    The Protection Assistant – Data Management (GBVIMS) will primarily be responsible for ensuring GBV and other protection data is accurately and ethically collected, stored, analyzed & shared in strict adherence to the GBVIMS Guidelines and relevant protection standards. You will also be responsible for all monitoring and evaluation and reporting aspects of the DRC protection activities programme to inform better program interventions, work closely with all the DRC protection staff, M & E officer & staff from partner agencies.
     
    YOUR MAIN DUTIES AND RESPONSIBILITIES:
     
    Designing, planning & implementation of strategies for data collection & storage, analysis & sharing:

    Manage the Gender Based Violence Information Management System (GBVIMS) by ensuring accurate data entry into the incident recorder, clean up, storage and system maintenance including troubleshooting.
    Train & offer needed support to GBV staff to correctly & effectively use GBVIMS tools (GBV Classification tool, consent form, intake form, incident recorder & ISP)
    Strengthen and maintain networks with other Protection partners in Kakuma & Kalobeyei by attending GBV and GBVIMS working group meetings to help analyze GBV trends, findings and best practices.
    Ensure timely sharing of GBVIMS line data on a monthly basis to UNHCR focal point for consolidation.
    Ensure all SGBV data (GBV survivors data, NFI distribution data, persons reached in various activities) is AGD (Age, Gender and Diversity) disaggregated and safely stored;
    Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to the supervisor;
    Assist the SGBV Response and Prevention teams in creating awareness on SGBV in the Kakuma Camps and Kalobeyei Settlement by participating and documenting campaigns, referrals and focus group discussions.

    Design and Implementation of Monitoring & Evaluation Plans:

    Participate in the design and implementation of the M & E plans for the various protection projects;
    Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data and provide feedback for adjustment of activities as needed;
    Participate in the baseline, mid-term and end of term evaluations of protection (SGBV) programmes in accordance with the LEAP framework
    Actively collaborate with the M & E Officer and provide inputs to develop databases on project activities/beneficiaries and assist to updating regularly the database according to the project requirements
    Generate tools for activity planning, implementation, monitoring and reporting & help in mid & end term project evaluation.
    Under the Supervision of the M & E Officer, support short-term M&E evaluators and experts as required.
    Under the direction of the M & E Officer, support research and study activities on M&E related issues.

    Report Writing & Documentation:

    Assist in compiling and submitting monthly SGBV reports to the Protection Team Leader for sharing
    Assist in the preparation of the sector’s operation plans/work plans & reviews
    Assist to maintaining a clear and transparent filing system
    Undertake any other duties and responsibilities as assigned by the supervisor

    About You

    A Bachelor’s Degree in Psychology, Social Work, Statistics or other protection related Social Sciences and training in Protection Monitoring and Evaluation; or Bachelor’s Degree in Statistics / Information management Sciences and a strong background in Protection/GBV M & E.
    Minimum of 2 years of work experience within the field of data and monitoring and evaluation;
    Minimum of 2 years of work within the field of Protection, SGBV, Social Work, Child Protection
    Experience in working with protection information management systems such as GBVIMS, CPIMS
    Experience in developing and implementing M&E plans.

    PURPOSE
    The Systems Administrator position would be responsible for reviewing, analyzing and occasionally modifying systems including coding, testing, debugging and installing to support application systems based on different department/countries.
    He/She will be responsible for writing documentation to describe custom configuration of applications and operating procedures and to liaise with 3rd party application developers by creating ToRs and providing guidelines for online services development and deployments. These includes ERP, Regional Payroll system, Finance budgetary tool, SOMCDRS databases, M&E databases, in-house intranets and other online systems.
    RESPONSIBILITIES AND TASKS
    Specific responsibilities include: Programs Support

    Review and approve pushing of apps on the various mobile platforms
    Domain registration, hosting and renewals
    Support in mobile apps deployment in the various online stores
    Provide SQL administration in live and test environments.
    Write technical procedures and documentation for the applications including operations, user guide, etc.
    Verify database and data integrity.
    Participate on IT project steering committees and be involved in the design phase of any new IT software development projects.
    Analyze data contained in the corporate database and identify data integrity issues with existing and proposed systems and implement solutions.

