    JOB SUMMARY:

    Reporting to the Plant Maintenance Foreman, the Plant Electrician will be responsible for the general maintenance, servicing and repairs of all Solar, Generator electrical equipment and components. He / she will ensure maintaining of safe working conditions to avoid risk that may cause injury and loss to him as well as others and the Organization.

    DUTIES & RESPONSIBILITIES

    Carry out service and preventive maintenance of compounds and boreholes generators including minor and major overhauls of electrical components.
    Responsible for repair, maintenance of generator mechanical and electro-mechanical accessories on engine s and other components.
    Keep proper records of maintenance and repairs carried out in each generator.
    Prepare a list of spare parts for preventive maintenance and electrical installation and submit to the Workshop Officer.
    Prepare a service schedule and plan for repair and service in accordance with the Manufacturers’ recommendations.
    Ensure safe working conditions to avoid risk that may cause injury to him as well as others.
    Responsible for motor rewinding of generators, alternators, household appliances and use of correct sizes, gauges, thickness of wires required for the task.
    Responsible for the maintenance of office/residence household appliances/equipment such as; heaters, air cooler, pumps, refrigerators, washing machines, dryers, fans, air conditioning.
    Maintain maintenance records for generators and other electrical equipment for easy verifications and reference reports that may be required.
    Ensure proper use of tools, equipment and safekeeping of the working area.
    Execute routine maintenance, servicing to the electrical equipment, generators, pumps and others and will check for any signs of crack or loose fittings, leaks, or worn-out parts.
    Comply with all applicable standards, policies, and procedures, including safety procedures and the maintenance of a clean work area.
    Recommend, develop, and perform preventive and general maintenance procedures such as cleaning, power-washing and vacuuming equipment, oiling parts, and changing filters.
    Train Generator Assistants on the safe operation of generators, and reporting of faults.
    Assist in identifying needed tools or equipment for future needs.
    Records management on the job card.
    General Maintenance, Servicing and Repairs of all Generators and other assets
    Ability to generate Technical Reports.
    Perform and carry out other duties that may be assigned by the Supervisor.

    Qualifications

    Diploma in Electrical Engineering.
    EPPRA license Class B or A1.
    Solar PV Technician license Class T1/2
    Knowledge in Microsoft Office.
    Knowledge & Experience on operation and maintenance of the hybrid solar and diesel, generator water pumping systems.
    Knowledgeable on operation and maintenance of the hybrid solar and diesel generator water pumping systems.
    Skill in understanding schematic diagram and lay out of all electrical aspects of generator installation, including connecting generators to the electrical systems of the residences and offices safely and with evenly distributed voltage.
    Wiring and installations, servicing, repairing and maintenance of diesel and petrol driven generators ranging from 4KVA to 550 KVA units or higher skill.
    Warehousing and inventory management, record keeping and experience in commodity tracking and reconciliation.
    Good working knowledge of Logistics procedures and system.
    Ability to work effectively in a multicultural environment as a team player
    Flexibility and willing to adapt to changing environment.
    Good communication, writing, organizational, planning and writing skills.

    Professional experience

    At least 5 years proven work experience in operation and maintenance of plant electrical system, diesel-run generators and other electrical equipment in a busy workshop or institution including frequency adjustments to suit the various electrical current requirements.
    Experience in repair, maintenance and installation of generators and electrical pumps (boosters & submersible), wiring and repair of electrical control panels, commissioning, surveying, and pre-delivery inspection, and load designing.
    Experience in borehole equipment, retrieval and installation of submersible pumps, knowledge in bore drilling/development is an added advantage.
    3 years’ experience of working with INGO in a similar capacity will be an added advantage.

    Scope of Work
    Desk Review and Field Data Collection
    During assignment the consultant will be required to undertake the following activities.

