    Project Manager

    Overall purpose of the role: (1-2 sentences)

    The overall purpose of this position is to provide day to day management and oversight of the ABLI-Garissa Project activities in Dadaab refugee camps and surrounding host communities. Danish Refugee Council (DRC) is the lead agency to implement this project with Norwegian Refugee Council (NRC) and International Trade Center (ITC). The Project Manager shall help to develop and standardize to the extent possible, systems and procedures and to ensure cross-functional learning between the consortium members, and provide effective backstopping among team members when circumstances require it.

    Duties and Responsibilities:

    R1: Project Management, Development, Monitoring and Evaluation

    Ensure the project is implemented in ways responsive to the beneficiary communities and donor compliance procedures. This includes working closely with consortium members, local government, partner NGO and community structures to successfully implement and strengthen local capacity.
    Ensure that the project has appropriate monitoring, evaluation, accountability and learning systems established (including impact evaluation), and that the project documentation is comprehensive (electronic and hard copy).
    Ensure project activities are delivered according to the agreed project proposal and implementation plan. (i.e. all activities and deliverables are completed within the agreed timeframe and budget, reports are submitted as per the agreed schedule and formats are fulfilled as specified in signed agreements).
    Regularly update periodic work plans with the project team and ensure this is used by the whole project team and monitor project activity implementation.
    Ensure the project is implemented in ways responsive to the community’s needs through community participatory planning and targeting in line with DRC principles, values and following donor compliance procedures.
    Provide on-site support through frequent visits to project sites.
    Ensure that the project reports are delivered according to DRC and donor contractual requirements, within the agreed timescale and budget.
    Engage with the various technical staff from DRC, NRC and ITC to facilitate support to the team.
    Serves as the primary contact with respect to project implementation for the donor

    R2: Training & Capacity development

    Identify training needs of team and explore options for meeting them.
    Provide continuous technical support and mentorship for Team Leaders, Livelihoods Officers and Assistants in the project to develop their professional and technical competencies.
    Participate in all relevant trainings to become technically equipped for project implementation and monitoring.
    Oversee capacity-building with local structures in the camps and sub-county level contributing towards improved management of the project.
    Facilitate capacity-building plans and systems development, review/update systems and plans regularly and ensure implementation of the same.
    Ensure that minimum standards for project management and accountability are met.
    Identify and prepare key resource individuals (local level project staff) for capacity building and skills development.

    R3: Coordination & Partnership

    Coordinates the day to day implementation of the project and ensuring effective integration among the consortium members.
    Ensure proper communication mechanisms are in place to ensure effective and timely communication between project staff and the consortium members.
    Participate in regular external stakeholder meetings, and maintain external relations with the relevant government agencies, and partners in Dadaab.
    Ensure there is a system for networking and communication with relevant local government line departments, UNHCR, partners NGOs and community representations in the project areas and compliance to the same
    Promote collaboration and synergy between the consortium member project activities and similar projects/groups in the Dadaab refugee camps and host community.
    Promote a positive profile of the project and good understanding among other sectors, partners and communities about the project.
    Develop and maintain strong working relationships with all stakeholders – Community support groups, community leaders, RAS, UNHCR, I/NGOs, to enhance multi-agency, multi-sectoral cooperation and coordination.
    Represent the project at Dadaab-level CRRF/Livelihoods interagency coordination meetings as well as other key stakeholder forums related to the sector.

    R4: Budget Management

    The post holder will oversee the ABLI-Garissa project budget while working closely with Area Managers for DRC, NRC and ITC and therefore, responsible for budget monitoring, cash forecasting and BFU reviews.
    Will oversee the project budget in order to maintain project expenditure within budget parameters, ensuring adherence to DRC financial procedures and EU-TF requirements.
    Track budget spending and ensure timely reviews of financial transactions and budget utilization every month.
    Support team members to utilize financial planning tools, such as spending plans, procurement plans, and work-plans based on activities and budgets.
    Work closely with the respective Area Managers and the Finance Teams in budget drafting and revision processes as per identified/prioritized needs of the project.

    R5: Staff Management

    Directly lead, manage and motivate the Project Support Coordinator and Project Support Assistant in Garissa Town. Ensure that they have clear objectives and receive regular supervision and reviews.
    Ensure appropriate participation of staff in project management, day to day implementation and decision making, and escalating issues to the Field Management Team.
    Ensure project staff members attend and participate in weekly and monthly office management meetings as per schedule
    Ensure timely recruitment of highly competent project staffs.
    Monitor and provide objective feedback related to staff performance, including objective-setting, probation & performance evaluations to promote growth and development.

