    Job Description

    Overall purpose of the role:  
     
    To support the Project Coordinator in implementing DDG projects in Mandera County, especially as it relates to operational oversight and implementation of activities by the Project Facilitators/Assistants. This includes, but is not limited to tasks related to: planning and implementation of project activities, development and management of activity budgets; timely and high quality narrative activity reporting; support to/ oversight of Project Facilitators/Assistants in the field as delegated by the TL, adherence to DDG’s security procedures and regulations, representation of DDG in Mandera as delegated by TL; adherence to DDG’s standard regulations and operational procedures (including the Code of Conduct, the DRC/DDG Programme Manual and administrative regulations)..  
     
    Main responsibilities and tasks:

    Contribute to the development and implementation of DDG’s internal strategies for Kenya, with a focus on initiatives in border areas of northeastern. 
    Support TL develop project activity plans; 
    Assist the Project Facilitator(s) to ensure timely implementation of project activities; 
    Ensure that the teams prepare weekly work plans and submit it to the TL.  
    Ensure that logistics support, transport and other support for the field activities are coordinated in timely fashion with the logistics and administration department. 
    Work with Project Assistants to ensure the implementation of activities as per the required standards stipulated in DDG manuals;  
    Carry out data collection for project baseline and for Monitoring and Evaluation of project implementation; 
    Ensure that all monitoring forms and monitoring activities are duly maintained by all teams. 
    Ensure that internal activity reports are consistently done in a timely manner and meets the expected standard, based on agreed formats and schedules; 
    Submit weekly, monthly and quarterly reports to the TL (using agreed format); 
    Conduct evaluation of the activities and propose amendments to the content of the sessions, conduct of the sessions, teaching methods and adequacy of teaching materials and propose material development; 
    Ensure smooth coordination with district, division, location and sub-location authorities for the implementation of activities; 
    Ensure coordination with the security providers, invite them to activities and share information with them on the activities on a need to know basis; 
    Ensure a good coordination with other NGOs and civil societies in the area of work to avoid duplication of activities, clash of activities date and ensure cooperation; 
    Ensure discipline amongst PAs, coach and build capacities and ensure a good morale is maintained; 
    Plan/advise/conduct relevant training for the staff capacity development 
    Ensure correct financial procedures are followed by PAs and advise on improving performance; 
    Ensure order requests are duly filled well in advance by the PAs for the activities to be carried out to provide logistics department adequate time for planning. 
    Contribute to the development of proposals and project budgets; 

    About you  
     
    Education:  

    Bachelor’s degree in Conflict Management, Social Studies or other related field.

    Experience and technical competencies:   
     
    Key Technical Competencies: 

    Minimum 2 years’ professional experience in the field of conflict/security issues and peacebuilding 
    Experience in project management and delivery including planning, budget administration and donor reporting 
    Experience at working with a team and ensuring strong teamwork and morale 
    Strong knowledge of and experience of working in northeastern Kenya 
    Experience of implementing programs in conflict-prone and insecure areas

    Deputy Regional Safety Coordinator

    Overall purpose of the role 
     
    The Deputy Regional Safety Coordinator (DRSC) will be responsible for assisting in the implementation of the DRC safety risk management system (SRMS) throughout the East Africa & Great Lakes (EAGL) region. It is expected that the DRSC will work across the nine countries in the region, but will take a leading role on the safety of DRC operations in Kenya. Deployments across the region will depend on programmatic need and the language abilities and skills of the DRSC. Deployments and work in Kenya will be in close cooperation with the regional safety coordinator (RSC), the DRC Kenya senior management team, and DRC teams across the region. 
     
    General Objective 
     
    To support the EAGL regional office in ensuring that safety risks are effectively managed through the implementation of DRC’s SRMS. 

    This will include safety assessments, training, and introducing, improving and maintaining sound safety management structures to address the safety challenges facing DRC programming in EAGL. 
     