    To undertake a desk review of the existing reports on water resources planning and water supply design
    Undertake field work to understand the project context, and conduct interviews with key stakeholders at county, UNHCR and camp levels to update gaps in existing data
    Update/ collect data with reference to the following information:

    Population projections
    Water demand forecasts
    Urban planning and water supply
    Infrastructure condition of existing water supply and distribution system
    Current Water Service organization, revenue collection system and operation and maintenance

    Borehole survey and conduct hydrogeological evaluation of existing boreholes

    Supervise borehole survey. The survey shall comprise pump-testing of existing 23 boreholes to determine hydraulic parameters of aquifer units and safe abstraction yields of boreholes. The scope of the survey shall include: A 3 hour calibration test conducted at maximum pump discharge to calculate the most suitable discharge rate for the constant discharge test, A constant discharge test, conducted at a discharge rate of 26.6 l/s over a 24 hour period and a recover test, where the water level recovery was measured to 97% of its original (pre pumping) level
    Generate a hydrogeological evaluation report of existing boreholes including a model of groundwater under current and projected abstraction conditions

    NB. PWJ shall engage a contractor to undertake the borehole pump-testing activities.
    Update Existing Water Supply Masterplan

    The consultant shall utilize the information from activities (a) and (b) above to update the existing water supply masterplan. Under the master plan the consultant shall propose priority interventions following guidelines on water infrastructure planning by the Ministry of Environment Water and Irrigation. Priority interventions shall be costed.

    Duration of the Assignment

    It is anticipated that the assignment will take place over a period of 2 months (8 weeks) spread between November to December 2023.

    Necessary Consultant’s Qualifications and Experience

    The water supply engineering consultant shall comprise a team with an individual lead consultant (water supply engineer) and a hydrogeologist. The consultant shall be required to demonstrate experience of at least 15-20 years undertaking assignments of similar complexity and scope. In addition, the consultant must be personally available to undertake the work as and when required and will be accountable, for ensuring project deliverables.

    Consultant’s Qualifications

    The qualifications, skills and experience required in the water supply engineering consultant team shall be as follows:

    Lead Consultant (water supply engineer)

    Lead consultant shall possess at the minimum a bachelor’s degree in civil engineering, water engineering or related, with between 15 -20 years’ relevant experience; Registered as a professional engineer with the EBK (provide CV and valid practice certificate)
    Experience undertaking feasibility studies, detailed engineering designs for water supply interventions for at least 5 projects of similar nature and complexity
    Technical skills in preparation of engineering reports

    Hydrogeologist

    Hydrogeologist with a minimum of bachelor’s degree in geology and masters in geology and 15-20 years relevant experience; Registered as a hydrogeologist by the Ministry of Environment, Water and Irrigation (provide CV and valid practice certificate)
    Experience in conducting of groundwater assessment and modelling studies and borehole surveys on at least 5 projects of similar nature
    Technical skills in preparation of engineering reports

    Technical Proposal
    The consultant’s technical proposal shall contain the following:

    Understanding of assignment and planned approach
    Work Plan with clear duties and responsibilities for each team member
    Summary of Consultants experience in undertaking assignments of similar scope and/or complexity (last 5 years)

    Objectives of the EIA

    To identify possible environmental impacts, both positive and negative
    To assess the significance of the impacts
    To assess the relative importance of the impacts of relative plan designs, and sites
    To propose preventive mitigation and compensative measures for the significant negative impacts of the project on the environment.
    Generate baseline data for monitoring and evaluating how well the mitigation measures are being implemented during the project cycle.

    Scope of service

    The Environmental Impact Assessment will be conducted at 13 sites located within Kakuma refugee camp, Kalobeyei, and Kakuma town. The assessment will involve the physical examination, and interviews with beneficiaries, neighboring communities, relevant consultants, and government agencies.

    The consultant will generate an environmental impacts assessment study report for submission by systematically examining all proposed activities. Consequently, the report will generate the following:

    Nature of the project
    The location of the project including the physical area that may be affected by the project activities.
    The activities that shall be undertaken during the project phases
    The potential environmental impact of the project and mitigation measures to be undertaken during and after the project cycle.
    An action plan for the prevention and management of possible accidents during the project cycle
    Design and development of environmental management tools
    A plan to ensure workers’ and neighboring communities’ health and safety.
    The economic and sociocultural impacts on the local community and the nation in general
    The project budgets.
    Any other information that the proponent may be requested to provide by NEMA.

