    The Role

    DT Global is currently seeking to fill a Communications and Media Specialist role who will lead the program’s internal and external communications activities.

    Primary responsibilities:

    Oversees communications for program activities, and represents the program to the client, stakeholders, and public;
    Trains program staff and partners in implementing compliant program communications strategy;
    Works closely with program partners to ensure compliance with partner communication guidelines and consistency in communications internally and externally;
    Manages implementation of the communications strategy, including liaising with the Client and partners Communications Teams with relation to publicity and public relations including updating of FAQs and any other program documents for external consumption, as required;
    Act as the primary contact and coordinator for the client and partners for all program crisis communications;
    Conducts media relations for the program, including targeted publicity for program activities and responses to queries from the press;
    Manages internal communications and external media relations including with communications firms and partner organizations;
    Writes press releases, organizes press conferences (if relevant), schedule interviews of spokespersons for the program, etc.;
    Supports the development of program events and workshops in collaboration with program teams;
    Makes sure the program is implemented according to client branding guidelines , maintaining a close and collaborative relationship with the client on all outreach and communications efforts;
    Supports the development of program deliverables, including coordinating information gathering for quarterly and annual reports and annual work plans, one-pagers, reports, etc., and development of success stories;
    Develops program newsletters, press releases, email announcements, planned publications,  video, other assignments;
    Oversees the design and roll-out of all tools to effectively communicate program activities and results, (i.e. videos, visual images, social media messages, press releases, flyers, etc.)
    Works closely with partners and the client to review external communication products before dissemination;
    Oversees gathering of all news / articles highlighting the work of the program and partners;
    Maintains program library of all communications tools, photos and events in a digital format;
    Participates in regular work planning sessions as required; and
    Conducts any other duties relevant to the job description as may be required.

    About You

    You are an experienced communications professional with knowledge in designing and implementing strategic communication and knowledge management activities which include but are not limited to: experience managing and coordinating teams for performance; designing and implementing strategic communication and knowledge management activities; audience analysis and message development; writing for different audiences; documentation and reporting of program successes/achievements and best practices; development of evidence-based knowledge products for advocacy; training/capacity building in communication, knowledge management and advocacy; media outreach and publicity.

    Key Performance Indicators

    Providing requested communications deliverables within the stipulated period.
    Adhering to allocated budgets and timelines during implementation.
    Maintaining well-coordinated communications across program partners.

    To be considered for this role, you will have:

    Overview:

    DT Global is seeking a Deputy Chief of Party – Programs for an anticipated USAID program in East Africa. The anticipated program seeks to strengthen conditions that support peace and prosperity through increasing engagement of civil society actors, improving access to timely, accurate information, and encouraging citizens to model democratic behaviors. The Deputy Chief of Party – Programs (DCOP-Programs) will work closely with and report to the Chief of Party (COP) to provide technical oversight for the program. The DCOP-Programs will lead program development and provide oversight by supervising Program Teams, working closely with members of the Senior Management Team (SMT) and USAID on strategy matters, and members of the Grants Management Unit (GMU, inclusive of Learning, Grants and Procurement teams) to oversee activity design and implementation. The DCOP-Programs will ensure all actions and interventions adhere to USAID and DT Global technical guidance and align with global best practices, including the training of staff as required.  Finally, the DCOP-Programs will keep the COP regularly informed on all programmatic matters, and assist the COP in meeting various technical and USAID deliverables as requested.

    Tasks and Responsibilities:

    In coordination with the SMT and USAID lead strategic development through political analysis, as well as coordination and feedback with relevant stakeholders and programmatic staff
    Oversee the program team, inclusive of the Implementation Director and Regional Program Managers, to identify potential assistance recipients, and work with them to design and develop grant concepts and activities, under the overall direction of the Chief of Party, USAID and other program representatives.
    Support the professional development of team members by providing regular feedback and support, including completing bi-annual performance appraisals.
    Oversee appropriate grant design, ensuring that procedures are established and complied with for grant development, grant worthiness, grant implementation, management, monitoring, evaluation, and grant closing.
    Support and coach RPMs in the strategic development of concepts that respond to the established program goals and objectives.
    Demonstrate high level of understanding of USAID grant regulations and other considerations that may impact activity design and work closely with the Grants team and SMT to proactively address these prior to grant implementation. This may include doing activity write-ups and supporting due diligence processes.
    Demonstrate high level of understanding of prior implementation challenges and actively incorporate lessons learned into the design of new activities. Proactively share lessons learned across the program and contribute to the development of new tools and knowledge that can be integrated into the program’s M&E function.  
    Actively participate in the problem solving and troubleshooting throughout the grant cycle to assure implementation remains within the spirit of the original design concept. With program team, provide technical assistance to grantees and potential grantees as required, throughout the activity cycle, in coordination with other staff. 
    Closely analyze the region’s rapidly changing environment on an ongoing basis, and contribute to rolling assessments, strategic review sessions, and recurring meetings.
    Work closely with MEL team to coordinate monitoring of the activities under implementation to ensure that they meet activity and program objectives and produce regular site visit reports.
    Coordinate with grants and procurement staff to provide sufficient written information for negotiation memos and all relevant contract documents as possible.
    Other tasks as assigned by supervisor.
    Serve as the COP and USAID’s primary point of contact for current information about the status of activity implementation in the absence of the COP;
    In collaboration with local staff in-country, identify program opportunities and potential local partners;
    Acts as COP when s/he is absent from the program and perform other duties as assigned by the COP;
    Ensure quality assurance and quality control methods in a consistent and transparent manner for all contracted tasks and functions and ensure their compliance with USG and DT Global rules and regulations.

    Education & Minimum Qualifications: 

    Bachelor’s degree in a relevant field required; Master’s degree in relevant field preferred. 
    At least seven years of relevant experience, including experience with donor-funded programs, preferably USAID with demonstrated supervisory experience
    Demonstrated strong managerial, mentorship, and supervisory skills, preferably with culturally and geographically diverse staff, is highly desired
    Experience working in developing countries is required, preferably complex, fast-paced, dynamic, and challenging field operations
    Demonstrated ability to strategically analyze national, regional, and local politics and guide program staff in creatively designing grants that relate to the current political environment
    Strong experience with concept and activity design as well as the development, management, and implementation of grant activities, preferably including both community-level and national-level activities
    Thorough experience and understanding of administering grants and small grants programs, and the ability to ensure activities are appropriately implemented, monitored, evaluated, and closed-out as required
    Experience in working with local organizations on project design, assessing technical and programmatic capacities; implementation of activities preferred
    Experience and/or good understanding of donor organizations

    Learning and Communications Director (Stabilization and Transition)

    Background:
    DT Global is implementing the Somalia Transition Initiatives for Stabilization Plus (TIS+) program, which is a $66 million, USAID-funded program promoting good governance and community cohesion. TIS+ is implemented in Mogadishu, Lower Shabelle, and Puntland, with possible expansion to other communities across Somalia.
    TIS+ pursues four objectives: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. Additional crosscutting objectives are to: 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth; 3) Increase Somali engagement in creating a more stable future; and 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
    Objective:
    TIS+ implements strategic in-kind activities (PIKA) across Somalia, with a particular focus on areas recently liberated from the control of violent extremist organizations. As part of this work TIS+ engages research and analysis (R&A) companies to collect atmospherics and provide analysis on these liberated zones and conduct evaluation of individual in-kind activities. TIS+ requires a Learning and Communications Director (LCD) to manage these R&A contracts, support program reporting, and coordinate the execution of the full PIKA cycle.
    The LCD will report to the DCOP. The LCD must be flexible, pragmatic, and able to think creatively to implement activities in a sustainable, responsive manner. Additionally, the LCD will travel to Somalia and carry out other tasks assigned by the DCOP.
    Primary Responsibilities:
    Responsibilities include, but are not limited to the following:
    Lead program learning efforts in line with the TIS+ learning agenda including:

    Work with COP and DCOP to instill an inclusive learning culture amongst the TIS+ staff.
    Organize and lead regular learning sessions. Document and share findings across the team. Maintain learning documentation in location accessible to all staff.
    Participate in all PIKA and GUC close-out processes to capture lessons learned.
    Disseminate Lessons Learned, atmospherics and research products (where applicable) amongst the team. Ensure participation amongst both program and operations staff in reviewing lessons learned.

    Oversee TIS+ learning, research, atmospherics and analysis contracts.

