Key duties and responsibilities

Area Manager – Kakuma Refugee Camp Android Training and Apps monetization
Job Purpose: The AM’s core function is to ensure development of programming that is efficient, accountable, need driven and based on best practices. The AM will lead strategic planning and program development, ensure that operations are implemented within DRC’s regulations, procedures, guidelines and strategies; enable a productive and accountable relationship with beneficiaries, members of the local and refugee community, relevant line ministries, L/INGOs and UN agencies. The AM is the overview manager for all staff based in Kakuma Refugee Camp and is responsible for ensuring a result oriented team. The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRCs security framework.
Responsibilities:
Management

Skills & Qualifications: Essential
Advanced university degree in relevant field (relief, development, recovery) with at least 5-years relevant experience; or basic university degree and at least 8-years relevant experience; at least 3-years’ experience managing large-scale multi-sector programming.
Proven experience in strategic development and program design & writing, planning, implementation, monitoring and evaluation. Experience in livelihoods, community development, protection and relief highly desired.
Practical and extensive financial, HR and administration management experience with extensive knowledge of budget development/management and finance documentation, tracking and archiving; understanding of HR and administration principles and ethics. Experience with UNHCR, ECHO, European Aid, and BPRM guidelines will be an added advantage.

IT Officer
Provide technical support and be the main point of contact for IT related issues at Regional Office and is responsible for planning, development and implementation of hardware, software applications, programming and systems network & integration of a management information system.

TOR: Development of ReDSS knowledge management and capacity development strategy
Consultancy objective
The objective of this consultancy is to develop ReDSS comprehensive knowledge management and capacity development strategy using various learning approaches to promote a culture of learning and reflection to improve durable solutions programming and policies and to strengthen the capacity of practitioners and policy-makers in the field of durable solutions.
Specific objectives
Conduct consultations with ReDSS members and other relevant stakeholders in Kenya, Somalia and at regional level to review their current learning and training approaches and assess their knowledge and capacity needs and priorities at different levels (management/ technical and country/field levels) with regard to displacement and solutions. This will help ReDSS develop a common learning and research agenda to address key knowledge and practice gaps to inform better programming and policy
Conduct a thorough review of ReDSS current learning, capacity development and information sharing tools internally and externally to assess to what extent existing tools are responding to the needs of ReDSS targeted audiences
Develop a monitoring, evaluation, accountability and learning (MEAL) component in the knowledge management and capacity development strategy including outcomes and output levels indicators to monitor its value added, effectiveness, use and impact and to ensure that knowledge is effectively translated into action.
Methodology
The strategy will be developed through a very participatory and consultative process to ensure active engagement and ownership by ReDSS members.
The first step will involve extensive physical and online consultations with ReDSS members and key stakeholders to establish a baseline analysis while the second step will focus on developing the strategy based on information and evidence gathered in the baseline analysis. This will include:
A people centered approach so data and evidence will be collected and analyzed together with ReDSS members and key stakeholders under the guidance of a steering committee composed of ReDSS and non ReDSS members
Online survey to assess ReDSS members and key stakeholders knowledge management and capacity development needs, learning models/approaches
Key Informant Interviews with ReDSS members and other key stakeholders (Minimum 40 participants within ReDSS consulted and 10 external)
Validation workshops with key stakeholders
Possible field visits to Kenya and Somalia
The baseline analysis will also be used to propose systematic method and tools to capture not only existing but also emerging knowledge for both learning and capacity development.
Expected deliverables / outputs
Inception report (with power point presentation) outlining the consultant’s understanding of the TOR, methodology, work-plan, budget and a list of key informants representing ReDSS members and external audience to be consulted. A presentation will be made to the Steering Committee.
Preliminary report outlining the results of the baseline analysis and the outline of the strategy that will be presented and discussed with the Steering Committee. This will include an assessment on the effectiveness of ReDSS information products, training modules and information sharing tools. It will also include detailed recommendations based on the consultations.
A draft knowledge management and capacity development strategy which will include:
Immediate overall and specific objectives and outputs for both knowledge management and capacity development components
Learning and capacity development approaches to be used to implement the strategy
Monitoring, evaluation and learning component including outcomes and outputs levels, distinct indicators, baseline, target value, data source, frequency, means of verification and risks, as well as MEAL template and timeframe for both real time and long term monitoring to ensure that knowledge is effectively translated into action.
A short power point presentation highlighting the key questions used to guide consultancy, methodology, key findings (baseline analysis) and recommendations (15 slides maximum)
Validation workshops with ReDSS members and key stakeholders
Management and timeframe
This consultancy will be managed by the ReDSS Coordinator and a steering committee made of ReDSS members and external stakeholders. The consultancy will be conducted over a period of 40 consultancy days.

