    Main responsibilities
    Emergency Preparedness, Response and Monitoring

    Facilitate the Emergency Preparedness and Response Planning (EPRP) process of country teams, supporting the country program with the finalization, feedback process, approval and recurring review processes of the EPRP documents as well as follow-up on progress against the execution of the associated Preparedness Action Plan. This also includes the facilitation of EPRP development or update workshop;
    Develop a regional emergency preparedness perspective through analyzing the regional EPRPs and identifying hazards and threats that could affect neighboring countries. Lead on the development and maintenance of a regional emergency-risk monitoring and preparedness tool. Where required, the REC will also advance a regional approach to risk reduction and/or resilience in coordination and collaboration with other Regional Coordinators and enable the streamlining and/or implementation of that approach in existing country operations and programs;
    Provides policy and program advice related to emergencies, including on management related issues. Provides direction and guidance to country offices in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms in the country faced with impending emergencies;
    Support the speedy setup of an emergency response through reviewing proposals for funding requests from DRC HQ’s Emergency Units. Assist country teams in liaising with DRC’s Emergency Unit on specific support for country-led emergency responses;
    Support the conduct of Real-Time Evaluations (RTE) for country-led responses and ensure that lessons learned from the RTE are actively fed back into the preparedness process;

    Capacity Development and Strengthening 

    Support the continuous assessment of emergency response capacity and competency needs and facilitate/assist in the development of competency building tools and training resources in addition to providing emergency response training to countries as required/identified;
    In close coordination and collaboration with the Regional Head of Finance and Admin and the Regional Logistics and Procurement Manager, provide support and training with respect to procurement, supply chain and asset management in emergency operations; 
    In coordination with HR, lead the roll out of the EAGL’s Regional Surge Roster also in collaboration with other relevant Regional Coordinators and support further updates and adjustments of relevant policies and SoPs as required;
    Support all countries to conduct Annual Integrated Emergency Response Needs Assessments or undertake needs assessments in the case of new emergencies/projects/programmes as required or identified;
    Collaborate with other relevant colleagues at both country and regional levels to explore and pilot new response modalities or approaches (i.e. CVA for emergency responses);
    Support existing/new operations in emergency response – assist in staff recruitment, setting up systems, and planning and starting activities;
    The REC, may, on temporary basis, be given overall responsibility for a specific DRC humanitarian response within the region. In such case, the REC will have the overall organizational, financial and administrative responsibility of that particular DRC Programme, including the overall responsibility for security planning and implementation of security precautions.

    Quality Assurance

    Support country offices in the development, review and amendments of proposal for emergency responses. Contribute and/or lead when necessary the design of regional proposals in collaboration with Grant and relevant Regional Coordinators; 
    Provide trouble-shooting in existing operations facing bottlenecks in programme implementation;
    Ensure countries are using and able to use correct emergency tools including monitoring and evaluation tools; 
    In close coordination with Regional Technical Advisors, ensure response activities are appropriate across all sectors and that protection is mainstreamed across emergency response in EAGL;
    Ensure all emergency response programmes are adhering to standards and best practices in emergency response including HAP/CHS standards and DRC protocols. 

    Regional Strategy, Coordination and Representation 

    Provide Senior Management Team, and relevant CDs with updated information on ongoing/emerging humanitarian crises and needs within the East Africa and Great Lakes region; 
    Identification and prioritization (continuous) of geographical areas for assessment and response, both new and existing;
    Participate as relevant – depending on ongoing tasks – in coordination mechanisms throughout the region and represent DRC as requested; 
    In close coordination and collaboration with the Regional Security Adviser, assist in assessing access possibilities to new areas, or areas with limited/no access, as needed;
    Support link between CO team and HQ technical advisors to facilitate technical support and consistency in donor relations/fundraising efforts,

    About you
    To be successful in this role we expect the following experience and technical competencies: 
    Essential Experience 

    At least seven years of INGO or other agencies emergency response experience in insecure environments, including at least three years of senior management experience (programs, HR and budgets). Additional experience with Advisory roles an advantage;
    University degree with advanced training or technical qualification in relevant line of work/sector
    Extensive experience in the development, facilitation and roll out of emergency preparedness and contingency planning; 
    Relevant technical and management expertise/experience in the delivery of large multi-sectors humanitarian programming in complex settings including through Rapid Response Mechanisms (RRM). Technical knowledge in the sectors of Food Security, WASH, Shelter/NFI, Protection/CCCM and/or Cash & Voucher Assistance (CVA) an advantage;
    Hands on knowledge of rules and regulations of key Donors along with proposal design experience under ECHO, OFDA, Danida, UNHCR and Humanitarian Funding mechanisms; 
    Strong analytical, organizational, management and leadership skills combined with critical thinking;
    Good communicator and proven diplomacy with all types of stakeholders; 
    Ability to work independently, but also coordinate effectively as part of a team; 
    Ability and willingness to work and live in diverse, challenging and potentially unstable environments;
    Fluent and articulate in spoken and written English. Ability to speak in French a strong asset;
    Strong computer skills (MS Word, Excel, Outlook and Power Point).

