    Purpose of the position:
    Responsible for accounts payable and ensuring accountability through good cash flow and balance sheet management and ensure effective utilization and safe guarding of assets. The position will also oversee all East Africa Regional Office (EARO) grant projects financial management and processes.
    Major Responsibilities:
    Accounts Payables (25%)

    Oversee the accounts payable function by reviewing and posting the transactions into
    SUN System according to World Vision (WV) policies and deadlines.
    Raise queries on review done and follow-up with the financial accountants for prompt clearance.
    Review the cheques /online payments with supporting documentation
    Review monthly creditor reconciliations and submit for approval by the Senior Finance and Administration Manager
    Liaise with other departments to set up Service Level Agreements (SLAs) and ensure compliance.
    Review reconciliations (vendor reconciliations) and ensure reconciling items remain current.
    Prepare monthly draft cover memo and present in the monthly management review meeting.
    Upload financial reports onto the Field Financial Reports (FFR)database monthly within the timelines provided for reports as assigned.
    Oversee Treasury Management by reviewing cash flows to ensure enough funds are requested from Global Center (GC), appropriate cash level maintained as provided in the Field Finance
    Manual and sufficient amounts are hedged.
    Prepare and send monthly departmental reports to the departmental heads and solicit for explanations for variances.
    Coordinate the year-end process as provided in the Year-end memo from Global Center (GC)
    Oversee all EARO grant projects financial management and processes

    Management of Office budget (15%)

    Coordinate with the various departmental heads to obtain the planned activities & supplies (travel, conferences, laptops etc.) for incorporation into the budget.
    Prepare annual CORE budgets within the guidelines as provided by the GC and submit for review.
    Prepare quarterly expenditure forecasts for review and submission to the Global Centre.
    Provide budget approval for expenditure requests (PRF, LPO, and Travel Requests) upon confirmation of budget availability.
    Analyse variances and ensuring adequate controls on expenses are maintained

    Balance Sheet Management (10%)

    Review aging analysis for correctness and follow-up with relevant staff to ensure account allocation is done monthly.
    Review balance sheet listing reports by the financial accountants to ensure that all balances are properly supported.

    Technical SUN system specialist (10%)

    Oversee the implementation of SUN System and related upgrades. Evaluate and proposed changes in light of existing policies and provide feedback to the FRSC (Financial Resource Services Centre)
    Responsible for SUN System Administration, manage the Super User password and assign rights to other users
    Trouble shooting SUN System and resolution of any issues in liaison with FRSC SUN Technical team in the Manila Office.

    People Management, Capacity & Policy Development (10%)

    Setting and monitoring targets for direct reports
    Provide training and induction to finance and non-finance staff in financial systems and
    procedures to ensure optimal productivity and compliance.
    Coordinate inter office preapproval and settlement advice
    Research and recommend programs, policies and procedures to improve the effectiveness and efficiency of the accounts function

    Perform Vendor screening.
    Support and coordinate grants end closure processes

    Risk Management

    Facilitate audit process for assigned grants both internal and external audits
    Provide relevant information for audit responses
    Follow up on implementation of audit recommendations
    Review grants PRFs for budget availability and proper coding
    Provide and maintain grants financial information for safe custody and access
    Ensure assets purchased through donor funds are properly utilized and safe guarded

    Administration

    Attend program technical meetings and give feedback and updates on financial aspect of the assigned grants. 
    Ensure good storage of financial reports and records in line with the WVK and donor requirements
    Ensure all copies of final signed Grant agreements documents between donors and WVK is available on file

    Other

    Perform any other duties as requested by the supervisor

    Knowledge & Qualification

    Bachelor of Commerce, Economics, Accounting or Finance or related field
    CPA Section 4
    Minimum 3 years of relevant experience
    Experience in the humanitarian sector
    Excellent verbal and written communication skills, good interpersonal skills.
    Practical experience of using SUN system accounting Software is preferred
    Advanced excel and analytical skills
    A team player.

    MAJOR RESPONSIBILITIES
    Client Management, Customer Service & Strategy Development

    Major Responsibilities:
    Project Planning, Coordination and Implementation (40%)

    Responsible for the coordination of all Natural Resource Management activities and approaches implemented by partners in project
    Organize training for the partners, selected groups and other stakeholders on the various recommended focal landscape restoration approached (Farmer Managed Natural Regeneration, enrichment tree planting, Climate smart agriculture, soil and water conservation, advocacy and policy influence etc).
    Liaise with partners to prepare guiding material on key and contextual technical approaches for the project including Natural Resource Management NRM, sustainable Land management (SLM), Environment and climate change (ECC).
    Contribute to effective and timely implementation of all NRM and ecosystem restoration field level interventions and initiatives with partners.

