    Duties and Responsibilities
    Under the direct supervision of the National Finance Officer, the incumbent will be responsible for the following duties: –

    Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations;
    Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making;
    Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed;

    Maintain the web-based register for the invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines;
    Monitor and record all expenses in line with approved budget in order to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner;
    Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards;

    Minimum Qualifications
    Education:

    Secondary school education.
    Additional training in Accounting or related field is an advantage.

    Experience:

    Language:

    Knowledge:

    KEY ACCOUNTABILITIES (not all-inclusive)
    Under the general supervision and guidance of the Senior Regional Finance Officer, the Finance-Officer (Cash Based Transfer) will be responsible for the following key duties:
    Support corporate finance and Cash Based Transfers (CBT) strategies by contributing to the development of policies and procedures for Country Offices in consultation with relevant divisions in HQ (Rome, Italy), participating in key programmatic initiatives, and embedding value for money in these initiatives through advice on financial assessment, reporting and accounting.
    Lead Regional Bureau finance support on the implementation of CBT interventions, and compliance with WFP standard procedures and processes.
    Undertake oversight and support missions as appropriate and assist in clarifying and improving proper application of CBT established policies and procedures, and prepare comprehensive reports on findings with improvement action plans.

    QUALIFICATIONS AND EXPERIENCE REQUIRED
    Education: Advanced University degree in Finance, Business Administration, Accounting or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an international recognised professional accountancy body such as Associated of Chartered Certified Accountants (ACCA), Institute of Certified Public Accountants (ICPA) or equivalent.
    Experience:
    At least 5 years of progressively responsible postgraduate professional experience in finance.
    Experience in roles with great independence, decision making authority, supervision of staff and managing complex budgets.
    Experience in contributing to the development of financial risk management policies and procedures on embedding value for money through advice on financial assessment, reporting and accounting

    Accountability

    JOB PURPOSE

    Undertake a capacity needs assessment of gaps (for WFP, partners and targeted communities) in knowledge and skills (practical) on pastoral livelihoods in the arid and semi-arid parts of Kenya.
    Develop a programme to fill in the identified capacity gaps.
    Support WFP Cooperating Partners in designing quality projects that address the underlying causes of food insecurity.

    Collate data and contribute to preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders including information for a database and website.
    In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and maintenance of a sound database.
    Work closely with Head of Lodwar Office and Nairobi Rural Resilience team, provide technical guidance that support procurement of quality non-food items and ensure they are supplied to the communities for effective implementation of projects.
    Participate in technical or design review, exchange of knowledge and experience keeping abreast of water harvesting technologies and engineering technologies in general, to facilitate implementation of innovative engineering solutions.
    Support building of partnerships with other UN agencies, NGOs & Government to improve synergy and impact of the projects.
    Prepare evidence-based recommendations on measures to improve facilities / infrastructures suitability to operational purpose, safety, and efficiency of structures and equipment including support in development of project guidance materials (e.g. manuals) on project implementation.
    Support county government develop policies, strategies to guide food security programming.
    Support the Head of Field Office and Nairobi team in organize field missions for donor/media/Senior WFP management and ensure that WFP staff, partners’ agencies and GoK staffs are informed on time and provide sufficient relevant information including inputs for donor briefs.
    Represent WFP in meetings and conferences, that focus on livelihoods / resilience building at the County level
    Review items accounting documents for Non-Food Items (NFI) from the partners to ensure completeness and accuracy before submitting to Nairobi.
    Perform other related duties as required.

    STANDARD MINIMUM QUALIFICATIONS
    Bachelor’s Degree in the following fields; Irrigation Engineering, Water Engineering, or Agricultural Engineering, from recognized universities.
    At least six years field experience in working at county level implementing and community based development projects
    Competent in MS Word, Excel, and PowerPoint.
    DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
    Understanding of community based participatory planning approaches
    Ability to conduct capacity gaps needs assessments and design programmes to fill these gaps.
    Experience in working in arid and semi-arid parts of Kenya

    Duties and Responsibilities
    Under the direct supervision of the Logistics Officer and the overall guidance of the Head of Logistics, the incumbent will be responsible for the following duties:
    Provide leadership in specific areas of competence i.e. transport operations, freight, forwarding, fleet and warehouse managements among others;
    Coordinate logistics operations for Somalia and contribute towards the developments of logistics plans and processes;
    Support logistics projects activities following standard processes to effectively deliver food assistance and cash based transfers to right beneficiaries at the right time;
    Collect and analyse data through research and networking to recommend actions and improve performance;
    Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries;
    Identify and build productive relationship with logistics colleagues, area offices, contractors and staff within the area of assignment for an integrated approach to serve beneficiary needs;
    Follow emergency logistics preparedness practices to ensure quick response in delivering food to affected areas at the onset of a crisis;
    Act in an assigned emergency response capacity as required to meet emergency food assistance needs and ensure that logistics capacity assessment is carried out in timely manner;

    Minimum Qualifications
    Education:
    Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.
    Experience:
    At least one year of postgraduate professional experience in one or more of the transportation and ancillary sectors: port operations, shipping, clearing and forwarding, warehouse/fleet management, large scale road/rail transport and distribution management.
    Language:
    Fluency in both oral and written communication in English.
    Knowledge:
    Experience in coordinating service providers’ contract execution, arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea), and evaluating offers and writing proposals would be an added advantage
