    Position Overview:

    Requirements:

    Relevant Certificate in Automotive mechanics/At least Grade 2 Certificate in Automotive trade.
    Must have wide knowledge and skills in repairing different types of tires
    Must have knowledge in tire troubleshooting.
    2 years relevant experience in tire repairs in a busy workshop.
    Computer literacy and data processing (Word, Excel, Internet).
    Working Proficiency: English and Kiswahili Languages.

    JOB OVERVIEW:

    The Plant Technician will be performing general maintenance, installation, servicing and repairs of varied range of generator sets; generators control systems and associated equipment. The role will ensure maintaining of safe working conditions to avoid risk that may cause injury to him as well as the others.

    TASKS AND RESPONSIBILITIES

    Maintain, Service and repair of generators and all Electro-mechanical equipment.
    To carry out preventive maintenance, service and repair of compounds and boreholes generators including minor and major overhauls of mechanical & electrical components.
    To carry out fault diagnosis, repair and perform general maintenance on all generator equipment and adjustments of engines, hydraulics, electrical systems and installations.
    Troubleshoot equipment and service generator components including alternators, wiring harnesses safety devices, shutdown switches, and battery systems.
    Responsible for repair, maintenance of generators’ mechanical and electrical accessories.
    Overhaul and repair of engines, and other electro-mechanical components.
    Will keep proper records of maintenance and repairs, prepare a list of items for preventive maintenance, electrical installations, and submit to the Supervisor.
    Advise on phase balancing, and identify prevention measures to avoid damage to generator components related to overload, overheating, and phase imbalances.
    Prepares all generator service schedules and maintain files with details that contain; types, models, brands, KVA, makes, and hours, and ensure service tags are correctly labeled.
    Prepare maintenance records for Generators and other electrical equipment for easy verifications and reference reports that may be required.
    Will ensure proper use of tools, equipment and maintain good housekeeping practices.
    Will attend to routine maintenance, servicing to the generators, pumps and equipment and will check for any signs of crack or loose fittings, leaks, or worn out parts.
    Comply with all applicable standards, policies, and procedures, including safety procedures and the maintenance of a clean work area.
    Recommend, develop, and perform preventive and general maintenance procedures such as cleaning, power-washing and vacuuming equipment, oiling parts, and changing filters.
    Will train Generator Assistants on the safe operation of generators, and reporting of faults.
    Will perform and carry out any other duties assigned by the Supervisor.

    General Tasks

    Skilled in understanding schematic diagram and layout of all mechanical and electrical aspects of generator installation, including turbochargers, fuel injection equipment.
    Update Generator and other assets repair schedule.
    Assist in identifying needed tools or equipment for future needs. Records each job time performed on the time sheet and job carried out to each job.

    QUALIFICATIONS:

    Education:

    Diploma in Mechanical (Plant) Engineering and skills in accurate reporting.

    Experience:

    5 years working in a plant maintenance environment as a plant technician is required.

    Professional experience

    At least 5 years proven work experience in the operation and maintenance of diesel-run generators and other electrical equipment in a busy workshop or institution.
    Experience in repair, maintenance and installation of generators and electrical pumps (boosters & submersible), wiring and repair of electrical control panels, commissioning, surveying, and pre-delivery inspection, and load designing.
    Experience in borehole equipment, retrieval and installation of submersible pumps, knowledge in bore drilling/development is an added advantage.
    Skilled in wiring and installations, servicing, repairing and maintenance of diesel and petrol driven generators ranging from 4KVA to 550 KVA units or higher.
    Skilled in understanding schematic diagrams and lay out of all electrical aspects of generator installation, including connecting generators to the electrical systems of the residences and offices safely with evenly distributed voltage.
    Knowledgeable on operation and maintenance of the hybrid solar and diesel water pumping systems at the boreholes in the camps.
    2 years’ experience of working with INGO in a similar capacity will be an added advantage

    Job Summary

    Reporting to the WASH or Water Quality officer, the Water Quality Assistant will be responsible for ensuring the supply of water to People of Concerns of Dadaab refugee operation. Primary responsibilities include supporting the proper treatment of water; supervision and monitoring of regular water quality test activities; support water quality data management system (data collection, entry, analysis, reporting); and conducting regular trainings to build the staff capacity on water quality. The water quality assistant position also requires proper management of equipment, consumables and other resources under the program and reporting periodically to supervisors

