    Job Purpose

    Ensure effective monitoring, evaluation, accountability and learning system in achieving efficiency of the Nutrition Improvement through Cash and Health Education is to ensure that the most vulnerable children in intervention areas show improved well-being in the areas of nutrition, social protection and child protection.
    Main Responsibilities
    Programmatic and technical support for DM&E processes & products for nutrition projects

    Coordinate and provide technical oversight on all nutrition DM&E processes and products including review and update of project log frames, M&E Plans, Project indicators, monitor periodic targets and development of detailed implementation plans.
    Lead the planning and implementation of nutrition surveys using Standard Measurement Assessment of Relief and Transitions (SMART) methodology, Semi Quantitative Evaluation of Access and Coverage (SQUEAC) methodology and Lot Quality Assurance Sampling and Knowledge, Altitudes and Access (KAP) in nutrition projects in line with MoH guidelines
    Ensure timely dissemination of assessment reports to staff and stakeholders at National and county level.
     In liaison with Project Managers ensure Health Information Systems and Community Management of Acute Malnutrition (CMAM), PD Hearth and other nutrition databases are updated as required.
    Development of nutrition situation analysis to inform nutrition programs at National and County level.
    Support nutrition teams in integrating humanitarian accountability partnership initiatives in project implementation.
    Build the capacity of M&E officer(s) and other field level teams on data collection, analysis and interpretation for impact.
    Developing internal reporting schedules & templates, clarifying what level of information is needed and where, with key responsibilities assigned, and reviewing proposals, with a particular focus on checking log frames and ensuring indicators are SMART
    Identify and document nutrition projects geographical coverage and produce a RS/GIS activity /Project maps.
    Oversee the development of all Nutrition DM&E products and processes including development of tools and guidelines for data collection, collation and reporting.

    Project Assessment, Monitoring, Reporting & Evaluation

    Provide technical leadership in implementing/mainstreaming the project M&E system to the existing M&E system in WVK.
    Monitor project implementation levels across three Counties and report progress, impact and best practices.
    Provide support in the maintenance of a comprehensive and updated database for NICHE Grant and Other Nutrition Projects.
    Provide technical leadership in carrying out baseline assessments, and end of project review across the three counties of the project sites
    Support development of ToR in collaboration with other project teams and identify specific data requirements
    Use process, output level quality benchmarks as reference to undertake field monitoring visits, focusing on programme quality aspects, discuss with relevant staff and share reports with relevant colleagues.
    Take charge of collating and analyzing data and synthesizing information, updating the monitoring matrix and other monitoring tools in place.
    Ensure timely analysis of monitoring data and dissemination to key stakeholders for management decision making.
    Follow up with project teams on programme quality improvement action plans. Ensure action points are followed up and relevant measures taken and incorporated into programming.
    Designing situation analysis, needs and baseline/end line assessments, external reviews, evaluations and documentation, and identifying resources, including technical resources, both within WVI and externally.
    Support the implementation of processes to review the quality of existing project data, information collection methods and the suitability of the existing data for the provision of sound baseline information.
    Representing the principles and work of WV to donors, Government, Media and other humanitarian stakeholders.
    Ensure established linkages between the M&E system of the project and the Humanitarian accountability requirements.
    Timely submission of monthly situational report
    Always ensure to store collected data securely as per policies relating to data protection for the project
    Coordinate project reflection and learning sessions in conjunction with other grant staff and project partners.
    Disseminate all project information related to M&E to staff and partners across the three counties
    Ensure Project alignment to the donors and support office evaluation protocols and methodological tools

