    Purpose of Position

    The purpose of this position is provide project management, coordination and technical oversight to support timely and quality implementation of the FMNR Scale up Project in Kenya. The incumbent will be responsible for the overall strategic and operational management and coordination of the project, toward the realisation of the projects objective i.e. to Promote the upscaling and implementation of Farmer Managed Natural Regeneration (FMNR) through advocacy, media, and capacity building interventions among key stakeholders in Kenya (Nakuru, Marsabit and Migori counties).

    Major Responsibilities

    Project Implementation, Monitoring and Evaluation 35%

    Participate and coordinate quality review and capacity building meetings of staff and stakeholders on NRM with including FMNR.
    Integrate the FMNR activities with those of the three existing project while ensuring cost effective use of resources.
    Support the development of training materials in line with the identified project needs for staff, partners and communities.
    Ensure Operation standards of the project are maintained leading to acceptable audit performance
    Participate in the implementation of financial and operational Prior Audits.
    Ensure timely and effective implementation of all project interventions as well as the successful achievement of proposed outcomes and intended impacts.
    Ensure proper application of business processes, standards and guidelines related to the project in accordance with the donor requirements.
    Ensure financial aspect of the project are adhered to in compliance with Donor set standards.
    Monitor and support through cluster accountants, timely and appropriate utilization of the project budgeted resources to ensure project expenditure remains within the acceptable levels.
    Ensure that GIZ grant requirements is adhered to during project implementation and that monitoring and the relevant reports (weekly, quarterly, semi-annual and annual) are submitted in a timely manner and meet the donor quality expectations.
    In collaboration with design monitoring and evaluation team, Consultants, AP team, ensure all project indicators are properly baselined, monitoring and mid or end term evaluation project is done as per the proposal and Detailed Implementation plans (DIP) and that any recommendations are promptly acted upon.
    Use Monitoring data to compile the necessary monthly, quarterly and annual reports for forwarding to the Regional manager, NO as well as support office as advised.
    Ensure implementation of risk and audit recommendations

    Technical and Strategic leadership and management 25%

    Ensure project’s initiatives meet or exceed planned outcomes and in full compliance with the projects guidelines and donor requirements.
    Provide field level technical support in the implementation of the project within the three counties.
    Support introduction of new and existing technology and ensure FMNR initiated interventions are sustainable
    Develop appropriate implementation strategies for the Project as per approved PDD and budgets.
    Ensure social inclusion (mainstreaming gender and youth) and conflict sensitive programming.
    Provide a linkage and coordination between the project with support office and L&R National office staff.

    Partnership, Coordination, Networking and Resource Acquisition 25%

    Represent the project and WVK in forums as approved by CL&HHR TP manager.
    Coordinate and Manage Relationships with the key project stakeholders
    Engage with and manage relationships between Partners, and act as the main link between the project and World Vision Germany and GIZ.
    Support development and implementation of MoU framework clearly specifying the roles and responsibilities of Project’s partners/stakeholders.
    Participate in Nakuru, Marsabit and Migori Counties Environmental Stakeholders forums/technical working groups as well as articulating project’s objectives in the forum.
    Increase the visibility of WVK and GIZ by maintaining active engagement and advocacy on FMNR matters.
    Participate in development of innovative FMNR, Climate Change Adaptation and other Resilience Building concepts and proposals for building community resilience for fundraising as well as marketing FMNR to various Learning forums.
    Build and Maintain effective communications and pro-active relationships with partners at the counties, including visits by donors.
    Strengthen networking with relevant government departments especially Ministries of Agriculture, Livestock and Fisheries, Water and Irrigation, Forestry and Natural Resources, to lobby for their active participation in building relevant structures for sustainability.
    Ensure good working relations with the County governors/ Executive Committee Members as well as Legislative arm of the County Governments.
    Ensure active engagement on policy at both the National and County level on issues to do with sustainable use of natural resources.
    Ensure that Project interventions are in synergy with other related projects within the Nakuru, Marsabit and Migori counties for sustainability.

    Reporting learning and documentation 10%

    Ensure identification, documenting and sharing of best practices, change stories and lesson learnt over the project implementation period.
    Ensure quality monthly, quarterly, semiannual and annual reports are compiled and submitted in a timely manner in line with the donor requirements.
    Ensure production and dissemination of communications resources of the project to key stakeholder.

    Other responsibilities 5%

    Carry out any duties that may be assigned from time to time by the supervisor or designee
    Attend and participate in daily and weekly chapel and devotional meetings.