    Specific Tasks 

    Work to ensure that DRC fully meets its duty of care towards DRC staff across the EAGL region. 
    Assess safety risks for DRC programmes across EAGL to help facilitate programme delivery. Assessments will be undertaken as described in the DRC organisational handbook and at the direction of the RSC. 
    Facilitate the implementation of the SRMS, including undertaking minimum operating safety standards (MOSS) and safely level system (SLS) audits. Safety improvement plans (SIPs) will be drafted. 
    Provide safety training to DRC staff in field sites throughout EAGL. 
    Travel throughout the region, often at short notice, and for extended deployments. 
    Maintain relevant safety documentation, such as SRAs, SOPs, local safety rules, pre-arrival briefings and contingency plans, plus records of safety incidents and training registers. The online safety level system will be kept accurate for all program sites with the assistance of the DRSC.  
    Facilitate programme access and continuity through the provision of dependable advice, regular sit-reps, and safety advisories, as needed. 
    Lead on the safety of DRC operations in Kenya. 
    Any other duties as directed by the regional safety coordinator, or the senior representative of the country of deployment when travelling.

    About the job
    The DDG Head of Programme (HoP) has the management responsibility for DDG’s work on Conflict Management and Security Governance in Kenya.  He/she must ensure the timely delivery of planned results to quality, within budget, ensure adherence to applicable and policies, oversee the capacity building of DDG project staff, spearhead fundraising and programme development, safeguard staff and assets, represent DDG’s work in Kenya and on cross border initiatives towards internal and external stakeholders, including DDG donors, contribute to planning, coordination and learning within DRC/DDG Kenya and the organisation as a whole.
    Responsibilities

    Strategy Development

    In co-ordination with the DDG Regional HoP and DDG technical coordinators on conflict management and security governance, lead the strategic development of DDG’s work in Kenya and cross border initiatives into neighbouring countries.
    Support the Country Director in drafting, promoting, and rolling out of all DDG-relevant strategic planning documents in broad consultation with all staff. These documents include the country strategic plan, as well as strategies for all program sectors.
    Ensure proper understanding of these documents by relevant actors (e.g. staff members, partners, NGOs, government counterparts, and donors).
    As an SMT member, ensure regular and critical review of the country strategic and action plans. Follow-up on the action plan and report against its indicators.

    Management

    Management, operational oversight, coordination and implementation of DDG projects within the DRC/DDG Kenya programme.
    Ensure high quality project implementation for DDG and DRC/DDG joint projects in accordance with donor and DRC/DDG regulations as well as in line with agreed indicators, budgets, and work plans.
    Support and supervision of DDG project staff. This includes coaching, ensuring co-ordination between local managers, recruiting and development of staff.
    Provide appropriate and timely feedback to DDG staff regarding their performance, including annual staff performance appraisals. Identify with staff their needs and opportunities for professional development.
    Serve as a member of the Senior Management Team and work as acting Country Director as necessary.
    Directly managing three direct reports, namely AVR Manager, MEAL Officer, DDG Project Coordinator

    Programme development

    Develop and expand the DDG components of the DRC/DDG Kenya programme.
    Be a driving force in terms of developing AVR projects within the DRC/DDG Kenya programme objectives.

    Finance and administration

    Responsible forbudget monitoring, financial management and expenses control including compliance with minimum DRC/DDG and donor requirements and ensuring that the necessary systems are in place.
    Signatory of official documents (contracts, payments, purchase orders) within approved parameters and in compliance with the organisation’s and donor’s rules and regulations, and Kenyan law.

    Security       

    Responsible for ensuring that DDG staff adherence to security procedures, monitoring the development in the security situation, developing contingency plans etc.

    Reporting

    Ensure proper and timely financial and narrative reporting in compliance with internal and external reporting requirements including procurement.

    Representation/Liaison

    In close coordination with the DRC/DDG Country Director and the DDG Regional HoP, act as representative for DDG’s work in Kenya towards local government authorities, donors, partners, UN agencies and international and local NGOs and various local co-ordination forums.

