    Purpose Of The Position
    To provide a wide range of administrative support services for the office of the Regional Leader , People & Culture and Finance Directors that ensures efficient functioning of the office and effective communication with stakeholders.

    Major Responsibilities
    Communication, Information and Stakeholder Management:
    Strategic engagement with various stakeholders both internal and external including National directors, RL , P&C , Finance Directors Direct Reports, Board members, Global Center, Support Office Partners, Government Officials, Other INGOs to maintain and build relationship with the Regional Office.
    Provide and coordinate research and documentation for RL’s internal and external presentations.
    Prepare monthly briefings and quarterly reports and any adhoc information as needed. Follow up and coordination execution of action items from RL’s , P&C and Finance Director’s consultation, meetings and events.
    Take initiative to meet needs relative to the field / Global Centre for information / guidance to ensure effective communication is ongoing.
    Coordination of Meetings & Events Management
    Provide executive support to the RL , P&C and Finance directors including scheduling of meetings and conference calls, note/minute taking and dissemination of minutes from the meetings and calls.
    Coordinate team meetings with National Directors, Finance and P&C Directors.
    Assist / support RL, P&C and Finance Directors to be prepared for regional meetings / leadership team meetings by compiling relevant pre-reading materials / documentation, and helping track action plans that their require.
    Administration and Travel coordination
    Manage and improve business processes for front and back office – procurement, finance, travel advance requisitions and settlement for the Regional Leader, Finance and P&C Directors.
    Manage the Regional Leader, P&C and Finance Director’s calendars and in consultation with the SLT maintain a regional calendar.
    Review and track budget for RL, P&C and Finance Directors and approval expenses per policy.
    Develop and maintain database for key contacts for RL’s Office.
    Manage travel and leave schedule for RL, P&C and Finance Directors.
    Plan RL, P&C and Finance Director’s field visits in consultation with the respective National Offices
    Carry out additional responsibilities and projects as assigned.

    Attend and participate in daily devotions and weekly Chapel services.

    Qualifications: Education/Knowledge/Technical Skills and Experience
    Education
    The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training
    Educational level required: A university degree in administration, communications, or related and transferable field of study required.
    Technical Training qualifications required: Additional qualifications in secretarial or business studies will be a plus
    Experience: At least 3 years’ experience in a supervisory role or aapprox. 3-5 years’ experience in supporting senior executives. Experience working in Africa will be preferred.

  • Senior Leadership Coordination Officer

    Senior Leadership Coordination Officer

    Major Responsibilities
    Initiate meetings for the SLT with external and internal stakeholder in order to maintain a core relationship with other agencies and WV Entities.
    Manage information flow to internal and external audiences by providing information, handling routine inquiries directly or by delegating to departments and following up for implementation as well as maintaining an action log.
    Provide executive support to the SLT, including scheduling of meetings and conference calls, note/minute taking and dissemination of minutes from meetings and other correspondence.
    Support Program Director and SLT relationships with key contact. Prepare National Office briefs prior to appointments regarding important developments and follow up on resulting action items.
    Coordinate with Somalia Cluster groups; management of information and scheduling of attendance while updating cluster information data.
    Initiate Master calendar for the office and ensure that all activities that are mandatory are carried out within the calendar year eg. SMT/SLT meetings and quarterly Review meetings, as per requirements.
    Key Outputs and Responsibilities
    Cross-functional Coordination and liaison for travels and schedules
    Coordinate Support Offices (SOs) and other external stakeholder visits to WV Somalia, liaising with different departments in the development of itineraries and acquiring proper travel documentation;
    Coordinate with support services for SOs visitors, ensuring hotel booking and taxi services are in place to support travel;
    Develop and update key national office tracking mechanisms: National Office Calendar, databases, etc.
    Take notes at various cross-functional planning meetings as requested;
    Preparing Itineraries for consultants and visitors;
    Schedule meetings with external stakeholders as requested;
    Prepare briefing packages to support external and internal engagement;
    Administrative support to SLT
    Develop, update and disseminate quarterly travel calendars for key members of the Operations and PDQA departments;
    Assist SLT members with routine task such as travel bookings, cash request/reimbursement, etc.;
    Manage calendars of Senior Leadership Team members;
    Coordinate planning and implementation of meetings and conferences on behalf of SLT members;
    Support National Director’s Office
    Plan, initiate & manage administrative activities and Processes for Program Director

    External engagement coordination
    Initiate, plan and coordinate NGO consortium and cluster meetings for SLT;
    Work with Comms & Advocacy to update consortium data bases and ensure WVS registrations are up-to date;
    Provide and act as an engagement/liaison officer with field operation managers and SLT;
    Keep updated contacts for other agencies and share with SLT accordingly;
    Budget & Audit
    Preparing annual budget for Program Director ‘s department;
    Assisting with the audit process, taking minutes and produce same to auditors;
    Assist in updating the National Office risk register and updates communicated to the regional office;
    Communication & Reporting /National Office Initiative’s Implementation
    Take notes at SLT team meetings, updating and tracking action points as required; and follow up for implementation
    Follow up of various reports (Monthly Management Reports, roundtable reports, Quarterly Review Meetings reports, SLT reports) ensure they are done, correct and submitted on a timely manner/shared with various audiences;
    Ensure that legal documents are safely maintained and made available (Agreements, MOUs, POA);
    Compiling and dispatch of National Office quarterly report to Support Offices and other external stakeholders
    Qualifications