    Knowledge, Skills and Abilities

    The jobholder must have a Degree in Natural Resource Management, Forestry, Environmental Studies or Agro-forestry related.
    Minimum 5 years of experience in the above fields and with some experience in Agriculture.
    He/she must have proven supervisory and project management experience in the related fields.
    Experience working with NGOs will be an added advantage.
    Must have a good understanding of the different systems of extension delivery.
    Proven experience working with different stakeholders in matters of environment and climate change
    Communications advocacy strength with rich NRM experience
    National scope/wide view of issues
    Experience in project monitoring and evaluation.
    Strong Project management background, with skills in budget management.

    PURPOSE OF POSITION:

    The Role:

    The PDU Manager will lead in the development of quality programming, spearheading the design, documentation, monitoring and evaluation of project/program interventions for both rehabilitative/development and emergency programming. He/she will provide strategic direction in the development of proposals and programs, spearheading scoping exercises in pursuit of new opportunities.     Purpose of Position

    Major Responsibilities

    Planning and Implementation 50%

    Support in the Annual, Quarterly and Monthly Project planning and budgeting for Child Protection, Adult safeguarding and Advocacy (CVA) Project activities; DIP, Budget and Log-frame.
    Lead the establishment of functional community child protection, adult safeguarding reporting and feedback mechanism and provide the necessary actions and support in a timely manner
    Uphold the standards of child protection and ensure that WVK remains a child safe organization.
    Ensure that Project Participants (Children, Parents, Caregivers,) and partners are involved in Annual and Quarterly Project Planning, and ensure that they understand their roles during Project Implementation.

    On a weekly, ensure that all AP staff are briefed on the specific activities to be carried out in every Primary focus with an objective of ensuring that the Child Protection activities are implemented in an integrated manner with other AP activities
    Ensure establishment of functional and active adult and child safeguarding structures in all PFAs
    Ensure establishment of vibrant community led CVA groups (Local Social Accountability framework) that drive child well-being issues across the Technical Programs

    Capacity Building & Engagement with Child Protection actors 30%

    Facilitate capacity building of community based child protection structures.
    Organize forums with child protection stakeholders to strengthen reporting and referral mechanisms
    Develop and maintain a database of all Child Protection actors based within the Area Program
    Ensure weekly engagement with all Health facilities in the Area Program to obtain data and follow up on any reported cases of child pregnancies and other forms of sexual and gender based violence; and ensure appropriate referrals and linkages for children in need of care and support
    Conduct weekly engagements with the Police Stations within the Area Program to track all the reported cases of violence and violations and document the cases that require linkages and support with other institutions, and report back to the AP Manager to lead such linkages
    Conduct a weekly engagement with the offices of Assistant Chiefs and Chiefs to follow up on child protection and response actions and ensure that all reported cases of violence and violations are linked from the offices of the Chiefs to the Police Stations
    Collaborate with the office of the Assistant Chiefs and Chiefs in convening monthly Area Advisory Council (AAC) meetings at the Sub-Location and Location levels, as guided by the AAC guidelines
    Conduct weekly engagements with offices of Education Officials within the Area Program to track and follow up on child protection and response actions and ensure that all reported cases of violence and violations
    Collaborate with existing Community Based Organizations, Faith Based Organizations and the Private Sector actors within the Area Program in undertaking monitoring of service delivery for children in the schools, health facilities and other service delivery points across all the primary focus areas
    Establish functional and active adult and child safeguarding reporting and feedback mechanisms in all PFAs.
    Establish vibrant community led CVA groups (Local Social Accountability framework) that are sustainable and able to drive child well-being issues across the Technical Programs.

    Project Monitoring, Reporting and Learning 15%

    Utilize the on-line Project Monitoring and Reporting Platform to capture monitoring data and in generating reports.
    Conduct child protection data collection and analysis to inform engagements.
    Support in ensuring that weekly Project updates, Monthly and Quarterly Project Reports, Including Financial Reports are developed and submitted on time in compliance with WV requirements

Oversees World Vision (WV)’s Livelihoods Sector programming to ensure that it reflects the organizational distinctive of Christ-centered, community empowering and child focused in its standards and practices and the highest technical standards are met in its programming. Builds WV’s reputation in the sector, creates partnerships and innovative approaches and strengthens and mobilises WV’s sector community of practice to execute excellence in programming that demonstrates evidence of impact. Positions and brands WV as a leading child-focused organization and represents WV at high level external boards and advisory councils.