     Fundraising

    Actively identify and respond to relevant funding opportunities. The funding environment in Kenya is challenging and will require significant focus and capacity.
    Lead proposal development to maintain and expand DDG’s portfolio in Kenya and on borderlands

    Accountability

    Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of DDG’s activities.

     About you

    Minimum of five years working experience with International NGOs or operational UN agencies, including at least two years’ experience of community-level programming.
    Minimum of five years proven experience in conflict sensitive programming, conflict management, security governance and related fields in a management capacity.
    Proven experience in project management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring and evaluation.
    Demonstrable leadership and management skills, including team building and management by example.
    Demonstrable capacity to be articulate, imaginative and innovative. The capacity to ‘think outside of the box’ is essential.
    Demonstrable ability to think strategically, prioritize, and meet deadlines in a complex and challenging environment.
    Demonstrated ability to mobilize resources and expand programmes.
    University degree, preferably Master’s, in Conflict Resolution, International Relations or other relevant field.

    Overall purpose of the role:
     
    Assist the Regional Grants manager and Regional Director to ensure that all DRC/DDG EAGL operations are implemented within acceptable DRC/DDG and donor guidelines in order to manage risk and reduce where possible. Ensure the Internal Controls and current operating parameters within the region are robust enough to minimize exposure. The Regional Compliance Specialist is the focal point for DRC/DDG EAGL compliance matters.
     
    Responsibilities:  
     
    General Compliance: 

    Design, Implement and maintain testing systems to ensure that all offices are following DRC/DDG procurement, administrative policies and accepted accounting principles.
    Carry out internal compliance assessments to ensure that DRC/DDG and donor guidelines are implemented and upheld and that the findings are captured in the risk register/issues log.
    Establish processes for the compliance team in consultation with Regional Head of Support Services to ensure proper workflow, filing, and archiving of key documents is in place.
    Coordinate and schedule necessary training of finance and non-finance staff to ensure that DRC/DDG and donor requirements are understood.
    Quality assurance and provide input on day to day Project Cycle management process flows, As a member of the Risk Management Task force, input into CO and RO risk registers and IL to ensure comprehensive reporting and escalation on risk and compliance.

    Partnership. 

    Conduct partner capacity assessments, and flag high risk concerns to management and ensure mechanism is in place to monitor for sub-contracted partners.

    Overall purpose of the role:
    The purpose of this position is to provide direct support to DRC Regional and Country Offices in the roll out of a comprehensive monitoring, evaluation and learning database as well as in management of routine and periodic program data. In the latter case the position holder is expected to provide support in conducting high level analysis of data emanating from regular and periodic surveys and evaluations conducted by DRC/DDG Country operations. The position is also expected to provide support to the ongoing roll out of the Mobile data Collection process for all DRC Country Operations in East Africa and Yemen.
    ​Key Responsibilities:
    Support DRC/DDG Country operations in the roll out/scale up of the comprehensive MEL database including:

    Initial work of populating the M&E Database with program/project information and data
    Training country MEL and program staffs on database functions
    Ongoing online support to the MEL and program staffs in utilization of database
    Perform data quality control functions to ensure integrity and quality of data that is posted on the database
    Review utility of existing functions and suggest new functions that may improve the efficiency of the database as a tool for managing program and MEL information
    Support the scale up of the database roll out for DRC Somalia and other Country offices that are in the process of piloting.
    Working with DRC/DDG Regional systems developer to upgrade the M&E database to meet the emerging needs of DRC Somalia and Regional office for reporting and data/information management.
    Prepare weekly and monthly analytical reports on progress in database roll out as well as the Mobile data collection
    Work closely with the Regional Systems Developer by technically reviewing work progress and advising the Regional MEL Advisor on relevant actions that need to be undertaken.