    First degree in Social Sciences/Business Studies/Development Studies or related field
    Must have a minimum of 3 years’ experience as an executive officer to a senior team in an international organization
    Must have worked in a multicultural team oriented environment – experience working for more than one line manager – would be a plus
    Excellent collaborative and organizational skills, efficient in note taking and ability to present information in a concise manner.
    Demonstrated excellent writing skills: the ability to develop quality reports under tight deadlines and draft concise summary reports

    Program Officer

    Responsibilities & Purpose of the Program Officer Job
    To provide Programmatic and Technical support to field staff implementing health projects toward the attainment of child-well being outcomes and donor requirements.
    Programmatic and technical support for Health projects (35%)
    Provide strategic and technical support to implementation of grant health projects with minimal support to sponsorship health projects
    Support development and implementation of work plans and budgets for health/health grants
    Ensure all grant health interventions are implemented within schedule , plans and budgets
    Provide minimal programmatic support to five WVK region teams based on their nee
    Ensure timely implementation and expenditure level reviews to track and manage work plans and budgets.
    Support health interventions during emergencies.
    Oversee integration of health grants into existing Sponsorship health projects for increased impact
    Quality Assurance for programmatic Designs, Assessments, Monitoring and Evaluation processes.(35%)
    Provide technical support during health Surveys/evaluations, baselines and assessment to ensure quality check with methodology, tools and the entire process.
    Ensure Health project designs and/ or re- designs are done in accordance with donor guidelines, standards, WV standards and health programming strategies and GoK guidelines while corresponding to community needs and contexts.
    Ensure timely and quality development and review of project reports in line with donor and WV policies and reporting guidelines
    Provide technical support to ensure that the report findings inform the basis of subsequent programme designSupport project documentation, reflection and learning to ensure achievement of project objectives.

    Qualifications for the Program Officer Job
    Bachelors degree in Health, public Health and/Environmental Health.
    Five year experience in Maternal , Neonatal Child Health(MNCH) programming of which three must be within an international NGO
    Experience in conducting surveys using Lot Quality Assurance Survey (LQAS),
    Strong analytical and data management skills using statistical software such as Epi Info, SPSS, STATA will be an added advantage
    Demonstrated understanding and experience of working with Ministries of Health structures at county and national levels and networking with other partners

    Humanitarian Emergency Affairs (HEA) Manager

    KEY RESPONSIBILITIES:
    Ensure Timely and Effective Response Planning, Implementation and Reporting
    Spearhead the development RDPP and NDPP, updating on a regular basis;
    Develop crisis-specific response plans and pre-positioned proposals;
    Develop emergency response proposals, ensuring technical rigor and incorporating best-practice and lesson learnt in design;
    Ensure high-quality, timely reporting of emergency response projects;
    Develop and update mapping tools to promote integrated emergency response planning and implementation;
    In the event of a CATI, CATII, CATIII, spearhead declaration process, develop response strategy and 180-day response plans, and lead NDMT in support of timely effective response;
    Lead rapid assessments in support of emergency response;
    Facilitate WV involvement in assessments conducted by FEWS NET, FSNAU and any cluster specific assessments;
    Ensure Emergency Response Capacity Development for WV Somalia and Partners

    Major Responsibilities:
     
    Technical Execution
    Participate in the Annual Planning process: contribute to the preparation of the annual audit plan as will be directed by the Associate Director – Auditing.
    Ensure the preparation of pre – audit information and coordinate receipt of information from the auditees before the fieldwork.
    Conduct detailed risk-based audit work and document findings of all allocated assignments within prescribed Audit Plan time lines.
    Review, assess and analyze data obtained for evidence of high risk deficiencies in internal control, duplication of efforts, extravagance, fraud and non-compliance with country laws, government regulations and management policies and procedures.
    Engage in special assignments (international assignments, investigations, reviews etc).
    Provide Audit Reports as required for quarterly presentation to WVK Board Audit & Risk Committee Meetings; also participate in the meetings as required.
     
    Quality Assurance
    Ensure WV GIA quality audit standards are maintained during all phases of assigned audits not limited to timely audit binder setup and technical execution of audits during field work
    Develop and submit timely audit files and reports to SIA for review
    Ensure timely resolution of audit review feedback from SIA

    Qualifications: Education/Knowledge/Technical Skills and Experience
    Must have a university degree in Commerce/Accounting/Business/Social Sciences or related fields. A post-graduate degree in Accounting/Management/Research/Statistics would be an added advantage.
    Must have professional accounting qualifications with minimum of CPA or ACCA, with an up-to-date membership status. Professional memberships in CIA/CISA/CFE are also required.
    Minimum work experience of four years in accounting or auditing.
    Knowledge and understanding of humanitarian industry, in particular Program implementation, Design monitoring and evaluation preferred.
    Must have experience with personal computing, email and general office productivity software (Microsoft Office Suite). A working knowledge of computerized accounting systems (e.g. Sun System) would be an added advantage.