    Purpose
    Based in Nairobi, with regular travel to field locations in Kenya, Somalia and Ethiopia, the Finance Coordinator supports in day to day routine financial duties, review of budget/budget revisions and is the lead finance focal point for the Programme Management Unit, Project Steering Committee, Technical Working Group and finance and programme staff from all consortium agencies. The Finance Coordinator also acts as the “Technical Focal Point” to all field operations from the 4 consortium members across all 3 locations. The Finance Coordinator is a key member of the Programme Management Unit and will contribute to ensure overall planning, implementing, and managing of the project, and assure progress towards achieving project goals and objectives. S/he will oversee timely use of budget, with adherence to applicable policies, provide capacity building to project staff, and contribute to planning, coordination and learning within the consortium.
    Responsibilities and Tasks:
    The Finance Coordinator refers to and works in close collaboration with the finance and senior project staff of each of the implementing agencies. Specific responsibilities include:

    Responsible for financial progress against agreed targets of the project across all implementing agencies and areas
    Responsible for ensuring the timely and quality completion of all financial deliverables and reports in accordance with EU guidelines
    Oversee financial and administrative management of the programme, ensuring compliance with DRC and EU rules and regulations
    Support the establishment of effective financial reporting and financial management mechanisms including budget phasing in line with work plan, procurement plan, M+E plan, Inception Phase planning and others. Ensure the TDL’s are cleaned for donor reporting
    Organise and lead monthly BFU/TDL reviews meeting & monitor actual spending and advise programme teams on financial issues (overspends, underspends, compliance issues, clearing of outstanding advances etc.)
    Provide additional technical assistance to partners as necessary to maintain high standards of compliance.
    Prepare budget re-alignments where needed in collaboration with consortium member finance teams
    Develop a strong working relationship with the finance focal point of each agency and each field team.
    Participate in consortium Project Steering Committee meetings and Technical Working Group meetings, and ensure implementation of corrective measures related to finance/expenditure/compliance.
    Monitor the liquidity levels of the field offices and ensure that cash requests are handled on time as per the agreed deadlines.
    Minimize financial risks by ensuring that consortium members’ financial policies and procedures are strictly adhered to through predefined effective internal control system.
    Check on the completeness, accuracy and validity of information regarding payment documents before payments are effected.
    Ensure the implementation of recommendations raised through internal & external audits, compliance audits etc.,
    Support the PMU in internal and external audit process.
    Coordinate with consortium members and/or with NGO Liaison bodies to obtain relevant local tax laws/requirements and ensure all partners are in compliance. This includes obtaining tax exemptions (i.e. Value Added Tax [VAT]) letters on yearly basis where needed.
    Coordinate with consortium member HR departments to ensure all taxes related to staff salaries are paid in a timely manner to the relevant departments. This included taxes for Expatriate salaries, where applicable.
    Coordinate with the Procurement and Logistics departments of consortium members to ensure the relevant taxes (if applicable) are indicated in all supplier documentation and paid to the relevant departments in a timely manner.

    Qualifications:

    Relevant university degree in Financial Management, Accounting, or any other relevant field.
    At least five year’s work experience in field of finance/accounting/book keeping in an NGO or the commercial sector.
    Experience managing complex activities involving coordination with multiple project partners
    Proven experience in NGO programme budget management, including reporting and compliance. Previous experience managing an EU grant would be a plus.
    Advanced experience/skills in MS Excel (experience in working with formulas).
    Ability to train and build the capacity of finance and programme staff
    Experience living and/or working in complex emergency locations preferred.

