    Job Summary

    VFI, as part of its 2030 strategy, seeks to impact an additional 9 million children by enabling 3 million households to gain access to financial services outside of VFI’s present network of MFIs.  This work will be led by the newly created World Vision Inclusive Finance Group.
    The Disaster Recovery Finance Director is one of the new positions within this group, and this person’s role will be to enable beneficiaries of World Vision’s humanitarian assistance (particularly cash transfers) to gain access to financial services.  The position will work directly with interested World Vision field offices, VF MFIs, and other partners to explore innovative ways to connect low-income households impacted by climate, conflict and other disasters in the pre and post emergency periods to gain increased access to valuable financial services.  The position will work closely with the WVI cash programming team and disaster response efforts, and candidates are expected to be innovative in supporting the implementation of pragmatic solutions as part of World Vision’s approach to resilience and recovery.
    Millions of people, particularly the very poor and marginalized, are greatly impacted by disasters and emergencies every year.  As part of the organization’s response to these emergency situations, this position under the World Vision Inclusive Finance Group has been created to lead the design and implementation of innovative financial solutions that will increase access to financial services (savings, loans, transfers/remittances & insurance) and financial/digital literacy training for affected people, impacted by and recovering from disasters and humanitarian crises.

    Key Responsibilities

    Develop financial inclusion projects linked to cash transfers and other humanitarian responses and recovery efforts, as well as anticipatory action initiatives

    Initial project identification
    Co- write with Field Offices and GAM (Grant Acquisition Management) teams proposals for inclusion of financial services
    Negotiation with partners
    Ensure buy-in from partners and facilitate decision processes where needed

    Project management and oversite of project components related to financial inclusion

    Supporting local response project teams in monitoring performance and delivery of agreed results
    Problem-solve when situations change, or project plans are not working
    Report on progress

    Lead on recovery lending and other financial services developed in response to major climatic, conflict, and disaster events

    Conduct initial market assessments in the early days after a climate-related event
    Advise on criteria for appropriate loan/grant mix to different client segments
    Lead and manage on-site recovery lending & related responses post disaster
    Provide training on recovery lending
    Provide guidance and documentation on recovery lending

    Lead on innovations for financial inclusion in emergency and post emergency/ disaster contexts

    Support the documentation of innovations within VFI and wider sector
    Identify opportunities to build on and scale up promising practices
    Present and share learnings within wider WV partnership and externally
    Engage with the climate team within WV on climate finance strategies.

    Knowledge, Skills and Competencies

    Required Professional Experience ​

    University degree
    A senior professional with at least 10 years of leadership experience in development work with a minimum of 4 years in emergency response or disaster recovery work (e.g. Cash/Voucher Assistance).
    At least 4 years working with a financial institution (bank, microfinance institution, or microfinance network).
    Experience conceptualizing and implementing projects and financial services adapted to specific markets and circumstances.
    Proven ability to think on their feet in challenging and difficult situations
    Works comfortably in diverse contexts and changing circumstances.
    Experience working in multiple countries
    Experience negotiating with and influencing high level executives and organizational decision-makers
    Ability to manage multiple stake holders, including through remote communications 

    Preferred knowledge/qualifications for the role

    Master’s degree in a relevant field
    Experience writing grant proposals and reports to donors
    Experience of multiple emergency situations in different contexts (conflict and natural disasters) and different regions.
    Experience with mobile money and cash transfer mechanisms
    Experience working with savings groups
    Locations: a global, remote position that needs to be based in a country where WVI is registered

    The position requires ability and willingness to travel internationally, potentially 35% of the time.

    Job Description:

    Location: Any home country of a successful candidate from Asia Pacific or Africa Region where World Vision International is registered to operate.
    The Technical Director – Sponsorship in Programming and Special Projects will lead Sponsorship in Programming and global change projects that contribute to WV Sponsorship 3.0 efforts to revitalize, renew and reimagine Child Sponsorship. The role will entail organizing and overseeing sponsorship global projects addressing simplification, research, data management, learning and development, cross sectoral and ministry integration, development of standards, guidelines, models, tools and resources for sponsorship in programming and design of performance accountability systems and processes.
    This position will provide technical leadership for the Simplification and Engagement Enabled by Digital (SEED) change processes with NOs with the aim of simplifying and enabling field operations digitally for efficiency, improving digital engagement approach and processes for enriched experiences and empowering communities with digital for child well-being.
    This position will also provide leadership for Sponsorship in programming especially to advice and support to promote sustained child well-being among children, especially the most vulnerable, in World Vision’s Area Development Programmes supported by Child Sponsorship. The role includes the development of technical guidance for Sponsorship in Programming and integration with LEAP3 and directs SIP learning and knowledge management, and oversees the SIP Learning Network.  The position will also contribute to integrated learning and development strategy and implementation strengthening World Vision’s contribution to the well-being of children in World Vision’s Area Development Programmes.
    This position will function as part of Sponsorship Capability and Ministry Integration team, and report to the Senior Director, Sponsorship Capability and Ministry Integration. The Gender Equality and Social Inclusion (GESI) Advisor works with the GESI Technical Director to GESI is mainstreamed across World Vision’s programming, organisational culture, advocacy and communications and marketing, in line with the organisation’s GESI policy. The GESI Advisor will contribute to World Vision’s strategic initiative to “Address Extreme Child Vulnerability.”
    The GESI Technical Advisor will work alongside national, regional, global and support office staff to insure quality GESI mainstreaming and to track GESI-related impact in line with the GESI Policy. The role’s primary responsibilities will be to:

    Provide technical support for the Partnership’s GESI mainstreaming work;
    Strengthen World Vision staff’s GESI competence and support regional office GESI advisors;
    Identify, track and promote promising GESI approaches and GESI impact across all aspects of World Vision’s work; and
    Support World Vision’s external engagement efforts in strategic gender equality and/or disability inclusion-related forums.

    KEY RESPONSIBILITIES:

    Provide GESI technical support, in line with the World Vision GESI Policy.

    Develop GESI-related tools in response to technical needs from World Vision entities;
    Support global gender equality/disability inclusion initiatives or working groups;
    Co-lead engagement with other GC departments to mainstream GESI across World Vision, including advising on approaches to mainstream GESI within project models, sector approaches, guidance, and tools;
    Technically back-stop grant acquisition for GESI;
    Participate in Gender Equality and Disability Inclusion Leadership Teams

    Identify, track and promote World Vision’s GESI impact.

    Co-develop and track a GESI evidence pipeline
    Ensure World Vision’s measurement framework captures gender and disability-related impact;

    Strengthen World Vision’s staff’s GESI technical competence and support GESI-related knowledge management and learning: 

    Manage GESI community of practice in coordination with the Programme Integration KM and Capability Manager and regional GESI advisors to support local to global learning;
    Coordinate with PI KM and Capability Manager to develop and maintain internal and external knowledge management platforms (wvcentral, wvi.org)
    Support the development of core competencies for gender equality and disability inclusion and learning pathways linked to each competency.
    Develop demand-based learning resources or opportunities for staff

    Support GESI mainstreaming within World Vision’s advocacy & external engagement efforts, including within strategic gender equality and/or disability inclusion-related forums: 

    Join key forums on gender equality and disability inclusion and promoting WV’s external, GESI messaging;
    Represent WV GESI work with relevant, strategic gender and disability-related consortia and partners;
    Work with the Global Campaign team to insure GESI is reflected in global advocacy campaigns. 

    KNOWLEDGE, SKILLS & ABILITIES:

    Master’s degree or equivalent in development studies, social development, human rights, social work, political or social sciences, gender and development or other relevant discipline
    At least 5 years working in the sector in gender equality, disability or social inclusion-related roles.
    Proven knowledge and understanding of the gender equality/disability and social inclusion competency needs within international NGOs and track record of building staff GESI competence. 
    A proven track record of work within a complex international organization and preferably including implementation experience in long term development or fragile contexts.
    Experience working in GESI-related roles in diverse contexts and proven ability to address root causes of inequality and exclusion with religious, cultural, political, and social sensitivity.

    Analyse and use information generated from many different Area Programmes, for advocacy, accountability and programme improvement.
    Facilitate APs to implement local level advocacy through the CVA model and ensure that communities are empowered to demand for their rights and hold service providers accountable to promote effective service delivery.

    Resource Acquisition

    Develop a mapping of resource needs within the respective ADP and from the other programs in the county.
    Work with the Resources Acquisition Team and the Regional team to develop concepts/proposals for funding.
    Provide support to the donors visiting the county for effective and efficient coordination of information sharing and messaging
    Ensure documentation of best practices and innovations for donor engagement.
    Participate in the development of funding concepts and proposals
    Develop a mapping of resource needs within the respective ADP and from the other programs in the county

    Team Management

    Model a high standard of personal Christian leadership, ministry and integrity through lifestyle and work relationships that support spiritual development of the team.
    Manage all staff based in the Area Programs, including any all technical staff in those areas.
    In close collaboration with P&C, ensure right program staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
    Support professional development of each staff through on the job training, off site training or engaging appropriate Subject Matter Experts for identified training gaps
    Facilitate capacity building of staff on technical modules, through trainings, workshops, On the Job Training and technical backstopping etc.
    Ensure staff participate in morning devotions and are supported to grow spiritually
    Ensure accountability and performance management including consequence management where necessary

    Other

    Perform any other duty as may be assigned by supervisor or designee from time to time
    Participate and contribute in committees and task forces as required.

