    Key Responsibilities:

    Donor and Partner Engagement 

    Ensure timely response to donor (Principal recipient) queries and communication on GF HIV project implementation
    Coordinate every step of implementation with the County Health Management Team (CHMT)
    Coordinate with the Program Officer at the NO to ensure quality communication, reporting and engagement with county and PR
    Consult as deemed necessary with Cluster Manager and Program officer on queries and communication to the donor
    Represent the organisation in various HIV working group meetings at the county level as necessary

    Capacity Building 

    Capacity building of Project staff on Global Fund HIV  
    Work with County MOH to conduct training and support supervision to targeted groups on empowerment and sustainability of the Project interventions.

    Key Responsibilities:

    This position is responsible for providing administrative and technical support for the mobilization of 6UN  (WFP, UNHCR, UNICEF, OCHA, UNDP and FAO) grants opportunities. The position works alongside the Regional Senior Technical Advisors for MEER, EAR and APR and Technical Director in the technical reviews of WFP Field Level Agreements and 5UN Program Document packages (proposal, log-frame, budget, budget narrative, match and income allocation and legal agreements) for completeness and accuracy. The position is also responsible for ensuring all 6UN grant approvals are done as per the internal WV approval procedures, i.e. in line with the business process defined in the WFP Programme Investment and Management Framework and 5UN Guidelines. As and when required in emergencies, this position can be deployed to the field to support in programme and proposal development; including hands-on donor engagement in contractual documentation.
    The Program Officer works closely with Field Offices to ensure the completeness of signed documents and posts them in the Disaster Management Grant Database and Horizon which are the global repository of all WV grants projects documents and reports hence requiring attention to detail in keeping data complete and accurate as many decisions are made based on information and reports from these databases.  The position leads the production of monthly and quarterly reports on the proposal tracker and match funding allocation and utilization.

    Major Job Responsibilities:

    Support Senior Technical Advisors (STAs) for East Africa Region, Middle East Regions and APR on WFP program design, proposal review, adoption of quality standards, and adherence to WV agreed processes.
    Support in the technical review of 30% of new program design documents i.e. proposal, log frame, and budget.
    Take the lead in brokering the SOs – FOs partnership by timely sharing of 5UN project summary forms with SOs for selecting projects they will support.
    FLA packages and JPIAs are posted on the Disaster Grants Database as per agreed timelines.

    Leadership in WFP Match funds management and brokering Field Offices – Support Offices pairing for WFP opportunities

    Support the STAs in the consolidation of the regional WFP forecasting information for sharing with SO. 
    Support the Resource Development Director to consolidate the SO annual LoA conditions.  
    Support the Resource Development Director to organize SO dialogue meetings to discuss annual LoA conditions and ensure consensus between RD and SOs. 
    Take the lead in the consolidation of the WFP SOs match pledges and strategic partner selections. 
    Support the Resource Development Director to organize SO dialogue meetings to discuss match pledges and strategic partner selections and ensure all FOs have adequate SOs support.

    Build relationships with FOs, SOs, and SO Hub teams for timely resolution of issues related to WFP project contracting, issuance of LoAs, signing of FLAs, processing of JPIAs, match management, and commitment. 
    Provide periodic updates on the status of SO match utilization and corresponding income generated for SOs.  

    Internal Engagement  

    Actively participate in quarterly Disaster Management -SO and Food CoP meetings, and share challenges, emerging issues, lessons learned, and best practices on WFP contracting. 
    Actively participate in monthly Regional Food & Cash Assistance Managers update meetings, and share acquisition progress, challenges, emerging issues, lessons learned, and best practices. 
    Actively participate in FOs Program Review Meetings organized by SOs, and share challenges, emerging issues, lessons learned, and best practices. 
    Actively participate and support coordination activities geared towards smooth migration from the DGDB to the new WV global system. 

    Capacity building of FOs, SOs, and Disaster Management staff on WFP and 5UN guidelines and processes

    Together with the Senior Technical Advisors periodically identify FOs, SOs, and DM stakeholders that need orientations on WFP, and 5UN guidelines and processes (orientation on PIM policy, CPI process, 5UN business model, and processes). 
    Take the lead on conducting ongoing capacity building for new FOs, SOs, and DM staff on the WFP and 6UN guidelines and processes.  
    Together with the Senior Technical Advisors to troubleshoot on SO and FO contractual and match issues.  

    GRRT deployment and Technical Assistance to field offices.

    Knowledge/Qualifications For The Role

    At least 5 years of experience working in an INGO in the field of grants and contractual management.   
    A degree in Social Sciences, Economic, Business Administration, Stasttics, and or experience in desk research and analysis, and project management.
    Technical Training qualifications required:  Computer skills, Monitoring & Evaluation
    In-depth knowledge of project design and proposal writing.   
    Fluency in English is essential. 
    A good working knowledge of Lotus Notes, MS Office.  
    Understanding of monitoring and evaluation, and data analytics.