    KEY RESPONSIBILITIES:

    Set Strategic Priorities:

    Champion WV’s Livelihoods sector vision, global sectoral approach and targets in alignment with Partnership strategy.
    Provides strategic leadership for the organsiation–wide articulation and adoption of WV’s Environmental Stewardship Management Policy.
    Provides thought leadership in their respective area of expertise both within and outside World Vision in particular in collaboration with Vision Fund and Disaster Management on matters of economic and financial inclusion and social safety nets and cash transfers.
    Develops WV brand and reputation through quality programming, evidence of impact, policy and advocacy related work.
    Responsible for the development of sectoral policy and guidance in alignment with Partnership strategy.
    Ensures Partnership alignment to sector approaches and core project models to achieve strategy.
    Ensures integration of WV’s distinctive, biases and ethos in all sector guidance and practice.
    Ensures the global sectoral approach is vertically aligned (from sector fundraising & marketing through sector programming) and horizontally integrated (with other sectors and lines of ministry).
    Ensures overall compliance with Partnership and external standards.
    Ensures innovations in sector programming.

    Build Capacities:

    Builds capability of WV’s sector professionals and global community of practice.
    Promotes a culture of innovation and continuous improvement.
    Internally benchmark capabilities, processes, and systems in Livelihoods programming against market leaders and build toward best in class.
    Determines the technical capacity needs for the partnership.

    Provide Global Stewardship:

    Maintains a global view of sector portfolio across the partnership.
    Determines the technical capacity needs for the partnership.
    Ensures accountability in provision of technical services by TSO and programme implementation for globally agreed standards, sector approaches and core project models.
    Build understanding of current sectoral footprint and identify opportunities for further impact.
    Maintain a view of revenue streams to support programme opportunity. Measure extent to which resourcing opportunities meet ministry needs and impact Child Well Being (CWB).

    Ensure Accountability:

    With Evidence and Learning, responsible for analysis and interpretation of data that provides global evidence of impact for the sector.

    Promote WV Way:

    Coordinates with other Global Sector leads in ensuring global approaches (including core project models) are integrated and have a ministry focus that is Christian, community-based and child-focused.
    Oversees and coordinates closely with Support Office (and Global Centre where appropriate) sector team engagement and partners.

    External Engagement:

    Represents and builds World Vision’s influence, advocacy, partnerships and reputation externally.
    Collaborates with Faith and Development actors externally as we seek to integrate faith into all our programming to address spirituals of causes of child well-being.
    Participates in high level international meetings, forums and conferences as required.
    Actively positions WV as a NGO of choice with global 2030 Agenda platforms, and with potential and key partners, donors and stakeholders, businesses and donors.
    Provides technical support to Global Campaigns.

    KNOWLEDGE, SKILLS AND ABILITIES:

    Masters degree in the sector related expertise area.
    In-depth knowledge / expertise in sector programming including evidence based best practices.
    Sector professional with minimum 10 years’ experience designing and leading programming in the developing world.
    Strong experience developing strategy and policy in WV or in another International NGO.
    Strong experience and proven skills in leading a team of technical professionals.
    Strong experience in working with grant funded programmes by bilateral and multilateral donors.
    Strong experience and proven skills in working effectively across the WV Partnership to advance priorities and achieve change, in situations without direct authority in which influence, relationships, and technical quality are needed to succeed.
    Strong experience and proven skills in external engagement that contributes to change in policy and practice and builds WV’s reputation as a leader in the industry.
    Experience in working with faith, faith actors and faith related issues in development.
    Experience of HEA and fragile contexts.
    Effective in written and verbal communication in English.

    Preferred Skills, Knowledge and Experience:

    Experience in working with and managing large grants in sector programming for major bilateral and multilateral donors.

    Work Environment/Travel:

    PURPOSE OF POSITION:

    The Director, EPMO Director is responsible for operations of the Enterprise Project Management Office (EPMO), improving the overall maturity of IT Project Portfolio management across the organization, and tracking and reporting. S/he is responsible for managing a team of program and project managers, supporting and enabling the organization’s global, cross-functional initiatives. The Director, EPMO ensures that the work of the EPMO adds value, is relevant to the strategy of the organization, and meets the goals set by executive management.

    Individuals within the IT leadership job family have responsibility for activities that contribute to planning, creating and implementing an IT vision and strategy aligned with the company’s strategic business plan. They oversee the development of corporate standards, technology architecture, technology evaluation and transfer.     Purpose of Position

    To provide technical leadership and visionary direction in the establishment and operationalization of an integrated Monitoring Evaluation Accountability and Learning (MEAL) system in World Vision Kenya (WVK) that is able to support timely and accessible evidence of overall WVK programs impacts/results, research and innovation that promotes a culture of learning and discipline in the skills and practice of D&MEAL. In addition, Design & MEAL Manager is also accountable to ensure programs information and evidence of impact are used in developing new concepts or proposals; policy advocacy; improvement of program implementation; in tracking the progress of the National Office (NO) strategy and in strategic decision making processes.