    Overall purpose of the role:
     
    The Monitoring and Evaluation Coordinator will be responsible for monitoring, evaluation, learning, accountability and information management systems under the BORESHA Consortium. S/he will work closely with the M+E focal points from each of the consortium member agencies and their programme implementation teams to ensure effective MEL practices are applied throughout the project period, and specifically provide technical leadership on related activities such as assessments, evaluations, learning events and the inter-agency accountability system.
     
    Responsibilities:
     
    Monitoring and Evaluation

    Support the Head of PMU in planning and implementing key Inception Phase activities, conducting revisions to the logical frameworks as needed
    Support the Head of PMU and consortium agency field teams in active implementation of their M&E plans, ensure M&E plans are updated timely and M&E findings for all agencies are included in all reports.
    Lead regular sharing of the outputs and the M&E findings with project staff across the consortium, working closely with the technical leads from each agency
    Coordinate with consortium agency field staff to develop tools and methods to improve data collection for example, surveys, assessment and beneficiary data
    Link with data and grants management tools developed to collect information and profiling. Support teams to use these tools on all project activity levels.
    Organize, participate and collect field data and process / analyses data
    Take part and carry out assessments, evaluation and any other form of internal survey or review of projects
    Undertake field trips and do physical observation on on-going projects
    Lead the implementation of a Data Protection Policy and Information Management (IM) platform and securely transfer large program field data. Support all consortium agencies with accuracy of data entered in to the platform and day-to-day management.
    Capacity build, train and support sectors and field staff to improve the field monitoring or any other monitoring needs.
    Lead in the development and refinement of Monitoring and Evaluation Plans and questionnaires for the assessments. The Coordinator will also review and approve any MEL tools developed by BORESHA field teams.
    Take the lead in supporting of external evaluation consultancies under the BORESHA grant.

    Accountability

    Coordinate the design and implementation of accountability systems for the BORESHA project.
    Build the capacity of all consortium staff to plan and implement effective accountability systems
    Set-up new / strengthen existing community feedback and response mechanisms across the consortium as needed

    Learning and project quality

    Participate in project Kick-off meetings, review meetings and Close-out meeting in order to highlight components aimed at replicating good practices and strengthening synergies between activities, partners and other interventions in the areas covered by BORESHA.
    Regularly present key M&E findings to the PMU, Project Steering Committee, Technical Working Group and others for further development.
    Support the project’s aim for further strengthened integrated programming and actively propose ways of achieving this using M&E findings.
    Perform other duties as directed by the Head of PMU

    Experience and technical competencies:

    Minimum of 5 years of work experience within the field of monitoring and evaluation;
    Experience working with International NGO’s, UN agencies, line ministries and/or local authorities in migrants/refugee settings in complex emergencies;

    Job description
    Purpose

    Based in Mandera Town with regular travel to field locations in Somalia and Ethiopia, the Senior Project Coordinator has responsibility for day to day implementation of a DRC-led consortium of 4 agencies implementing a cross-border EU-funded grant across Mandera, Kenya, Dollo Ado, Ethiopia and Gedo, Somalia. The Senior Project
    Coordinator will support the Head of PMU with strategic guidance and leadership of the BORESHA grant, and will support in determining specific programme design, delivery, progress against the approved work plan, reporting against the monitoring plan, and overall performance of implementing agencies. The Senior Project
    Coordinator is a key member of the Programme Management Unit and will contribute to ensure overall planning, implementing, and managing of the project, and establishment of the M+E framework to assure progress towards achieving project goals and objectives.

    S/he will oversee timely delivery of planned results, within budget, with adherence to applicable policies, provide capacity building to project staff, represent the project with internal and external stakeholders in field locations, including the donor, and contribute to planning, coordination and learning within the consortium.

    Qualifications

    Proven experience in programme design and management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring, evaluation and reporting.
    Proven experience in Livelihoods and/or related fields in a management capacity.