    Key Responsibilities:

    World Vision Kenya seeks a Chief of Party for an anticipated USAID/Kenya Feed the Future project. The goal of Feed the Future in Kenya is to sustainably reduce hunger, malnutrition and poverty in the Zone of Influence. This activity is a 5-year program worth $25 – 49.99 million. The purpose is to increase agriculture-led growth, resilience of people and systems and the population’s nutritional status, especially among women and children. The project is expected to foster private sector-led agricultural production sustainably; increase productivity, farmers’ income, and the resilience of Kenyan’s agriculture and food systems. This will take a market systems approach to promote the development of inclusive business models; improve farmer access to inputs, investment, technical expertise; and foster sustainable private sector partnerships.
    The Chief of Party’s (CoP) primary responsibilities include providing overall leadership, management, and general technical direction of the entire project and consortium partners, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the award. The CoP will be the principal point of contact in Kenya and is ultimately responsible for all contract management and implementation. S/he will be the primary liaison with USAID/Kenya on technical matters and expected to steer operations in response to USAID/Kenya technical direction. The CoP expected to identify issues and risks related to project implementation and suggest appropriate timely adjustments.     Duties and Responsibilities

    Program Coordination and Management

    Purpose of Position

    The Program Development and Quality Assurance Director (PDQA-D) will lead in external engagement to position with donors and governments, develop partnerships with NGO, private sector and academia partners, and coordinate acquisition and reporting of grants and contracts with internal and external stakeholders in support of sustainable and diversified funding to enable the fulfilment of the World Vision Somali National Office Strategy.  The position-holder will lead in the development, revision and dissemination of the national office strategy and sector technical approaches.  The position holder will need to ensure the office strategy remain relevant to the evolving context and align with World Vision’s organization goal.  He/she will spearhead the establishment and maintenance of monitoring and evaluation, accountability and information-management systems, as well as research and learning processes and products to inform adaptive management and promote thought leadership.     Provide regional leadership in implementing World Vision’s Civil-Military and Police (CivMilPol) policy and practice, establishing how the organisation deals with State & Non-State armed actors.
    Lead and guide security recruitment in the region and provide leadership and development opportunities to security teams.
    Provide technical support and oversight of security risk assessment, incident case management, investigations and provision of after-action reviews/lessons learned exercises and conduct security investigations for complex and serious cases.
    Work with national and regional senior management to ensure security budgets are in alignment with the assessed level of risk.

    Operational Support – 20% 

    Engage as part of the Regional Crisis Management Team and provide sound technical leadership in managing critical incidents in the region and provide input to the regional senior management team in crisis management situations and reviews of critical incidents.
    Review Security Risk Ratings with the analysis team and assist in the development of mitigation strategies with offices that are compliant with WV’s Core Security Requirements.
    Ensure that national offices have developed security, evacuation and contingency plans in alignment with the Core Security Requirements and Security Risk Assessment.
    Monitor regional security incident reporting and ensure the appropriate dissemination of information during emergencies.
    Support crisis management and business continuity including impact analyses to accurately define critical time-sensitive security activities and assist the design, development, and documentation of work area recovery plans.
    Manage ‘surge capacity’ requirements for critical incidents that are beyond the scope of national offices and manage the escalation process.
    Support CivMilPol relations and profile management and ensure the use of HISS-CAM to inform decision-making while balancing the tensions between humanitarian principles and operational execution.
    Provide oversight and thought leadership on risk reduction efforts in response to transportation incidents causing serious injury and death.

    Capacity Building – 20%

    Coordinate assessment, development and implementation of regional capacity building plan for security management based on regional and national program Security Risk Assessments.
    Engage with national offices and regional programme directors to raise the awareness of security management in alignment with World Vision security policies and standards. Identify, share, facilitate access to security tools, resources and materials as well as learning and support opportunities for national offices. These may include facilitating, conducting training, engagement of trainers, establishing institutional links and identifying opportunities for staff exchange or mentoring.
    Identify security training needs to operate in complex high risk environments including Security Risk Management Training for leadership teams and assist with workforce planning to ensure fully qualified capacity is available when required.
    Develop security managers to be highly competent in delivering Security Context Analysis, Security Risk Assessments, and developing context specific Acceptance, Protection, and Deterrence Strategies. They also need good cross-cultural communications skills and coordination skills to work with various forums and key security stakeholders.
    Consult on the initial stages of program assessment and proposal development to ensure that an end-to-end security solution can be developed and adequately resourced. Operational security planning will affect programmatic decisions, including logistics, budgeting and capacity building.