    Duties and Responsibilities Construction Supervisor

    Ensure proper treatment/disinfection of water.
    Support management systems including Chlorine dosage, chemical preparation, etc.
    Organize regular water quality data monitoring systems and conduct regular water quality tests starting from the intake, to different stages of treatment, tap stands, storage reservoir/s, household level, etc to ensure refugees/host communities are supplied with safe water as per UNHCR and international standards.
    Update database for regular water quality data collection, data entry, storage, analysis and report production.
    In the absence of Water Quality officer, raise purchase requests for procurement of equipment, reagents, treatment chemicals, and ensure the availability of all necessary items in stock for regular water quality test and operation.
    Ensure the cleaning of treatment plant units, service reservoirs, and clean water wells at regular, scheduled intervals.
    Support in preparation of Operation manuals for the water treatment plants in refugee camps
    Work with other WASH teams and coordinate with other partners on information sharing related with water quality and promotion of proper water storage at household level.
    Summarize and produce weekly, and monthly water quality report
    Ensure SPHERE standards both qualitative and quantitative are considered for analysis of water quality and quantity
    Principal assistant to Water Quality Officer when on leave

    Capacity building:

    Conduct quarter regular training/refreshment/ for water quality team members including Water Quality monitors and treatment & chemical operators;
    Prepare notes, modules, and other related resources regarding the training component and share for the trainees;
    Organize the laboratories with necessary equipment, manuals for equipment, books, and other electronic reference materials.

    Educational/Technical/Professional and Experience Requirements

    Diploma or higher diploma in applied Chemistry, applied Biology, analytical chemistry, biochemistry or microbiology from a recognized university
    A bachelor’s degree in the above-mentioned fields will be an added advantage

    Job Overview

    The Finance Assistant Officer under the direct supervision of the Head of Support Services (HoSS) and within the limits of Peace Winds Japan Kenya policies and procedures coordinates the facilitation of field activities and functions within PWJ. The Finance Assistant Officer will work closely with the management teamand other staff to perform a variety of tasks including, but not limited to:

    Roles & Responsibilities:

    Provide support to Head of Support Services (HoSS) for the management of USD/KES cash and bank books;
    Support HoSS for finalization of monthly financial report and submit to HQ on time;
    Handling of Petty Cash and perform Cash Counts on every Friday (in presence of HoSS or Finance Officer) and file cash counts in file;
    Ensure accuracy and completeness of the cash/bank books and ensure proper filling of all financial documents;
    Support Finance Officer to make bill payment in the NetSuite ERP System by ensuring that all the pre-requisite supporting documents are available, signed and dated correctly;
    Ensure an original invoice is obtaining after making the payments and file it with the voucher and supporting documents;
    Ensure that all invoices are stamped using the PWJ/Donor Paid Stamp and that all invoices and or receipts are signed by the suppliers;
    Ensure all vouchers with invoices and supporting documents are arranged in a chronological order and file them accordingly in the designated files;
    Maintain the Cashbook in the NetSuite ERP System by ensuring that all transactions are properly recorded;
    Supports with monthly accounts reconciliations, Bank reconciliations, and all cashbook reconciliations;
    Support HoSS for donors reporting;
    Maintain all finance files up to date;
    Support Finance Officer and HR Officer for monthly payroll processes; and
    Other duties as and when assigned by the Supervisor.

    Requirements:

    Bachelor’s Degree in Finance, Business Administration, Accounting or related field with minimum of three years of experience or Diploma in Finance, Business Administration, Accounting or related field with minimum of five years of experience.
    CPA 1 qualification will be an added advantage.
    Good knowledge of financial management, budget control and accounting systems processes, preferably in a humanitarian or non-profit organization.
    A comprehensive understanding of current accounting and taxes and accepted best practices.
    Proficient in NetSuite ERP System.

    Objective of the assignment

    The consultancy task is to analyze the census data and document the findings in a comprehensive report. The consultant shall analyze data in table formats, and submit the final report. The analyst should understand the desired goal of the project driving the findings towards it. The objectives of the census are driven under:

    Assessing Shelter/latrine Conditions: The primary objective is to gather comprehensive data on the current state of shelters within the refugee population. This includes assessing the type of shelters, their conditions, and any vulnerabilities or deficiencies.
    Identifying Shelter/latrine-related Needs: Understand the specific needs and challenges related to housing in the refugee camps. This involves identifying issues such as overcrowding, inadequate infrastructure, lack of basic amenities, and other factors affecting the quality of shelter/latrine.
    Quantifying the Population: Enumerate and categorize the population living in different types of shelters. This information is crucial for resource allocation, as it helps in estimating the scale of interventions required to address the housing needs of the refugees.
    Creating Baseline Data: Establish a baseline for monitoring and evaluation purposes. This baseline data serves as a reference point for future assessments, allowing for the measurement of changes and the impact of interventions over time.
    Enhancing Resource Allocation: Enable efficient allocation of resources by identifying priority areas and populations with the greatest housing needs. This ensures that interventions are targeted and resources are utilized effectively.
    Supporting Advocacy Efforts: Generate evidence for advocacy initiatives aimed at raising awareness and garnering support for policies and funding related to shelter/latrine issues. The data collected can be used to build a compelling case for improved living conditions.
    Ensuring Accountability: Establish accountability mechanisms by providing transparent and evidence-based information to stakeholders, including donors, governmental agencies, and the community itself.

    Scope of the work

    Data Cleaning and Validation: Review and clean the collected shelter/latrine/livestock census data to ensure accuracy and consistency. Validate the data for completeness, identifying and addressing any missing or inconsistent information.
    Data Analysis: Conduct statistical analysis of shelter/latrine/livestock census data to derive meaningful insights and trends.
    Utilize appropriate statistical tools and methods to analyze demographic information, shelter conditions, and other relevant variables.
    Descriptive Analysis: Generate descriptive statistics to provide a comprehensive overview of the shelter-related characteristics within the surveyed population. Summarize key findings, including averages, distributions, and patterns.
    Mapping and Visualization: Create maps and visual representations of the census data to facilitate a better understanding of spatial patterns and distribution of shelter-related indicators. Use Geographic Information System (GIS) tools if applicable.
    Identifying Key Challenges and Opportunities: Highlight key challenges and opportunities based on the analysis, providing actionable insights for program planning and improvement.
    Report Writing: Prepare comprehensive and clear reports summarizing the findings of the census data analysis.
    Present the results in a format suitable for diverse audiences, including policymakers, donors, and the community.
    Recommendations: Provide evidence-based recommendations for programmatic interventions based on the data analysis. Suggest improvements and strategies to address identified challenges and enhance the impact of shelter/latrine-related interventions.

    Deliverables

    Deliverable 1: Inception report containing detailed methodology for data analysis
    Deliverable 2 : Census analyzed data in readable format (The graphics should entail right scaling and informative graphic headings.Note:(Poorly located and labeled axes, insufficient use of color, shape and size that can obscure the relationship in data or make the data hard to read and interpret should be avoided)
    Deliverable 3 : Census report in MS word and PDF versions and Cleaned dataset

    Reporting Modalities

    The consultant will work with Peace Winds Shelter Engineer and Spatial planer in Dadaab, with overall guidance of the Project Manager. The M&E team will work closely with the consultant by:

    Providing the raw data collected from the census.
    Validation of the analysis ensuring it meets the standard of Peace Winds.
    Review of the report done by the Consultant

    Assignment Duration

    The consultant is expected to carry the assignment in 7 working days in March, 2024.

    Qualification, required skills

    The consultant to be engaged in this assignment must have;

    A degree in Social Sciences, Statistics, BSc. degree in Public Health or Water Engineering from a recognized university with experience of at least 8 years in a similar discipline.
    Master degree in Development Studies, Monitoring and Evaluation, Social Sciences, Project Management, Public Health or WASH discipline is an added advantage.
    Experience of having conducted 3 similar assignments over the past 5 years .
    Strong background in statistics and data analysis of qualitative and quantitative methodology and use of mobile data collection tools (Kobo).
    Good communication and inter-personal skills.
    Previous work experience with NGOs in WASH and shelter interventions, especially in a humanitarian context.

    Request for Proposal for Consultancy for Conduct WASH Knowledge, Attitude and Practice (KAP) Survey

    The overall objective of the project is refugees, asylum-seekers and stateless persons have equitable access to safe water, sanitation and hygiene facilities in Dadaab refugee camps. PWJ is planning to engage a consultant to assess the changes realized through the WASH interventions. The findings of this KAP survey will inform and serve as a basis for improving future interventions.

    Objective of the project

    The principal objective of the project is to attain self-reliance in the provision of essential Water, Sanitation and Hygiene (WASH) services for Persons of Concern in Dadaab. Specifically, this is done by empowering the Persons of Concern (PoCs) towards discharging responsibilities that enhances sustainable access to WASH services by individual households and the larger community.