    KNOWLEGDE, SKILLS & ABILITIES

    Bachelor’s degree in Social Science, community development, Business management, Agriculture/ food security / Rural development/ Health/ Project Management or any other relevant degree from a recognized University. Advanced degree related to development/management/leadership work is an added advantage.
    Minimum of 6 years’ experience with regards to the designing, planning, and implementation, supervising and reporting on integrated development, relief and/or advocacy projects.
    4 years of which must be in managerial role.
    The position holder must be a result orientated leader who can manage and satisfy multiple, donor and other stakeholder demands.
    Computer knowledge including Microsoft office (Word, Excel, power point),
    Experience in engaging with government ministries is essential

    Job Summary

    The FAST (finance accelerating savings for transformation) Business Development Manager be part of part of the FAST team and will employ VisionFund International (VFI) collective experience in supporting savings groups with THRIVE- tested interventions to expand these models and lessons to the broader financial sector.
    VFI as part of its 2030 strategy seeks to impact an additional 9 million children by enabling 3 million clients to have access to financial services outside of its present network of MFIs. This work is positioned within the World Vision Inclusive Finance Group as part of its partnership strategy.  This new position is being created to grow access to formal financial services for savings groups (VSLAs/ S4T) globally as a result of the learnings coming out from THRIVE 2.0. 
    Through the available learnings from THRIVE 2.0, including from DreamSave data-sharing and THRIVE MandE systems,this position will seek to expand FAST-type lending into other countries where VFI does not have an MFI affiliate.  The position will work directly with interested World Vision field offices and other NGOs to explore what needs exist among savings groups to access additional financial services through the formal financial sector, and then to work with financial institutions to develop and deliver appropriate products and services.  

    Key Responsibilities

    THRIVE 2.0 knowledge management (10%)

    Responsible for THRIVE indicator tracking
    Responsible for collecting and sharing lessons learned amongst relevant stakeholders
    Build THRIVE learnings into new partnership models for new countries

    Market assessment (15%)

    Support on the ground: market analysis (mapping) of existing groups
    Support in research and analysis of survey data to understand needs of savings groups for financial services
    Analyze context including financial sustainability calculations to evaluate feasibility to start FAST in new locations.
    Map out initial potential financial institutions including interest, existing products and geographical spread
    Document outcomes and recommendations

    Negotiating, adapt products and start partnerships (25%)

    Identify the zone of possible agreement where both groups, the NGO and the financial institution can see common ground or value for each.
    Working with WV field offices and other NGOs to confirm interest to explore financial solutions identified in the market assessment.
    Working with identified MFIs and Banks to build understanding and buy in to serve underserved markets through a group-based FAST product.
    Adapt the product to fit different client groups (e.g migrants, refugees, those impacted by disasters)
    Support in designing and implementing pilot testing
    Operations support in product testing and roll out/scaling of FAST lending (20%)
    Capacity building of implementing staff covering FAST product, processes, digitization, monitoring, compliance etc.
    Support hiring and training of new field officers
    Work with DreamSave and other digital applications
    Adjustments to loan policies, procedures, and internal systems

    Funding and reporting (10%)

    Support funding proposals from WV field offices, support offices or VFI grants team as a technical expert
    Support in preparing regular THRIVE 2.0 and other grant-related reports
    Wherever possible generate revenue opportunities for VFI
    Monitoring and partnership relational management (10%)
    Continuous follow up on quality implementation including refreshers for all relevant staff
    Continuous monitoring via powerbi & other tools
    Provide monthly progress and compliance update
    Responsible for developing impact reporting including survey from partner entities
    Capture relevant lessons and practices to build internal capacity and knowledge in savings group lending.

    Other work (10%)

    Support FAST team members on other country tasks if necessary as part of Thrive 2.0
    The position as part of the WV Inclusive Finance Group is expected to support and engage other team members to build effective partnerships

    Required Professional Experience ​

    University degree
    A minimum of 7 years’ work experience in the microfinance/ retail banking sector; and a minimum of 3 years supporting savings groups/VSLAs.
    Hands-on knowledge of how savings groups are formed, operate and grow is essential. Experience working with NGOs
    Research, writing and knowledge management skills
    Experience leading projects that engage with partner organizations
    Worked in multiple countries, whether full-time or consulting
    Remote project management and support

     Preferred Knowledge/qualifications for the role:

    Work with financial services linkages to savings groups is a preferred skill set
    Has worked as a consultant
    Experience in PowerBI, ArcGi and other data-based tools
    Experience of working with WV is preferred
    Proven ability to document clearly findings and communicate them in English
    Proven ability to present in meetings & on zoom
    40% of Travel for work requirement
    Locations: Uganda, Tanzania, Malawi, Kenya, Zambia to name a few where WVI is registered

    Travel and/or Work Environment

    The position requires ability and willingness to travel internationally, potentially 30% of the time.