    Database Management

    Provide MIS content/requirements and feedback to project team and document progress on indicators/achievement of targets (Logical Framework Approach – LFA) using Indicator Tracking Tables (ITT)
    Support the development of systems and processes for the implementation of M&E policy and procedure based on WV best practice, developing frameworks to integrate impact assessment and learning and knowledge management into the programme and project cycle; 
    Plan tracking for Project indicators of strategic relevance from secondary and primary data, with partners and communities
    Maintain a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
    Compile, consolidate and analyze quantitative and qualitative project data and contribute into subsequent reporting through monthly MEAL reports, updates, successes and issues from the MEAL tracking tools. 
    Review of reports, ensure alignment with LEAP and donor standards, and are timely submitted.
    Ensure the development, contextualization and refining of M&E tools and resources needed to implement humanitarian accountability issues.
    Take lead in the analysis of data collected under the monitoring framework for assessment of progress and areas for improvement.
    Support remote sensing and GIS Mapping of Program activities, Outputs and Beneficiaries in all the Counties
    Ensure the appropriate use of information management systems in compliance with WV Kenya, GoK, and UNICEF in line with partnership agreements.
    Support management and updating of the CMAM and PD Hearth Database.

    Networking, Collaboration & Accountability

    Network and collaborate with relevant partners, and represent World Vision in Nutrition Technical Working Group Meetings including Chairing Nutrition Technical Working group.
    Coordinate with external stakeholders including, but not limited to, academia, NGOs, Government, and Private Sector in order to advance the learning goal of the project.
    Ensure sensitive complaints collection and handling through development of functional systems within the project.
    Ensure accountability assessments are conducted and capacity of staff built to undertake accountability assessments.
    Ensure effective community complaints response mechanisms in collaboration with communities are developed and functional.
    Comply with and promote WV policies such as Child Safeguarding, Whistle blower and Fraud.

    Learning, Documentation & Capacity Development 

    Ensure continuous learning and documentation of lessons learnt and best practices for program design, monitoring and evaluation frameworks related to emergency response.
    Coordinate the sharing of learning related to MEAL practices across offices and provide support when internal/external reviews, evaluations, and lessons learned exercises should be employed.
    Support the development of project case studies, human interest stories, documentaries and other related materials.
    Organize/ project learning events to document lessons learnt, good practices and areas of improvement.
    Ensure that lessons learnt and reports are documented (printed, visual) and published for sharing with the donor and other partners and proactively share information and learning with internal and external stakeholders.
    Develop capacity building plans and support WV and partners in building their capacity in M&E, Core Humanitarian Standards (CHS) and in the management of information systems, development of required formats, key indicators, needs assessments, frameworks for evaluation, qualitative documentation of outcomes and impact of projects.

    Project Management

    Ensure timely implementation of projects and follow up on deliverable completion of work plans and budgets, ensuring due dates are met
    Liaising with the relevant units/departments to ensure the completion of activities and documentation to support the procurement plans of the project
    Assist in ensuring effective communication within administration team and logistics
    Coordinating with partners on implementation of the project
    Create a list of electronic project documentation/files including reports, approvals and any other relevant documentation for historical record
    Ensure adherence to donor and WV policies and standards and regulations
    Provide overall leadership, coordination, management and administrative support in the absence of the Project Manager.

    Others

    Attend and participate/ lead in daily devotions and weekly Chapel services.

    Qualifications and Professional Experience

    Minimum four years’ practical experience in Nutrition M&E system coordination/ implementation in a large international non-governmental organization or other international relief/development body
    Good analytical skills with appropriate attention to detail
    Strong communication and interpersonal skills
    Excellent planning, coordination, and reporting skills.
    High professional ethics and integrity
    Good Empirical knowledge of humanitarian codes, principles and practice;
    Experience in quality assurance systems, and continuous improvement, with particular emphasis on integration of accountability measures into all aspects of the project cycle;
    Experience in Data collection on the Open data kit plat form and other mobile based applications, data analysis and interpretation
    Computer literacy in MS office Word, Excel, and PowerPoint;
    Experience in data/statistical programmes e.g. SPSS, Stata etc.
    Excellent team player with ability to work under minimum supervision
    Must have a minimum of a Bachelor’s degree in Nutrition, Social sciences, Monitoring and Evaluation or Statistics or related discipline from a recognized University.

    Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower Project teams within WVK
    Lead in the capacity building initiatives for staff and communities to enable them effectively advocate for and implement project interventions.
    Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.
    Work together with other stakeholders to ensure that key trainings meet the standard required to facilitate, provide knowledge and required skills set on economic empowerment initiatives and practices.

    Partnership, Coordination and Networking

    Strengthen networking with relevant government departments especially Ministries of Agriculture, Livestock and Fisheries & Cooperative Development, Water and Irrigation, Environment, Forestry and Natural Resources, and any other relevant line ministries to lobby for their active participation in building relevant structures for sustainability.
    Forge partnerships with private partners including formal/microfinance institutions to leverage on technical capacity development for farmers, extension support, inputs, financial services, market access and water services
    Organize and convene/chair meetings for joint planning and progress review
    Ensure adequate representation with the Government of Kenya officials (National and County), private sector, Civil Society Groups, including Faith-Based Groups.
    Ensure active engagement on policy at both the National and County level on issues to do with the Financial inclusion, Sanitation, food and nutrition security, environmental conservation and sustainable use of natural resources.
    Create good working relations with the County governors/ Executive Committee Members as well as Legislative arm of the County Governments.
    Ensure that Project interventions are in synergy with other related Programs within the County for sustainability.
    Organize integrated review meetings for WVK staff and the donor.
    Increase visibility of the project by maintaining active engagement and advocacy of Women Economic Empowerment, Livelihood Development, WASH, Agriculture development, Food and nutrition security, environment and natural resource Management at county and national levels.
    Work with partners to engage in advocacy activities with the government structures at the County level, to address the needs of local communities and inform national level advocacy initiatives
    Work with community groups to utilize advocacy approaches such as Citizen Voice and Action (CVA) to enable service users and local partners to engage directly with local government service providers to improve the quality of government services for children and to generate information and evidence for use in national level advocacy work.

    Knowledge, Skills and Qualification

    Bachelor’s degree in Agriculture, Agribusiness, Agricultural Economics, Natural Resource Management, Environmental Science, Project Management, or equivalent. Experience in climate change programming will be an added advantage.
    A postgraduate training in Project Management, Monitoring & Evaluation, Economics, Agriculture, Environmental Studies or related field will be an added advantage.
    Minimum 5 years’ experience in humanitarian and development agency 3 of which must be in leadership, Project management and integrated livelihood and development projects.
    Must be results orientated leader with performance-based management knowledge who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;

    The role has four core areas of focus:

    Serve as a business partner to Regional Office and National offices on WVI’s Safeguarding Management Policy implementation and ensure compliance with organizations expectations for keeping all children and adults in WV programming areas safe from exploitation and abuse by WV employees and affiliates.
    Represent and lead WV the Regional Office (RO) on strategic child protection & child participation networks, engaging as ‘thought leader’ and ‘technical expert’ with priority stakeholders (e.g., Faith Leaders, UNICEF, AU, IGAD, EAC, Joining Forces, etc.).
    Provide technical support and guidance to RO and Field Offices on design, monitoring and evaluation of quality Child Protection technical programmes, and Child Protection Minimum Requirements, the Operational Requirements on Child Participation in WV Decision-Making.
    Lead and initiate Child Protection and Child Participation related initiatives to build regional collaboration (research, advocacy, and programming) and positioning, including promising programming, advocacy practices, and lessons learned (this may include the establishment of a ‘Regional Knowledge Hub’ and/or ‘Community of Practice’). 