    Objective of the Consultancy

    The survey is expected to employ cross sectional, scientific and statistical approaches to examine knowledge, attitudes and practices of the beneficiaries, gaps in the WASH activities in Dagahaley, Ifo, Ifo2 and Hagadera camps and to provide information that would improve future programming. The KAP survey activity will be conducted from 15th February, 2023 and the final report submitted by 15th March, 2023. Specifically, the consultant is expected:

    To understand and evaluate the water, sanitation and hygiene situations in Dagahaley, Ifo, Ifo2 and Hagadera camps.
    To determine existing knowledge on WASH issues such as: access to water, sanitation, hand washing, latrine hygiene and use, water borne and hygiene related diseases, gender roles and relations regarding WASH, menstrual hygiene management, community participation in WASH management, social inclusion, and distinct issues of disability/vulnerability/gender.
    To determine the impact and identify the gaps in water supply/quality, solid waste management, sanitation facilities, vector control and hygiene promotion communication and mobilization strategies implemented by PWJ.
    To determine the efficiency and effectiveness of CLTS/SLTS interventions in improving sanitation and ownership of latrines.
    To determine if humanitarian assistance by PWJ is delivered in a safe, accessible, accountable and participatory manner.

    Specific Terms of Reference

    Develop an Inception Report detailing the survey process and methodologies among other things to be employed to achieve the objective of this consultancy. It should include the field interview schedules, important time schedules for this exercise and should be presented to the PWJ program team for review and further input.
    Undertake a desk review of the relevant project documents that include the project proposal, implementation plans, project progress reports, PWJ Evaluation Policy guidelines and any other relevant documents.
    Meeting with various stakeholders at the Dadaab level to inform them about the planned survey and the activities to be undertaken
    Design, develop, critique (with the program team) and refine data collection tools according to the indicators of the project intervention logic to measure results.
    Train data collectors for the KAP survey.
    Organize adequate supervision and coordination of the survey teams in the field during the time of conducting the survey.
    Conduct a comprehensive KAP survey [using both quantitative and qualitative data collection methods] to gain insights on the intended results.
    Set up and share the quality control mechanisms that will be used to ensure the conduction of credible and quality survey.
    Carry out data collection, entry, cleaning, and analyses (using appropriate programs, such as SPSS for quantitative data and any appropriate technique for qualitative data) and present the draft report to the PWJ program team for first review before producing a second draft.
    Draft and submit a final report, presenting and analyzing all relevant findings and reflecting remarks and comments of the PWJ program team and stakeholders.

    Requirements for the consultancy

    Demonstrate experience of having conducted at least 3 assignments of similar complexity and scope over the last three years.

    Contractual Responsibilities

    The consultant

    The consultant in consultation with PWJ and other stakeholders will be responsible for the following;

    Prepare and deliver the consultancy services as per this ToR through effective, adequate and participatory methodologies.
    Review of the project documentation and other relevant documents.
    Facilitate the training of the survey enumerators.
    Obtain maximum input from major stakeholders, such as the project participants and project staff including PWJ partners where relevant.
    Design and refine the data collection tools.
    Design data input screens; supervise data collection/entry, data cleaning and data quality. The consultant will be expected to do data analysis, which will be done at the consultant offices within the stipulated period.
    Conduct two debriefing sessions, one prior to the field mission and one after the survey. Both debriefing sessions will be conducted in PWJ’s Dadaab Main Office.
    Prior to finalization, 2 draft reports will be submitted for review to the satisfaction of the project staff and senior management team – the draft will be discussed with the consultant for clarifications upon which the remarks shall be reflected by the consultant in the final report.

    Coordination & reporting

    The consultant will be under the direct supervision of the Programme Coordinator and Area Manager, based in Nairobi and DMO (Dadaab Main Office) respectively for the duration of the contract. In the field, the consultant will work closely with the WASH Coordinator and Officers, MEAL Officer and other key project staff who will be identified for the purpose of this task. The consultant will maintain an official communication with the Area Manager, WASH co-coordinator and the MEAL Officer.

    Reporting to the Water Officer, the Master Plumber will be responsible for quality installation of water reticulation systems, repair of bursts, ensuring that all water appurtenances are fixed correctly and in a professional manner and will train and mentor repair team members.

