB
    Plan, coordinate, facilitate and create reports of PSEA/GBV,MHM training and workshops for community-based WASH/shelter staff e.g. hygiene promoters, water supply incentives, shelter monitors, teachers, WASH committee members among others.
    Provide technical support and supervision to community-based staff to empower them to fulfil their tasks and improve their performance
    Take lead in stakeholder engagements in MHM and gender/protection mainstreaming in within the sub-county
    Provide day-to-day management of specific MHM and SRHR project activities, ensuring work is completed against the scope, timelines, and budget.
    Develop effective community engagement strategies and implement them with community-based staff to promote community ownership
    Identify further needs in the areas of MHM and gender/protection mainstreaming in WASH and shelter programmes and contribute in development of concept notes, proposals for fund raising.
    Contribute in development of terms of references, presentations and other relevant documents as required
    Supervise tailors to produce re-usable pads according to the approved standards.
    Co-ordinate and actively participate in the development and Strengthening of the market for Menstrual Hygiene Management products produced by tailors.
    Monitor and report on the use of sectoral programme resources (financial, administrative and other) ,verify compliance with approved allocation/organization rules, regulations and donor commitments, standards of accountability and integrity.
    Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
    Work closely with the MEAL officer to ensure necessary data on MHM and gender/protection are collected and analyzed in routine surveys such as KAP surveys and latrine census and any other surveys
    Timely development of monthly, quarterly ,semi-annual and annual performance reports and highlighting success stories arising from the field
    Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.

    Required Qualifications
    Education and qualification

    TASKS AND RESPONSIBILITIES

    Ensuring conformity of the supplied goods according to the specifications in the PO documents.
    Ensuring that goods are stored in a good environment to avoid damages and destruction by rodents and destructive insects, stock checking and stock taking,
    Dispatch of items to program sites as instructed by the Shelter Engineer.
    Ensure the quality of materials received to the stores and quality of shelter components produced in the stores according to the specification in close coordination with the Shelter Engineer.
    Review daily and weekly stock flows, summarize and consolidate and submit regular reports to the Shelter Engineer and Procurement Officer.
    Make recommendations for restocking of needed building materials when stock level reaches 30%,
    Develop supervision mechanism and accountability of all tools given to the daily labourers’ and the contracted carpenters, and ensure that tools used at the stores and stores is collected and accounted for every day at the end of days’ work,
    Jointly with Shelter field Assistant, ensure that materials are handled in the most acceptable safety manner by the workers to avoid injuries to users.
    Preparing and keep record of Good Receive Notes (GRN) for incoming shelter materials to the stores and Good Release for dispensing shelter materials out from the stores. Submit the report to Shelter Engineer for endorsement
    Monitoring resource usage and storage and any other duties as may be assigned by the supervisor.
    Identifying potential people for recruitment as stores labourers and providing basic skill training to them.
    Preparing all labour payment sheets related to stores activities.
    Assist in ensuring timely submission of all financial documents to the finance department by the stipulated date
    Perform other related duties as may be required.

    Inventory Management

    Oversee maintain inventory database for all supplies in the stores with understanding and dedication to ensure a smooth running of the procedures and functions of the programs and to meet the requirements of the donors.
    Ensure full awareness of donor contractual clauses and develop checklist for clauses that are transferable and ensure they are implemented as per conditions in the donor agreement.
    Maintain distribution reports, daily, weekly and monthly inventory records with accuracy and produce reports.
    Ensure that proper and safety warehousing procedures are adhered to all the time and accountability of goods is assured.
    Managing storage of supplies according to the PWJ rules and regulations and maintaining an efficient system for release and distribution of goods.
    Ensuring that delivered goods are checked for quality and quantity against the purchase order and a GRN is prepared well indicating any discrepancies and damages if there are any.
    Participating in the monthly physical count of the inventory and reconciling any discrepancies with the UNHCR Shelter unit.