    In line with the TIS+ learning agenda, develop technical requirements for R&A contracts in coordination with the DCOP and M&E Manager.
    Manage R&A contracts from the procurement process through the final payments.
    Work with DT Global Home Office MEL STTA to ensure timely review of R&A scopes of work, deliverables and other required documents.
    Ensure that the program team is receiving the information necessary to have impactful programing.

    Lead program reporting.

    Oversee timely completion and submission of all activity reporting as outlined in the TIS+ contract, including drafting production calendars and communicating with staff about expected roles and deadlines.
    Compile initial draft of all deliverables including weekly, quarterly, and annual reporting, as well as drafting success stories. Manage drafting of case studies and other reporting that results from R&A contracts.
    Work with the TIS+ field teams to provide consistent and clear information on activity implementation.
    Ensure TIS+’s technical assistance and work is disseminated among stakeholders through proper available mechanisms, including through creative means such as graphics, maps, videos and photos.

    Oversee PIKA cycle documentation.

    Verify the content and quality of all documentation in the PIKA files; develop and maintain system for filling documentation gaps.
    Oversee the Information and Grants Specialist to ensure the TIS+ database is updated weekly with budget expenditures and activity notes.
    Monitor PIKA budgets and period of performance and alert the Program and Procurement teams if either are at risk of being exceeded.
    Regularly report to the DCOP on status of above items.

    Other duties as assigned.
    Reporting and Working Arrangements
    The LCD reports to the DCOP. The LCD will manage the Information and Grants Specialist. The LCD could spend as much as 50% of their time in Somalia.
    Required Qualifications:

    At least three (3) years’ working on international development projects overseas of similar scale, scope and technical focus, with at least one of those years in a fragile state context; experience working on Somalia is a plus.
    Bachelor’s degree in governance, peace-building, conflict management, social sciences, international development, international relations/affairs, business, management, political science, law or other related field.
    Demonstrated ability to work effectively with communities, civil society, local government representatives, and other stakeholders.
    Demonstrated experience in overseeing programmatic, administrative, and reporting functions, particularly for design and administration of in-kind or other grant activities.
    Demonstrated ability to communicate effectively in English, both verbally and in writing.
    Proactive self-starter with the ability to work effectively as a member of an international team.
    Experience developing programmatic reports and press releases.

    Position Summary:
    The Director of Operations is responsible for managing fast-paced operations and procurement processes, supporting international development activities in some of the most remote areas of Somalia. S/he must have extensive knowledge of USG (United States Government) – notably USAID – funded projects and applicable regulations governing the procurement and operations processes. Specifically, s/he will supervise and/or implement the necessary processes to ensure the timely and compliant purchase and delivery of supplies, equipment and subcontracts for program activities implemented under TIS+. Activities include a mix of national and international short-term technical consultancies; direct delivery of goods and services (DDGS) to local recipient organizations and institutions; and in-kind activities (grants)/grants under contract (GUC). Many activities also involve small-scale infrastructure rehabilitation and construction in rural areas of Somalia. The Director of Operations will manage the Request for Proposal or Quote (RFP/RFQ) process, contract preparation and execution of contracts. Other duties include the supervision/continual improvement of procurement, supply management and information systems to monitor and track costs of materials, goods and services in order to control expenditures; as well as ensuring efficient use of organizational resources. Job responsibilities include the supervision of program operations. The position – reporting to the Chief of Party – will require close coordination with partners, recipients and/or beneficiaries to accomplish program objectives.
    S/he will work closely with the Finance and Administration Manager and program staff in the Kenya and Somalia offices. Where necessary, s/he will coordinate with USAID/East Africa, Somalia Office and other program partners in Somalia. S/he will oversee the daily administration of the program, including application and renewal of country registrations, office leases and office maintenance. S/he will be responsible for asset management, human resources, information technology, logistics, /transportation and security management. In this capacity, s/he will: maintain TIS+ inventory of procured equipment, in accordance with USAID and DT Global rules and policies; oversee TIS+ grant non­expendable and expendable tracking and reporting (including asset reporting and disposition of assets); supervise national staff recruitment, documentation, orientation and performance appraisals; manage security systems, procedures and staff orientation and training, as needed. Additionally, s/he will oversee security management procedures, staff training and performance of all security service providers for the Nairobi office and Somalia field offices, oversee production and regular updating of security management plans and daily security management of all TIS+ staff.
    The Director of Operations reports to the Chief of Party.
    Primary Responsibilities:
    Compliance and Procurement