    Experience and technical competencies:  

    At least 8 years of experience working in donor-funded projects or programmes, 4 years of which in managing projects or programmes.
    Experience working communities within refugee camp and host community set ups.
    Experience in implementing livelihoods/self-reliance interventions including drylands agriculture, enterprise development, community-managed microfinance, vocational skills development, et cetera.
    Clear understanding of Core Humanitarian Standards for Quality and Accountability in humanitarian work (CHS)
    Experience in capacity-building staff, and in convening and facilitating trainings and workshops 
    Excellent analytical and report-writing skills
    Demonstrates a good understanding of Project Cycle Management  
    Has excellent communication (spoken and written) and presentation skills 
    Good planning and organizational skills coupled with problem-solving ability
    Possess a good level of conflict management skills 
    Possess a sense of cultural awareness, sensitivity and respect for diversity
    Strong organizational, team spirit and team work skills
    Knowledge of the key issues and current trends in refugee affairs

    Under the direct supervision of the Deputy Regional Director for East Africa & Great Lakes Regional Office, the Regional Inclusion Coordinator, with a focus on Age, Gender, Diversity and inclusion of beneficiaries will provide technical support on the mainstreaming of same into DRC’s programming and operations. This will involve providing support to the Regional Office and 9 country teams within the DRC EAGL region (Burundi, Djibouti, DRC, Ethiopia, Kenya, Somalia, South Sudan, Tanzania, Uganda).
     
    The position will be responsible for guiding country offices on application of the DRC AGDM Policy and its Organizational and Programmatic AGDM Minimum Standards, hereunder mainstreaming AGD within all our three programming platforms; emergency, solutions and root causes. This will include developing and adapting tools to support AGD analysis within the project management cycle; building staff capacity to apply tools; and promoting learning on AGDM within the region. Moreover, the position will also ensure that AGD is mainstreamed into the DRC EAGL institutional culture and operations, that there is tools and guidance to ensure better beneficiaries’ inclusion, and finally spearheading efforts to promote gender parity.
     
    This will entail partnering with other technical coordinators and senior management at country and regional level, as well as maintaining regular communication with the global AGD focal point in DRC HQ and participating in the global DRC AGDM Advisory Group.
     
    Responsibilities
    The inclusion Coordinator with the focus outlined above will:

    Provide strategic advice on age, gender and diversity mainstreaming – with a view to also strengthen beneficiary voices into programming and operations to the Regional Office and Country Office Teams
    Monitor implementation of Regional Age, Gender and Diversity Strategy and lead efforts by Country Office Teams to develop strategies, action plans and budgets 
    Conduct detailed age, gender and diversity analysis to guide DRC’s operations, institutional culture and programming within its platforms and corresponding sectors 
    Lead in mainstreaming age, gender and diversity in programme strategies and interventions in line with the DRC AGDM Programme Minimum Standards
    Review Country Teams’ quarterly and annual reporting and ensure sufficient compliance with DRC AGDM Minimum Standards
    Lead the design and implementation of studies, including developing research protocols and data collection tools, supervising data collection, facilitating focus group discussions, and analyzing sex-and age-disaggregated data from a broad range of sources for the identification age, gender and diversity issues
    Conduct assessments to determine learning and capacity gaps and design training and capacity building tools for staff on age, gender and diversity
    Lead initiatives to create enabling and safe work environments e.g. on sexual harassment, work life balance, in collaboration with relevant regional and country office staff in line with DRC organisational AGDM Minimum Standards
    Establish and maintain relationships with stakeholders in the age, gender and diversity sector and participate in relevant donor and coordination groups
    Identify and advise on entry points for new initiatives for DRC EAGL to strengthen national and local understanding of age, gender and diversity issues in close consultation with the ESMT
    In coordination with the global AGD focal point, contribute to and take lead in developing policy position papers / briefs and advocacy messaging on thematic age, gender and diversity issues to support the raising of DRC’s profile on AGD related to EAGL region and when appropriate beyond
    In coordination with the global AGD focal point and the global AGDM Advisory Group, support formulation of guidelines, policies and best practices to be integrated into knowledge management efforts and communities of practice
    Contribute to and ensure synergy with global DRC AGDM workstreams, through regular coordination with the global AGD focal point and participation in the global AGDM Advisory Group
    Contribute to development and roll-out of DRC training material on AGDM and roll out within EAGL RO

    About you

    Masters’ degree in relevant social sciences with expertise in gender analysis and policy;

    Country Director

    DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC East Africa and Great Lakes (EAGL) operation focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrants in Burundi, Ethiopia, Djibouti, Democratic Republic of Congo, Kenya, Somalia, South Sudan, Tanzania and Uganda. The EAGL Regional office also supports non-operational initiatives, focusing on mixed migration issues, civil society engagement, and advocacy and policy initiatives related to displacement.
     
    The Kenya operation falls under the EAGL Regional Office based in Nairobi. DRC work in Kenya began in 2005 with activities in support of refugees implemented through partners. Direct implementation began in 2009 in the Rift Valley Province to support IDPs from the post-election violence. In 2010, DRC commenced direct programming in Dadaab, with current operations in Dadaab, Kakuma, Kalobeyei, Lodwar, Mandera, and Nairobi urban programme. The programme is also implementing border security and peace building programmes in Mandera and Wajir Counties, a cross border resilience programme in the Mandera Triangle and a land conflicts programme in Turkana County. DRC focuses on Protection, Economic development, Durable Solutions, and Community Driven Development programming, amongst others.
     