    TASKS AND RESPONSIBILITIES
    Installation of water pipes and fittings

    Guide a team of refugee’s plumbers in repair and installation of water reticulation system when a need arises and fixing associated fittings.
    In collaboration with other team members, give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.
    Lead the repair team in pressure regulation for equitable potable water distribution in the reticulation system, in line with the set water regime and SPHERE / UNHCR standards.
    Work in collaboration with Water Officer in ensuring efficient and yet uninterrupted water supply during supply hours, should there be any repair work it should be attended in the shortest time possible.

    Reporting

    Prepare a record of daily activities performed in the field and submit weekly reports to the supervisor.
    Provide a record of all repairs and bursts attended during the week for documentation.

    Supervision

    Inspect and certify any pipe repair work done by refugees’ plumbers before back-filling the soil to ensure quality workmanship is maintained.
    Approve trench excavation done by contractors to ensure correct depth and width is achieved before pipe installation commences.
    Supervise the repair team member and ensure appropriate work allocation for each work day.

    Collaboration and Networking

    Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a sustainable solution.
    Collaborate with other agencies’ staff in the field

    QUALIFICATIONS:
    Education:

    Certificate/Diploma in plumbing course from a recognized institution in Kenya
    Certificate in Microsoft office
    Experience: 5 years working in a building maintenance environment as a Plumbing technician is required. Experience working with an NGO in a camp setting will be an added advantage

    Objective of the assignment

    The consultancy task is to analyze endline data and document the findings in a comprehensive report. The consultant shall provide raw data, analyzed data in table formats, and the final report. The analyst should understand the desired goal of the project driving the findings towards it. The objectives of the project is driven under:

    Objective 1:

    To equip the beneficiaries with knowledge and skills on climate-smart farming (Zai pits and DPM multi-storey gardening) to access a variety of green vegetables.

    Objective 2:

    To equip the beneficiaries with knowledge and skills on dietary diversity and nutrition improvement to meet their nutrition needs.

    Scope of the work

    Develop a data entry program using software (preferably R or STATA) that can check for ranges and consistency of data and generate reports indicating missing data, data outside of the accepted ranges, inconsistent answers, and the response rate.
    Conduct data cleaning, data verification and coding/development of themes for open-ended questions
    Analyze the data from the endline survey and document the findings in a report submitted to Peace Winds. (Conduct exploratory data analysis (for example, frequencies, percentage tabulations, and cross tabulations) of key survey variables and their correlates and produce a statistical abstract of the data)
    Provide reproducible codes with comments written in R or STATA that can be re-run for verification purposes. The codes are to be shared once the analysis is complete and done halfway the contracted timeline.
    Give recommendations based on the findings of the endline survey

    Qualification, required skills
    The consultant to be engaged in this assignment must have;

    Objectives and Scope of Work :

    Peace Winds is looking for an experienced and skilled expert to have a documentation which clearly tell the lessons learnt, good practices and practical recommendations drawn from implementation of Community Sanitation Components of the Kenya Sanitation Enabling Environment Project (KSEEP) and the Sanitation and Nutrition Improvement Programme (SANNUT) in West-Pokot and Turkana Counties

    The consultant will be responsible for:

    Reviewing relevant project documentation, reports, and data related to the Project.
    To engage community members, leaders, community health volunteers, the government and PWJ staff and other stakeholders who have been involved in implementing the Project to explore lessons learnt, good practices and actionable recommendations arisen from the Project implementation through engaging and facilitative process e.g. harvesting workshop, key informant interviews, observations, photo voice workshop, etc.
    To document the lessons learnt, best practices and recommendations emerged from the above mentioned activities and compile them into a report
    To capture images (photos and videos) which showcase the innovations, technologies and actions which the communities and stakeholders have implemented in the Project to achieve the result and improve sanitation and hygiene status at household and community.

    A comprehensive report documenting lessons learned, best practices, and recommendations for the WASH program. This document will serve as a reference guide for future sanitation initiatives.

    Consultancy to Conduct Endline Evaluation of Project for Enhancing Women’s Resilience in Refugee Camps and Host Communities in Kakuma/Kalobeyei

    The project has also been focusing on supporting women and girls from both the refugee and host communities to have new sources of income and economic opportunities through skills and livelihood development. The project implemented the activities as indicated below:

    Trained 30 women and youth equipped with automotive technician and driving skills and gained job opportunities at a modern automotive garage established through this project.
    Established and equip a modern automotive garage, fully equipped with required machineries and equipment which meet the standards of a CFAO Motors Kenya [CFAO] (formerly Toyota Kenya Ltd) certified service center
    The 30 boda-boda riders are trained as trainers on safe driving skills and practice, safe road traffic regulation, compliance, and gender-based violence and provided with driving licenses.
    Participation and satisfaction of the 150 members of Kalobeyei Women Handcraft Cooperative increase through expansion of the workspace and establishment of a childcare space in the Kalobeyei Business Incubation Center
    A total 80 women and youth tailors gain and improve knowledge and skills on producing and marketing personal hygiene commodities such as reusable sanitary pads, reusable diapers, and incontinence pads.
    An enterprise consisting of 30 women and youth which produces and markets reusable sanitary pads and other personal hygiene products is established in Kalobeyei settlement and Kakuma camp.