    Responsibilities:
    Supporting quality project management and delivery of key contracts (70%)

    Overall purpose of the role: 
    The Supply Chain Officer main objective is to provide efficient and effective procurement implementation and smooth running of procurement, asset and inventory management operations according to DRC’s internal and donor procedures, as per the Operations Handbook prescribed Quality Standards.
    Responsibilities: 
    Procurement:

    Carries out procurement in compliance with DRC and relevant external rules/regulations in a timely manner with a value-for-money lens and with a high level of integrity; ensuring all procurements are thoroughly documented and properly archived and that items are received in good time and meet requestor specification
    Execute purchase requisitions by sending request for invitations, receiving bids, analyzing and raising of orders and follow up on deliveries of orders with suppliers

    Ensure close tracking of all service contracts issued by the country programme including lease agreements, security services contracts, ISPs, Insurances,

    Asset & Inventory Management:

    Ensures DRC warehouses and stock are managed according to DRC and international standards and items are disposed of as per DRC and donor rules/regulations;

    Ensure that the filing system of records of all stock movements are documented for rigorous archiving  when required for audit
    Conduct physical stock checks periodically and investigates discrepancies.

    Overall purpose of the role: 
    The Livelihoods (Economic Recovery) Assistant is responsible for supporting in the development, implementation and monitoring of Micro-Enterprise Development intervention in the settlement and refugee camp for the target groups. The project assistant will be instrumental on the implementation of MED projects in the community and capacity building of camp-based staff.  
    Responsibilities:
    Project Development and Implementation: 

    Support in conducting needs assessments, analysis of current MED activities and advise on appropriate Livelihoods (Economic Recovery) interventions to increase income for the refugees and local community.   
    Create sensitization and awareness of the livelihoods’ projects in the community. 
    Beneficiary identification, registration and selection for the micro-enterprise development activities. 
    Conduct the relevant Livelihoods (Economic Recovery) trainings to the beneficiaries such as: business management skills, Financial Literacy, VSLA among others. 
    Coordinate and plan trainings with Livelihoods (Economic Recovery) Officer.

    Experience and technical competencies: 

    Minimum 2 years’ experience setting up and implementing Livelihoods (Economic Recovery) or income generating projects preferably with an NGO in a refugee/IDP setting. 
    Good facilitation skills especially in basic book keeping or administration, Entrepreneurship, Micro finance is desirable. 
    Ability to work independently and as part of a team; well organized, and able to prioritize multiple tasks.
    Working knowledge of MS Office and other relevant computer applications. 
    A keen understanding of business and development issues including Groups Savings and Loan approaches 
    Able to adapt to changing program priorities and emergency priorities that may arise

  • Mixed Migration Manager

    Mixed Migration Manager

    Migration in and from East Africa is significant in volume and diverse in profile and mixed migration flows include refugees, asylum seekers, forced migrants, as well as migrants who are motivated to move by many different factors. Mixed migration flows from the East Africa region typically follow three main migratory routes: the ‘Northern Route’ towards North Africa and often onwards to Europe; the ‘Southern Route’ towards South Africa; and the ‘Eastern Route’ towards Yemen and other parts of the Gulf. MMC’s research finds that a complex mix of conflict, insecurity and economic factors are key drivers of mixed migration from East Africa, with a variety of profiles of people on the move. MMC aims to provide a comprehensive regional, as well as cross-regional understanding of mixed migration dynamics.
    Position Profile
    Reporting to the Regional Head of Programme and under the technical guidance of MMC Geneva, as the Regional Head of MMC for East-South Africa and Yemen you will be responsible for overall strategy, implementation and advancing the quality of data and research, fundraising and engagement with high-level stakeholders, and management of the MMC regional team, including subject matter experts or specialists.
    Key responsibilitie
    Management

    In close cooperation with and under technical guidance by MMC Geneva and the line management of the DRC Regional Office, develop and implement the strategy and workplan for MMC East-South Africa and Yemen in line with the overarching strategy of the MMC network.
    Manage the MMC East-South Africa and Yemen and its team, including subject matter experts and specialists.
    Manage and have accountability for budgets and projects funded by various donors. This includes donor reporting and high-level outreach.
    Develop the expanding role of MMC East-South Africa and Yemen including leading regional MMC fundraising and high-level engagement with policy actors and other key mixed migration stakeholders.