    In the area of Safeguarding, the Advisor provides strong safeguarding support to Field Office (FO) Safeguarding Focal Points, as well as FO and Regional Office (RO) leaders. They actively build a culture of safeguarding within the region and empower RO and FO leaders to become safeguarding champions on and for their teams.  They provide technical guidance to FOs on all aspects of safeguarding policy implementation and ensure RO safeguarding compliance and capacity building, in alignment with WV’s Child and Adult Safeguarding Policy. They also ensure timely safeguarding incident management in alignment with World Vision policy and guidance from safeguarding leadership.
    Safeguarding Incident Management – 20%

    Ensure FOs are oriented on Ethics Point and understand reporting requirement.
    Support and encourage Field Offices (FOs) to report L3/L2 incidents in Ethics Point.
    Support the WVI Safeguarding Unit to clarify and manage new incidents reported in Ethics Point and help setup the global incident management call.
    Participate in the global incident management calls of the FOs in their region and provide practical support and guidance including follow-up on next steps agreed during the meeting.
    Conduct regular follow up with FOs on open safeguarding cases to ensure agreed actions are completed expeditiously, including but not limited to review of investigation plans, referrals of survivor support, completion of investigation reports, and disciplinary action
    Ensure L3 incidents are ready to close within 60 days and L2s within 30 days or agree with WVI Safeguarding Unit if more time is needed – highlight any concerns while supporting FOs on follow-up.

    Child and Adult Safeguarding Policy Implementation – 20%

    Provide technical guidance and referrals on all aspects of the Child and Adult Safeguarding Policy Implementation Guidelines (i.e., policy contextualization, development of Safeguarding Incident Preparedness Plans, exemptions to background checks, etc.)
    Support preparation of the FO Action Plan after the Safeguarding Update Report process, addressing key areas of weakness and prominent safeguarding risk and submit FO/RO Action Plans to WVI Safeguarding Unit when prepared.
    Monitor progress made on community-based feedback and complaints mechanisms including the development of awareness-raising materials that inform children and communities about the behavior they can expect from WV employees or affiliates. 
    Support Audit processes, including providing reports, action plans, and input.
    Engage governments & faith communities to develop and implement supportive structures and systems in Child protection and participation.

    Safeguarding Programming Support – 20%

    Provide technical advisory support and guidance to RO and Field Offices on current and emerging child protection and child participation programming.
    Deepen and scale up quality child protection programming and advocacy efforts in WV operation areas. Act as Business Partner and Technical Leader to build the capacity and positioning of Field Offices.
    Provide technical guidance in the quality design and implementation of child protection interventions in alignment with WV’s global strategy, contextual field realities and promising global/regional/national promising practices, including CPHA.
    Provide guidance, capacity building and technical support to FOs in their implementation of the Child Protection Minimum Requirements and Operational Requirements for Child Participation in Decision Making.
    Champion innovative and effective responses to the growing needs of most vulnerable children and adolescents in the region.
    Support FOs in the establishment of community level accountability safeguarding, Child Protection and accountability mechanism across all WV programming.

    Safeguarding Self-Assessment (Update Report) – 10%

    Support FOs to understand and properly complete their annual safeguarding self-assessment (i.e. Safeguarding Update Report) including orientation to the questionnaire, one-on-one support as needed, reviewing and working with every FO to correct update report inaccuracies before GC submission, and following-up on scores with the FO
    Lead a working group to complete the annual safeguarding self-assessment for the Regional Office and collect associated documents, which will form part of the RO’s Safeguarding Action Plan
    Lead the working group to develop a Safeguarding Action Plan for the RO based on results and feedback from the Safeguarding Update Report process; follow up with senior leadership on progress on the RO Action Plan.

    Represent and Lead WV Regional Office (RO) on strategic Child Protection and Participation networks, engaging as ‘thought leader’ and ‘technical expert’ with priority stakeholders. – 10%

    Develop and nurture strategic partnerships with regional Child Protection and Child Participation coalitions, networks, and other Civil Society Organisations to raise the voice of most vulnerable children.
    Spearhead the development of a regional Child Protection and Child Participation Strategy roadmap.

    Post graduate training in Project Planning and Management, M&E or Statistics, Information Science, Climate Change/ Natural Resource Management or related studies is an added advantage
    Must also have ample experience in public relations and be a strong team player
    Statistical training certification especially on data analysis, advanced excel, SPSS, On-line data collection platforms