    Major Responsibilities

    Technical Leadership and Management 30%

    Through the leadership of Program Effectiveness & Impact Director, provide technical support in the development, monitoring and reporting on the National Office Strategy.
    Ensure that the National Office thematic strategic objectives are aligned to the World Vision Partnership and Regional Guidelines and monitoring of the same is consistently done to ensure compliance and impact towards the well-being of the child.
    Develop tools, dashboards or other platform to capture, analyze, present and disseminate projects information and evidences of impacts to internal and external stakeholders
    Ensure organization wide quality data management and innovations through e – platforms such as Horizon, GTRN and other databases.

    Quality Assurance and Accountability 30%

    Ensure the successful development, elaboration and roll out of implementation strategies and operational guidelines in response to child well -being priorities;
    Ensure the mainstreaming of child well-being targets into program and project designs.
    Coordinate and ensure the timely submission of a quality and comprehensive Child well-being annual report
    Ensure the use of appropriate indicators to track the implementation and progress of National Office strategy.
    Direct and ensure quality, focus and feasibility in the DM&E processes in WVK including but not limited to development, design, implementation, monitoring and evaluation that result in sustainable and impactful programs in line with key performance indicators and acceptable audit results
    Direct and ensure that program/project interventions are designed and developed not only in alignment with a fully integrated three track ministry approach but also in compliance with WV, Donor, GOK, SPHERE and other accepted norms and standards;
    Direct the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes to ensure that programs achieve or surpass WV child wellbeing objectives
    Ensure that business processes, standards and policies are developed in coordination with other WVK entities that support program interventions for DM&E and Technical Approaches
    Streamline and integrate with project monitoring dashboard to ensure one stop shop data for the programs and operations directorates
    Ensure GESI roots causes analysis and indicators are integrated into project information and evidences of programs impact
    Ensure that findings and recommendations from various accountability mechanisms such as Peer Review, Operational and Finance Audits, Program evaluations, Program Capability Review, are acted upon in a timely and effective manner
    Develop departmental risk register, ensure its implementation to mitigate risks and ensure accountability.

    Research, Innovation and Learning 15%

    Ensure the roll out of the research and innovation initiative as per the research and innovation guidelines, including setting up the research committee, fundraising plan and a research database for WVK
    Ensure WVK obtains the necessary ethical registration status to enhance research capacity
    Ensure the consolidation of a learning culture – based upon evidenced based best practices and industry standards – to enable program staff to achieve and/or surpass established targets and standards
    Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower a new generation of technical specialists within WVK.

    Collaboration and Fund raising 10%

    In coordination with Program Effective and Impact Director and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in the country.
    Ensure successful engagement of MEAL team with the relevant external stakeholders, including national government ministries, research entities FBOs and other civil society organizations
    Coordinate and Support the realization of SST (Strategic Support Team) agenda
    Ensure technical support to sector related concepts and proposals to meet DM&E and donor standards
    Enable the relevant MEAL staff to provide the RAM unit the relevant technical support required to successfully meet or exceed established yearly resource acquisition targets
    Ensure Grants Compliance to MEAL

    Team Management 10%

    Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team.
    In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
    Assess and plan for staff capacities/competencies.
    Engage appropriate Subject Matter Experts for identified training gaps
    Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc.

    Knowledge, Skills and Abilities

    The position holder should have a Master’s degree in development studies, or any of the fields of Social Sciences, Business Administration, Program Management/Strategic Management
    Bachelor’s Degree in Social Sciences, Sociology, Geographical Information Systems, Economics/statistics, Mathematics or an equivalent degree coupled with knowledge and experience in Statistical packages and data collection software
    Minimum of 10 years’experience with a thorough understanding of MEAL as well as all areas of Strategic Management -project management cycles in a complex, international development organization especially in designing, planning, implementing, supervising and reporting on integrated development, relief and/or advocacy projects. 5 years should have been at a managerial level.
    Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
    Training or certification in Portfolio and/or Program Management with accredited institutions.
    Solid analytical skills and systematic thinking
    Ability to present complex and technical information/system to non-specialist audience with clarity
    Relevant experience in facilitating Theory of Change, Logical Frame-work, Project success and sustainability indicators
    Demonstrated experience of managing large/ multi-sectoral data
    Demonstrated experience of leading assessment, evaluation, and research
    Demonstrated experience of writing impact reports
    Experiences in designing or managing management information system (such as dashboard, power BI, mobile based applications)