    Duration and Conduct of the Consultancy:

    The consultancy assignment will span 3 weeks from the contract’s execution date. The consultant will collaborate with the PWJ project team to develop the work plan, including scope and input. A fair budget/price plan should be submitted. All reports and outputs produced during the consultancy will become the property of PWJ, and the consultant must deliver these upon the consultancy’s expiration.

    The specific activities shall include:

    Sign the terms of reference with the client
    Review of existing data, topographical maps, satellite images, existing studies and borehole site investigations in the area, geological reports and maps (if available), borehole and surface water records, e.t.c
    Mapping out of the water supply and current ground water sources in the vicinity – establishing water demand and taking key information from existing ground water sources to determine ground water potential and water quality
    Hydro-geological fieldwork: Detailed reconnaissance survey of project area. (GPS co-ordinates/P-codes, water level measurements, condition of these borehole, usage and performance where applicable) inspection of geological, geo-morphological and structural characteristics of the investigated area; verification of existing data and findings
    Conduct Hydrology, using up to date tools and equipment to ascertain the hydrogeology of the project area, previous ground water development, aquifer parameters, hydraulic conductivity (K) or the ground flux, ground water discharge, as well as estimating the mean annual recharge.
    To perform profiles in each site using suitable and quick array (wenner or schlumberger methods e.t.c)
    Perform Geophysics relating to basic principles, and do more than three Vertical Electrical Soundings (VES) within the proposed area using the using schlumberger array which distinguishes between clays and fresh water by use of Induced Polarization (IP) measurements.
    Analyze the data aforementioned (hydrogeological/geophysical data) to assess the ground water potential in the project area.
    Make key recommendation on the viability of a borehole to be installed to act as water sources for the Communities.
    Check on site conditions including the availability of space for a drilling rig and other allied machineries to access the project area.
    Select the MOST SUITABLE borehole site within the project area subject to the above results and taking into account the water quality expected and the requirements of the Water Act, WHO, and other line ministries.
    Compile and submit to the client a comprehensive report, which shall include but not limited to all the details of the above investigations. Consultant’s recommendations on the proposed drilling site shall be produced in a soft copy and three hard copies of the geo-survey reports, of which one shall be coloured.

    The MEAL officer will be based in Kakuma to ensure data management processes, reporting, use and MEAL capacity strengthening of PWJ’s Kakuma operation that currently implement projects in Kakuma refugee camp, Kalobeyei Integrated settlement and Host community in Turkana West , North and South Sub County, Turkana County. The MEAL officer shall work closely with technical and program teams in data collection, analysis, compiling the reports, monitoring the progress and achievements, identifying the gaps, project evaluations, learning from the information and building team’s capacity on monitoring, evaluation, accountability and learning(MEAL) under the supervision of Area Manager.
    Duties and Responsibilities

    Strengthening the existing M&E system for the projects in the Kakuma operation
    Support in preparing weekly, monthly, quarterly, semi-annual and annual programmatic reports according to the donor requirements and
    Collect and systemize information on progress of each activity of a project being implemented, and input the information into database platform.