    Supervise and monitor project interventions in strict adherence to CAM project design requirements, Kenya government regulations and other agreed standards.
    Develop monitoring plan for NRM interventions with partners and other stakeholders agreeing on the required standards for monitoring, with support from the MEAL Coordinator.
    Ensure project data is captured, validated and updated on approved programme M&E system.
    Coordinate with the Programe Director and partners to effectively support the project to carry out all measurements, baselines, assessments, designs, monitoring and evaluations – in accordance with established standards, policies and procedures.
    In Liaison with partner organization project officers and the Finance Director, track project implementation expenditure levels and value for money on all NRM, environment and climate action activities.
    Compile the necessary monthly, quarterly and annual reports and submit to the Programme Director.
    Regularly document success stories / innovation for sharing across the partnership

    Advocacy, Engagement, Networking and Partnerships (15%)

    Develop context specific electronic and live media communications on NRM activities.
    Gather and provide quality feedback and data to be used to develop technical papers and recommendations on key issues for external engagement with decision makers.
    Participate in the Annual County Government’s Planning and Budgeting process to influence environment, climate and NRM policy and planning for ecosystem restoration.
    Support the programme to build partnerships with Community, relevant Government authorities, research institutions, media and other stakeholders on promoting sustainable NRM and landscape restoration.
    Participate in Sector Technical Working groups and forums at national and county levels as will be appropriate.
    Ensure that programme stakeholders and partners are kept informed of all the Government laws and policies in respect to NRM and any changes to government laws, policies and budgets that may affect implementation of the programme.
    Work with the other coordinators in the programme secretariat to ensure integration of messages and communication for purposes of outreach.

    Capacity Building (15%)

    Build the capacity of partners to enable them effectively intervene in NRM, environment and climate change.
    Ensure integration of NRM interventions with other programme activities
    Work with partners on developing community sensitization and information material, protocols and approaches for NRM interventions in their project contexts
    Establish specific capacity building methodologies for effective delivery & sustainability of project interventions
    Together with partners, conduct regular reflection and learning events;
    Facilitate and coordinate farmers NRM exposure tours across programme counties.

    Others (5%)

    Support and coordinate other relevant initiatives by partners in the spirit of integration
    Perform any other duties as assigned by supervisor or designee.

    Qulaification,Knowledge and Skills for the role

    Degree in Forestry, Agroforestry, Natural Resource Management, Environmental Science, Conservation or a closely related field.
    At least five years on job experience working with farmers, communities and multiple stakeholders on a combination of any of the following fields Forestry, Agroforestry, Natural Resource Management, Landscape Restoration and Management Climate Smart Agriculture.
    Multi-stakeholder coordination experience is required; experience working in project consortia implementing environment and NRM projects is a plus.
    Additional relevant on-job training on landscape governance or landscape management practices, climate smart agriculture and carbon development mechanisms is highly desired.
    Experience working with farmers and local organizations on carbon related tree planting and ecosystem restoration activities is highly desirable.
    Knowledge on GESI with additional training or skills in gender mainstreaming / integration is an added advantage
    Membership to professional body is desirable (FSK, EIK etc)
    Experience engaging with government authorities at county and national levels.

    Ensure project data is captured, validated and updated on horizon and or any other approved World Vison Kenya (WVK) DM&E system.
    In Liaison with partner organization staff and the Finance Director, track project implementation expenditure levels and value for money on all livelihoods and resilience activities.
    Compile the necessary monthly, quarterly and annual reports and submit to the programme Director
    Work closely with the communications department to ensure regular documentation of success stories / innovation for sharing across the partnership
    Undertake regular project progress review meetings with partners and other stakeholders

     10%-Advocacy, Engagement, Networking and Partnerships

    Work with respective County Governments to leverage on financial and human resources to enhance synergy for program sustainability
    Participate in National and County Sector Technical Working groups and forums at the Sub-County and Ward levels as will be appropriate.
    Enhance partnerships with government and private partners to leverage on technical capacity development for farmers, extension support, inputs, financial services, market access and water services
    Participate in government policy formulation processes to support the project sustainability
    Support development context specific electronic and live media communications on livelihood and resilience activities.
    Work with the other coordinators in the programme secretariat to ensure integration of messages and communication for purposes of outreach.
    Ensure that programme stakeholders and partners are kept informed of all the Government laws and policies in respect to livelihoods & resilience and any changes to government laws, policies and budgets that may affect implementation of the programme
    Participate in the Annual County Government’s Planning and Budgeting process to influence environment, climate and livelihoods & resilience policy and planning for ecosystem restoration.