    Transport distribution and planning

    Planning transportation of items from the stores to the distribution’s points in all the camps.
    Preparation and giving out accurate distribution planning to the relevant authorities.
    Ensuring that the employees and working in the warehousing sector are managed well as a team or individually in order to maximize their performance and contribution towards PWJ mission and achieving the desired goals.
    Liaising with other logisticians in other camps to ensure that the supply and distribution activities are effectively supported.

    The Water Quality Officer reports to the WASH Coordinator, and is responsible for ensuring the supply of quality water to refugees and host community members in Dadaab camps.
    The Primary responsibilities of Water Quality Officer will includes overseeing the proper treatment of water at permanent and temporary treatment plants; supervision and monitoring of regular water quality test activities; set up of water quality data management system (data collection, entry, analysis, reporting); and conducting regular trainings to build the staff capacity on water quality. He/she will also ensure proper management of equipment, consumables and other resources under the program and reporting periodically to supervisors.
    DUTIES AND RESPONSIBILITIES:

    Ensure proper treatment/disinfection of water at treatment plants.
    Establish clear and straightforward management systems including Jar tests, Alum dosage, Chlorine dosage, chemical preparation, etc.
    Organize regular water quality data monitoring system and conduct regular water quality test starting from the Intake, to different stages of treatment plant, tap stands, storage reservoir/s, household level, etc to ensure refugees/host community are supplied with safe water as per UNHCR and international standards.
    Develop necessary formats and a database for regular water quality data collection, data entry, storage, analysis and report production.
    Raise purchase requests for procurement of equipment, reagents, treatment chemicals, and ensure the availably of all necessary items in stock for regular water quality test and operation.
    Ensure the cleaning of treatment plant units, service reservoir, and clean water wells at regular, scheduled intervals.
    Prepare the preparation of Operation manuals for the water treatment plants in Dadaab camps.
    Work with WASH officer and coordinate with other IPs on information sharing related with water quality and promotion of proper water storage at household level.
    Summarize and produce weekly, and monthly water quality report to the Area Manager to share to head office and UNHCR;
    Serve as the focal person for water quality issues for Dadaab camp and head of the water quality lab.

    Water Quality Control

    Collect water samples from selected water sources and from points of its usage i.e boreholes, households, water taps, schools and health facility
    Carry out physical and bacteriological analysis of drinking water for all the camps and water sources. Coordinate and manage lab testing.
    Ensuring training of national staff, incentive staff and WASH committees in technical areas including water quality testing and/or building and maintaining quality water point structures.
    Ensure SPHERE standards both qualitative and quantitative are considered for analysis of water quality and quantity.

    Sanitation and Hygiene

    Together with hygiene promoters, WASH committees and community leaders, conduct assessments to understand barriers and motivators for promoting key sanitation and hygiene practices and behaviors.
    Develop effective social and behavioral change intervention strategies for promoting key sanitation and hygiene practices and behaviors based on identified barriers and motivators.
    Support hygiene promoters to carry out these strategies through regular hygiene promotion activities and community dialogues to engage communities to foster their initiatives to improve their sanitation and hygiene
    Provide technical assistance for the community agents and beneficial communities on construction/installment of WASH related facilities e.g., toilet, hand washing facility, refuse-pit and dish rack, etc.
    Coordinate with education partners and schools to implement School Led Total Sanitation (SLTS), star school awarding and any other activities to promote sanitation and hygiene among school going children
    Conduct community awareness creation sessions on menstrual hygiene management. This includes dialogues with leaders including religious leaders and any other trusted persons in the community
    Work together with incentive sanitation cleaners, market committees and any other groups and individual to remove the waste from the residential and communal spaces, dispose the waste and manage existing disposal site properly. Develop a strategy for sustainable solid waste management service for the future implementation
    Develop sanitation marketing strategies with CBOs and private sectors for sanitation and hygiene and involve hygiene promoters in carrying out sanitation marketing activities.