Regional Protection Coordinator
Purpose
The DRC Regional Protection Coordinator will lead initiatives focused on enhancing DRC’s responses upholding human rights and promotion of durable solutions so that no refugee must be in want of help to find protection and durable solutions. The post will support DRC’s wider work in the East Africa and Yemen region, which is grounded in protection of displaced persons. The post holder will be the technical and strategic coordinator on Protection for DRC EAY.
Duties and Responsibilities
Provide technical support to country operations and protection staff, particularly in the following programmatic areas: community-based protection, child protection, GBV, and legal assistance including HLP
Provide technical support to country programmes to ensure quality protection analyses, country protection strategy and protection responses
Technical input into the development of outcome level protection tools and guidance
Ensure country capacity on Protection Information Management (PIM) is of a good quality and standard with a particular focus on strong and action-oriented protection monitoring
Advise the country and regional offices on protection in strategic documents and proposals and ensure that protection is mainstreamed and adequately reflected in relevant strategic documents, decisions and practice

Regional Safety Coordinator (RSC) Coordinator, Regional Mixed Migration Secretariat
Overall Objective
The Regional Safety Coordinator (RSC) will advise and assist the Regional Director (RD), the Regional Senior Management Team (SMT) and Country Directors to develop and implement DRC’s Safety Risk Management (SRM) system for both DRC and DDG programmes in the East Africa and Yemen region.
Reporting Arrangements
The RSC reports to the DRC Regional Director, with a technical line to the Global Safety Advisor at HQ. While the RSC does not directly line manage safety staff, the RSC provides technical oversight and support to safety staff within the region.
Specific Objectives
The RSC, in consultation with the safety team, local safety staff and CDs, is expected to pursue the following objectives in his/her daily work:
Oversee the Safety Risk Management (SRM) process within the EAY region
Develop and maintain regional safety management policies, protocols and procedures, and support the contextualization of country and area level plans and procedures.
Facilitate Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
Analyze, manage and report relevant information at country and regional levels
Quality assurance monitoring and reporting
Support and deliver safety-related training
Mentor and provide technical supervision to international and national safety staff
Develop the capacity of, and coordinate, the Regional Crisis Management Team and Country Incident Management Teams
Provide surge support to country programmes
Facilitate travel planning for VIPs and other higher profile visits to areas in the region
Responsibilities and Tasks
To achieve the position objectives, the RSC will perform the following tasks and undertake the following responsibilities:
Oversee the development and implementation of the SRM process. Specific tasks include:
Assist and monitor the development of SRAs; supervise and endorse the assessment of Safety Levels
Advise the SMT, CDs and Area Managers on available safety management strategies, including the transfer, avoidance, acceptance and/or control of risks.
Assist in the development of country and area-specific safety plans, including Local Safety Rules (LSR); Standard Operating Procedures (SOPs); Contingency Plans (CPs); mitigation action plans; and Minimum Operating Safety Standards (MOSS).
Support the implementation of safety improvement plans and other related functions; and assist in the implementation of staff capacity training plans, including the delivery and prioritization of training modules
Develop and maintain Regional Safety Operating Procedures (RSOPs) and support the contextualization of the RSOPs at country and area level, as necessary.
Provide technical support to Country Directors and Country Safety Coordinators/safety staff
Provide technical supervision and support to all senior safety staff
Develop the skills and knowledge of safety staff through constructive feedback, training events and supporting personal development goals.
Assist Country Offices with the selection, recruitment and professional development of safety staff.
Provision of dependable advice in relation to programme access and continuity, including:
Provision of regular analysis, statistics and reporting on key developments within the region
Tailored analysis and assessments, including SRAs, on specific areas, themes, issues or scenarios
Maintain a register of negotiations and developments related to access and humanitarian space
Establish and maintain a list of contacts throughout the region
Provide safety advice as part of programme development and during programme implementation, including programme assessments
Identify potential scenarios, indicators of change and key decision points
Represent the country programmes within inter-agency fora as related to safety issues, including:
Focal point for safety co-ordination between relevant actors within the area of operations
Attend NSP, UN and other relevant external fora
Establish a network of contacts and represent DRC/DDG at security meetings
Capacity building of all staff, including:
Provide operational safety briefings and orientation to new staff and visitors
Brief new international and non-local staff on specific cultural norms and behaviours
Train national and international safety in the delivery of establish safety training modules
Organize and coordinate the delivery of Personal Awareness and Safety Training (PAST) , Incident Management Training, Hostage Survival Training, as a minimum on a regular basis
Incident and crisis management and response, including:
Support the establishment and maintenance of the CMT and Country IMTs
Coordinate the CMT in the event of a critical incident or crisis
Ensure effective country level Critical Incident Management Plans are in place
Brief CMT members on their responsibilities and ensure alternate members are available and briefed
Assist in the management of safety incidents and provide timely and accurate incident reports
Quality assurance of safety-related policies, protocols, procedures and regulations, including:
MOSS audits of all programme areas
Systematic reviews of SRM Systems at the country and area levels
Assess the level of implementation of mitigation measures within the safety improvement plans
Act as the focal point for technical advice on procurement and installation of safety-related equipment, facilities and other resources, including:
Assist logisticians and administrators with the procurement, delivery and control of safety equipment
Act as the focal point for radios and satellite phones