    Technical expertise, research & analysis

    Develop, regularly update and have accountability for the annual workplan and research agenda of the MMC East-South Africa and Yemen by closely following regional mixed migration trends and dynamics and offer sector-leading and original insights and analysis on mixed migration.
    Coordinate and manage sector-leading research initiatives and analysis. Produce high-quality research output (report, papers) and in-depth analysis on trends in mixed migration in the region.
    Maintain and manage the regular dissemination of high-quality MMC products such as articles, reports, the Quarterly Mixed Migration Updates and 4Mi Snapshots.
    Take overall responsibility and accountability for 4Mi in the region. Closely manage the regional 4Mi Project Manager to ensure the quality of the 4Mi programme and work closely with the 4Mi Global Coordinator, as necessary, in Geneva as well as DRC Regional and Country offices in the implementation and risk management of 4Mi.

    External representation, policy engagement and partnerships

    Continue to develop the reputation of MMC East-South Africa and Yemen as the go-to resource and centre of excellence on mixed migration in the region.
    Engage in high-level regional policy discussions (e.g. through policy papers, round tables, and other external forums) and policy influencing in the region.
    Represent MMC East-South Africa and Yemen in regional forums (conferences, working groups, etc.) and coordinate with relevant regional partners (IOM, UNHCR, other UN agencies, NGOs, donors and embassies, etc.). Establish new partnerships with high-level regional stakeholders.
    Regularly present MMC externally and with media.

    Internal engagement and coordination

    Actively contribute to the global MMC network, including serving on the MMC Director’s Senior Management Team (SMT): provide input on strategy, offer new ideas, identify opportunities for cross-regional cooperation within the MMC network and actively participate in global meetings.
    Closely coordinate with the DRC Regional Office, particularly the Regional Head of Programme to create effective synergies and contribute to evidence-based programming and advocacy. Participate in relevant DRC internal meetings and ensure intake of regional DRC priorities in regional workplan development.
    Closely coordinate with the other MMC regional hubs that are part of the MMC network.

    OVERALL PURPOSE OF THE ROLE:
    The Regional Head of Program reports to and works closely with the Regional Executive Director to provide leadership, management and strategic program direction for the region and country operations, and in promoting programmatic and operational compliance and development.   The RHOP supports quality regional and country programming by providing and mobilizing regional technical support for the country operations and program teams hosted within the region.     RESPONSIBILITIES:
    STRATEGIC AND PROGRAMMATIC DEVELOPMENT

    Supports the Regional Executive Director in providing overall strategic leadership, including the development and implementation of regional strategic priorities.
    Assumes specific responsibility for coordinating, developing and overseeing the implementation of programmatic strategies for the East Africa and Great Lakes region. In this capacity, the position ensures strategic coherence and vision in alignment with the organization and monitors key displacement-related trends and issues that may impact DRC programming or operations in North Africa.
    In coordination with the region’s country offices, provides technical support and review of country-level program and technical strategies.
    In collaboration with the Regional Business Development Coordinator, oversees all regional and multi-country new business development processes.     PROJECT CYCLE MANAGEMENT

    In collaboration with the implementing teams, ensures that planning and kick-off meetings are held for all new multi-country and regional projects. This entails ensuring responsible staff develop and regularly update work plans, financial forecasts, procurement plans, and monitoring and evaluation plans.
    Supports DRC’s country teams to uphold rigorous project cycle management principles through the provision of technical advice, including support with the development of project cycle management tools.
    Collaborates with country teams to organize and facilitate quarterly program reviews of selected projects.

    PROGRAM QUALITY AND ACCOUNTABILITY

    Contributes to organizational risk management processes, including systematic and comprehensive identification and mitigation of risks, with a particular focus on programmatic and reputational risks.

    Works closely with DRC’s global MEAL team to develop MEAL capacity and systems at the regional and country levels and to support compliance and adherence to minimum standards and best practices.

    MANAGEMENT

    In collaboration with the regional senior management team, ensures relevant program staffing structures are in place at the regional level.

    REPRESENTATION

    Experience and Technical Competencies:

    Minimum of 7 years of experience at a senior level, preferably with an INGO. Experience working in East Africa is an added advantage.

    Overall purpose of the role:
    The purpose of this position is to support the successful management, coordination & implementation of the GBV protection activities for Lesbian, Gay, Bi-Sexual, Transgender, Intersex, Queer and other (LGBTIQ+) persons in Kakuma and Kalobeyei. The tasks involved will be in GBV prevention through promotion and enhancement of the rights of LGBTIQ+ refugees with community members and structures and in GBV response through quality case management to LGBTIQ+ survivors of GBV in Kakuma camp and Kalobeyei settlement. The officer will be responsible for reporting on a weekly and monthly basis on LGBTIQ+ protection activities undertaken and representing DRC at meetings with donors and agencies. S/he will supervise the professional development of the Protection Assistant(s) and Para-Counselors by designing and delivering internal and external trainings as needed, providing guidance in the field and ensuring the quality of services provided. S/he will work and liaise closely with the Protection Officer-Prevention, Psychosocial Officers and Protection Assistants on documentation of program activities as per the donor requirements
    Responsibilities
    Project (Case) Management:

    Support the maintenance of an effective and confidential case management system.
    Ensure provision of professional and confidential psychosocial services to survivors of GBV and other beneficiaries through a survivor-centered case management approach.
    Develop professional, effective and appropriate GBV psychosocial programming, including direct individual and group counseling including support groups.