    Project Implementation, Monitoring and Evaluation

    Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
    Work closely with the MEAL officer to conduct routine KAP surveys and latrine census.
    Timely development of monthly, quarterly, semi-annual and annual performance reports and highlighting success stories arising from the field
    Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.
    Carry out any other task as requested by the supervisor

    Require Qualifications Education and qualification

    Bachelor’s degree in Water engineering, public health/environmental health, analytical chemistry, biochemistry or microbiology from a recognized university
    Knowledge of SPHERE, WHO and national quality standards
    Be a registered/licensed member of the relevant body
    Additional course or personal learning on community development, livelihood, project and business management is an asset
    Understanding of water pipeline designs, knowledge of ArcGIS; Epanet, AutoCAD Civil-CAD and water modeling software is an asset

    Relevant Experience

    Minimum 5 years relevant work experience in the area of WASH and at least 1 year in humanitarian setting.
    Experience in capacity building for community own resource persons or community-based staff
    Experience in intervention projects with strong community involvement
    Experience in partner and stakeholder coordination
    Experience in designing and implementing social and behavior change communication

    JOB SUMMARY:
    Reporting to the Area Manager, the Spatial Planner shall perform complex statistical, spatial and graphic data analysis and provides a high level of coordination and technical services for the planning and development of refugee camps projects associated with renovations and new constructions. He will develop, implement and maintain a strategic space information system that assures accurate physical space utilization and inventory and serve as the primary resource for all technical problems and questions regarding the management and analyses of data used in camps space planning, undertake spatial analysis, site assessments and conduct trainings as necessary.
    DUTIES AND RESPONSIBILITIES:

    Manages, maintains and updates a complex computerized asset management system and databases to facilitate and expedite the usability, accuracy, integrity and availability of data for camps planning and space utilization purposes.
    Coordinates the development of space inventory data; manages information to analyze current space and camps planning. Makes recommendations to integrate into master plan, strategic plan and facilities planning issues.
    Performs needs assessments for determining actual facilities, land use and space characteristics; develops space utilization recommendations and solutions to unique project planning, engineering and administrative problems as needed.
    Supervises and trains professional technical staff; oversees work and coordinates daily workflow in office. Provides direction to team members on project plans and leadership in training staff; sets priorities and makes changes as appropriate to optimize resources and meet deadlines.
    Periodically inspects projects to ensure availability of space and accurate inventory; conducts monthly space audits to determine space needs and priorities for required changes to allow work progress in a sequential order.
    Acts as a liaison with donors and Partners regarding accuracy of data and details of project requirements; works with users and management to obtain information and develop an understanding of needs; recommends solutions utilizing technology.
    Responds to various requests for reports and documentation concerning the functional use of facilities and space to assist in short and long range planning.
    Establishes and implements methods, systems and procedures to systematically collect, update and measure data integrity related to project planning, design and construction of facilities.
    Manages data and construction documents including camps space standards, drawings, specifications, camps maps, records and correspondence.
    Prepares plans for Master Plan of physical facilities which identify major land uses, building sites, location of utilities, flood control, open and recreational spaces, community and residential impact.
    Performs any other related duties as assigned

    Qualifications & Professional Experience

    6 years’ relevant experience with Undergraduate degree in in architecture, urban design, urban planning, environmental studies, building construction technology or a closely related field. 10 years’ experience for diploma holders.
    Hands on experience in space/urban/camp planning and design management of buildings.
    Demonstrated knowledge, skill and ability to manage computer-based facilities and space management systems, including use of GIS and CAD.
    Thorough knowledge of the principles, practices and methods of Space Management.
    Excellent interpersonal and communication skills including the ability to work effectively with vendors, staff and users at all levels.
    Wide ranging skills in such areas as planning, leadership, decision-making and administration.
    Ability to provide study reports, technical documentation, papers and/or project plans for technical staff members.
    Considerable knowledge of camp planning, space inventory and management.
    In-depth knowledge of AutoCAD, Archibus, Adobe Photoshop, internet, Web-Editing, Microsoft Office and Windows products.
    Ability to read, understand and interpret blueprints.
    Technical experience in database systems development and maintenance.

    Other knowledge, additional competences