    Support Country operations during assessments, internal evaluations, KAP surveys and other periodic data collections activities using different data collection platforms:

    Preparing, deploying and maintaining mobile devices for data collection by ensuring the devices are deployed with required apps, optimized for maximum performance and meets the recommended specifications and security standards
    Designing, scripting and deploying tools into mobile data collection platform using the approved software in accordance with organizational standards
    Implement quality control measures during tool scripting by implementing auto data validations scripts and filters
    Support data teams in different Country operations to oversee data collection process and access to platform backend for data retrieval
    Develop and Implement a set of data quality control protocols to ensure data quality, as well as real-time backend data check and verification of collected field data for the various surveys being undertaken by different Country operations
    Explore other mobile data collection options and provide technical support to the DRC Regional MEL Advisor in determining their appropriateness to the different DRC Country contexts.

    Data analytics

    Support DRC/DDG Somalia and other Country Operations in performing advanced level data analysis on collected data using relevant data software as per required outputs for reporting purposes
    Collect and collate datasets on selected key indicators from surveys conducted by various DRC Country operations and perform different levels of analysis to demonstrate trends and performance across the region.
    Support country offices perform advanced data analysis using various software

    Training and capacity building

    Prepare relevant training materials and tools aimed at building capacities of MEL personnel on data analysis using appropriate software.
    Conduct in-house trainings on data analysis using various statistical data analysis software
    Conduct trainings/inductions to program staffs on other related systems that have been developed/adopted by respective DRC Country offices

    Manage and support relevant program staff, including providing appropriate and timely feedback to staff regarding their performance and supporting their professional development.
    Assist in developing job descriptions and in the recruitment of program staff.
    Monitoring, Evaluation, Accountability, and Reporting
    Ensure that all projects have an M&E plan and supervise the implementation, including ensuring key lessons learnt are incorporated in new project proposals.
    Jointly with the Country Manager and with the support of M&E staff, review the M&E structure and ensure that it is according to M&E best practices.

    Purpose
    The Resilience and Livelihood (RL) Coordinator will have overall responsibility for the development and coordination of effective intervention in EAY. A strong emphasis will be put on development of the Resilience and Livelihoods Strategy and portfolio, increasing quality resilience work and multi-year self-reliance interventions.
    The RL Coordinator will work closely with the Regional Team, Country Directors and Head of Programmes in each country office to develop livelihood and resilience strategies, lead and/or support programme design as required, and provide quality assurance through regular engagement with field staff at project locations and monitoring. The RL Coordinator will not line manage livelihood field staff directly, but will provide strategic direction, technical guidance and assist with capacity building.
    Responsibilities:

    Lead in the development and launch of a new regional resilience and livelihood strategy and programme guidance, including developing training materials and guidance documents.
    Ensure high quality, innovatiive and timely resilience, market, food security, and livelihood assessments and provide prioritized recommendations for program interventions to the Regional team and Country programmes
    Design effective, systems-based programs in resilience, food security, agriculture and livelihoods, with an emphasis on inter-sectoral program responses and strategy, in collaboration with country teams, with a focus on innovations that respond to climate shocks and ecological degradation.
    Engage proactively with donors and regional institutions to promote and align DRC strategies towards political and funding environment,
    Campaigning DRC’s livelihood and resilience findings, best practice and evidence around displaced communities.
    Draft technical proposals and budgets for international donors and partners, work in close collaboration with DRC grants and finance staff to finalize proposals and respond to any requests for additional information
    Select and implement appropriate monitoring, learning and research systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality in collaboration with the dedicated regional Monitoring, Evaluation and Learning (MEL) personnel
    Provide technical support on cash or voucher programming design and implementation, market systems development and financial inclusion, and internal collaboration among operational and programmatic stakeholders involved in cash/voucher programming to existing country programs remotely and through in-country visits or short-term deployments, in close collaboration with regional cash expert
    Facilitate and/or participate in relevant meetings, workshops, seminars and trainings; support technical coordinators from other sectors to apply a resilience, livelihoods and market-sensitive lens to inter-sectoral assessments and program design
    Build DRC staff capacity in the utilization of economic recovery methodologies and resources,
    Provide technical support as needed to existing country programs remotely and through in-country visits and short-term deployments