     5%-Capacity Building 

    Ensure the capacity of partners is built  to enable them effectively intervene in livelihood and resilience initiatives appropriately
    Ensure development of key training curricula in conjunction with relevant partners
    Establish specific capacity building methodologies for effective delivery & sustainability of project interventions
    Take lead in project staff and community capacities development through trainings and other information sharing avenues to handle project activities effectively.
    Support the partners to effectively deliver on project objectives

    5%-Others

    Perform any other duty as assigned by the supervisor

    Qualification, Knowledge and Skills for the role

    Minimum of a Bachelor Degree in Agriculture/Agricultural Economics/Agribusiness/Agricultural Extension or a closely related field from a recognized university
    At least five years on job experience and specialties in climate smart agricultural production, agribusiness, economic empowerment projects including gender mainstreaming
    Experience in coordinating multi-sectoral programs
    Highly flexible and organized, able to coordinate government and private sector players for effective support and implementation of program interventions
    He /she must have ample experience in capacity building, public relations, be a strong team player and have good coordination skills
    Ability to design and conduct assessments, surveys, and information management

    Purpose Of Position

    To provide county- level technical support, capacity building, implementation, monitoring and evaluation of all livelihoods & resilience project activities (Climate Smart Production, Market and financial access and household economic empowerment) in coordination with other project staff, consortium partners and respective county officers from relevant ministries as per approved county work plans, all aimed at achieving sustained improvement in livelihoods, food security and resilience to climate change for small holder farmers and pastoralists in Tana River County

    Major Responsibilities

    50%-Project Planning and Implementation

    Lead implementation of an innovative Food security and Livelihoods Project, through community-based systems, addressing the needs of the most vulnerable members of society;
    In consultation with the Project manager, develop operational work plans (AOPs) and detailed implementation plans (DIPs) in accordance with the budget, results framework, and administrative guidelines approved by the Project Steering Committee (PSC);
    Implement operational work plans in accordance with the budget, results framework and administrative guidelines approved by the Project Steering Committee (PSC);
    Under the guidance of the Project manager, ensure the Project operates efficiently and effectively;
    Participate in budget processes and periodic budget reviews for Food security, Livelihoods and Resilience, Economic Development related activities;
    Provide technical assistance in the areas of resilience and diversified livelihoods; sustainable income from climate smart resilient value chains; production, productivity and post-harvest practices; climate resilient value chains; inclusive access to markets and farm inputs, other agri-enterprise services as well as access to gender inclusive financial services among households
    Coordinate the adoption of new products and/or approaches in Food security integrating nutrition and Livelihoods development and marketing;
    Implement decisions made by the Project Steering Committee (PSC) and the County Project Steering Committee (CPSC);
    Select intervention sites, expansion areas and (new) Project partners based on set criteria by the county and after consultation with all stakeholders;
    Technical support to the project team in launching tenders and calls for proposal; contract service providers and implementing entities;
    Monitor progress of work plan implementation, identifying issues (technical and coordination) and formulate solutions to address the identified issues

    20%-Quality assurance: Monitoring, Reporting and Documentation

    Participate in formulation of food security and livelihoods related guidelines, regulations and plans for CAM Project operations at the county level;
    In consultation with the Project manager and MEAL Officer develop a MEAL plan for the Livelihood activities in the Project and actively participate in all project design, monitoring and evaluation initiatives
    Lead in development of a contextual analysis of economic policy, food and nutrition security and livelihoods issues affecting the county and particularly the target groups;
    Participate in the county development of detailed food and nutrition security and livelihoods strategy that aligns with the county integrated development plans
    Support the CAM project manager and MEAL officer to develop annual learning agenda, data analysis from the field and producing customized reports for various applications/interventions and;
    Support the County Project Steering Team in compiling monthly, semi-annual and annual reports to be provided to the Secretariat that summarizes Project achievements, key challenges, lessons learned to date and detailing budget expenditures and investment plans from all stakeholders.
    Monitor compliance of all contract service providers, consultants and implementing entities contracted by the project team.