This position will require strong coordination with other consortium Livelihoods technical teams and BORESHA consortium field teams across Mandera, Dollow and Dollo Ado to develop integrated approaches to livelihoods programming, and develop strong linkages between livelihoods and other project activities. As a member of the DRC Kenya Extended SMT s/he will also provide technical oversight in the implementation of DRC Kenya’s national livelihood strategy. The Livelihoods Manager will support the BORESHA Head of PMU with strategic guidance in technical Livelihoods activities under the BORESHA grant, and, as a key member of the consortium will contribute to overall planning, implementing, and managing of the project, and establishment of the M+E framework to assure progress towards achieving project goals and objectives on behalf of DRC Kenya.
    Responsibilities and Tasks:

    The Livelihoods Manager works in close collaboration with the senior project staff of each of the implementing agencies in all the field locations. Specific responsibilities include:
    Responsible for day to day design, delivery, and progress against agreed targets of Livelihoods activities managed by DRC Kenya across Mandera County. Lead the implementation of the DRC Kenya livelihoods programme under the BORESHA grant, ensure that lessons learned are fed into the design of activities, with a focus on cost-effectiveness and building a solid evidence base
    Responsible for ensuring the timely and quality completion of all Livelihoods technical and financial deliverables and reports for DRC Kenya’s activities in Mandera, in accordance with EU guidelines
    Act as DRC Kenya technical livelihoods focal point for Mandera County in field level coordination mechanisms with consortium members and PMU.
    Hire, line manage, and ensure the professional development and evaluation process of Livelihoods staff in Mandera, ensuring achievement of project results by setting specific goals and providing continuous performance feedback
    Contribute to overall technical direction for the design and implementation of Livelihoods project activities under the BORESHA grant in close coordination with the relevant technical leads of consortium agencies and Technical Working Group members.
    Build the capacity of DRC Kenya programme staff to identify, design and implement quality programme activities across Mandera County.
    Ensure the use of livelihoods information management systems (where feasible) for programme monitoring and evaluation.
    Develop and sustain Livelihoods related relationships with consortium members, relevant GoK and County representatives, other partners, donors, private sector partners and academic institutions.
    Integrate multi-sectoral considerations into livelihoods programming, with a particular focus on linkages with DRR, NRM, health, education, and protection mainstreaming.
    Participate in the development of Terms of Reference for consultancy work, and the identification of competent expertise and manage consultants as required.
    Promote sustainability of project activities with effective networking, linkages to other programmes, and strengthening community-based organizations and mechanisms
    Participate in the development of livelihoods related policy and advocacy positions and support their dissemination.

    Qualifications:

    Relevant university degree in Social Sciences, International Development, International Relations, Law or any other relevant field.
    Minimum of 5 years’ of professional experience in food security and livelihoods
    Advanced skills in developing and implementing value chain and/or microenterprise/ microfinance/ livelihoods programs in a management capacity.
    Experience with programme implementation in rural areas of Kenya, previous experience in the ASALs a plus
    Experience with program assessment and design
    Experience managing complex activities involving coordination with multiple project partners
    Proven experience in programme design and management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring, evaluation and reporting.
    Demonstrated track record of strong donor relationships, specifically EU
    Excellent writing and communications skills in English, knowledge of the Somali language a plus
    Ability to work as part of a team (multi-cultural, multi-disciplinary and inter-agency)

    PURPOSE
    The Logistics Coordinator (LC) is responsible for all the procurement and logistic functions of Kenya Country Program in close collaboration with the field based procurement and logistics officers/assistants. S/he is responsible for ensuring compliance to DRC and donor procurement rules, regulations, inventory and asset management, systems and reporting and to supports the budget holders to ensure timely, responsible, cost effective and accurate use of funding. The LC is the most senior post holder in the procurement and logistics department of the Kenya Country Program.
    KEY RESPONSIBILITIES

    Logistics Management

    Implement sustainable logistics systems for the efficient and effective implementation in the area of operations following DRC’s Operational Handbook;
    Liaise with the logistics and procurement staff in the field offices on all logistics issues to ensure that all bottlenecks and challenges to delivery and distribution are mediated and/or overcome
    Coordinate the logistics activities across all field offices by being in support and close collaboration with the project staff and the support staff
    Prepare and participate in assessments in new project areas