    Knowledge Management – 10%

    Lead the process of continuous learning on international best practice in security management and identify tools and processes that can be implemented into World Vision operations in the region.
    Encourage mutual learning on security management issues within the region and globally.
    Conduct security analysis to identify emerging organisational security needs and solutions within the changing humanitarian landscape.
    Ensure security policies and practices are informed by industry research and are in alignment with organisational standards, legal considerations and international best practice.
    Oversee the application of acquired learning, research findings and technological advancements to the operating strategy.
    Facilitate formation and coordination of regional security forum/network that promotes the embedding of security management in all layers of World Vision’s programmes.
    Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence.
    Provide a macro view of the region’s security context to assist threat identification and planning. Map armed actors and develop potential scenarios. Provide ongoing strategic and situational awareness to recognise shifts in the security environment quickly and adjust operations accordingly.
    Mainstream civil-military-police policy. 
    Establish process to monitor and ensure compliance with policy, standards, and practices. Ensure policy remains relevant and current within dynamic environment. Promote WV’s policy and positions to government, UN and other regional bodies as appropriate. Provide leadership and oversight over security information collection and sharing across the region in close coordination with the Security Analysis Unit.

    Quality Assurance – 10%

    Review minimum-security standards in the region and promote alignment with World Vision’s Core Security Requirements.
    Support and advise national offices in observing the appropriate security standards in accordance with the country risk rating.
    Support the Regional Leader in addressing ministry quality issues and needs related to security.
    Review each National Office annually to ensure the strategy remains appropriate, and that it is being implemented in a way that maximises the safety of staff and assets.
    Maintain effective management reporting on security metrics and leverage data from OCS and across the organisation for continuous improvement and prioritisation.
    Contribute in developing and implementing collective and organizational guidelines for civil military engagement. This could be via the Civilian Military Working Group (CMWG), Inter-Agency Standing Committee (IASC), or through support to an NGO country forum.

    Internal/external Liaison & Co-ordination – 10%

    Act as a strategic link for regional security connecting national offices, support offices and global centre.
    Liaise with the World Vision security network on regional security issues and provide analysis on the potential impact on World Vision operations.
    Participate and actively contribute in the partnership forums, working groups and networks related to security management.
    Work with other members of the regional functional groups so as to ensure that they are adequately aware of potential security issues.
    Work closely with and as a member of the global centre security team so as to promote mutual learning, support and accountability. Identify and develop strategic regional security networks to share information on security issues affecting humanitarian operations in the regional area.
    Work in close collaboration with the crisis-specific, International Humanitarian Law (IHL) and regional security working groups (WGs), ensuring an appropriate liaison between them, to ensure security and civil military coordination issues are well-understood and discussed as relevant.
    Act as the World Vision regional focal point and liaison on civil-military coordination, facilitating linkages between members and key partners, including United Nations Department of Peacekeeping Operations (UN DPKO).
    Liaise with external security networks (UN, INGO’s, Embassies, etc.) on global and regional operations.

    General – 5%

    Provide other support to the regional office and wider Security, Safety and Resilience group as determined by line managers.

    KNOWLEDGE, SKILLS AND ABILITIES
    Required:

    Previous experience in or exposure to the professional security arena (INGO, Corporate, Military, Law Enforcement, or Emergency Services).
    Sound knowledge of INGO security practices with experience in security risk assessments, security planning and crises management in the humanitarian context.
    Application of security and risk management framework within complex NGO operating and organisational environments.
    Understanding of implementing Core Security Requirements, Minimum Operating Security Standards or equivalent.
    Must be willing and able to travel extensively in the region.
    Must be able to coordinate work and interface efficiently and effectively with remote locations and across time zones.
    Strong administrative skills, with effectiveness in developing tasks and managing to achieve target dates.
    Must be a productive team player.
    Relevant bachelor’s degree in subjects such as Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management or other management discipline. Comparable education and experiences will be taken into consideration.
    Strong PC skills (Microsoft Office, Word, Excel, PowerPoint).
    5 years of work related experience in or extensive exposure to the professional security, resilience, business continuity, NGO or UN working at international level with international agencies, INGO’s, governments, military, law enforcement or private sector in a leadership role.
    Effective in written and verbal communication in English.

    Preferred:

    Relevant Master’s degree or other advanced degree in Security Management, Risk Management, Strategic Studies, International Relations or Emergency Management. Or other management discipline.
    Formal qualification in business continuity.
    A good network of contacts in academia, government or humanitarian security fields.
    Experience in liaising with all levels of Government, IO & NGO’s.
    Effective communication in French, Portuguese or other regional languages an advantage.

    Work environment:

    The position requires ability and willingness to travel domestically and internationally up to 30% of the time and includes travel to high risk locations with minimal notice.
    Role will require successful completion of Hostile Environment Awareness Training provided by employer.
    Depending on location the position may require home based working with some unsociable hours due to global coverage and online meetings.
    Will be expected to manage high stress security events.
    Flexibility in work hours is expected.