Coordinator, Regional Mixed Migration Secretariat
Overall objectives
The overall objective of the Regional Mixed Migration Secretariat (RMMS) is to support agencies, institutions and forums in the Horn of Africa and Yemen sub-region to improve the management of protection and assistance response to people in mixed migration flows in the Horn of Africa and across the Gulf of Aden or Red Sea in Yemen, as well as other migratory routes from the Horn outwards in northerly, westerly and southern directions. To do this it produces a range of information, research and analysis and participates in the displacement sector in terms of policy debate, policy dialogue and data gathering innovations.
The RMMS Coordinator will be responsible for the overall strategy and implementation of the RMMS, including management of the Secretariat, developing its expanding role in the region and beyond and maintaining its current activities and deliverables as established in recent years.
Background
The Horn of Africa is an important departure point for people in mixed migration flows. Each year tens of thousands of people leave the Horn of Africa and move within the Horn of Africa, in the hope of finding a safer or brighter future elsewhere. Most move with smugglers and the routes used are dynamic and changing.
It is important that the work RMMS remain focused on improving information flow and assist where relevant with coordination among the already existing forums in the region and avoid duplicating their efforts. The Secretariat is thus not primarily an implementing agency, but rather a unit of data collection, data and information management, analysis, research and policy development. .
The RMMS has been hosted and managed by the DRC Regional Office for East Africa and Yemen, in Nairobi. The work of RMMS is guided by Steering Committee, consisting of 8 representatives (one from each of the following: UNHCR, IOM, Intersos DRC, the Swiss Agency of Development Cooperation, the Norwegian Ministry of Foreign Affairs, the EU Delegation to Kenya and IGAD), meeting twice a year to discuss the RMMS activities and work plans.
Key Responsibilities
Management of the Secretariat
Direct and manage the team of RMMS staff in Nairobi: currently: 2 RMMS project officers, 1 4Mi project manager and (while under daily supervision of the 4Mi PM) a team of approximately 7 4Mi staff.
Develop work plans for the RMMS, to be submitted to the RMMS Steering Committee.
Manage budgets and interventions of various donors including the EU, IGAD, Swiss SDC/HSD, UK FCO, Norwegian Ministry of Foreign Affairs, UNICEF, GIZ and others as they arise.
Maintain excellent donor relations and bring in new donors to fund and support RMMS (and DRC).
Manage any external consultants working on special (research) projects.
Data collection, information management
Maintain and manage the RMMS web portal, to make information and analysis available to regional agencies and stakeholders. Continue to develop RMMS reputation as the go-to resource on mixed migration in the region and beyond.
Maintain and manage the regular dissemination of RMMS products such as the monthly summaries, maps and media listings
Take overall responsibility for the Mixed Migration Monitoring Mechanism Initiative (4Mi) in the East Africa and Yemen region, while the programme is rapidly expanding within and beyond the region. Closely manage the 4Mi project manager, ensure the quality of the 4Mi programme, lead new initiatives in data analysis and presentation and work closely with the Global Mixed Migration Secretariat (GMMS) in Geneva and other DRC/RMMS regional hubs in improving and expanding this RMMS flagship project.
In close cooperation with the 4Mi PM and senior analyst, develop a system of regular dissemination of analysis of 4Mi data.
Research and analysis
Continue to coordinate and manage sector-leading research initiatives on areas of relevance and interest, as approved by the Steering Committee, and thereby maintain RMMS’s pre-eminent research reputation in the sector.
Continue the sector-leading analysis of regional mixed migration data, strategies, policies and legislation, and production and dissemination of quality reports.
Continue to produce high-quality briefing and discussion papers and feature articles, if possible in cooperation with external authors, providing original insights and in-depth analysis on new, emerging trends in mixed migration.
Support to policy development and operations
Facilitate and coordinate regular consultation/technical workshops and conferences/meetings, to identify areas for research or tools development.
Work on the development of a regional policy development strategy and in regional coordination of information campaigns.
Present at, and/or offer RMMS staff and resources to support international and inter-regional conferences, workshops and debates as well as training programmes, all to add value to the relevant sector.
Continue to develop strong linkages between RMMS data collection, research & analysis and policy development and operational responses.
Projects and partnerships
Support existing forums in the region to develop a better understanding of the regional aspects of mixed migration.
Continue to engage in partnerships with fora such as the International Detention Coalition (IDC), the Platform on Disaster Displacement, Mhub and other actors.
Offer RMMS support to national Mixed Migration Task Forces (MMTFs) in the region if and when needed.
Establish new partnerships and where relevant and feasible bring in new, separately funded research projects.
Contribute to the Geneva-based Global Mixed Migration Secretariat (GMMS) by offering support and regional insights as and when requested, to allow the GMMS and DRC to further define its role vis a vis the growing phenomenon of mixed migration globally.
Maintain excellent relations with DRC country offices, HQ and external stakeholders.
Reporting Arrangements
Strategic and Technical supervision and reporting: The Coordinator will report to the Steering Committee on a quarterly basis, and work according to the rolling 6 months’ work plans approved by the Steering Committee.
Administrative supervision: The Coordinator of The Regional Mixed Migration Secretariat will be supervised by the DRC Deputy Director for East Africa and Yemen. The RMMS Coordinator line manages and supervises the technical/administrative staff of the secretariat and any short-term consultants.
Qualifications & Experience
Advanced university degree in International Law, Political Sciences, Social Sciences or similar;
A minimum of 7-10 years of experience in a relevant international position;
Excellent human rights/protection knowledge and solid knowledge of international refugee law;
Strong background in migration and having a clear understanding of the regional mixed migration dynamic in the Horn of Africa and Yemen;
Field protection experience from one of the concerned countries is an added advantage;
Proven experience in leading and conducting research will be an added advantage;
Proven programme management skills;
Good IT command, solid understanding of web, and database design;
Strong analytical and writing skills in English is essential; proven track record of publications on migration;
Good command of one of the following languages is a strong added advantage: French, Arabic, Somali and/or Amharic;
Good networking skills.