    Training and Capacity Development:

    Coordination

    Experience and technical competencies:  

    Good and demonstrated understanding on the of prevention and response to Sexual and Gender Based Violence (SGBV) and  diversity and inclusion for persons of diverse Sex, Sexual Orientation, Gender Identity, gender expressions and sex characteristics (SOGIESC).
    Must have in depth technical expertise in case management and psychosocial support to survivors of SGBV
    At least 3 years’ hands on experience in community engagement on GBV LGBTIQ+ protection matters and psychosocial support-counseling-to survivors of SGBV and trauma especially LGBTIQ+ persons.
    Must have experience with operationalizing SGBV principles; Human Rights Law, MHPSS and other relevant international standards in a humanitarian aid setting; Well versed with Humanitarian Accountability Standards

    Key responsibilities
    Strategy

    Contribute to the further strategic and programmatic development of DRC’s Economic Recovery portfolio in EAGL region, across DRC’s Response Framework and its three programmatic platforms (Responding to Emergency; Solutions to Displacement; Addressing Root Causes). This includes further defining DRC EAGL’s strategic niche in building the self-reliance of conflict- and displacement-affected populations in fragile contexts through advanced and integrated livelihoods and financial inclusion interventions.
    Assist country operations to review and refine their strategic uses, planning and design of Market Systems Approaches (including in support to basic needs, in close collaboration with the Regional Emergency Coordinator) including via facilitating strategic workshops and based upon relevant assessments and stakeholder consultations.
    Assist country operations on Economic Recovery strategy development and associated resource mobilisation. This includes providing technical review of relevant proposals and reports and support to sector-specific donor communications.
    Liaise with Global Economic Recovery Team on global initiatives (e.g. programme, policy, advocacy, research) and represent DRC externally at regional level in relevant technical, policy and advocacy forums and communities of practice. 
    Collaborate with other sector leads (e.g. Protection, Humanitarian Disarmament and Peacebuilding, Environment, etc.) at regional and country levels to explore options for integrated programming.

    Capacity Strengthening

    Support recruitment of technical staff involved in delivering DRC EAGL’s Economic Recovery programming.
    Identify technical and/or programmatic gaps and provide training, mentoring and capacity building as required, and specifically for technical line reports.
    Complete regular country visits to deliver training, technical oversight, identify needs, provide support, trouble shoot, strengthen capacity, and ensure quality programming. 
    Build capacity of DRC’s operations across the region in the use of Market Systems Approaches. In particular, build capacity of Economic Recovery staff on the use of MSA to design advanced and modern marked-based program models for livelihoods, financial inclusion and food security interventions.

    Specific areas of focus:

     Market assessments: support uptake/better use of targeted market assessment and analysis, including labour market assessments, in support of market systems programming across DRC’s Response Framework.
    Modality selection/due diligence: deepen DRC Economic Recovery staff’s ability to undertake robust modality selection (across cash, vouchers, or in-kind – alone, or in combination with other assistance modalities such as service provision or infrastructure); systematically further embed and build capacity for the use of DRC’s Modality Due Diligence (MDD) tool in the design of Economic Recovery programs.
    Monitoring and evaluation: support outcome monitoring to measure programme quality, and evaluate impact, cost-effectiveness and relevance.
    Participation and accountability: support DRC operations to increase the participation of and their accountability to populations of concern. 
    MSA preparedness: support organisational preparedness for market systems programming (including CVA and uptake of digital payments in country operations).

    Technical & Operational Support

    Technical support: provide technical advice and support to EAGL Economic Recovery country teams on assessment, design, set-up, implementation, monitoring, learning and reporting of higher quality, more timely and more accountable needs, preferences and market-based Economic Recovery programming on behalf of IDPs or refugees, and their host communities. 
    Quality assurance & compliance: follow up on the implementation of DRC’s minimum standards for Economic Recovery programming and lead the development, harmonization, rolling out of and training in core programme tools, guidance and standard operating procedures (SOPs) as required, with a particular focus on early recovery interventions. Assure compliance with DRC standards and procedures, and alignment with global and regional strategies, including through regular coordination with colleagues in support services at Regional and HQ levels.