    Indicators of the project
    The following indicators will be measured during the endline monitoring;
    Output 1: Assess the current knowledge, attitudes, and practices of the target population regarding livelihood programs, household decision-making, access to financial resources, and accessing timely humanitarian and protection services.

    Indicator 1.1: Percentage of respondents who demonstrate adequate knowledge of available livelihood programs.
    Indicator 1.2: Percentage of respondents who report involvement in household decision-making.
    Indicator 1.3: Percentage of respondents who have access to financial resources or increased income.

    Output 2: Identify the existing income levels and sources of income for women participating in livelihood programs.

    Objectives of the assignment
    The consultancy task is to conduct an end of evaluation assessment for “Enhancing Women’s Resilience in Refugee Camps and Host Communities Project in Kakuma/Kalobeyei” Project.
    The consultancy objectives are to:

    Assess and document the project results based on the project indicators
    Document project’s good practices in Enhancing Women’s Resilience in Refugee Camps and Host Communities in Kakuma and Kalobeyei.
    Document challenges/barriers that prevent women’s empowerment to access financial support to improve their livelihoods.
    Document the effectiveness of the structures put up for improving the livelihoods of women and youth in both refuge and host communities e.g., the Business Incubation Center, Modern Automotive garage and Childcare Room in Kalobeyei
    Make recommendations for effective project activities for increasing access to resilience of both women and girls in the refugee camps and in the host communities
    Evaluate the situation on SGBV in both the Refugee and Host Communities

    Skills acquisition for women and youth has been the core of this project and there is need for the evaluation to focus on the demand for sustainability of the services and trainings provided to the target groups in the project. The evaluation will further recommend how best to scale access to such services and how the results of the intervention can be scaled and sustained in Kakuma and Kalobeyei.
    Scope of the work
    The evaluator will be required to carry out the following tasks:

    Design the evaluation approach and tools
    Conduct Desk review, secondary data collection, and field data collection
    Prepare analysis of the collected data to bring out findings on project’s key achievements, challenges that prevent women’s empowerment to access financial support to improve their livelihoods, effectiveness of the structures put up for improving the livelihoods of women and youth in both refuge and host communities
    Assess the current knowledge, attitudes, and practices of the target population regarding livelihood programs, household decision-making, access to financial resources, and accessing timely humanitarian and protection services.
    Document case studies/ change stories for at least 2 individual beneficiaries from different beneficiary categories
    Prepare an evaluation report, separate executive summary, PowerPoint presentation for dissemination and case studies/ stories of change

    Methodology

    The evaluator is ultimately responsible for the approach and design of the evaluation and is expected to propose methodologies that they consider most appropriate to achieve the aims of this evaluation. However, the evaluation should use a participatory and gender-sensitive approach engaging those impacted by the project activities. Both quantitative and qualitative data should be utilized during the evaluation exercise to ensure that findings are broadly representative of the views of the beneficiary population. Data collection methods shall include interviews with relevant stakeholders, survey questionnaires, field visits, and desk review of relevant documents.

    At inception PWJ and the evaluator will refine the scope and methodology of this evaluation and agree on a detailed evaluation plan. The evaluation expert should present a detailed statement of the proposed review methods in the technical proposal. The consultant is encouraged to incorporate the following activities in the final scope of the evaluation methodology to generate comprehensive information:

    Required Qualification and Experience
    The consultant to be engaged in this assignment must have the following qualifications and experience;

    Advanced degree (at least Masters) in economics, public policy, or related social science field, with at least 8 years’ experience in monitoring and evaluation. Relevant experience in monitoring and evaluation (at least 12 – 15 years) will be considered in lieu of a Masters degree.
    Experience as the lead in evaluation of entrepreneurship and business development support to small and medium enterprises (SMEs) for at least 2 interventions of similar nature.