    The CS facilitator will play key roles in implementing the Community Safety project in Kalobeyei.     Act as primary link between the assigned target communities and DRC/DDG;
    Responsible for assisting Local authorities in target areas with selecting target communities in accordance with DRC / DDG selection criteria and process;
    Liaise with community leaders and local government authorities about the safety in the assigned target communities (i.e. community entry);
    Facilitate dialogue and other activities aimed at reducing armed violence and including activities to strengthen local conflict management capacity and to promote better collaboration between local communities and formal security providers

    ABOUT THE JOB
     
    The role of the Team Leader – Livelihood and Self Reliance and scholarship is to ensure development and implementation of the livelihoods programming in Dadaab/NEP, which is efficient, accountable and measurable. There will be some degree of travel within the camp complex and probably within the region and working with partner institutions. Key responsibilities include: Ensuring overall coordination of DRC’s livelihood portfolio, which includes business development/enterprise development training, operations of 3 community training centers, revolving fund operations, group savings & loans, microfinance linkages, micro value-chain development; Other roles include livelihood program coordination, overall coordination of DRC’s scholarship portfolio, which includes professional, technical and vocational training; and staff supervision/training/mentoring, and executing DRC’s NEP livelihoods strategy and contributing to tactical planning, livelihoods mainstreaming in the DRC Kenya program and development of new livelihoods projects in Dadaab. S/He is expected to be familiar with the international development agenda and to be aware of the operational issues related to general livelihoods, governance, and policy issues in the region.  
    This position will also require regular travel to project sites located in Lagdera, and Fafi Districts of North Eastern Province.
     
    GENERAL OBJECTIVE
     
    To support the Kenya country programme in managing livelihoods program through the implementation of DRC’s Livelihoods and Scholarship training programs in Dadaab operations and its environs. This will include taking the lead and full participation on the livelihoods program assessment, project design, implementation and advocacy as well as representing of DRC on various livelihoods working groups and fora.
     
    SPECIFIC TASKS 

    Supervise participatory needs assessments and identify appropriate livelihood interventions to increase incomes for the local and refugee communities and reduce poverty in the target areas.  
    Oversee business development skills and numeracy/literacy skills trainings among selected target groups in the region.  
    Oversee the field implementation of Group Savings and Loaning (GS&L) activities in local and refugee communities with emphasis on promoting group development through support, coaching, mentoring, regular feedback and identification of investment needs and opportunities. 
    Participate in the development and oversee the implementation of selected micro value-chains within the Dadaab program. 
    Participate in periodic program review and planning meetings; and external meetings as often as requested by the supervisor. 
    Play a key role in implementing the DRC scholarship policy to increase skills and knowledge in livelihoods security of displaced and host population households.  
    Support the development of the skills development component and ensure that lessons learnt are fed into the design of livelihood programs, donor responses and technical forums.  
    Provide technical leadership to ongoing skills development components with a focus on cost-effectiveness, building a solid evidence base and moving them to scale. 
    Through direct technical assistance provision, build the capacity of program and partner staff to identify, design and implement quality post-secondary education interventions.  
    Integrate multi-sectoral considerations into skills development programming, with a particular focus on linkages with health, education, and legal protection concerns. 
    Supervise management of Transit Centres to ensure adequate supply of water, maintain high standards of hygiene and ensure provision of meals to returnees. 
    Manage the flow of information in relation to preparation and issuance of cash assistance to returnees. 
    Promote collaboration and synergy between the DRC host community project (HCS) and the similar projects/groups in the Dadaab refugee camps. 
    Ensure the effective Monitoring, Evaluation and Learning processes for the livelihoods program. 
    Ensure project staff adhere to HAP Principles in day to day project implementation; participate in HAP audits. 
    Serve as the liaison with stakeholders and relevant Government of Kenya departments – from the location to divisional levels. 
    Assist in developing concepts and proposals for the Dadaab program. Take the lead on Livelihoods development and Scholarship/training activities. 
    Supervise and coordinate internal and external reports as requested by your supervisor.