    Procurement Management

    Identify and plan the CO purchases beforehand based on a Country Master Procurement Plan in collaboration with all relevant staff
    Provide support and work closely with the program/ project heads in developing procurement plans.
    Plan and implement an effective purchase order management system at Field level and organize schedules for bulk and economical purchases
    Monitor local supply sources and chains and optimize supply to the field locations
    Ensure the quality of the supply chain process

    Inventory/Asset Management

    Ensure that the Country Office Master Asset register is up-to-date at all times
    Provide regular inventory updates for the different items stored within the DRC warehouses/stores
    Ensure proper warehousing, stock management, and control systems, including documentation and reporting
    Plan and manage the stock supplies according to local constraints

    Vehicle Management and Maintenance

    Ensure regular maintenance on the different vehicles of the organization, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians
    Ensure that the fleet management requirements are actioned on a monthly basis;
    Handle transport contracts negotiation with suppliers and follow up

    Reporting

    Ensure monthly reporting systems are implemented across the field offices in line with DRC procedures for procurement, stock, vehicles and assets.
    Review the monthly logistics reports for the field office and advise programmes where there are irregularities or areas of concern that need follow up.
    Make proposals to the HoFA and field SMTs for the implementation and the improvement of logistic procedures at the field offices

    QUALIFICATIONS & EXPERIENCE

    Advanced degree in Logistics and Supply Chain strongly preferred with relevant professional certification
    A minimum of 5 years in Logistics management experience in NGO environment, including significant field operations experience running both development and emergency programs

    Background
    The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support governments, agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen. As such the RMMS is a regional hub aiming to provide: support and coordination, synthesis, analysis and research, information and data management and support to policy development and dialogue. It hopes to act as an independent entity acting as a catalyst, and where appropriate, as an ‘agent provocateur’ to stimulate forward thinking and policy development in the sector dealing with mixed migration. Its overarching focus and emphasis is on human rights, protection and assistance. Since its inception in 2011, RMMS has developed a strong reputation for collating, analyzing and disseminating mixed migration data.
    Currently, the secretariat is a unit co-located with the Danish Refugee Council’s regional office (East Africa and Yemen region) in Nairobi, Kenya which hosts and supports the RMMS. The RMMS core Steering Committee and founding agencies are UNHCR, IOM, DRC, Intersos, the European Union, the Intergovernmental Authority on Development (IGAD) as well as various donors (Swiss government, Norwegian Government). This RMMS is part of a network of RMMS/Mixed Migration entities within DRC and under the aegis of the Global Mixed Migration Secretariat in Geneva (established 2017).
    Mixed Migration context
    The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people in the form of refugees, asylum seekers, smuggled economic migrants and trafficked persons, are on the move, many face uncertain futures and frequently highly undesirable conditions in their respective journeys. They move within the region and also leave the region in different directions but, at present, only the approximate number of irregular (maritime) migrants leaving the mainland for Yemen are monitored and recorded.
    Objectives of the 4Mi
    In a fast-changing political and policy environment where there is increased focus on mixed migration patterns, RMMS has implemented, since 2014, the 4Mi data gathering mechanism to ensure an improved data collection and enable an enhanced authoritative analysis of flows in the region. Other 4Mi initiatives around the world have been set up based on the success of the early models of 4Mi and all come under the aegis and shepherding of the new Global Mixed Migration Secretariat (GMMS) in Geneva.
    The overall aim is to support an improved knowledge base for policy response and protection response to mixed migration.
    The overall objective of 4Mi is to inform research & analysis, policy development and programmatic responses. To increase understanding of realities on ground and protection gaps etc. and through this improve protection of those in mixed migration flows where increasing levels of abuse, neglect, hardship and death face men, women and children caught in mixed migration flows.

    Successful completion of training modules as outlined by the Project Coordinator.
