    Duties and Responsibilities
    The HR Assistant is expected to perform a range of HR tasks to support the effective functioning of a client-focused and strategy oriented HR Unit and will play a specific role as an integral part of the recruitment team.
    Under the direct supervision of the HR Officer (Deputy) the HR Assistant will be responsible for the following tasks;
    Provide assistance to hiring managers on the selection and recruitment of staff, ensure consistent and high quality HR services are delivered to clients;

    Minimum Qualifications

    JOB PURPOSE
    To generate and/or contribute to the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses, programme design, targeting, cost effectiveness, and operational efficiency).
    KEY ACCOUNTABILITIES (not all-inclusive)
    1. Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
    2. Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

    OTHER SPECIFIC JOB REQUIREMENTS
    Support the RBN Programme Unit by assisting COs in conducting food security assessments and surveys, including the Integrated Food Security Phase Classification (IPC) analyses. Given his knowledge of the (IPC) and secondary data analysis, the consultant will contribute to ensuring support and guidance to COs on the IPC methodology as it evolves.
    Contribute to the development of the resilience agenda and associated partnerships at the regional level, in close collaboration with other colleagues within the Expanded Programme Group of RBN. The consultant will provide technical skills that are required to support the design and implementation of the RBN regional and country-led strategies and programmes;
    Contribute to the Regional Bureau’s active engagement within the relevant working groups at the regional level, such as the Food Security and Nutrition Working Group (FSNWG) and related sub-groups;
    Contribute to and report on the implementation of the on-going Transition Opportunity Fund project, being undertaken in close collaboration with UNICEF;
    Provide other food security analytic and technical assistance as may be requested by the Regional VAM Officer to support RB roles and responsibilities in areas such as vulnerability analysis, assessments and related food security initiatives;
    Assist country offices in the design and planning of food security assessments;
    Design and conduct on-the-job training for participants in assessment missions;
    Lead and/or participate in assessment missions, as required;
    Sharing food security and nutrition information within the regional office and maintain data bases and information systems for the regional VAM.
    Support analytical synthesis on regional patterns of food security and vulnerability by integrating CO vulnerability analysis and food security monitoring updates with other sources of data and information and understanding linkages between Countries.

    We are building a Roster of Evaluation Consultants that will be comprised of highly competent evaluation professionals from around the world who can play a key role in helping to support the achievement of zero hunger.
    All applicants will be reviewed and go through a selection and assessment process to demonstrate their technical and organisational capabilities. Successful applicants will  be considered for individual consultancy contracts as Junior Evaluators (L1), Evaluators (L2), Intermediate Evaluators (L3), Senior Evaluators (L4) or Team Leaders (L5) in Country Offices or Regional Bureaux.

    Strategic Purpose of the Function
    WFP’s evaluation function is based on the evaluation principles of independence, credibility and utility. The WFP Evaluation Policy (2016-2021) clearly states that, “All evaluations are conducted by independent consultants” so as to avoid conflict of interest and safeguard independence. The first of the four intended outcomes of the Policy is, “Independent, credible and useful centralized and decentralized evaluations.” “Independence requires impartiality, so that evaluations are free from influences that may bias their selection, conduct, findings, conclusions, recommendations and reporting.     Job Purpose
    Junior Evaluator: Junior evaluators provide research and analytical support to evaluation teams. They generally provide a support function rather than being involved in direct data gathering.

    Description: The selected candidate will report to the Head of VAM and M&E and will be assisting the WFP Programme Unit (PU) with the following key duties:
    Assist the PU Relief Team and Area Offices in developing and reviewing appropriate relief responses based on assessment information;
    Assist VAM, using assessment livelihood data, refine community targeting criteria for relief programmes;
    Liaise with the PU Livelihoods and Nutrition Teams and relevant AO focal points to, support the transition of relief responses to recovery and livelihood/nutrition focused activities;

    Track and analyse data to identify opportunities for improvements to policies, systems and procedures in order to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.
    Deliver financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.
    Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.
    Represent unit/CO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.
    Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.

    STANDARD MINIMUM QUALIFICATIONS

    Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified
    Public Accounts (ICPA) or equivalent.
    Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
    Experience: Three or more years of post graduate, progressively responsible, job related experience in Internal controls & compliance, Performance budgeting, reporting and analysis, Resource management and Financial management & accounting principles.

    National Professional: Fluency (level C) in English language and the duty station’s language, if different.