    Ensure compliance with USAID regulation and procedures, for all TIS+ program procurement and logistics.
    Ensure all approved purchase requisitions are processed in timely manner and recommend the most appropriate method of procurement.
    Explore, and implement innovative ways to streamline TIS+ response to grantee procurement needs for in­ kind grants (e.g., blanket purchase orders, use of local markets, decentralized procurement staff, and project procurement packages).
    Verify detailed tender specifications and performance standards with the program and the operations teams to facilitate procurement of equipment, goods and services in strict compliance with the approved policy as well as the relevant donor requirements.
    Ensure that the program is requesting and receiving customs exemptions for international procurements, where appropriate and applicable.
    Ensure that all steps of DT Global’s procurement procedures are followed consistently-and that those procedures are kept up to date with relevant regulations of DT Global and of USAID.
    Ensure that appropriate measures are in place to prevent and/or detect incidence of fraud, collusion, or corruption in procurement practices.

    Security

    Maintain reliable relationship with DT Global security teams on expatriate staff travel, incident reporting, and security management, ensuring all appropriate documentation is in place in a timely manner.
    Oversee security management procedures, staff training and performance of all security service providers for Nairobi office and field offices.
    Oversee production and regular updating of security management plans.
    Oversee daily security management of all TIS+ staff movements.
    Oversee security vetting of potential TIS+ staff, STTA and subcontractors.
    Regularly review and as needed, work to improve physical security standards at TIS+ offices.
    Supervise staff and consultants working on security issues, (e.g. Senior Operations & Security Specialist)

    Logistics

    Oversee all TIS+ vehicle use and maintenance, in accordance with USAID and DT Global rules and policies.
    Oversee transport of goods to field locations, ensuring reliable tracking and reporting systems.
    Oversee timely, secure, and compliant responses to staff travel and accommodation needs.

    Finance and Administration

    Oversee the application and renewal of the country registrations.
    Oversee all office leases, renewals, relationships with landlords and ensure timely payments.
    Oversee office maintenance and cleaning service providers for all TIS+ offices; Asset Management.
    Maintain TIS+ inventory of procured equipment, in accordance with USAID and DT Global rules and policies, and assist in tracking and updating all non-expendable equipment in OneSource.
    Oversee TIS+ PIKA (grants) NXP tracking and reporting.
    Oversee annual asset reporting and disposition of assets procedures and documentation.
    Oversee and work with the Finance Manager in preparing the monthly FOER and assist with ensuring proper backup is included for project expenses.
    Ensure all vendor payments are in compliance with program and operations budget line items.

    Human Resources

    Oversee all work permit and visa issues for international staff.
    Supervise and work with the Human Resources and Administration Manager to oversee all national staff recruitment, documentation, orientation; ensure performance appraisals are completed in a timely manner; and suggest revisions to SOW or Job Descriptions, as needed.
    Ensure all HR documentation is filed in One Source and complies with documentation audits.
    Provide training to staff, on an as-needed basis.

    Information Technology

    Oversee IT service providers for all TIS+ offices.
    Oversee information security management systems, procedures and staff orientation and training as needed.

    Budget DevelopmentProvide reliable pricing information (local, regional and international sources) and establish funding requirements for goods and services to be procured and delivered.
    Grants/Activity ManagementOversee all procurement activities, ensuring compliance with USAID rules and regulations as they pertain to grant under contract management.
    CoordinationEnsure efficient coordination with grantees, partners, local authorities, UN/INGOs as relevant.
    InfrastructureOversee the Request for proposal (RFP) development and implementation process.Oversee construction contract preparation and provide QA/QC over contract implementation.
    Education:
    Must have a minimum of a Bachelor’s degree in international development, international relations/affairs, business, management, finance, or a related field. A Master’s degree is preferred.
    Minimum Qualifications:

    Must have five (5) years of experience working in an operations management capacity on projects of a similar scale and scope, including experience in US Government policies and procedures, with regards to: procurement processes, logistics, systems, HR management, and administration.
    Demonstrated security management experience, M/S office expertise, previous experience working in a fragile‐state context and demonstrated ability to communicate effectively in English, both verbally and in writing required.
    Prior East Africa region experience desirable.
    Somalia language skills desirable. **Working Arrangements:**The Director of Operations reports to the Chief of Party. This position will be based on Nairobi, Kenya, approximately 50% of the time will be spent in Somalia.