    About the job
    The Country Director’s prime objectives will be to provide leadership and strategic management with a view to position DRC as the leading INGO in Kenya on protection of displaced populations and the promotion of durable solutions; oversee the strengthening of DRC’s programme development, quality and accountability framework and be a proactive partner in the wider regional strategic and programme development processes.
    Responsibilities:
    Direct managerial oversight and support: Ensure that the SMT and PMs have clear and realistic performance-based management goals. Tasks include:

    Direct line management of SMT, Consortium Managers, Area Managers, and country wide programme support team;
    Support PMs to establish good management support for their teams;
    Provide on-going support and coaching, and ensure that staff has the necessary capacity to fulfil their responsibilities.

    About you

    At least ten years’ management experience, as head or senior member of humanitarian or development programme/organisation; at least five years in East Africa region 
    Demonstrated experienced with conflict related displacement issues
    Good communicator and proven diplomacy with all types of stakeholders

    Hands on experience in managing staff in insecure and remote locations with strong human resource management skills in general.

    DRC has been active in Kenya since 2005. The Kenya Program provides services and support for refugees residing in Kenya and the refugee hosting communities. The key intervention sectors include Livelihoods, Community Development, Protection and Peaceful co-existence. DRC has operational offices in Nairobi, Kakuma and Kakuma implementing programs directly and in partnership with local NGOs.
    Your main duties and responsibilities will be:

    Retain an effective team through result-oriented management systems, providing leadership, on-job capacity building and designing staff development strategies.
    Provide direct management of senior program and support staff; provide overview management for the entire Kakuma team.
    Provide on-site support through frequent visits to project sites
    Ensuring the implementation of DRC Risk Management policy at the area level. This includes regular assessment of contextual, programmatic and institutional risks and designing risk mitigation measures.
    Ensure compliance to DRC, donor and national policies, rules, regulations and systems in a timely, responsible, documented, accurate & appropriate manner; ensures that support services are cost effective and efficient.

    Ensure programs are developed, implemented and evaluated within clear monitoring systems and against clear people/program/finance planning that meets DRC and donor regulations and humanitarian and CHS principles
    Establish and maintain open and productive dialogue with the county government, relevant line ministries, community leaders, power brokers and relevant aid agencies, private businesses and donors.

    About you
    To be successful in this role we expect you will responsible for DRCs operations in Kakuma and Kalobeyie Refugee Camps in Turkana County. You will be responsible for the program design and implementation, staff safety and security, programme support functions, personnel management, local community relations, resource allocation and budget management.     Advanced university degree in relevant field (relief, development, recovery)

    Overall Purpose Of The RoleBased in Mandera Town with regular travel to field locations in Somalia and Ethiopia, the Senior Project Coordinator has responsibility for day to day implementation of a DRC-led consortium of 4 agencies implementing a cross-border EU-funded grant across Mandera, Kenya, Dollo Ado, Ethiopia and Gedo, Somalia. The Senior Project Coordinator will support the Head of PMU with strategic guidance and leadership of the BORESHA grant, and will support in determining specific programme design, delivery, progress against the approved work plan, reporting against the monitoring plan, and overall performance of implementing agencies. The Senior Project Coordinator is a key member of the Programme Management Unit and will contribute to ensure overall planning, implementing, and managing of the project, and establishment of the M+E framework to assure progress towards achieving project goals and objectives.S/he will oversee timely delivery of planned results, within budget, with adherence to applicable policies, provide capacity building to project staff, represent the project with internal and external stakeholders in field locations, including the donor, and contribute to planning, coordination and learning within the consortium.ResponsibilitiesThe Senior Project Coordinator refers to and works in close collaboration with the senior project staff of each of the implementing agencies. Specific responsibilities include:

    Contribute to overall leadership and management, and general technical direction, for the design and implementation of project activities

    Responsible for ensuring the timely and quality completion of all programme technical and financial deliverables and reports in accordance with EU guidelines

    Experience And Technical Competencies

    Minimum of 10 years’ of professional experience relevant for the successful implementation of cross-border programmes
    Experience managing complex activities involving coordination with multiple project partners
    Proven experience in programme design and management, including budget expenditure, donor relations, reporting, proposal writing, staff management, and monitoring, evaluation and reporting.
    Proven experience in Livelihoods and/or related fields in a management capacity.
    Demonstrated track record of strong donor relationships, specifically EU
    Experience living and/or working in Mandera, Dollow or Dollo Ado strongly preferred
    Communication Skills: Excellent writing and verbal skills in English, knowledge of the Somali language a plus.