Grants Officer Head of Program
Purpose
The Grants Officer will support the Programme Development and Quality Assurance team in ensuring high quality grants’ administration and compliance with both DRC and donor requirements. Specifically, the Grants Officer will support the Head of Programme in regularly updating country programme milestones in the Grants Management System; review of reports for both external and internal use; and provide oversight in the implementation of systems and procedures that are in compliance with both DRC and donor regulations.
Key Responsibilities:
Regular and timely updating of deliverables for all Kenya Programme projects in the Grant Management System.
Ensure the grants management filing system is maintained and all donor grant documentation (both soft and hard copies) is properly filed.
Assist the Head of Programme in proposal development tasks; edit contributions and compile inputs from programme staff, technical advisors, or the regional office in line with the proposal development plan.
Organize and lead grants meetings according to DRC grants management guidelines (kick-off, project closure meetings)
Assist the Head of Programme in bi-monthly budget analysis, in coordination with Finance, and highlight potential issues.
Support and liaise with the M&E department in conducting monitoring and verification of project activities to highlight potential compliance issues for management action.
Support proper management of sub-grantees including clarifying grant requirements and ensuring timely report submission.

Personal Specifications
Have a university degree in international relations, social science, development or a relevant field.

Knowledge of project cycle management.
Knowledge of donor rules, regulations, and procedures including but not limited to US and European donors, EU funding mechanisms, and UN agencies.
Knowledge of database use and management.
Excellent writing and editing skills in English for external audiences (including governments and donors).

Monitoring, Evaluation and Reporting
Assist the M&E Officer in developing and implementing monitoring and evaluation plans for the Kakuma programme.
Assist in planning and conducting data collection for monitoring activities including household surveys, post-distribution monitoring, focus group discussions and post-training follow-up.
Provide support to the development and review of standard tools for data collection and output/outcome reporting.
Train and supervise enumerators for specific data collection activities including checking questionnaires for reliability and consistency.
Support the analysis of qualitative and quantitative data, writing and compiling reports to inform programme development and implementation.
Ensure timely reporting on monitoring activities in line with project work plans.

Ensure that monitoring data are available in a timely manner for quality checking by the M&E Officer.
Support data quality assessments and verification to ensure that all data used for reporting and decision making are as accurate as possible.
M&E Assistant Job Qualifications
Bachelor’s degree in Development Studies, Social Studies or other related field and a strong background in Statistics.
Minimum 3 years’ experience supporting monitoring and evaluation of humanitarian programmes.
Knowledge and experience in participatory approaches and tools of community planning, monitoring and evaluation.
Ability to write reports and communication pieces.
Proficient in written and spoken English.
Good command of computer programs and applications including SPSS
Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations with various stakeholders.
Willingness and capacity to work in the field and travel frequently to project sites