    Overall

    Sanitation and Hygiene

    Together with hygiene promoters, WASH committees and community leaders, conduct assessments to understand barriers and motivators for promoting key sanitation and hygiene practices and behaviors.
    Develop effective social and behavioral change intervention strategies for promoting key sanitation and hygiene practices and behaviors based on identified barriers and motivators. Support hygiene promoters to carry out these strategies through regular hygiene promotion activities and community dialogues to engage communities to foster their initiatives to improve their sanitation and hygiene
    Provide technical assistance for the community agents and beneficial communities on construction/installment of WASH related facilities e.g. toilet, hand washing facility, refuse-pit and dish rack, etc.
    Coordinate with education partners and schools to implement School Led Total Sanitation(SLTS), star school awarding and any other activities to promote sanitation and hygiene among school going children
    Conduct community awareness creation sessions on menstrual hygiene management. This includes dialogues with leaders including religious leaders and any other trusted persons in the community
    Work together with incentive sanitation cleaners, market committees and any other groups and individual to remove the waste from the residential and communal spaces, dispose the waste and manage existing disposal site properly. Develop a strategy for sustainable solid waste management service for the future implementation
    Develop sanitation marketing strategies with CBOs and private sectors for sanitation and hygiene and involve hygiene promoters in carrying out sanitation marketing activities.

    Project Implementation, Monitoring and Evaluation

    Work with the health partners on how to interpret and use data/findings to guide targeted interventions and decision making
    Work closely with the MEAL officer to conduct routine KAP surveys and latrine census.
    Timely development of monthly, quarterly ,semi-annual and annual performance reports and highlighting success stories arising from the field
    Represent the organization as required in inter-agency and government coordination meetings and liaise with other organizations working in the operational area where appropriate.

    JOB OVERVIEW:
    The Water Quality Officer reports to the WASH Coordinator, and is responsible for ensuring the supply of quality water to refugees and host community members in Kakuma camps.
    The Primary responsibilities of Water Quality Officer will include overseeing the proper treatment of water at permanent and temporary treatment plants; supervision and monitoring of regular water quality test activities; set up of water quality data management system (data collection, entry, analysis, reporting); and conducting regular trainings to build the staff capacity on water quality. He/she will also ensure proper management of equipment, consumables and other resources under the program and reporting periodically to supervisors.
    JOB DESCRIPTION

    Ensure proper treatment/disinfection of water at treatment plants.
    Establish clear and straightforward management systems including Jar tests, Alum dosage, Chlorine dosage, chemical preparation, etc.
    Organize regular water quality data monitoring system and conduct regular water quality test starting from the Intake, to different stages of treatment plant, tap stands, storage reservoir/s, household level, etc to ensure refugees/host community are supplied with safe water as per UNHCR and international standards.
    Develop necessary formats and a database for regular water quality data collection, data entry, storage, analysis and report production.
    Raise purchase requests for procurement of equipment, reagents, treatment chemicals, and ensure the availability of all necessary items in stock for regular water quality test and operation.
    Ensure the cleaning of treatment plant units, service reservoir, and clean water wells at regular, scheduled intervals.
    Prepare the preparation of Operation manuals for the water treatment plants in Kakuma camps.
    Work with WASH officer and coordinate with other IPs on information sharing related with water quality and promotion of proper water storage at household level.
    Summarize and produce weekly, and monthly water quality report to the Area Manager to share to head office and UNHCR;
    Serve as the focal person for water quality issues for Kakuma camp and head of the water quality lab.

    Water Quality Control

    Collect water samples from selected water sources and from points of its usage i.e boreholes, households, water taps, schools and health facility
    Carry out physical and bacteriological analysis of drinking water for all the camps and water sources. Coordinate and manage lab testing.
    Ensuring training of national staff, incentive staff and WASH committees in technical areas including water quality testing and/or building and maintaining quality water point structures.
    Ensure SPHERE standards both qualitative and quantitative are considered for analysis of water quality and quantity.

    Update the database to show the following information- end of contracts, terminations, promotions, salary changes, performance based annual increments.
    Maintain the leave/break database for all staff in collaboration with field HR/admins from the field
    Maintain records on contract expiry dates and flagging contracts that are due to expire 1 month prior to the end of contract.
    Maintain records of timesheets follow up duly signed copies of the timesheets is submitted on time by the field HR/admins
    Prepare and monitor the details of all staff contracts. Ensures all staff have valid employment contracts.
    Monitor annual leave, sick leave entitlements for all national staff. Works with all supervisors to ensure that they have a leave plan in place for their teams.

    Other duties