    10%-Capacity Building:

    Facilitate training needs identification for community producer, saving groups, cooperatives, county staff and other public and private partners;
    Facilitate capacity building of producer groups and other value chain actors on climate resilient marketing and value chain development
    Train farmers on climate smart production and post-harvest management practices
    Capacity building to enhance access to appropriate financial product/loans and business plan development

    15%-Advocacy, strategic partnerships, Networking and collaboration

    Strengthen Project linkages and foster good working relations with consortium peers, civil society organizations, government representatives, private sector and community-based organizations;
    Identify and document strategic needs/agenda for country engagement
    Respond to queries from Project donors and stakeholders in a timely and sound manner on all Food Security and Livelihood related issues from the county
    Forge strategic collaborations with financial service providers including MFIs, banks, government funds to ensure Savings groups members access financial services
    Broker linkages between farmers and market/value chain actors
    Available to represent CAM Project at critical functions and moments at the county level as needed;
    Stay abreast of new developments in Food security and Livelihoods and participate actively in related technical working groups and relevant policy forums
    Facilitate formation of collective units e.g. Cooperatives, CBOs, producer groups, Village Savings and Loans Associations for aggregation

    Qualifications, Knowledge And Skills For The Role

    At least 4 years’ experience in designing, planning, implementing, supervising and reporting on integrated Food security in ASAL, Livelihoods and Resilience Project
    A broad understanding of socio – economic policy issues with respect to food and nutrition security, and livelihood development in rural and ASAL settings
    Technical knowledge and facilitation skills in Food security, Livestock and other Livelihoods, Value Chain Development, Savings Groups, Social Protection, Gender issues and Environment

    Major Responsibilities
    Program Planning-(20%)

    Together with the consortium partners and secretariat technical teams, organize and facilitate Strategic/multiyear Plans/designs and budgets for the overall program

    Support the development of clear and implementable work break down structure for respective program activities as needed

    Lead the process of capacity assessments and capacity building for staff and for potential local partners.

    Coordinate effective implementation of program Activities in collaboration with key partners, technical leads and the Program Director at the secretariat.
    Coordinate and facilitate timely review and sharing of all program documents; plans/designs and reports.

    Monitoring, Reporting and Accountability-(25%)

    Establish and operationalize a digital data collection and beneficiary tracking system and database
    Take lead in the design of a monitoring framework to track delivery against program targets/objectives.  
    Coordinate Monitoring activities of WVK and its implementing partners.
    Coordinate, participate and report on technical field monitoring visits.
    Ensure mechanisms for collating, & analyzing data, synthesizing information, updating the monitoring matrix and other monitoring systems are in place.
    Ensure timely dissemination of monitoring data to key stakeholders for management decision making.
    Support remote sensing and GIS Mapping of Program initiatives
    Ensure the development and appropriate use of information management systems in compliance with WV Kenya, GoK, and donor and in line with partnership agreements.
    Coordinate the compilation and submission of program management reports as per WV standards and donor requirements.
     Support establishment of accountability mechanisms for the program to enhance information sharing, complaints management and timely feedback flow.
    Research, Learning and Knowledge Management-(25%)
    Coordinate periodic reviews/evaluations of the program interventions using appropriate methodologies (such as LQAs) to determine achievements
    Ensure that the program assessments, feasibility studies and or characterization processes are conducted in a timely manner and quality reports are produced as per standard.
    Coordinate inter-county exchange meetings on MEAL for lessons learnt and upscale to regional and secretariat level intervention
    Establish effective knowledge management (KM) mechanisms including documentation and sharing of innovative/promising/best practices or lessons learned and impacts.
    Organize and conduct learning forums/events at regular points to facilitate learning by the partners
    Facilitate ongoing and collaborative learning within WVK and partners based on key data from the performance management system.

    Knowledge, Skills and Ability

    Minimum education, training and experience requirements to qualify for the position:

    A degree in social sciences such as Social Work, Gender Studies, Development Studies, Community Development,  International Studies, Sociology or their equivalent with specialization in Environment and  Natural Resource Management.
    At least  5 years’ experience in Gender and Disability programming with evidence of successful implementation of program
    An understanding of Human Rights and specifically Women and Child rights including CEDAW and Social Justice Issues and gender equity.
    Demonstrated ability to ensure gender integration in project design, implementation and ME.
    Effective English oral and written communication skills; ability to interact professionally in English.