    Major Responsibilities:
    Project design, Planning and Implementation
    Provide effective, innovative and technical leadership in the education & protection (gender, child protection, disability) project management
    Ensure sector programming with a focus on the Most Vulnerable Children (MVC) from the ADP community
    Design appropriate strategies (specific sector interventions) that prioritize needy areas
    Collaborate with relevant line ministries to implement education, gender, child protection and disability interventions within the ADP
    Contextualize and adopt the national education, gender, child protection, and disability technical guidelines /designs at the ADP level

    Develop quality education and protection (gender, child protection, disability) project AoP’s and 4D matrix

    Build capacity of communities and partners on integration for synergy & community based monitoring for sustainability of education and protection interventions
    Establish specific capacity building mechanisms for effective delivery & sustainability of project interventions
    Build the capacity of education and protection partners (e.g PTAs,BoMs, CBOs, AACs) to enable them effectively intervene in education & Child Protection.
    Take a lead in building ADP staff and community capacities in education & protection through trainings and other information sharing avenues to handle project activities effectively
    Together with partners, conduct regular reflection and learning events
    Facilitate mentorship, life skills and peer programme for boys and girls and especially the rescued girls

    Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers
    Establish and sustain working relationships with Government Departments and Agencies relevant to the programme’s focus area at the Ward, Sub County and County levels
    Participate in the Annual County Government’s Planning and Budgeting process and influence resource allocation to the priority needs of the most vulnerable groups within the Programme Area
    Ensure that Program participants and partners are kept informed of all the Government laws and policies in respect to the Technical Program being implemented and any changes to government laws, policies and budgets
    Work with partners and coalitions to engage in advocacy activities with the government structures at the County level, to address the needs of local communities and inform national level advocacy initiatives
    Work with community groups to utilize advocacy approaches such as Citizen Voice and Action (CVA) and Child Protection Advocacy (CPA) to enable service users and local partners to engage directly with local government service providers to improve the quality of government services for children and to generate information and evidence for use in national level advocacy work.
    Ensure effective mobilisation of community groups, youth and children, empowering them to hold their governments to account
    Support communities groups, youth and children to engage constructively with duty bearers and service providers to improve access to, and quality of, essential services
    Resource Acquisition
    Provide information to inform fund raising initiatives for education, gender, child protection and disability at all levels
    Develop timely and accurate funding proposals in line with donor requirements and WVK standards in collaboration with Project Manager and other sector specialists
    Mobilize the community for community contribution for project interventions

    A Bachelor’s degreein education, early childhood development, and special needs education or their or equivalent.

    Experience in Advocacy, Child Rights and/or Community Development with strong partnership with GoK ministries and Churches

    Office based environment with frequent travel to the field

    Purpose Of The Position Provide effective management to ensure successful implementation of the Hunger Free Youth Economic Empowerment Project that is aimed at improving youth livelihood opportunities and ensuring youth have sufficient incomes and resources to sustain productive and fulfilling lives.
    Major Responsibilities
    Project Management
    Ensure proper planning and implementation of the youth empowerment project
    Establish operational priorities and monitor performance targets for the respective field project staff
    Provide technical support and leadership to project officers to enable them effectively guide and support youth activities in the counties
    Ensure that project initiatives meet or exceed planned outcomes and are implemented in full compliance with WVK, the donor and other relevant partnership and international standards and guidelines;
    Ensure that project interventions are integrated with other projects/APs within the region
    Ensure identification of the needs of the youth and available resources and take appropriate programming measures
    Monitoring, Reporting and Evaluation
    Lead in the development of the project design and ensure compliance with WVK and donor guidelines and standards.
    Ensure timely and effective implementation of all project interventions as well as the successful achievement of proposed outcomes and intended impacts.
    Ensure timely and appropriate utilization of the budgeted project resources.
    Ensure proper application of business processes, standards and guidelines related to the project in accordance with the donor requirements.
    Ensure that the project achieves acceptable financial and operational audit results by implementing activities in accordance with established norm and policies.
    Ensure that all the activities are implemented and evaluated in accordance with the WVK and donor standards.
    Support the project officers to set up and maintain effective complaints and feedback mechanisms to ensure that youth concerns are addressed in a timely and effective manner.

    Ensure that, in general, project monitoring arrangements comply with the project agreement and, in particular, the provisions of this agreement are fully observed in the design of project M&E.

    Qualifications: Education/Knowledge/Technical Skills and Experience
    Must have a minimum of a Bachelor’s degree (an advanced degree is preferred) in Agricultural Economics or Agribusiness or a closely related field from a recognized University with relevant experience working with youth.
    Must have a minimum of five years’ experience with regards to the designing, planning, and implementation; supervising and reporting on integrated development relief and/or advocacy project.
    Experience in youth livelihoods development programming; experience with proven youth programming models will be an added advantage,
